  • 1975년(年) 3월(月), 4년반(年半) 동안의 Chemical Abstracts 색인(索引)과 온-라인이 가능(可能)한 CA Condensates를 비교(比較)하였다. 두가지 데이터 베이스를 함께 이용(利用)하여 검색(檢索)하는 방법(方法)이 가장 효율적(效率的)이지만 실예(實例)에서 보는 바와 같이 CA Condensates를 검색(檢索)하는 것이 보다 실용적(實用的)이다. System Development Corp 사(社) (SDC)에 설치(設置)되어 있는 온-라인 형태(形態)인 CHEMCON과 CHEM7071을 Chemical Abstracts 색인(索引)과 비교(比較)하였다. 대부분(大部分)의 Chemical Abstracts 이용자(理容者)들은 Chemical Abstracts 책자나 우가색인(累加索引)에는 친숙(親熟)하지만 CA Condensates는 아마도 그리 친숙(親熟)하지 못할 것이다. CA Condensates는 서지적 사항을 기계(機械)로 읽을 수 있는 형태(形態)로 되어 있고 Chemical Abstracts에 따라서 색인(索引)되므로 매주 발행되는 Chemical Abstracts 책자의 뒷 부분이 있는 색인(索引)과 같이 우리에게 가장 친숙(親熟)한 형태(形態)로 되어 있다. Chemical Abstracts가 현재(現在) 사용(使用)하고 있는 데이터 데이스이지만 본고(本稿)에서는 Index와 Condensates를 둘 다 데이터 베이스로 정의(定義)한다. Condensates가 미국(美國)의 Chemical Abstracts Service 기관으로부터 상업적(商業的)으로 이용(利用)할 수 있게 되자 여러 정보(情報)센터에서는 이용자(利用者)들의 프로 파일을 뱃취방식(方式)으로 처리(處理)하여 매주 나오는 자기(磁氣)테이프에서 최신정보(最新情報)를 검색(檢索)하여 제공(提供)하는 서어비스 (SDI)를 시작하였다. 어떤 정보(情報)센터들은 지나간 자기(磁氣)테이프들을 모아서 역시 뱃취방식(方式)으로 소급(遡及) 문헌검색(文獻檢索) 서어비스를 한다. 자기(磁氣)테이프를 직접 취급(取扱)하는 사람들을 제외(除外)하고는 대부분(大部分) Condensates를 아직 잘 모르고 있다. 소급(遡及) 문헌검색(文獻檢索)은 비용이 다소 비싸고 두서없이 이것 저것 문헌(文獻)을 검색(檢索)하는 방법(方法)은 실용적(實用的)이 못된다. 매주 나오는 색인(索引)에 대해서 두 개나 그 이상의 개념(槪念)이나 물질(物質)을 조합(組合)하여 검색(檢索)하는 방법(方法)은 어렵고 실용적(實用的)이 못된다. 오히려 주어진 용어(用語) 아래에 있는 모든 인용어(引用語)들을 보고 초록(抄錄)과의 관련성(關連性)을 결정(決定)하는 것이 때때로 더 쉽다. 상호(相互) 작용(作用)하는 온-라인 검색(檢索)을 위한 Condensates의 유용성(有用性)은 많은 변화를 가져 왔다. 필요(必要)한 문헌(文獻)만을 검색(檢索)해 보는 것이 이제 가능(可能)하고 어떤 항목(項目)에 대해서도 완전(完全)히 색인(索引)할 수 있게 되었다. 뱃취 시스팀으로는 검색(檢索)을 시작해서 그 결과(結果)를 받아 볼 때 까지 수시간(數時間)에서 며칠까지 걸리는 번거로운 시간차(時間差)를 이제는 보통 단 몇 분으로 줄일 수 있다. 그리고 뱃취 시스팀과는 달리 부정확하거나 불충분한 검색방법(檢索方法)은 즉시 고칠 수가 있다. 연속적인 뱃취 형태의 검색방법(檢索方法)에 비해서 순서(順序)없이 온-라인으로 검색(檢索)하는 방법(方法)이 분명(分明)하고 정확(正確)한 장점(長點)이 있다. CA Condensates를 자주 이용(移用)하게 되자 그의 진정한 가치(價値)에, 대해 논의(論義)가 있었다. CA Condensates의 색인방법(索引方法)은 CA Abstract 책자나 우가색인(累加索引)의 방법(方法)보다 확실히 덜 체계적(體系的)이고 철저(徹底)하지 못하다. 더우기 두 데이터 베이스는 중복(重複)것이 많으므로, 중복(重複)해서 검색(檢索)할 가치(價値)가 없는지를 결정(決定)해야 한다. 다른 몇 개의 데이터 베이스와 CA Condensates를 비교(比較)한 논문(論文)들이 여러 번 발표(發表)되어 왔는데 일반적(一般的)으로 CA Condensates는 하위(下位)의 데이터 베이스로 나타났다. Buckley는 Chemical Abstracts의 색인(索引)이 CA Condensates 보다 더 좋은 문헌 (데라마이신의 제법에 관해서)을 제공(提供)한 실례(實例)를 인용(引用)하였다. 죠오지대학(大學)의 Search Center는 CA Condensates가 CA Integrated Subject File 보다 기능(機能)이 못하다는 것을 알았다. Amoco Research Center에서도 CA Condensates와 Chemical Abstracts 색인(索引)의 검색결과(檢索結果)를 비교(比較)하고 CA Condensates의 장점(長點)과 색인(索引)의 장점(長點), 그리고 사실상(事實上) 서로 동등(同等)하다는 실례(實例)를 발견(發見)하였다. 1975년(年) 3월(月), 적어도 4년분(年分)의 CA Condensates와 색인(索引)(Vols 72-79, 1970-1973)을 비교(比較)하였다. 저자(著者)와 일반(一般) 주제(主題) 대한 검색(檢索)은 Vol 80 (Jan-June, 1974)을 사용(使用)하여 비교(比較)하였다. CA Condensates는 보통 세분화(細分化)된 복합물(複合物)을 검색(檢索)하는 데 불편(不便)하다. Buckly가 제시(提示)한 실례(實例)가 그 대표적(代表的)인 예(例)이다. 그러나, 다른 형태(形態)의 검색실예(檢索實例)(단체저자(團?著者), 특허수탁저(特許受託著), 개인저자(個人著者), 일반적(一般的)인/세분화(細分化)된 화합물(化合物) 그리고 반응종류(反應種類)로 실제적(實際的)인 검색(檢索)을 위한 CA Condensates의 이점(利點)을 예시(例示)하였다. 다음 실례(實例)에서 CHEMCON과 CHEM7071은 CA Condensates를 온-라인으로 입력(入力)시킨 것이다.

