A Trial to Develop Forecasting Model for Turn-out Rates with the 2010 Korean Gubernatorial Election Data (후보자 득표율 예측 모형과 지표의 구성: 2010 광역단체장 선거를 중심으로)

  • This study is to make an effective forecasting model for turn-out rates of the candidates with their visibilities, which are measured in their names on the media during the election period. I make a regressive model, with the data of 2010 gubernatorial election in Korea, where turn-out rate is dependent variable and each candidate's visibility, incumbency effect, local control party effect, corruption effect, strategy voting effect, restrain effect as a mid-term evaluation, and policy effect are independent variables. I got the model, T = -4.65 + 1.02V + 16.90 I + 16.78L - 9.12 R, where T is turn-out rate, V is candidate's visibility, I is incumbent effect, L is local control party effect, and R is restrain effect. This function can be used to predict turn-out rates of the candidates in the forthcoming gubernatorial election in Korea at a small outlay.

Efficient Approach for Maximizing Lifespan in Wireless Sensor Networks by Using Mobile Sinks

  • Recently, sink mobility has been shown to be highly beneficial in improving network lifetime in wireless sensor networks (WSNs). Numerous studies have exploited mobile sinks (MSs) to collect sensed data in order to improve energy efficiency and reduce WSN operational costs. However, there have been few studies on the effectiveness of MS operation on WSN closed operating cycles. Therefore, it is important to investigate how data is collected and how to plan the trajectory of the MS in order to gather data in time, reduce energy consumption, and improve WSN network lifetime. In this study, we combine two methods, the cluster-head election algorithm and the MS trajectory optimization algorithm, to propose the optimal MS movement strategy. This study aims to provide a closed operating cycle for WSNs, by which the energy consumption and running time of a WSN is minimized during the cluster election and data gathering periods. Furthermore, our flexible MS movement scenarios achieve both a long network lifetime and an optimal MS schedule. The simulation results demonstrate that our proposed algorithm achieves better performance than other well-known algorithms.

The Study on the Public Typology based on Twitter's Political Opinion Analysis: Focusing on 10.26 by-election of Mayor of Seoul (트위터에서 형성된 정치적 의견 분석을 통한 분화된 공중 연구: 10.26 서울시장 재보궐 선거를 중심으로)

  • This study is designed to explore the function of Twitter as a campaign platform during election campaign. For exploring the function of Twitter the form of tweet, the type of information on tweet and the way of opinion expression via Twitter were discussed by content analysis. This study finds, first, that, netizens express their opoinion of candidates without foundation and with emotional reactions. Second, they showed somewhat conflictive reactions according to their supporting candidates. This study conceptualized various kinds of public as 'blindly support public,' and 'blindly opposition public' in case of Park's supporters, 'rational support public,' and 'critical opposition public' in case of Na's supporters. Third, Park's supporters debated Na candidate's attitude of debate and her appearance blindly without foundation. Na's supporters argued Park's attitude of debate and his ignorance of Seoul Metropolitan government's policy blindly without foundation. Finally, this study discussed the relationship between the political discourse according to netizens' supporting via Twitter and the results of election. Park whose supporters attacked the opposing candidate by blaming her appearance and her attitude of debate won the election. Na didn't overcome her negative images. For her Twitter functioned as a media which is spreading negative factors about her. In conclusion, Twitter as a campaign platform during election times plays a key role in discussing candidates. However, netizens need to express their opinions with foundation and the candidates have to consider negative issue management. This study highlights the importance of peripheral factors which have a decisive effect on the results of election. The results of this study is useful for building political campaign strategy by candidates.

