On Convergence of Stratification Algorithms for Skewed Populations

  • For stratifying skewed populations, the Lavall$\acute{e}$e-Hidiroglou(LH) algorithm is often considered to have a take-all stratum with the largest units and some take-some strata with the middle-size and small units. Related to its iterative nature have been reported some numerical difficulties such as the dependency of the ultimate stratum boundaries to a choice of initial boundaries and the slow convergence to locally-optimum boundaries. The geometric stratification has been recently proposed to provide initial boundaries that can avoid such numerical difficulties in implementing the LH algorithm. Since the geometric stratification does not pursuit the optimization but the equalization of the stratum CVs, the corresponding stratum boundaries may not be (near) optimal. This paper revisits these issues concerning convergence and near-optimality of optimal stratification algorithms using artificial numerical examples. We also discuss the formation of the strata and the sample allocation under the optimization process and some aspects related to discontinuity arisen from the finiteness of both population and sample as well.

A Study on Agricultural Machine Sharing Application

  • The government has set the mechanization of paddy agriculture as a national task, aiming to achieve over 70% by 2025. The main objective is to stabilize the farming costs of rural households due to the aging and feminization of rural areas, as well as the shortage of agricultural labor. In response to this, the Korea Rural Economic Institute operates a farm machinery rental business. However, there are challenges in selecting and managing rental machinery, including issues related to labor, costs, verification, and time. Additionally, there is a limit to upgrades, and overseas models are being imported and used for transplanters and rice planters, which do not conform to domestic standards and face maintenance difficulties. In order to solve the difficulties of the agricultural machine rental business, we intend to develop an application that shares domestic and foreign machines purchased and used by individuals at a low cost and use them in gun-level administrative districts.

  • Korean fisheries industry is surrounding by domestic and international difficulties due to the effectuation of the UN Convention on the Law of the Sea and declaration by many coastal states of 200-mile Exclusive Economic Zone and acceleration of ocean pollution in global recognition increasing of the importance of the ocean Resource enhancement policy in Korea fisheries industry is very important strategy fer the fostering of the fisheries resource and proper conservation and management of the coastal and off-shore living marine. Among resource enhancement policy, artificial reefs project has been the most effective strategy. The objectives of this paper are to find the economic effects of artificial reefs. The sampling artificial reefs is constructed at Suiido with 6~7m height. In order to analyze the fishing effect of artificial reefs, a few research have been conducted since 1975. For these analysis focuses on the side of scientific effect of artificial reefs, we analyzed on the side of economic effect. The results of the economic effects of artificial reefs are as follows ; First, the fishing effect analysis by using the NPV method in artificial reefs of Suiido ground prove to be economic feasibility. Second, the major socio-economic effect from artificial reefs include the increasing of recreation fishing, maintenance of fishing community, protection illegal fishing, conservation of coastal environment, and enlargement of advanced fisheries supply. Based on the above results, we conclude that artificial reefs project not only contributes to the welfare of fishermen by increasing of economic income, but enlarges to socio-economic gains by protection of illegal fishing and conservation coastal environment and so on.

Improving the Competitiveness of Exporting Enterprises: A Case of Kien Giang Province in Vietnam

  • Economic integration is an indispensable trend in all countries. However, besides the advantages that economic integration brings, there are also disadvantages, such as competition between businesses among states in export activities. Vietnam is a developing country with many advantages, especially, the seafood exporting industry. However, with competitive pressure as well as strategic constraints, Vietnamese seafood exporters still face many difficulties. Therefore, the case study of the Kien Giang province of Vietnam is used to analyze the factors affecting the competitiveness of seafood exporting enterprises. The study applied quantitative research methods with a survey of 350 seafood exporting enterprises in Kien Giang province to achieve the research objectives. The research results identified eleven key factors affecting the competitiveness of seafood exporting enterprises, including (1) vision and strategy of leader; (2) human resources management capability; (3) organization capability; (4) customer-responsive marketing capability; (5) relationship management capability; (6) technical capability; (7) competitors reaction capability; (8) business environment adoption capability; (9) financial capability; (10) products and services innovation capability; and (11) branding management. The research results provided the basis to propose some managerial implications to improve the competitiveness of exporting enterprises in the context of the global economic integration.

Latent Profiles of Perceived Changes and Difficulties in Single-Parent Family: Focusing on Depression Level (한부모가 된 후의 변화 및 어려움에 대한 잠재프로파일 분석: 우울 수준의 차이를 중심으로)

  • This study examined the latent groups regarding the changes and difficulties after becoming a single parent and analyzed the differences in the backgrounds and depressive levels according to each group. The data of 2,500 single parents from the 2018 Single Parent Family Survey were analyzed by Latent Profile Analysis (LPA). LPA indicated four-profile groups: 1) parenting stability group, 2) normal group, 3) economic stability group, and 4) potential-risk group. Its determinants included gender and economic status, including government funding type and employment status rather than academic status. Specifically, female single parents with an unemployed or low-income support household were more likely to be linked to the potential-risk group. In addition, the potential-risk group showed a higher depressive level than the parenting stability group, normal group, and economic stability group. The significance of this study is that distinguished intervention based on the characteristics of each group can promote the effectiveness of single-parent family support policy.

This paper examined several difficulties encountered in carrying out the socio-economic impact assessment for marine oil spill as required in the law, and presented some recommendation., for the plan to improve the assessment mechanism systematically through the development of the research categories and indicators of socio-economic impact assessment.

Regulatory Sentiment and Economic Performance

  • Regulatory sentiment refers to the market's subjective evaluation of regulatory reform and is one of the most widely adopted indicators to those charged with implementing and diagnosing regulatory policies. The use of regulatory sentiment in advanced analysis has become universal, albeit it is often limited due to difficulties in articulating consistent and objective quantitative indicators that can meticulously reflect market sentiment overall. Thus, despite ample effort by scholars to read the economic impact of regulatory sentiment in the real economy, causal links are difficult to spot. To fill this gap in the literature, this study analyzes a regulatory sentiment index and economic performance indicators through a text analysis approach and by inspecting diverse tones in media articles. Using different stages of tests, the paper identifies a causal relationship between regulatory sentiment and actual economic activities as measured by private consumption, facility investment, construction investment, gross domestic investment, and employment. Additionally, as a result of analyzing one-unit impulse of regulatory perception, the initial impact on economic growth and private investment was found to be negligible; this was followed by a positive (+) response, after which it converged to zero. Construction investment showed a positive (+) response initially, which then rapidly changed to a negative (-) response and then converged to zero. Gross domestic investment as the initial effect was negligible after showing a positive (+) reaction. Unfortunately, the facility investment outcome was found to be insignificant in the impulse response test. Nevertheless, it can be concluded that it is necessary and important to increase the sensitivity to regulations to promote the economic effectiveness of regulatory reforms. Thus, instead of dealing with policies with the vague goal of merely improving regulatory sentiment, using regulatory sentiment as an indicator of major policies could be an effective approach.

  • Since energy consumption of developing countries is expected to grow rapidly over the coming decades, the oil-importing developing countries are likely to encounter chronic balance-of-payments difficulties. To analyze the quantitative impacts of this problem, we develop a computable model of international trade. This paper presents four alternative cases - varying the assumptions with respect to energy supplies. This shows that relatively small difference in supplies can lead to 100% differences in the energy prices projected for 1990.