A Survey on Activities of Community Health Practitioners in Rural Area (농촌지역 보건지료원의 업무활동 분석)

  • The community health practitioners (CHP) play an important role in primary health care services to the underserved population in rural area. Time and motion study of 26 CHPs in Kyungpook Province was conducted through work diary method for 6 consecutive days from the time they arrived until they left the primary health post(PHP) during the past 3 weeks from November 16 to December 5, 1987. The allocation of activity time by working category, service category, location of activity and CHP's function was analyzed according to the characteristics of CHPs i. e., age, marital status and experience as CHP. The major findings are as follows : The mean activity time per CHP in a week was 2,918 minutes. The length of their working hours was longer for older, married and more experienced CHPs than others. About 80% of the CHP's activities took place within the PHP and only about 20% occured outside of the PHP. Working hours for the outdoor activities were longer for younger, single and less experienced CHPs than others. The allocation of activity time by working category showed 46.3% in the technical work and 18.7% in the administrative work. Working hours for the technical activities were longer for younger, single and less experienced CHPs than others. The percentage of activity time revealed greatest as much as 63.1% for direct patient care in technical work and 61.6% for record keeping in administrative work. Of the total working hours in a week, direct patient care and public health activities accounted for 29.2% and 16.2%, respectively. Of the indoor activities, working hours for direct patient care were longer than those for public health activities. However, of the outdoor activities, working hours for public health activities were longer than those for direct patient care. The allocation of activity time by CHP's function showed 49.7% in management of common disease, 31.8% in management of PHP and technical supervision of village health workers, 9.5% in MCH and family planning, 6.6% in community health management and 2.4% in community approach. Based on these findings, it was found that CHPs were mainly working in the PHP with a majority of their time being spent for direct patient care rather than preventive and promotive health cares. To enhance the preventive and promotive health services of the CHPs and to involve the activities for community development, refresher course for CHPs should be reinforced and supervision mechanism of the CHPs should be established and operated in Gun- and province-level.

