Economic Evaluations of The Alternatives to Increase the Supply Capacity For Large Customers In The Distribution Systems (대용량 배전계통 공급용량 증대방안에 대한 경제성 분석)

  • In the distribution systems, the maximum power transportation capacity is restricted within 40MW based on two lines, because of the thermal current limit of a distribution line. Recently it has been continuously required to expand the abilities of the power transportation in distribution systems, as the number of large scale industrial complexes and distributed generations are growing. In this paper, we suggested the five alternatives combining two methods, laying the two bundle lines and adding another voltage between the 22.9kV and 154kV in distribution systems. This paper implemented the economic evaluations of proposed alternatives from national and customer perspectives. And then we compare the results with those of 154kV transmission system.

An Economic Analysis of Potential Cost Savings from the Use of Low Voltage DC (LVDC) Distribution Network

  • The proposed technical work attempts to compare the two key technologies of power distribution, i.e. direct current (DC) and alternating current (AC) in a fiscal manner. The DC versus AC debate has been around since the earliest days of electric power. Here, at least four types of a low voltage DC (LVDC) distribution are examined as an alternative to the existing medium voltage AC (MVAC) distribution with an economic assessment technique for a project investment. Besides, the sensitivity analysis will be incorporated in the overall economic analysis model to cover uncertainties of the input data. A detailed feasibility study indicates that many of the common benefits claimed for an LVDC distribution will continue to grow more profoundly as it is foreseen to arise with the increased integration of renewable energy sources and the proliferation of energy storage associated with the enhanced utilization of uninterruptible power supply (UPS) systems.

  • Traditionally one convex cost function for each generation is assumed in economic power dispatch. However, it is more realistic to represent the cost function as a piecewise quadratic function rather than one convex function. This paper presents evolutionary algorithm approaches to solve the problems of economic power dispatch with quadratic cost functions and piecewise quadratic cost functions. To improve GA, EP and ES characteristics. optimization methods combining GA with ES and EP with ES are proposed. The results for the proposed algorithms are compared with those of numerical method and show the better solutions in the ELD problem.

Learning in the WTO/DDA Negotiations?: An Experimental Study

  • The purpose of this paper is to identify learning in games in experimental economic settings, and apply their results to real multilateral trade negotiations, such as the Doha Development Agenda (DDA) in the World Trade Organizations (WTO). This paper argues that the structure of games including a veto player (Veto games) is similar to the WTO/DDA negotiations in that the players do not possess identical power. This paper's main contribution to the literature involves showing that learning about power is dominant over learning from simple repetition in Veto games. Additionally, this paper shows that players are concerned about how much they have gained in previous games in Veto games, although their memories generally do not last beyond the next game, and thus they tend to be selfish as they have less shares. Based on these results, there is a possibility to be more generous in the distribution of benefits by allowing players without veto power to retain special rights so that they would not be totally powerless. It also shows the necessity of having "respite" in the process of negotiations and policy options for choosing partners for winning coalitions.

Empirical Study on Relationship Between ex-ante Early Stage Venture Technology Innovation Power and ex-post Firm's Performance (초기 중소벤처의 기술혁신역량과 기업성과의 관계에 관한 연구)

  • The objective of the study is to verify the discriminatory power of technology innovation in predicting Early Stage Ventures' success or failure. To accomplish this objective, we test early stage ventures'(Firm's period is below 3 years)technology innovation and performance. The result of the study is expected to be useful in loan evaluation, investment decision, internal management decision making and business improvement. The results of study is as follows. First, Early Stage Ventures' technology innovation power is composed of 4 major indexes(technology, marketability, manufacturing infra and economic feasibility). Second, we find that thirty-seven minor indexes are significant ex-ante variable which are discriminating between firms' success and failure in Early Stage Ventures. Also thirty-seven minor indexes explain 57.2% of the total variance. This explainable power of these indexes is similar to that of the existing 58 index elements. Finally, we find that the most important technology innovation power of Early Stage Ventures' is economic feasibility.

