The new millennium is characterized by an unprecedented breakthrough in knowledge and information and communication technologies, and the challenges of the XXI century require modernized paradigms of interaction in all spheres of life. Education continues to play a key role in national and global growth. The key role of education and its leadership in developing creative potential, as the main paradigm of the countries' stability, have significantly influenced educational centers. The developers of educational programs use information technologies as an incentive to develop creative potential of educational process. Professional training of the educational candidate is enhanced by the use of information technologies, so the educational applicants should develop technological skills to be productive members of society. Using the latest achievements in the field of information technologies for the organization of the educational process helps to form the operational style of education applicants' thinking, which provides the ability to acquire skills of processing information, that is presented in the text, graphic, tabular form, and increase the level of general and informational culture necessary for better orientation in the modern information space. The purpose of the research is to determine the effectiveness of information technologies as an incentive to develop creative potential of educational process on the basis of the survey, to establish advantages and ability to provide high-quality education in the context of using information technologies. Methods of research: comparative analysis; systematization; generalization, survey. Results. Based on the survey conducted among students and teachers, it has been found out that the teachers use the following information technologies for the development of creative potential of the educational process: to provide video and audio communication process (100%), Moodle (95,6%), Duolingo (89,7%), LinguaLeo (89%), Google Forms (88%) and Adobe Captivate Prime (80,6%). It is determined that modular digital learning environments (97,9%), interactive exercises tools (96,3%), ICT for video and audio communication (96%) and interactive exercises tools (95,1%) are most conducive to the development of creative potential of the educational process. As a result of the research, it was revealed that implementation of information technologies for the development of creative potential of educational process in educational institutions is a complex process due to a large number of variables, which should be taken into account both on the educational course and on the individual level. It has been determined that the using the model of implementation information technologies for the development of creative potential in educational process, which is stimulated due to this model, benefits both students and teachers by establishing a reliable bilateral connection between teacher and education applicant.

The purpose of this study is to develop an educational program for Korean traditional food culture, which is consisted of diverse activity factors and educational contents of the elementary students, and to transfer Korean traditional food culture to the next generation effectively. We have developed the program on the basis of FIB(Fun Integrated Behavior) approach derived from the activity-based education theory. This program is consisted of 32 subjects related with Korean traditional food culture, which is planned to perform in special activity classes for 2 semesters. An instruction guidebook for teachers and a workbook for students have been also developed. The traditional food culture educational program which is developed in this study could be used as a practical educational tool in 'dietary life and culture class' or 'special activity class' which is recently being introduced as the nutrition education curriculum in the elementary school. Furthermore, we expect this program to be able to contribute to transferring Korean traditional food culture to the next generation and reinforcing the elementary schoolers' diet behavior through inspiring them with a realization of the superiority of Korean traditional food culture.

In this paper we are comparing how the OER (open educational resources) are developed in Higher Education in Finland and South Korea. We also present a comparison model for further studies. Essential findings based on our comparison are that in both countries there are many best practices of use of the OER and open learning. Open educational resources have great potential and their use can ensure quality teaching and learning. The activity has not inspired the great mass of higher education teachers in Finland and Korea. Traditionally, a teacher's job is working alone, and so a new operational culture is required. Our comparison indicates that numerous questions, fears and problems and cultural differences are also related to the thematic. There is an evident need for a new kind of strategic leadership, a new kind of teaching and learning culture and a doing together and production ideology for the method to spread. Based on our study the following interlinked elements of OER seem to be pivotal: changes to pedagogies, technology and operational culture; educational policy intention; and attitude to culture. Lastly, comparison frame by OER practice model is developed.

The article is devoted to the research and search for effective pedagogical technologies. The definitions of "innovation", "technologicalization", "pedagogical technology" are analyzed. "Innovative pedagogical technology". The blocks that make up the innovative processes in education are studied. The importance and role of innovations in education (vocational education) are clarified. The components of pedagogical technology are studied: conceptual, content-procedural and professional. The signs of classifications of pedagogical technologies are investigated. The stages of evolution of the definition of "pedagogical technology", as well as the levels of its application in pedagogical science are highlighted. Criteria of manufacturability and signs of pedagogical technology are investigated.The algorithm for the analysis of pedagogical technology is investigated: identification of technology; name of technology; conceptual principles; the content of education; activity characteristics; organizational and methodological support of the educational process. Pedagogical technologies that should be implemented in vocational education institutions are analyzed.

This study investigates the participants' perception and satisfaction score for culture and education programs operating in public libraries and culture & art centers in Daegu Metropolitan City. Attendees of the public libraries' programs have higher overall satisfaction, customer loyalty on the contents of the program and lecturers than those of the culture & art centers' programs. Attendees of the culture & art centers' programs rated staff supports and services, facilities and educational equipments higher than those in the public libraries' programs. This study calculates the LCSI score in public libraries(78.02) and culture & art centers(77.22).

This article analyzes the state and development of multimedia technologies in the educational process. The reasons for the emergence of multimedia educational technologies are shown. The definition of the concept of "multimedia education" is given. The advantages and disadvantages of teaching using multimedia technologies are presented. The article, based on multimedia technologies, provides one of the ways to solve the problem of lack of classroom time for the presentation of all educational material in the process of teaching engineering students. The creation and application of educational videos in education is discussed, an example of teaching electrical engineering is given; the requirements for the development of video lessons, their advantages and importance in the educational process are indicated.

In order to create and utilize experiential equipment that can be effectively used in school safety education, this paper uses the Korean Safety Education Association's CPR simulator to utilize the elements of educational games: goals, rules, competition, challenge, fantasy, safety, and fun. When the content that combines game elements with general educational equipment was utilized in school education sites, significant results were obtained on the effectiveness of education with active participation of students.

The purpose of this study is to prepare educational contents and criteria for selecting advertisement materials by exploring the necessity of value system education in Korean culture education. Furthermore, the study aims to suggest advertisements that contain meaningful materials through the criteria among the public and commercial advertisements as of 2017. Advertisements have advantages in three aspects as they focus on current culture, cultural implications and the ease of teaching and learning. These advantages indicate the usefulness of advertisements in value education. Also, the research of Hofstede (2010), Kang (2007), and Kim et al. (2011) provide discussion regarding educational contents. Subsequently, the criteria for selecting advertisements are further developed as the main purpose of this study. The criterion are to consider the objectives of culture education, to take into account the learning situation, to find relevance between the contents of the advertisement and the contents for the value system education, and consider expressive methods of advertisements and extensibility to the activities. Next, advertisements were selected for core educational items and the list of 22 is presented according to the value system, educational contents and the criterion of the advertisements discussed in the above.

The article discusses the use of modern technologies in the learning process. It has been determined that the modern period of the development of society is characterized by a strong influence of computer technologies on it, a new education system is being formed, focused on entering the world information and educational space. This process is accompanied by significant changes in the pedagogical theory and practice of the educational process associated with making adjustments to the content of learning technologies, which should be adequate to modern technical capabilities, and contribute to the harmonious entry of a teenager into the information society.
