An Empirical Study on Technological Innovation Management Factors of SMEs (중소기업의 기술혁신 관리요소에 관한 실증연구)

  • Previous researches on technological innovation have several limitations such as lack of general mechanism for technological innovation(inputs, throughputs and outputs of technological innovation), large company oriented studies, and ignoring importance of technology management capabilities. So, this study suggested a new model using resource-based theory and system theory, and empirically applied that to SMEs. Structural equation model analysis by using 223 SMEs in Daegu region provided a support for most of hypotheses. Research results showed that all of factors on technological innovation were significantly and positively related with each other: inputs(R&D leadership, innovation strategy, R&D investment, R&D human resource management, external network), throughputs(portfolio management, project management, technology commercialization) and output(technological innovation). In case of technological innovation inputs, R&D leadership influenced on innovation strategy positively and significantly. And R&D leadership and innovation strategy had positive and significant effects on R&D investment, R&D human resource management and external network. R&D human resource management and external network exerted positive and significant influences on technological innovation throughputs such as portfolio management and project management. But R&D investment did not significant impacts on technological innovation throughputs. Among technological innovation throughputs, both portfolio management and project management had positive and significant effect on technology commercialization. In addition, technology commercialization acted positively and significantly technological innovation output. This study suggests necessary of efforts to implement innovation strategy and manage R&D human resource effectively based on CEO's innovativeness and entrepreneurship. Also, if SMEs want to develop technology and commercialize it, they have to cooperate with external technology resources and informations. Research results revealed that proper level of R&D investment, internal and external communication, information sharing, and learning and cooperative culture were very important for improvement of technological innovation performance in SMEs. Especially, this research suggested that if SMEs manage technological innovation process effectively based on resource-based and system approaches, then they can overcome their resource limitations and gain high technological innovation performance. Also, useful policy support for technological innovation of central or regional government by this research model is important factor for SMEs' technological innovation performance.

Estimation in a Model for Determining the Amount of Carbon in Soil and Measurement of the Influences of the Specific Factors (농경지 토양탄소량 결정모형 추정 및 요인별 영향력 계측)

  • This study has been carried out to present the valuation system of soil carbon sequestration potentials of soil in accordance with the new climate change scenarios(RCP). For that, by analyzing variation of soil carbon of the each type of agricultural land use, it aims to develop technology to increase the amount of carbon emissions and sequestration. Among the factors which affects the estimation of determining the soil carbon model and influence power after the measurement on soil organic carbon, under the center of a causal relationship between the explanatory variables this study were investigated. Chemical fertilizers (NPK) decreased with increasing the amount of soil organic carbon and as with the first experimental results, when cultivating rice than pepper, the fact that soil organic carbon content increased has been found out. The higher the carbon dioxide concentration, the higher the amount of organic carbon in the soil and this result is reliable under a 10% significance level. On the other hand, soil organic carbon, humus carbon and hot water extractable carbon has been found out that was not affected the soils depth, sames as the result of the first year. The higher concentration of carbon dioxide, the higher carbon content of humus and hot water extractable carbon content. According to IPCC 2006 Guidelines and the new climate change scenario RCP 4.5 and the measurement results of the total amount of soil organic carbon to the crops due to abnormal climate weather, 1% increase in atmospheric carbon dioxide concentration was found to be small when compared to the growing rate of increasing 0.01058% of organic carbon in the soil.

  • Library and information research is often directed towards either the management of resources (e.g., the economics of resource management), their storage and retrieval (e.g., much information retrieval research), and the users of these resources (the whole area of information behaviour. However, the question that is less often asked is, "What research do librarians want to have carried out to help them in their work?" Clearly, some of the topics just mentioned will fall into the priority areas, but what do librarians actually perceive will be of use to them. There is a notion that a research-practice gap exists in the field and perhaps the reason for that is that researchers do not ask the practioners what research will be of value to them. To find an answer to this question on a global basis would, of course, be impossible - at least impossible without the level of funding that would be difficult to obtain from any source. However, it is possible to carry out research on a national level that could prove useful both to practitioners and to the library and information research community. This was the aim of a project, supported by the Svensk Biblioteksf$\"{o}$rening (Swedish Library Association), which was carried out in 2008/2009. Ideas on potential research projects were collected from librarians themselves, from discussion group archives and from the professional journals in a number of countries. These ideas were then grouped thematically and formed the basis of two rounds of a Delphi process to solicit the opinions of a panel of librarians in different sectors, recommended by their peers as 'expert' in their field. The Delphi process was concluded with a workshop involving a subset of the panel. This paper will report on the results of the investigation, which attracted a great deal of interest within the profession in Sweden, and will also reflect on issues that were ranked lowly in the investigation. For example, not a great deal of priority was given to topics relating to the development and use of technology: why was this? And would the same result be found in other countries? One major area of research interest was into the future of libraries and a topic of relevance here, especially for academic and research libraries, is the changing information behaviour of researchers: what, now, do researchers want of libraries? Clearly, technology is playing a role here, but digitized resources and the World Wide Web may not be the answer to every researcher's need. Research into libraries and research for libraries ought to figure largely in the profession's view of its aims, objectives and visions of the future: but for it to do so requires a recognition that the work will not be done unless researchers and practitioners come together to determine how to approach the future.