Analysis of Microbiological Contamination in Cultivation and Distribution Stage of Melon

  • The purpose of this study was to evaluate microbial contamination of melons in Korea. A total of 123 samples including melon fruits, leaves, seeds, soils, and irrigation water were collected from farms and markets to detect total aerobic bacteria, coliform, Escherichia coli, and pathogenic bacteria such as Bacillus cereus, Listeria monocytogenes, Salmonella spp., and Staphylococcus aureus. Samples were collected from Iksan and Nonsan farms to monitor bacterial levels on pre-market melons. The total aerobic and coliform bacteria on melon cultivation were between 0.43 and 6.65 log CFU $g^{-1}$, and 0.67 and 2.91 log CFU $g^{-1}$, respectively. Bacillus cereus, a fecal coliform, was detected in soils and melon leaves from Iksan farm at 2.95, 0.73 log CFU $g^{-1}$, respectively, and in soils from Nonsan farm at 3.16 log CFU $g^{-1}$. Market melon samples were collected to assay bacterial load on melon being sold to consumers. The contamination levels of total aerobic bacteria in agricultural markets, big-box retailers, and traditional markets were 4.82, 3.94, 3.99 log CFU $g^{-1}$, respectively. The numbers of coliform in melon on the markets ranged from 0.09 to 0.49 log CFU $g^{-1}$. Listeria monocytogenes, Salmonella spp., and Staphylococcus aureus were not detected in any samples. The count of total aerobic bacteria on melon seeds ranged from 0.33 to 3.34 log CFU $g^{-1}$. This study found that irrigation water, soil, manure and various farm work activities including post-harvest processes were latent sources of microbial contamination. These results suggest that hygienic management and monitoring of soil, water, and agricultural material should be performed to reduce microbial contamination in melon production.

Analysis of the Issues received by Quality Improvement Department and their Management in a Medical Center (일 의료원의 통합 고충처리센터 접수 내용과 이에 대한 해결방안 분석)

  • Background : A continuous healthcare quality improvement is needed to provide high quality healthcare service as well as to maintain trust in terms of satisfying the needs of the patients. Recently it also became an essential issue. in hospital management, recognized for it's competitive potentiality among healthcare organization groups. This study was conducted to analyze patient complaints and issues received by the Quality Improvement Department. Its purpose is to improve healthcare qualities within the hospital, as well as establish policies and appropriate strategies in hospital management. Method : From July 1st to September 30th of the year 1999, we analyzed all complaints and issues made by various patients and their families, which were received through 24 hour phone consultation, numerous suggestion boxes, letters and E-mails, The issues were classified into 16 different categories based on a Patient Satisfaction Assessment Tool. All data were segregated according to the departmental frequencies and their contents. To come up with for environmental and patient satisfaction improvement, all complaints or issues were communicated with hospital administrators, medical and nursing staff and employees. Comprehensive customer satisfaction activities including improving phone etiquette were discussed in Customer Satisfaction Team, CQI Team and each Department. All opportunities for improvement were implemented. Feedback actions were discussed. Results : A total of 317 cases were collected. Issues regarding parking and other accommodation facilities were most common complaints that were 14.5% of total. Issues regarding admission rooms (10.7%), admission procedures (10.7%), waiting room environment (8.8%), nurses and nurse assistants (7.6%), physicians (6.6%) and others (23%) followed. Thirteen of 45 departments received more than 8 complaints. The Nursing Department had the most complaint, receiving 9.8% of total complaints. Complaints regarding the Nursing Department were predominantly related to the environment of patient rooms. The Department of Psychiatry for phone etiquette (4.7%), Department of Otolaryngology for the nursing staff's attitude and phone etiquette (4.4%), and the Admission Department followed. As a part of efforts to improve patient satisfaction, a new parking structure was built and reallocation of the parking space was done. Renovation of other accommodation facilities were carried out by hospital administration, Monthly phone call and answering attitude survey was done by QI Department. Based on this survey we made a phone etiquette manual and distributed throughout the hospital. Compare to the last year, Patient Satisfaction Index measured by Korea Productivity Center using National Customer Satisfaction Index was improved 7 points. According to our organization's own study, we confirmed the phone etiquette was improved 11% than last year. Conclusions : Issues related to parking and other accommodation facilities ranked first followed by complaints made regarding the patient care area, the admission and cashier process, and nurses' and doctors' attitude. The Nursing and Psychiatry Departments need improvement regarding phone etiquette. Results were shared and played a vital role in policymaking and strategic planning of the hospital. It is imperative that we keep our database updated by listening to and solving the needs of each patient. The CQI activities can be achieved only by full commitment of the hospital top management supported by related personal.