APP campaigning: How presidential candidates present themselves by LINE and the responses of voters in the 2016 Taiwanese presidential election

  • LINE, an instant message App with a powerful capability of transmitting various forms of data, has been overwhelmed in Asia since launched in 2011. Due to its popularity, LINE was first used in the 2016 Taiwanese presidential election. This research utilized a functional approach of campaign communication discourse and political visual images to analyze how candidates managed and presented themselves by textual and visual information on LINE. Regarding the textual information, results revealed their strategy inclined to reverse gender stereotype because the female candidate emphasized policy over character, while the male emphasized character over policy. Both candidates did not fully employ ten image functions because they utilized mostly the emotional and image building functions. The female candidate message achieved the largest total amount of 'like' and 'share'. This study probes into the App campaigning and improve the feasibility and practicability to share knowledge of political communication by new media.

A Critical Review on Social Media Campaign Studies: Trends and Issues (소셜미디어 선거캠페인 연구 동향과 쟁점)

  • This study examined the trends and issues of social media campaign studies from three aspects-campaign strategy, institutional environment regulating the social media, and political effect. Then, this study performed an empirical analysis on the case of the 20th general election in order to discuss the political effect, which has been analyzed the least. Specifically, this study empirically examined the trends of candidates' participation in the twitter campaign, the partial mobilization and voter response, and the platform effect on the election results. The study examined all of the candidates' twitter accounts and traffic and found the following results.-first, the number of participants in the twitter campaign increased significantly compared to the 19th general election, and the campaign was dominated by only two political parties that had more power to mobilize resources; second, it was clearly identified that twitter is a partisan media. where specifically, those in the mainstream of the Democratic Party mobilized much more supporters; and lastly, the twitter campaign has a positive impact on the increase in the rate of votes and chances of winning the election. Particularly, the number of followers and the duration of activities were found statistically meaningful, proving that promotion of networking and social capital is more important in election campaigns.

A Study on the Political Campaign Strategy applying the effect of Media Engagement (미디어 인게이지먼트의 효과를 활용한 정치캠페인의 전략 연구)

  • This study is the first model to apply the concept of media engagement to a political campaign by which the voters' mind toward the supporting political candidates, are read. Thus it provides the theoretical and practical implications to the political campaign, and eventually contributes to the development of democracy. For these objectives, the total of 729 people who have the right to vote were telephone surveyed using the peoplemeter, CATI program in the 18th Presidential Election (12 areas including Seoul) of Dec. 19th 2012, and Re and By-election of April 24th 2013. Research question is to examine how the 5 attributes of the media engagement (interest, immersion, relevance, satisfaction and participation), play a role as the moderating variables in cross-correlation, socio-economic status and media properties. The result shows that of the five properties of media engagement, the relevant factor is the important parameter of mediating variable to the causal relationship. The media usage (TV, SNS, print media), socio-economic status (gender, age, income, marriage and area), involvement and the Presidential Election, and Re and By-election are also effective in the five attributes of media engagement. These results suggest that the a study model can measure the campaign effectiveness. This study will contribute significantly to the development of politics, election, media, advertising, and public relations area as well as to promote interdisciplinary research.

Analysis of Correlation between the Budget Allocation to the Busan-Gwangyang Port and the Political Variables (부산.광양항의 예산배분과 정치적 변수에 대한 상관관계 분석)

  • The purpose of this paper is to analyze the relationship between the budget allocation of Busan-Gwangyang port and political variables such as general election, presidential election, local election and political regimes. To do this, this study did correlation analyses using budget data of all ports in Korea, Busan, and Gwangyang during 1985-2007. The main results of the correlation analyses are as follow: First, there was a positive correlation between budget of Busan and local election. Also, there was a positive correlation between budget of Gwangyang and presidential election. This results suggest that public choice model and political business cycle model seem to apply to the port development policy. Second, there was no correlation between the regionalism of the political regime and budget of Busan-Gwangyang ports. Third, it can be inferred that the national agenda of the hub strategy can be positively related to the implementation of port development budget. Further studies are needed to analyse the relationship between the political variables and establishment of port plan, decision making about port development and ground-breaking of port construction.