A Study on the Appropriateness of Regulatory Impact Analysis(RIA) on Technological Regulation: With the Focus on the Technological Regulation Impact Assessment (기술규제 규제영향분석의 적절성에 대한 연구: 기술규제영향평가 차원에서)

  • The purpose of this study is to examine the appropriateness of Regulatory Impact Analysis(RIA) in terms of the technological regulation impact assessment in order to confirm whether the current RIA process reflects the important characteristics of technological regulation. This paper develops a logical framework for analysis of technological regulation and evaluates the appropriateness of the RIA statements submitted by the government departments. From the viewpoint of [technological feasibility of regulation], [synthesis of domestic technological norms], [synthesis of international technological norms], as a result of evaluating the contents of the actual RIA statement on the basis of objective facts, feasibility of alternative analysis, and expert judgment, only 23.4% of the RIA statements were judged "appropriate", and there were no particular differences among the government. As a result of reviewing the appropriateness of RIA statements according to regulatory attributes, the appropriateness of RIA statements on technological regulation with social regulatory and indirect regulatory attributes was rather high. In sum, the level of Korean RIA statements is insufficient to carry out the practical meaning of technological regulation impact assessment. That is, as each government department adopts technological regulation, the understanding of the technological properties of the regulation may not be complete. The RIA statement that does not adequately reflect the technological rationale, hinders the careful review of other regulatory alternatives by exaggerating the feasibility of the technology regulation, at the same time leads to the serious problems that impede the acquisition of competitiveness of companies and the public in the global competition system.

NIS quality analysis of pre- and post-harvest sugarcane.

  • The quality of sugarcane grown on the NE Australian tropical coast ($16^{\circ}$15'- $18^{\circ}$15' S Lat.) has declined markedly in the past seven years. This has been linked to dilution of mill-supply cane with increasing levels of non mature-stalk material consisting of leaves and sucker culms. The prime research objective was to examine the transition from the pre-harvest, in-field crop to harvested material sent for processing, in terms of quality and crop fraction proportions. A secondary objective was to quantify the effects of preharvest-season crop habit and culm condition on crop quality. Ten quadrat samples from each of 54 random crop sites (17 in 1999 and 37 in 2000), covering a wide range of variables (cultivar, crop class, and edaphic, topographic, climatic, and temporal factors) were collected immediately before harvest. Samples were partitioned into four fractions:- sound and unsound mature stalks (culms), sucker culms, and extraneous matter (leaves). Material harvested from each site was sampled and partitioned into four fractions:- sound and unsound billets (culm pieces), culm-spindle pieces, and leaf. In 2000, before harvest, 14 additional sites were sampled monthly, on three occasions, from March - June. Erect and non-erect culms were divided into sound and unsound classes. All samples were disintegrated and presented to a remote reflectance module of a scanning spectrophotometer using the BSES large cassette module. Near infra-red spectroscopic (NIS) analyses were developed for the rapid determination of quality components (Brix, commercial cane sugar (CCS), fibre, moisture, and polariscope reading). Calibrations for three material groups (culm (n = 639), non-culm (n = 496), and combined) were developed for all components using the 1999 data set. Two sub-sets (n = 178, and 190) of about 10% of the preharvest-season and harvest populations scanned in 2000 also were subjected to full routine laboratory analyses. The 1999 combined calibrations were excellent, but the culm calibrations produced consistently lower standard errors. Non-culm calibrations were marginally better than the combined for only CCS and pol. reading. Analysis of the 2000 culm data with calibrations using all 1999 and 2000 culm data resulted in better predictions relative to the 1999 culm calibrations. This also was true for the combined calibrations. Assessment of quality components in pre- and post-harvest sugarcane using NIS calibrations was more cost effective than using routine laboratory techniques. Outcomes from this NIS-facilitated research will have important economic consequences for the Australian sugarcane industry. Potential CCS present in mature culms is being discounted by dilution with leaves and sucker culms, threatening farm viability. The results question the efficacy of current harvesting technology. The CCS of harvested cane is improved only marginally over that of the in-field crop. Current harvesting technology requires either supplementary, innovative pre-mill processing or a design revolution to improve mill-supply cane quality, and therefore whole of industry economics. NIS-facilitated analyses, before the harvest season, highlighted the benefits of growing erect, sound crops. Loss of CCS then, can be minimized only by a combination of crop improvement and agronomic solutions, applied as part of sound on-farm management.