Anti-inflammatory and Whitening Effects of Protaetia brevitarsis Seulensis Extracts by Oriental Conversion Methods (포제방법에 따른 흰점박이꽃무지(Protaetia brevitarsis Seulensis) 추출물의 항염 및 미백활성에 관한 연구)

  • In order to find new functional materials for the cosmetics application, we investigated anti-inflammatory and whitening effects of the Protaetia brevitarsis seulensis (P. brevitarsis) extracts, which were prepared by the various oriental conversion methods, as follows; fresh, roasted one time, roasted two times, roasted three times, and steamed. 2,2-diphenyl-2-picrylhydrazyl (DPPH) radical scavenging activities of the various solvent extracts (80% ethanol, 50% ethanol, ethyl acetate, hexane) of P. brevitarsis extracts were 85.5, 22.4, 37.0 and 19.4% respectively. The 80% ethanol extract with the highest antioxidant activity was used for all experiments. In case of antioxidant activity test of the extracts, all the extracts showed the activities in concentration dependent manner regardless of the sample preparation methods. Superoxide dismutase-like (SOD-like) activities of the extracts roasted three times and steamed were 62.9 and 55.9%, respectively in $500{\mu}g/mL$. Effects of extracts on the inflammation of RAW 264.7 cell induced by lipopolysaccharide (LPS) showed decreasing tendency of $NO{\cdot}$ and prostaglandin $E_2$ ($PGE_2$) production; PBS fresh (38.0%), PBS roasted one time (41.0%), PBS roasted two times (69.8%), PBS roasted three times (70.1%), PBS steamed (78.5%). Intracellular tyrosinase and melanin biosynthesis inhibitory activities of the extracts were decreased in a concentration dependent manner. However, the fresh P. brevitarsis extracts without the oriental conversion method showed 90.7% decrease compared to the control group treated with ${\alpha}$-MSH alone at $500{\mu}g/mL$. Taken together, these results suggest the oriental conversion method can be applied in development of cosmetic materials in order to improve anti-inflammatory and whitening effects of the cosmetics products.

  • How can new media devices and networks provide an effective response to the world's growing sector of cultural and historically-minded travelers? This study emerged from the question of how mobile handsets can change the nature of cultural and historical tourism in ubiquitous city environments. As wireless network and mobile IT have rapidly developed, it becomes possible to deliver cultural and historical information on the site through mobile handset as a tour guidance system. The paper describes the development of a new type of mobile tourism platform for site-specific cultural and historical information. The central objective of the project was to organize this cultural and historical walking tour around the mobile handset and its unique advantages (i.e. portability, multi-media capacity, access to wireless internet, and location-awareness potential) and then integrate the tour with a historical story and role-playing game that would deepen the mobile user's interest in the sites being visited, and enhance his or her overall experience of the area. The project was based on twelve locations that were culturally and historically significant to Korean War era in Busan. After the mobile tour game prototype was developed for this route, it was evaluated at the 10th PIFF (Pusan International Film Festival). After use test, some new strategies for developing mobile "edutainment content" to deliver cultural historical contents of the location were discussed. Combining 'edutainment' with a cultural and historical mobile walking tour brings a new dimension to existing approaches of the tourism and mobile content industry.

