Development of Real-time Bridge Inspection Application connected with Bridge Management System (교량관리시스템과 연계된 실시간 교량 현장조사 프로그램 개발)

  • It is important to the periodic collection and analysis of the maintenance and management information of bridges for a more safe and efficient management of the bridges. To enhance the reliability and ease of acquisition of the bridge inspection information that is the basis for a strategy for safe and economic management using the bridge management system (BMS), this study develops a smart phone application for bridge inspection and ensures the actual applicability of the application. The developed application that is linked with the BMS for life-cycle management of bridges is possible to real-time query, modify and transmit of the maintenance-related information, and the application is able to greatly relieve the time and cost for the bridge inspection through the automatic creation of site inspection reports. The proposed method using the application is directly or indirectly expected to be very high effects of value improvement, such as ease of use, improved accuracy, sustainability of information, and future utilization, compared to conventional inspection method.

Cyclical Analysis of Construction Business Using Filtering Model (국내 건설경기의 순환변동 분석)

  • This paper examines the cyclical fluctuation of 'construction orders' and 'construction investment' using HP filter, Bandpass filter and Beveridge-Nelson decomposition methods. The main results are as follows. As a result of the analysis of the cyclical fluctuation of construction orders, it was analyzed that there were about 7 cyclical fluctuations from 1976 to the first quarter of 2017. Construction orders for cyclical fluctuations peaked in the second quarter of 2015 and turned to a downward trend. On the other hand, construction investment has experienced about 6 cycles of fluctuations during the same period, and it has been rising continuously since the bottom of 3Q12. This is consistent with the general theory that construction orders precede construction investments. In addition, the comparison of the construction orders, construction investment, and GDP amplitude shows that the GDP amplitude is the smallest and stable, and the construction orders have the greatest variation in amplitude. Therefore, construction orders should be adjusted by government policy depending on economic fluctuations.

Inhibitory Activity of Oak Pyroligneous Liquor against Coleosporium Plectranthi, an Obligate Parasite Responsible for the Rust Disease on Perilla Leaf

  • BACKGROUND: Coleosporium plectranthi, an obligate parasite, which is responsible for the rust disease of Perilla frutescens, a plant in Korea, commonly known as Perilla. All rusts are obligate parasites, meaning that they require a living host to complete their life cycle. They generally do not kill the host plant but can severely reduce growth and yield. Food and feed spoilage fungi cause great economic losses worldwide. It is estimated that between 5 and 10% of the world food production is wasted due to fungal deterioration. Rust disease of Perilla is highly frequent and is widely spread in Korea. The present study was designed to investigate a novel media for the urediniospore germination in vitro and anti-rust activity as well as GC-MS analysis of oak pyroligneous liquor. METHOD AND RESULTS: Urediniospores were collected from the infected leaf of Perilla. Spore suspension was made and the suspension was inoculated in the 2% water agar media with proper humidity, then they were incubated at $26^{\circ}C$ for 56 hrs. The GC-MS analysis of the oak pyroligneous liquor was also done to check the chemical composition. GC-MS analysis of the wood vinegar was found 15 compounds, among them o-mthoxyphenol (25.93%), 2,6-dimethoxyphenol (16.06%), 4-methylenecyclohexanone (10.69%), 2,3-dihydroxytoluene (7.84%), levoglucosane (6.14%) and propanoic acid (5.32%) were the major components. Different concentration of the oak pyroligneous liquor was used, and spore inhibition was recorded on the basis of spore counting. The best results were noted at the concentration of 50% solution where 31.8% spores were inhibited. CONCLUSION: On the basis of the chemical composition of the oak pyroligneous liquor and the activity recorded we can use it as an anti-rust agent.

A Study on Privacy Protection in Financial Mydata Policy through Comparison of the EU's PSD2 (유럽 PSD2 시행에 따른 금융분야 마이데이터 정책의 개인정보보호 강화 방안 연구)

  • As the ability to use data becomes competitive power in the data-driven economy, the effort to create economic value by using personal data is emphasized as much as to protect personal data. EU's PSD2(the second Payment Service directive) became the initiative of the Open Banking trends all over the world, as it is the Mydata policy which protects the data subject's right by empowering the subject to control over the personal data with the right to data portability and promotes personal data usages and transfer. Korean government is now fast adopting EU's PSD2 in financial sector, but there is growing concerns in personal data abuse and misuse, and data breach. This study analyzes domestic financial Mydata policy in comparison with EU's PSD2 and focus on Personal information life-cycle risks of financial Mydata policy. Some suggestions on how to promote personal information and privacy in domestic financial Mydata Policy will be given.

A Study on the Efficient Utilizing of Information Media for Vulnerable People to Disaster : Focused on Foreigners Workers in South Korea (재난약자를 위한 정보매체의 효과적인 활용방안 : 국내 체류 외국인 근로자의 인식을 중심으로)

  • Korea is increasingly vulnerable to disasters due to changes in economic and social structure. In particular, there are a number of disadvantaged people, such as elderly people, disabled people, basic livelihood recipients, foreigners, multicultural families, etc. who are vulnerable to social problems due to aging, polarization and internationalization. These vulnerable people to disaster have difficulties in acquiring disaster information and to respond promptly by self-help. Of course, recent studies on vulnerable people to disaster have been steadily increasing, but discussions about foreigners have been relatively inadequate. This has led to a lack of understanding about the actual situation of disaster and coping methods. Once general situations set in, foreigners staying in Korea will suffer from a vicious cycle of policy-making from the viewpoint of Korean and difficulties in obtaining relevant information. In this study, we conducted in-depth interviews on the recognition and acquisition path of disaster information for foreign workers living in Korea. Based on the results of the interviews, we derived implications for practical information, such as ways to understand and actively utilize information media frequently visited by foreign workers in Korea.

