Development of a System Dynamics Model for the Electric Power Generation Mix Forecasting in the Competitive Electricity Market (전원구성비율 예측을 위한 System Dynamics모형 개발)

  • How to maintain the optimal electric power generation mix is one of the important problems in electric power industry. The objective of this study is to develop a computer model which can be used to forecast the investment in power generation unit by the plant owners after restructuring of electric power industry. Restructuring of electric power industry will make difference in decision making process of investment in power generation unit. After Privatiazation of Power Industry, Gencos will think that profit is the most important factor among all others attracting the investment in the industry. Coal power generation is better than LNG CCGT in terms of profit. However, many studies show that LNG CCGT will be main electric power generation source because the rest of factors other than profit in LNG CCGT are superior than Coal power generation. Because the nst of factors other than profit in LNG CCGT are superior than Coal power generation. The impacts of the various government policies can be analyzed using the computer model, thus the government can formulate effective policies for achieving the desired electric power generation mix.

  • At present the electric power industry in Korea is going through a major restructuring process. The restructuring is motivated by a desire to reduce electricity supply costs, to attract new in-vestment in modern generation, transmission and distribution facilities, and to stimulate innovation in the wholesale production and the retail supply of electricity. The experience to date shows that restructuring of electric power industry in the US, however, is marred with a number of problematic market performances including unreasonably high prices at wholesale. This paper investigates the important role of Power Exchange for stabilizing electric power industry in transition by offering various financial products. These financial products are used for risk hedging by the market participants. The paper focuses on the risk hedging by an individual supplier and derives an explicit decision rule that incorporates the attitude towards the risks. In addition to providing the financial products for risk hedging by market participants, the Power Exchange plays another very important role of financial safeguard system. Because of its unique characteristics, the Power Exchange is well suited for financial surveillance where it performs the early detection of unsound financial (and to a large extent operational) practices on the part of any system users and protect the system integrity and the market participants from the consequences of a default in the clearing structure.

  • The purpose of this study is to build promotive measures and to develop alternative policies of DG(Distributed Generation) by finding and analysing effects of four business environment factors related to DEPB(District Electricity Power Business) on boosting DG. In this study, four business environment factors, which are the electric power industry restructuring, electricity tariff and pricing structure, regulations for DEPB, and conflicts of stake-holding groups, are considered as independent variables. And promotion factors of DG including small CHP(Combined Heat and Power) generation, which is outcome of DEPB, are considered as dependent variables. But dependent variables including booming of new renewable energy generation due to green energy pricing incentives, the electric power industry restructuring, and electricity tariff and pricing policies were separatively considered. In this study, some policies were proposed reflecting research results of empirical demonstrative analysis, previous studies, overseas cases, etc.

  • The electric power industry has played an important role in dramatic economic development in Korea and the electricity has constituted a critical factor sustaining the well-being of the Korean people. This study uses input-output analysis to investigate the role of four electric power sectors (hydroelectric, fossil-fuels, nuclear and non-utility) in the Korean national economy for the period 1985~1998, focusing on four topics: the impacts of electricity supply investments, the electricity supply shortage effects, and the impacts of the rise in electricity rates, and the inter-industry linkage effect. The overall results reveal that non-utility electric sector is superior in terms of the national economy-wide effects to other three sectors throughout the period. Finally, potential uses of the results are illustrated from the perspective of policy instruments and some policy implications are discussed.

  • Although the generation market is competitive, the power market is easily exercised the market power by one generator due to its special futures such as a limited supplier, large investment cost, transmission constraints and loss. Specially, as Korea Electric industry restructuring is similar US competitive wholesale electricity market structure which discovered the several evidences of market power abuse, when restructuring is completed the possibility that market power will be exercised is big. Market power interferes with market competitions and efficiency of system. The goal of this study is to investigate the market price effects of the potential market power and the proposed market power mitigation strategy in Korean market using the forecasting wholesale electricity market model. This modeling is developed based on the system dynamics approach. it can analyze the dynamic behaviors of wholesale prices in Korean market. And then it is expanded to include the effect of market condition changed by 'strategic behavior' and 'real time pricing.' This model can generate the overall insights regarding the dynamic impact of output withholding by old gas fire power plant bon as a marginal plant in Korean market at the macro level. Also it will give the energy planner the opportunity to create different scenarios for the future for deregulated wholesales market in Korea.

  • In many parts of the world, the electric power industry is undergoing unprecedented changes. Therefore, in order to reform the electric power industry efficiently and minimize the confusion of this restructuring, the systematic studies related to transmission pricing and transmission cost allocation issues are required essentially. However, even now, the basis of transmission cost allocation rate is not equipped so that the regulation body has determined the allocating rate under the common practice. In this paper, we demonstrate that the decision of transmission cost allocation rate is the regulation body's own right. For this analysis, we apply game theory to the procedure determining this rate and the competition to determine this rate between gencos and distcos is modeled as the arbitration game.
