  • In Japan, a lot of elderly housing types have been developed in order to meet various needs of the older person and the change of social situations. Elderly housings can be divided into three categories elderly housings for healthy older persons, elderly care homes for the healthy and elderly care facilities for the unhealthy. Elderly housings include public and private rental housings. Sometimes they can be designated only for the elderly. Elderly care homes for the healthy elderly include full fee charging elderly housing, elderly homes, low fee charging elderly homes and care houses. Elderly care facilities for the unhealthy elderly consist of full fee charging elderly care homes, group homes for the dementia, elderly health facilities, nursing homes, elderly hospitals, and so on. However "elderly care facilities" have been proved not to be efficient for the delivery of elderly welfare services nor satisfactory to the frail older person. Therefore, based on the concept of the "Normalization", daily services have been provided for the elderly in order that they can live at their own home in the community for themselves. As a result, Japan aims not only to reduce elderly welfare expenses but also to increase elderly users' satisfaction. Emphasis on non-institutionalization and in-home services, regional characterization, harmony between Hard and Soft, user oriented services, substantiality, universal design and so on are sought for the sake of those goals.

  • Purpose: This study was conducted in order to identify factors that influence depression for low-income elderly who live at home from the International Classification of Functioning model (ICF). Methods: The subjects were 205 elderly people living at home in two public health centers located in metropolitan cities. Subjects were divided according to their depression scores, which were measured using the GDS-short form, including normal, risk, and depression groups. Each variable was consistent with factors of the ICF model, including health condition, individual factors, environmental factors, body function, activities, and participation. Data were collected using structured questionnaires. ANOVA, $x^2$, Pearson's correlation coefficient, and Multinomial logistic regression with IBM SPSS 21.0 were used for analysis of the data. Results: Statistically significant differences were observed among normal, risk, and depression groups regarding personal factors. Gender, education level, numbers of diseases, perceived health, life satisfaction, and social support were identified as the variables that had a significant impact on depression of low-income elderly living at home. Conclusion: Results of this study indicate that there is a need for construction and implementation of strategies that strengthen life satisfaction and social support in order to lower depression of low-income elderly.

  • The purpose of this study was to examine the economic status of retired elderly households. This study especially looked for the differences in the economic status among retired elderly households and the level of subjective financial strain. The data were drawn from the data of 2000 Korean Labor and Income Panel Study (KLIPS) conducted by the Korea Labor Institute. The major findings are as follows: 1) The levels of income in the retired households were found to be lower than those of the employed elderly households, and the transfer income took the biggest portion out of 5 income types reflecting high economic dependency. 2) The levels of expenditure were found to be similar to the minimum living cost, and the food cost at home was 41.9% of the expenditure. 3) About 40% and 27.3% of households reported that they felt financial strain due to food expenditures at home and health care respectively. 4) Ninety percent of all assets were found to be real estate, reflecting the lack of asset liquidity. Further, retired elderly households were classified as 'not at all strained financially', 'moderate', 'seriously strained', and 'extremely strained' groups according to their subjective assessment. The last two groups showed the lower level of income and expenditures than the first two groups. In particular, 26.5% of retired elderly households belonged to 'extremely strained' group and showed very serious economic problems.

  • The Japanese elderly welfare policy has focused on facility policy for the aged and preventive care service for healthy elderly people. This paper has conducted a comparative analysis on Geriatric Gealth Services Facility and Special Nursing Home for the Elderly. For this, each service function has been divided into six categories; daily life / nursing and caring / medical service / management / supply / miscellaneous. Then the change in real structure by category has been analyzed through a plan analysis on case facilities. In the Geriatric Health Services Facility, the biggest change was observed in 'livelihood' among six categories. In the Special Nursing Home for the Elderly, 'the nursing and care parts' and 'medical service part' are decreased since 1999. At that time, the facilities started to be individualized and divided into a unit. To pursue home-like care instead of unit care, there was a change in construction planning to help the aged with dementia live a self-sufficient life.

  • According to the OECD Report, Korea passed the first threshold to an "aging society" in which the elderly aged over 65 make up at least 7 percent of the population in 2000, and in 2018, are due to pass the second to an "aged society" in which they make up at least 14 percent-just 18 years later. It took France (starting in 1864) 115 years to complete this transition. Even Japan, legendary for the rapidity of its aging, required 24 years. It means Korea has to prepare for the aging of its population within a very short time without mistakes. Meanwhile, in a 2005 survey of the elderly, 85.5% of them preferred aging in place to moving to elderly care facilities. That means housing planning for the elderly which provides them with independent living needs to be considered seriously. The digital technology integrated home may be one of the alternatives to support this idea. In order to find a way to user oriented digital homes for the elderly, this study identified the their needs on the physical features of the ideal home and the digital services necessary through digital life scenarios.
