국방전자조달시스템은 방위사업청 및 수요군, 조달업체의 전자입찰을 지원하는 시스템이다. 이 시스템은 유관정보서비스와의 연계를 통한 다양한 정보 활용을 가능하게 함으로써 방위사업청, 수요군, 조달업체들의 전자입찰업무의 효율적 수행에 있어 많은 기여를 하였다. 그러나 급격히 발전하는 첨단 신기술 기반 인프라와 다양한 커뮤니케이션 채널의 증가에 발맞추어 국방전자조달시스템 또한 차세대 버전으로의 업그레이드 필요성이 대두되고 있다. 이러한 시대적 요구에 신속히 대응하고, 이를 충족시키기 위하여 본 논문에서는 업무담당자들의 국방전자조달시스템 서비스에 대한 만족도를 조사하여 차세대 포털로서 도약하기 위한 개선방향을 제시하고자 한다.

The application of Internet-technologies to support inter-business transactions and relationships (also termed business-to-business, B2B, electronic commerce) has recently received tremendous attention. Recognizing the importance of the Internet as a powerful business tool, many companies including public organization such as KEPCO(Korea Electronic Power Corporation) have moved quickly to take advantage of electronic commerce. This study explores the impact of Internet-based technology on the procurement function, howe-procurement is helping organizations to enhance their competitiveness and the challenges to its adoption. The study also presents the findings from a survey conducted to gain insight into the adoption of e-procurement by KEPCO. Specifically, it seeks to uncover the prevalence of and extent to which public organization is adopting e-procurement, the benefits reaped and the barriers encountered in the course of implementation.

본 논문은 국내 자동차산업을 대상으로 개발된 응용시스템으로, UML(Unified Modeling Language)을 이용한 XML(eXtensible Markup Language)기반의 안전한 전자조달(E-Procurement) 시스템을 제안하고 있다. 컴포넌트 개발기법인 UML 방법론의 활용으로 자동차산업의 구매업무 Workflow가 분석되었으며, XML 기반의 EDI(Electronic Data Interchange)와 전자서명 기능을 구현함으로써 기업간 구매업무를 자동화하는 효율적인 E-Procurement 시스템 프로토타입이 구현되었다. 또한 본 논문은 기존 정보공학방법론에서 한계로 지적되던 S/W의 재사용성과 Life Cycle의 위험을 줄인 컴포넌트 개발기법을 활용하고, 기업내 Legacy 시스템인 ERP와의 연동을 가능하게 하였다. 본 시스템은 기존 시스템이 제공하지 못하는 워크플로우(workflow)분석 및 설계, 컴포넌트 개발, 기업내부 시스템과의 연동, 그리고 전자문서의 무결성과 인증을 위한 XML 전자서명을 적용하는 해법을 제안하고 있다.

국내 공공전자조달은 국내외에 우수성을 인정받고 있다. 하지만 수요기관이 발주 시 조달업체가 관련 공고를 일일이 확인하거나, 전체 조달공고현황을 한눈에 파악하기에는 어려움이 있다. 그에 따라 본 논문에서는 효과적인 전자조달시스템의 활용을 위해 빅데이터 기술인 HDFS와 아파치 스파크 기술, 협업필터링 기술을 이용하여, 조달공고 추천서비스와 조달공고 계약 트렌드 분석 서비스 구현을 통한 전자조달공고 분석지원 시스템을 개발하였다. 조달공고 추천서비스는 조달업체의 특성과 성격에 맞는 공고를 추천함에 따라 조달업체가 일일이 공고를 검색하는 수고를 덜어 줄 수 있으며, 조달 공고 계약 트렌드 분석 서비스는 조달 공고/계약 정보를 시각화하여 조달업체와 수요기관에게 전자조달의 분석정보를 한눈에 확인할 수 있도록 구현하였다.

The purpose of this study would like to investigate the critical success factors of the e-procurement which means on-line purchase of goods and services for organizations. This action represents one of the largest expense items in a firm's cost structure. In order to draw CSFs of e-procurement system, we have surveyed questionnaire to the related firms. The basic variables used in this survey are taken from many precedent researches in relation to the e-procurement. On the other hand, the research data is collected from companies which had used the MRO e-marketplace. Through factor analysis of those data, four-factor resulted as follows: (1) factor one suggests the rationalization of the firm's management of its suppliers; (2) factor two calls for redesigning affected business processes and influencing end-user/employee procurement-related behaviors; (3) factor three refers to carefully orchestrating an e-procurement technology planning process with one's suppliers and using intelligence in designing the software and mining the data it produces; and (4) factor four relates to selecting an e-procurement solution and/or simultaneously participating in a number of electronic environments supporting e-procurement. In conclusion, these four factors are regarded as critical success factors for the application of e-procurement system and then suppliers should take care the effective planning of e-procurement structure.

