Policy Direction for Subsidizing Hospitals based on Technical Efficiency (병원도산분석에 기초한 효율적인 병원지원방안에 관한 연구)

  • This study used the Data Envelopment Analysis, a mathematical linear programming method, to evaluate cost efficiency of hospitals in Korea. DEA method was applied to 244 hospitals: 31 bankrupt hospitals and 213 survived hospitals. Among the 213 sound hospitals, 11 hospitals showed efficiency score 100, but more than 40 hospitals recorded efficiency scores lower than 60. This result implies that more hospitals can be bankrupt in the restructuring process of the industry within 1-2 years. Among the 31 bankrupt hospitals, the highest technical efficiency score was 0.821 and 11 hospitals showed technical efficiency lower than 0.6. This implies that selective financial support based on cost efficiency by the government will be valuable to prevent bankruptcy of these hospitals. The logistic analysis showed statistically significant relationship between bankruptcy and efficiency of hospitals in Korea.

A Study on the Efficiency Analysis of 2K-H Type Planetary Gear Train (2K-H형 유성기어장치의 효율해석에 관한 연구)

  • The analysis of interference and efficiency are important phases in the design of planetary gear train. Because most planetary gear trains contain internal gear called ring gear, interferences between ring gear and planet gear should be analyzed in the step of design and manufacturing. Addendum modification coefficient, pressure angle, speed ratio between ring gear and sun gear are governing factors for interferences. In this paper, the interferences of 2K-H I type planetary gear train based on various planetary gear trains are studied. As that results, the ranges of addendum modification coefficients which would not lead to interferences is analyzed. Based on these ranges, theoretical efficiencies are investigated as 6 configurations of 2K-H I type planetary gear train, which is based on basic efficiency, and optimal addendum modification coefficients which generate the maximum efficiency of planetary gear train are presented. To prove results of theoretical efficiency analysis, experimentations are performed.

Efficiency analysis in the presence of network effect with DEA method (네트워크 효과를 고려한 천연가스산업의 기술적 효율성 분석)

  • This study takes an issue of efficiency analysis in the presence of network effect utilizing the DEA (Data Envelopment Analysis) framework. Network effect has important policy implication for the regulation of local monopolies which undertake their business through physical network, such as electricity, natural gas, local telephony, etc. If the difference in spatial condition between companies is not controlled properly, the performance comparison and associated incentive regulation bear significant bias. In this study, we propose a methodology to measure the true managerial or technical efficiency apart from efficiency difference accruing from the difference in spatial condition. A series of modified DEA efficiency models are combined to investigate the extent of exogenous and endogenous efficiency component in the Korean natural gas distribution companies. Empirical results show that the network effect plays significant role in determining superficial performance difference.

Dynamic Analysis of National R&D Projects' Qualitative Efficiency (국가연구개발사업 질적 효율성의 동태적 분석)

  • Korea's R&D investment has significantly increased in recent years. However, the efficiency of R&D investment is still in question. In order to examine the ways to improve the efficiency of R&D investment, this paper presents dynamic analysis on both quantitative and qualitative efficiency of R&D projects. A Data Envelopment Analysis(DEA)/Window method is used to analyze static and dynamic efficiencies of Industrial Material R&D projects in Korea from 2012 to 2016. As a result, statistically significant differences between quantitative and qualitative efficiency have been found. It has been observed that characteristics of Decision Making Units(DMUs) have an impact on both static and dynamic efficiencies. In particular, textile and ceramic projects showed relatively stable qualitative efficiency for a short-term perspective, while steel and chemical projects showed such stability for a long-term perspective. Among the types of project principals, universities showed relatively stable efficiency, compared with private sectors and research institutes. The results of this paper can be used as a guideline to manage the performance and stability of R&D projects' efficiency.

An Efficiency Analysis of Takaful Insurance Industry: A Comparative Study

  • Takaful, which is an Islamic insurance instrument, manages risks in business, according to Shariah (Islamic law) principles and offers risk protection and savings assets. The study analyzes the comparative efficiency of takaful insurance companies by implementing empirical research. The study also provides a comprehensive literature review on the efficiency analysis of the takaful industry. The empirical part presents a wide range of efficiency comparisons of 41 takaful insurance companies in 16 countries between 2009 and 2014. The data enveloping analysis technique is utilized using the rDEA package in the R environment to compute the efficiency score. In the study, the technical efficiency, overall technical efficiency, and pure technical efficiency are calculated and compared per year and per country. The findings of the study suggest that the overall average efficiency scores of takaful companies are considerably high. The study results also indicate that the excess in the consumption of inputs decreases while the deficit in achieved outputs has been declining in the covered period. The study suggests the managers of the takaful companies can use the target efficiency scores, which are calculated by using the DEA analysis, as an ideal reference benchmark for planning their inputs and outputs.