The Relationship of Organizational and Job Characteristics, Empowerment, Job Satisfaction and Organizational Commitment Perceived by Hospital Administrative Staffs (병원 행정인력이 인지하는 조지.직무특성, 임파워먼트, 직무만족 및 조직몰입간의 관련성)

  • In general, empowerment is defined as the motivational concept of autonomy and self-efficacy. Recently, the concept of empowerment is applied to improve organizational staff's job satisfaction and organizational commitment in many organizations. Empower-ment in service organizations, i.e., hospitals, has certainly generated more publicity than any other organizations. The objectives of this study are, first, to measure the degree of hospital employees' empowerment using Spreitzer(1995)'s empowerment theory, second, to analyze the causal relationship of organizational and job characteristics, a degree of empowerment, and organizational performance(job satisfaction and organizational commitment), and third, to offer the strategy for the improvement of job satisfaction and organizational commitment. Spreitzer insists that the empowerment is composed of 4 dimensions(meaning, competence, self-determination, and impact). And he argues that various work-related characteristics is a direct cause of empowerment and the indirect cause of job satisfaction and organizational commitment, mediated by the empowerment latent variable. In order to perform this study, data were collected by self-administered questionnaires from hospital employees working in administrative department of 3 university hospitals in Inchon and Kyunggi-Do region. The number of cases is 181(response rate; 86%). The Collected data were analyzed with SPSS Ver. 10.0 and AMOSV Ver. 4.0. First, to test validity of variables, the factor analysis was used. Second, to test reliability, Cronbach's alpha coefficients was calculated. Cronbach's alpha of empowerment variable is 0.8323 showing that there's no problem in regard to the internal consistency. Also the Cronbach's alpha of other variables are 0.8301 of the degree of perceived control, 0.6705 of job characteristics, O.8787 of compensation, 0.9254 of job satisfaction, and 0.8389 of organizational commitment, respectively. Among the questions of job characteristics, two survey questions are deleted due to lowering the reliability. Third, to test multicollinearity and correlation of variables, the correlation analysis was performed. There was no problem of multicollinearity. Finally structural equation modelling (SEM) analysis was conducted to find the causal relationship of organizational and job Characteristics, empowerment, job satisfaction and organizational commitment. The 16 variables are included for the SEM analysis. The major results of this study are as follows: First, in the case of model fitness, the condition of x$^2$ statistic(92.187) is not fully satisfied, but the indices of GFI(0.912), AGFI(0.863), NFI(0.917) and CFI(0.928) are partially satisfied, which needs to upper 0.90. Second, in the result of hypotheses testing, all hypotheses are accepted and have a positive effect in 95% or 99% confidence interval(P<0.05 or P<0.001) except the effect of compensation variable on empowerment(P=0.082). Third, in regard to the direct, indirect, and total effect of variables, the direct effect of perceived control, task characteristics, and compensation on job satisfaction are 0.728, 2.264, 0.328 and on organizational commitment are 0.094, 1.411, 0.418, respectively. Also the indirect effect of perceived control, task characteristics, and compensation on job satisfaction are 0.311, 0.196, 0.028 and on organizational commitment are 0.210, 0.132, 0.019, respectively. Thus, these findings imply that various work-related factors are direct effect of empowerment and indirect effect of result variables, job satisfaction and organizational commitment. Also These results showed that the workplace empowerment is significant mediating factor of employee's job satisfaction and organizational commitment.