  • Since the election of governors and mayors by vote, many local governments in Korea establish long-range plans for their regional development. The major purposes of the plans are to set up development path for their communities and to devise economic development strategies. But most of the plans established thus formulated by the same method utilized in centralized political regime. This method is considered no longer appropriate to devise the long-range development plans for local government especially in the era of globalization and localization, where local governments behave independently, where local governments behave independently competition. We suggest an alternative way to establish such plans, based on the method employed in business sector. The plans, formulated in this way, are called strategy oriented long-range development plans. The underlying logic for the plans is non-linear one. The plans are issue oriented and focus more on process than outcome. Given that these features are properly incorporated in the plans, we expect that the strategy oriented long-range development plans can be genuine guidelines for local economic development in the years to come.

  • The OpenDaylight controller has been receiving significant attention as one of the enabling open source framework for SDN, and this paper analyzes the architecture and procedure of OpenDaylight based controller cluster. The OpenDaylight controller cluster uses shard based distributed datastore and Raft algorithm to maintain consistency among controllers inside a cluster. The performance evaluation analyzes the leader re-election time as well as latencies of CRUD and Routed RPC according to cluster size, shard role, and sharding strategy, and we discuss the optimal operation strategy for OpenDaylight controller cluster.

Issue tracking and voting rate prediction for 19th Korean president election candidates (댓글 분석을 통한 19대 한국 대선 후보 이슈 파악 및 득표율 예측)

  • With the everyday use of the Internet and the spread of various smart devices, users have been able to communicate in real time and the existing communication style has changed. Due to the change of the information subject by the Internet, data became more massive and caused the very large information called big data. These Big Data are seen as a new opportunity to understand social issues. In particular, text mining explores patterns using unstructured text data to find meaningful information. Since text data exists in various places such as newspaper, book, and web, the amount of data is very diverse and large, so it is suitable for understanding social reality. In recent years, there has been an increasing number of attempts to analyze texts from web such as SNS and blogs where the public can communicate freely. It is recognized as a useful method to grasp public opinion immediately so it can be used for political, social and cultural issue research. Text mining has received much attention in order to investigate the public's reputation for candidates, and to predict the voting rate instead of the polling. This is because many people question the credibility of the survey. Also, People tend to refuse or reveal their real intention when they are asked to respond to the poll. This study collected comments from the largest Internet portal site in Korea and conducted research on the 19th Korean presidential election in 2017. We collected 226,447 comments from April 29, 2017 to May 7, 2017, which includes the prohibition period of public opinion polls just prior to the presidential election day. We analyzed frequencies, associative emotional words, topic emotions, and candidate voting rates. By frequency analysis, we identified the words that are the most important issues per day. Particularly, according to the result of the presidential debate, it was seen that the candidate who became an issue was located at the top of the frequency analysis. By the analysis of associative emotional words, we were able to identify issues most relevant to each candidate. The topic emotion analysis was used to identify each candidate's topic and to express the emotions of the public on the topics. Finally, we estimated the voting rate by combining the volume of comments and sentiment score. By doing above, we explored the issues for each candidate and predicted the voting rate. The analysis showed that news comments is an effective tool for tracking the issue of presidential candidates and for predicting the voting rate. Particularly, this study showed issues per day and quantitative index for sentiment. Also it predicted voting rate for each candidate and precisely matched the ranking of the top five candidates. Each candidate will be able to objectively grasp public opinion and reflect it to the election strategy. Candidates can use positive issues more actively on election strategies, and try to correct negative issues. Particularly, candidates should be aware that they can get severe damage to their reputation if they face a moral problem. Voters can objectively look at issues and public opinion about each candidate and make more informed decisions when voting. If they refer to the results of this study before voting, they will be able to see the opinions of the public from the Big Data, and vote for a candidate with a more objective perspective. If the candidates have a campaign with reference to Big Data Analysis, the public will be more active on the web, recognizing that their wants are being reflected. The way of expressing their political views can be done in various web places. This can contribute to the act of political participation by the people.