An Analysis on Korean Pear Farm Efficiency;A case study using non-parametric method (배 농가의 경영효율성 분석;비모수적 접근방법에 의한 사례 연구)

  • The objective of this study was to compare the farm efficiency of members of cooperative firms with that of non-members in Korea. Data were collected from 27 farms members of three cooperatives and 13 non-member farms, based on the managerial achievements of 1999. For the analysis, the data were divided into three different farming types: type I and II of member farms and non-member farms. Economic analysis were implemented using DEA(Data Envelopment Analysis). Major findings was as follows. Total average technology efficiency was 0.782, which implies that there still remains 21.8% of improvement possibility. Among the three types, type I showed the highest technology efficiency of 0.9055, while type II and non-member farms showed 0.7670 and 0.7171, respectively. This means that these farms have relatively high potential improved. Also, comparing technology efficiency by dividing into pure technology and scale efficiency, all type of the farms exhibit a higher pure technology efficiency compared to scale efficiency. Therefore, to improve current technology efficiency, farms need to focus more on pure technology efficiency improvement. Meanwhile, profit analysis based on farm size indicate that most of the farms demonstrated the increasing-return-to-scale, which means it is necessary to extend the farm size to improve technical efficiency. Type I member farms achieve higher profit and efficiency than other two types and relatively higher producer prices through introducing cooperative sorting, grading and packing. Also, these labor saving technologies increased farm size.

Analysis of the Policy Efficiency of the Environment-Friendly Farming Zone Program (친환경농업지구 조성사업의 효율성 분석)

  • This study analyze the policy efficiency of the environment-friendly farming zone program using data envelopment analysis. On analyzed results, the average policy efficiency is 0.185 and 98.3% of zones are inefficient. 97.8% of zones are in increasing returns to scales. The empirical results indicate that more work need to be done to increase the efficiency of the program.

An Efficiency Analysis of Information and Communications Technologies (ICT) using Nonparametric Frontier Analysis (비모수 프런티어 접근을 통한 ICT 효율성 분석 연구)

  • This study examines how specific technology from Information and Communications Technology (ICT)-which plays a critical role in increasing productivity by promoting a spread of technology across the society though the use of big data, mobile or wearable devices-impacts of the productivity of society and productivity of added values, respectively. The impact of technology was studied from the perspective of efficiency levels of input. In order to provide an analysis, we have categorized ICT into 16 specific technologies and have set the number of companies and number of employees each as an input factor while setting the respective output and the output of added values as an output factor. Afterwards, we have applied data envelopment analysis (DEA) which is a form of nonparametric frontier analysis and measured the productivity and efficiency of added values for each technology. According to the analysis results, there were 2 technologies by the CRS standards, and 3 technologies by the VRS standards that showed relative efficiency levels. We have also presented some efficiency improvement strategies for specific technologies that revealed relative inefficiency and offered a reference set and projection point. In addition, we provide an analysis on scale efficiencies (SE), diminishing returns to scale (DRS), and increasing returns to scale (IRS) of each ICT.

A Study on Discrimination Evaluation of DEA Models (DEA 모형의 변별력 평가에 관한 연구)

  • This study presented the new evaluation index which can evaluate the discrimination of DEA models. To evaluate the discrimination of DEA models, data were analyzed using importance index as suggested in previous study and the coefficient of variation as suggested in this study for the discrimination evaluation. This study selected the CCR-DEA, BCC-DEA, entropy, bootstrap, super efficiency, and cross efficiency DEA model for the discrimination evaluation and accomplished empirical analysis. In order to grasp the rank correlation of the models, this study implemented the rank correlation analysis between the efficiency of CCR model and BCC model and entropy, bootstrap, super efficiency, and efficiency of the cross efficiency model. The obtained results of this study are as follows. First, the discrimination rank of models using the importance index and the coefficient of variation was shown to be identical. Therefore, the coefficient of variation can be used the discrimination evaluation index of DEA model. Second, the discrimination of the super efficiency model was found to be the highest rank among 4 models according to the analysis of this present study. Third, the highest rank correlation with CCR model was the super efficiency model. In addition, the super efficiency model was found to be the highest rank correlation with BCC model.

Efficiency Analysis of Contract-managed Business and Industry Foodservice Operations Using Data Envelopment Analysis (자료포락분석(DEA)을 이용한 위탁급식전문업체의 산업체 급식소 효율성 평가)

  • This study was performed to suggest a new efficiency measurement indicator is necessary for evaluating management efficiency of food service operations in contract-managed foodservice companies, to distinguish efficient food service providers and inefficient ones by measuring comparative efficiency among food service operations, and to provide guidance for effective management through showing benchmarking targets for improving inefficient food service providers. The subjects of this study were the 93 B&I foodservice Operations of a domestic contract food service company. The analysis was conducted using CCR model in DEA model. A software, 'Frontier analyst', was used for the analysis. Based on the results derived from comparison of efficiency evaluation classified by providers with use of DEA, it was possible to identify efficient food providers and inefficient providers, and subsequently provide benchmarking guidelines for improvement of the inefficient groups. In analyzing the differences between the results of DEA efficiency evaluation by detailed operation status of food service providers, there was significant difference of efficiency outcomes in terms of contract types, while there was no significant difference in terms of business condition.