Nowadays many enterprises build e-procurement systems. An e-procurement is a Web-based procurement process and its functionalities are considered important in the B2B e-commerce. Buyers should select competent suppliers for a successful e-procurement. Therefore, this study proposes a method using the analytic hierarchy process(AHP) for building a Web-based supplier selection system. In detail, the purpose of this study is (1) to review methods previously used when buyers selecting suppliers and to extract important selection criteria： (2) to explain extended AHP method adopted by this study among supplier selection methods： (3) to describe the supplier selection steps using extended AHP ： and (4) to propose a decision support system embedding the methodology described above. The proposed system comprises of three phase： first phase is to evaluate suppliers on enterprise level： second phase to evaluate them on each transaction level： third phase to post-evaluate them.

One of the important applications for business-to-business electronic commerce is in procurement and inventory management using electronic data interchange(EDI). Using online catalogs and approved supplier lists, firms can easily create requisitions and purchasing documents. The emerging trend in EDI technology is changed from VAN(Value Added Network) based EDI to XML based EDI. This paper intends to suggest a component-based XML/EDI system using Unified Modeling Language(UML), as an application system for automobile part industry. Applying component based XML/EDI systems designed with UML methodology, we analyzed the workflow and the document on procurement process between trading partners and implemented a prototype of efficient XML/EDI system, as a surrogate of existing VAN/EDI. The result of applying object-oriented CBD(Component Based Development) technique is to minimize the risk of life cycle and facilitate the reuse of software as mentioned to limitation of information engineering methodology. It enables the interoperability with corporate legacy systems such as ERP(Enterprise Resource Planning), SCM(Supply Chain Management). This system proposes a solution to apply analysis phase and design phase in implementation of XML/EDI system. The implementation of XML/EDI system using CBD shows the ease of use in software reuse and the interoperability with corporate internal information system. The purchasing department with XML/EDI system can electronically communicate purchase orders, delivery schedules to external suppliers and interoperate with other application systems.

세계 플랜트시장은 2003년 이후 오일달러의 강세와 BRICs의 경제성장 및 에너지 다소비 국가들의 자원 확보경쟁 심화의 영향으로 연평균 6%대의 높은 성장을 보이고 있으며 당분간 지속될 것으로 보인다. 플랜트 프로젝트를 성공적으로 이끌기 위해서는 원가의 50$^{\sim}$60%를 차지하고 있는 구매조달 업무가 중요하며, 이를 효과적으로 이루기 위해서는 공급자들의 정보관리가 요구 되고 있다. 하지만 현재 개발되어 있는 공급자 관리 시스템들은 공급자들의 단순 정보나 성과관리 자료만 관리하고 있는 상황이다. 이에 공급자들의 정보관리를 통해 공급자와의 긴밀한 관계를 구축하고자 하며 이렇게 축적된 DB를 바탕으로 의사결정시스템을 도입한 공급자관리 시스템을 제시하였다. 본 논문은 기업 간 전자 입찰 거래환경에서 공급자를 선택하는 의사결정의 어려움과 위험을 감소시켜 주고 기업의 구매조달 프로세스에 효율을 증대 시켜 줄 것이다.

The Electropia system is a practical model based on up-to-date CALS/EC technologies to support major Korean Electronic Manufacturers to cooperate in designing, purchasing and marketing processes. With this system, they could develop common parts, enhance their logistics and procurement capability, and provide more convenience to customers in their buying processes. This system is expected to raise the productivity and reduce material and marketing cost, which will essentially help to strengthen the competitiveness of Korean Electronic Industries.

본 논문은 초중등 학교도서관의 전자책 적정 구매 모델을 제안하기 위하여 전자책의 특성, 전자책 가격 결정에 영향을 미치는 요인 분석, 그리고 가격결정모델과 구매방법에 대한사례조사, 환경, 정부의 역할 등을 연구하였다. 이를 기반으로 전자책 구매를 위한 적정 모델을 제안하였고, 제안된 모델의 현실적 활용을 위해 공청회, 전국교육청 학교도서관 담당자 및 전문가 등의 의견을 수렴하였다.