Contribution of Advanced or Alternative Process to Carbon-Dioxide Emission Reduction in Olefin Production Plant (올레핀(Olefin) 생산 공정에서 발생하는 이산화탄소 배출 저감을 위한 신기술 적용 효과)

  • Light olefins are very important hydrocarbons widely used as the raw materials of the most petrochemicals including plastics and medicines. In addition, the nation's olefin production capacity is regarded as one of the key indicators to predict the nation's economic scale and growth. Steam cracking of naphtha (or called "NCC (Naphtha Cracking Center) technology"), the traditional process to produce light olefins, is one of the most consuming energy processes among the chemical industries. Therefore, this process causes tremendous $CO_2$ emission. To reduce the energy consumption and $CO_2$ emission from NCC process, the present paper, firstly, investigates and analyses some alternative technologies which can be potentially substituted for traditional process. Secondly, applying the alternative technologies to NCC process, their effects such as energy savings, $CO_2$ emission reduction and CER (Certified Emission Reduction) were estimated. It is found that the advanced NCC process can reduce approximately 35% of SEC (Specific Energy Consumption) of traditional NCC process. This effect can lead to the reduction of 3.3 million tons of $CO_2$ and the acquisition of the 128 billion won of CER per year. Catalytic cracking of naphtha technology, which is other alternative processes, can save up to approximately 40% of SEC of traditional NCC process. This value equates to the 3.8 million tons of $CO_2$ mitigation and 147 billion won of CER per year.

A Study on the Technology Evaluation of Development of New Variety of Citrus Unshiu (감귤 신품종(하양조생)개발의 기술가치의 평가)

  • This study evaluated the economic value of the development of a new variety of Citrus unshiu using the income approach, Net Present Value (NPV), Internal Rate of Return (IRR), and Benefit/Cost (B/C) ratio. The new variety of Citrus unshiu was developed by the national institute of horticultural and herbal science in Korea, rural development administration. The technological evaluation of the development of a new variety of Citrus unshiu can be used to improve the efficiency and practicality of the development of a new variety of citrus. From the research results, the technological value of development of a new variety of Citrus unshui was evaluated at 109,455(discount rate=8%, minimum), 195,040(discount rate=4%, maximum), and 145,375(discount rate=6%, average) million won. The IRR was 51.4%, which was greater than the discount rate(4~8%). The NPV was evaluated at 145.3 billion won(discount rate=6%, average), 195.0 billion won(discount rate=4%, maximum) and 109.4 billion won(discount rate=8%, minimum), all of which were greater than 0. The B/C ratio was evaluated at 60.9(discount rate=6%, average), 81.3(discount rate=4%, maximum) and 46.1(discount rate=8%, minimum), all of which were greater than 1. Therefore, the economic validity of the development of a new variety of Citrus unshiu was identified by this technological evaluation.

A bioeconomic analysis on evaluation of management policies for Blackfin flounder Glyptocephalus stelleri - In the case of eastern sea danish fisheries - (기름가자미 어업관리방안 평가를 위한 생물경제학적 분석 - 동해구외끌이중형저인망어업을 대상으로 -)