  • In most cases, the use of electric power is associated with the economic scale of a nation closely. Thus, the electric power load forecasting plays an important role for the national economic plan. This paper deals with the design method for the electric power load forecasting system. In this paper, RCR-MA data processing, which can make the complex properties of the original data form simple, is proposed. Next, IT2TSK FLS, which can reflect the uncertainty of data more than T1TSK FLS, is applied. Consequently, the structural advantage of the proposed system can improve the forecasting accuracy, and is verified by using two types of electric power data.

  • In recent years, electric industries in many countries confront with a structural change in business and socio-economic environments. Since 1984, PUC and utilities in U.S.A. have adopted or developing competitive bidding systems, and this new procurement programs prevailing and restructuring the power markets. In Korea, government and the Korea Electric Power Corporation (KEPCO) invited the private sector to build and operate two 500 MW coal plants and two 400 MW LNG plants during 2001 - 2004. The plan also specifies basic concepts and conditions for the IPP projects such that new IPPs are selected through competitive bidding system with the purchased power price based on the avoided cost. In this study, the direction, guideline and scoring methods to Korean IPP bidding system are presented. Also, as a benchmark price and rates for purchased power, the avoided cost calculation models are developed, this study may contribute for the development of private power in Korea, and improve overall economic efficiencies of whole electric power sector.

  • The expanding significance of energy storage (ES) technology is increasing the acceptability of power systems by augmenting renewable energy supply. To deploy such ES technologies, we must select the optimal technology that meets the requirements of the system and confirm the technical and economic feasibility of the business model based on it. Herein, we propose a method and tool for selecting the optimal ES technology suitable for meeting the requirements of the system, based on its performance characteristics. The method described in this study can be used to discover and apply various ES technologies and develop business models with excellent economic feasibility.

Determining the Reference Voltage of 345 kV Transmission System Considering Economic Dispatch of Reactive Power (무효전력 경제급전을 고려한 345㎸ 송전계통의 기준 전압 설정 방법)

  • In the cost based pool market in Korea, there is no compensation of reactive power because the fuel cost for reactive power is relatively low compared to that of active power. However, the change of energy paradigm in the future, such as widespread integration of distributed renewable energy source, will prevent the system operator from mandating the reactive power supply without any compensation. Thus, in this study, we propose the reference voltage of the 345 kV transmission system that minimizes the reactive power supply. This is closely related to the economic dispatch of reactive power aiming at minimizing the compensation cost for the reactive power service. In order to verify the effectiveness of the proposed reference voltage, the simulations are performed using the IEEE 14 bus system and the KEPCO real networks. The simulation results show that a voltage lower than the current reference value is recommended to reduce the reactive power supply and also suggest that the current voltage specification for the 345 kV system needs to be reviewed.

  • Hydro-electric power generation from multi-purpose dams has been playing important roles in the electric power supply network in Korea. Although the total share of hydro power in national electricity supply now becomes very small, the peak-shaving and frequency control capability of hydro power helps the power company enormously in maintaining the quality of power. But since the company that builds and operates the multi-purpose dams in Korea has to sell all the electricity produced to the monopolistic utility, there have been various problems in justifying the investment, designing pricing mechanism, and controlling operations of the power plants. In addition, economic evaluation of the hydro power has been distorted by a variety of reasons and hence it has been very difficult to encourage effective development and utilization of national water resources. To make the problem worse, both parties are public companies with X-inefficiency problems. Thus, changing environment requires to reengineer the system that governs hydro power generation. We address the problems of Korean hydro-electric power generation system in four areas: the investment justification process, the operations decison right of the hydro power plants, the pricing of the purchased-power, and the negotiation of contract revision. Then we propose improvement directions of new hydro-electric power system in view of static and dynamic efficiency, X-inefficiency and equity.