  • The solution of maintenance decision support system for the gas turbine engine, which is currently operating in GUNSAN combined cycle power plant, was developed and is consist of online monitoring module, periodic performance trending module, optimal compressor washing interval analysis module and hot component management module. Also, GUI platform was applied to this solution for the user to monitoring the analyzed result of engine performance condition and then to make a decision of the consequent maintenance action. In online condition monitoring module, the performance degradation of engine is provided by the analysis of difference between the real time measurement data compared to exist engine performance. The optimal compressor washing interval module produced the washing interval of maximum net profit value by researching the maintenance expense and the loss profit value corresponds to the performance degradation with economic assessment algorithm. Thus, this solution support the user to enable the optimal maintenance and operation of gas turbine engine with overall analysis of engine condition and main information.

  • Environmental and energy issues have always been a hot topic of global research. Oil leakage has caused great damage to the environment, affecting a wide area and it is difficult to clean up. In most cases, carbon-based adsorbents are typically utilized to remove oil spills because of their economic benefits and high adsorbent efficiency. At the same time, its excellent material properties can also be used for the preparation of supercapacitors. In this paper, the carbon aerogels were prepared by the one-step method. The prepared materials endowed a 3D network structure with a huge number of micropores and mesoporous, and the material is light-weight, stable, hydrophobic and has affinity for oil (17.02 g/g) to the KGM carbon aerogel. Through the physicchemical characterization, the KGM carbon aerogel shows specific surface area is $689m^2/g$, high water contact angle ($136.64^{\circ}$) and excellent reusability (more than 15 cycle times). In addition, we also discussed the electrochemical properties of the material and obtained the specific electrical capacity of 139 F/g under the condition of 1 A/g.

Feasibility of Combined Heat and Power Plant based on Fuel Cells using Biogas from Macroalgal Biomass (거대조류 바이오매스로부터 생산된 바이오가스를 사용하는 연료전지 기반 열병합발전의 타당성 검토)

  • Studies on the production of biogas from third generation biomass, such as micro- and macroalgae, have been conducted through experiments of various scales. In this paper, we investigated the feasibility of commercialization of integrated combined heat and power (CHP) production using biogas derived from macroalgae, i.e., seaweed biomass. For this purpose, an integrated CHP plant of industrial scale, consisting of solid oxide fuel cells, gas turbine and organic Rankine cycle, was designed and simulated using a commercial process simulator. The cost of each equipment in the plant was estimated through the calculated heat and mass balances from simulation and then the techno-economic analysis was performed. The designed integrated CHP process produces 68.4 MW of power using $36ton\;h^{-1}$ of biogas from $62.5ton\;h^{-1}$ (dry basis) of brown algae. Based on these results, various scenarios were evaluated economically and the levelized electricity cost (LEC) was calculated. When the lifetime of SOFC is 5 years and its stack price is $$225kW^{-1}$, the LEC was 12.26 ¢ $kWh^{-1}$, which is comparable to the conventional fixed power generation.

Moon Administration's ICT Startup Policy (문재인 정부의 ICT창업정책)

  • The Moon administration has proposed three major directions for startup growth: the creation of a new environment, active investment, and the creation of a virtuous cycle in venture investment. The policy is progressive but not sufficient to create a startup innovation boom in the current Korean economic environment. ICT Startup support policies must pay more attention to the product release stage. For growth of startups and small businesses it is important to establish a close value chain to secure competitiveness in the global market. It is necessary to secure a bridgehead to advance into the global market, including technical cooperation with large companies and joint advancement overseas. The final goal of the startup policy should be the continuous growth of the national economy and the expansion of employment. The establishment of fair trade and the strengthening of the startup ecosystem are important to foster a startup-friendly environment. Funding programs requires a shift from general support to enhanced choice and focus.

From a Developmentalist Welfare State to a Social Investment State: A Case Study of Japan (발전주의 복지국가에서 사회투자국가로: 일본 사례를 중심으로)

  • Japan has generally been considered as the developmentalist welfare state. However, Japan has recently been transformed into a social investment state. Although it still has a developmentalist characteristics with its institutional path dependence, the new social and economic challenges derived from the new social risks such as low birth rates and aging population forced Japan to adopt a new welfare state strategy. The paradigm shift in terms of welfare state strategy was launched by the Third Way positioning of the Democratic party government and succeed to the Second Stage of Abenomics under the Third Abe Cabinet. This paper argues that the welfare state paradigm shift towards a social investment state in Japan is not limited to the Japan's Plan for Dynamic Engagement of All Citizens for a virtuous cycle of growth and distribution, but expands its scope to include the work-family balance policies such as labor market activation for women and public caring for children.