  • In this study, the Bayesian state-space model was used for the stock assessment of the Blackfin flounder. In addition, effective measures for the resource management were presentedwith the analysis on the effectiveness of fisheries management plans. According to the result of the analysis using the Bayesian state-space model, the main biometric value of Blackfin flounder was analyzed as 1,985 tons for maximum sustainable yield (MSY), 23,930 tons for carrying capacity (K), 0.000007765 for catchability coefficient (q) and 0.31 for intrinsic growth (r). Also the evaluation on the biological effect of TAC was done. The result showed that the Blackfin flounder biomass will be kept at 14,637 tons 20 years later given the present TAC volume of 1,761 tons. If the Blackfin flounder TAC volume is set to 1,600 tons, the amount of biomass will increase to 16,252 tons in the future. Lastly, the biological effectiveness of the policy to reduce fishing effort was assessed. The result showed that the Blackfin flounder biomass will be maintained at 13,776 tons if the current fishing efforts (currently hp) level is set and maintained. If the fishing effort is reduced by 20%, it will increase to 17,091 tons in the future. The analysis on the economic effect of TAC showed that NPV will be the lowest at 1,486,410 won in 2038, 20 years after the establishment of 2,500 tons of TAC volume. If the TAC volume is set at 2,000 tons, NPV was estimated to be the highest at 2,206,522,000 won. In addition, the analysis on the economic effect of the policy to reduce the amount of fishing effort found that NPV will be 2,235,592,000 won in 2038, 20 years after maintaining the current level of fishing effort. If the fishing effort is increased by 10%, NPV will be the highest at 2,257,575 won even thoughthe amount of biomass will be reduced.

Spent-GAC Regeneration Using Variable Frequency Sono-Fenton Oxidation (가변 주파수 Sono-Fenton 산화를 이용한 Spent-GAC 재생기술)

  • As an adsorption technology for dissolved organic matter, the adsorption capacity of granular activated carbon, GAC, can be applied, but activated carbon whose adsorption capacity is significantly reduced by use is inevitably replaced or regenerated. However, due to the economics of replacement cost, thermal regeneration method is used commercially, but high energy cost and loss of activated carbon occur under high temperature conditions above 800℃. In this study, the Sono-Fenton method, a multi-oxidation technology that combines Fenton oxidation and ultrasonic oxidation, was applied to improve the regeneration efficiency of spent GAC used to treat dissolved organic matter in combined sewer overflows (CSOs), and the regeneration efficiency of spent GAC by oxidant and ultrasonic frequency was investigated. In the applied Sono-Fenton treatment, the highest regeneration efficiency of 68.5% was obtained under the regeneration conditions of Fe2+ 10 mmol/L, H2O2 concentration 1,000 mmol/L, ultrasonic treatment time of 120 min, and ultrasonic frequency of 40 kHz. And similar efficiency was also obtained at 750 kHz, while ultrasonic waves of other frequencies had poor regeneration efficiency, and the magnitude of frequency and GAC regeneration efficiency did not show a linear relationship. In the case of continuous operation of the GAC adsorption tower with CSOs prepared by diluting raw sewage, about 700 hours of operation without regeneration was possible, and as a result of applying one Sono-Fenton treatment, 40-70% CODcr removal efficiency was obtained during a total of 1,000 hours of GAC adsorption operation.

Studies on the Taste Sensitivity and Eating Habits of Koreans (한국인(韓國人)의 맛에 대한 감도(感度)와 식습관(食習慣)에 대한 연구(硏究))

  • In order to provide basic data for food processors and to improve eating habits and healthy diets, four primary tastes and hot taste threshold of Koreans, physio-chemical properties of foods and food preference were investigated. The results of this study were as follows; 1. The recognition threshold concentration of four primary tastes was 0.016 % of salt, 0.245${\sim}$0.249 % of sweet, 0.004${\sim}$0.008 % of sour and 0.008${\sim}$0.012 % of bitter. Threshold concentration of hot taste was 170,000${\sim}$600,000 Scoville Heat Unit(S.H.U.) 2. The most acceptable tastes were 0.3 % saltiness in 0.375 % broth(at $60^{\circ}C$), 6 % sweetness in 2 % instant coffee(at $60^{\circ}C$) and 19.3 sugar-acid ratio(16.8 brix/0.8736 % citric acid) in 100 % valencia orange juice(at $20^{\circ}C$). 3. The salt concentrations of soup were 1.127 % in average. S. H. U. (scale of hot taste) of soybean sprout soup and spinach bean paste soup ranged between 12,500 and 47,500 equivalent to oleoresin capsicum content of 1.990${\sim}$5.911 (mg %). 4. 'Jigae' (Korean style stew) was the most favorable food and it was revealed that the father influences the formation of his children's eating habits.