How Can Non.Chaebol Companies Thrive in the Chaebol Economy? (비재벌공사여하재재벌경제중생존((非财阀公司如何在财阀经济中生存)? ‐공사층면영소전략적분석(公司层面营销战略的分析)‐)

  • While existing literature has focused extensively on the strengths and weaknesses of the Chaebol and their ownership and governance, there have been few studies of Korean non-Chaebol firms. However, Lee, Lee and Pennings (2001) did not specifically investigate the competitive strategies that non-Chaebol firms use to survive against the Chaebol in the domestic Korean market. The motivation of this paper is to document, through four exploratory case studies, the successful competitive strategies of non-Chaebol Korean companies against the Chaebol and then offer some propositions that may be useful to other entrepreneurial firms as well as public policy makers. Competition and cooperation as conceptualized by product similarity and cooperative inter.firm relationship respectively, are major dimensions of firm.level marketing strategy. From these two dimensions, we develop the following $2{\times}2$ matrix, with 4 types of competitive strategies for non-Chaebol companies against the Chaebol (Fig. 1.). The non-Chaebol firm in Cell 1 has a "me-too" product for the low-end market while conceding the high-end market to a Chaebol. In Cell 2, the non-Chaebol firm partners with a Chaebol company, either as a supplier or complementor. In Cell 3, the non-Chaebol firm engages in direct competition with a Chaebol. In Cell 4, the non-Chaebol firm targets an unserved part of the market with an innovative product or service. The four selected cases such as E.Rae Electronics Industry Company (Co-exister), Intops (Supplier), Pantech (Competitor) and Humax (Niche Player) are analyzed to provide each strategy with richer insights. Following propositions are generated based upon our conceptual framework: Proposition 1: Non-Chaebol firms that have a cooperative relationship with a Chaebol will perform better than firms that do not. Proposition 1a; Co-existers will perform better than Competitors. Proposition 1b: Partners (suppliers or complementors) will perform better than Niche players. Proposition 2: Firms that have no product similarity with a Chaebol will perform better than firms that have product similarity. Proposition 2a: Partners (suppliers or complementors) will perform better than Co.existers. Proposition 2b: Niche players will perform better than Competitors. Proposition 3: Niche players should perform better than Co-existers. Proposition 4: Performance can be rank.ordered in descending order as Partners, Niche Players, Co.existers, Competitors. A team of experts was constituted to categorize each of these 216 non-Chaebol companies into one of the 4 cells in our typology. Simple Analysis of Variance (ANOVA) in SPSS statistical software was used to test our propositions. Overall findings are that it is better to have a cooperative relationship with a Chaebol and to offer products or services differentiated from a Chaebol. It is clear that the only profitable strategy, on average, to compete against the Chaebol is to be a partner (supplier or complementor). Competing head on with a Chaebol company is a costly strategy not likely to pay off for a non-Chaebol firm. Strategies to avoid head on competition with the Chaebol by serving niche markets with differentiated products or by serving the low-end of the market ignored by the Chaebol are better survival strategies. This paper illustrates that there are ways in which small and medium Korean non-Chaebol firms can thrive in a Chaebol environment, though not without risks. Using different combinations of competition and cooperation firms may choose particular positions along the product similarity and cooperative relationship dimensions to develop their competitive strategies-co-exister, competitor, partner, niche player. Based on our exploratory case-study analysis, partner seems to be the best strategy for non-Chaebol firms while competitor appears to be the most risky one. Niche players and co-existers have intermediate performance, though the former do better than the latter. It is often the case with managers of small and medium size companies that they tend to view market leaders, typically the Chaebol, with rather simplistic assumptions of either competition or collaboration. Consequently, many non-Chaebol firms turn out to be either passive collaborators or overwhelmed competitors of the Chaebol. In fact, competition and collaboration are not mutually exclusive, and can be pursued at the same time. As suggested in this paper, non-Chaebol firms can actively choose to compete and collaborate, depending on their environment, internal resources and capabilities.

The impact of anthropogenic factors on changes in discharge and quality of water in the Hadano basin, Japan (인위적인 요인이 하천의 유량과 수질변화에 미친 영향 - 일본 하다노 분지를 사례 로 -)

  • The Hadano Basin is located at a distance of about 70kms and 60kms from Tokyo and Yokohama and lies in the south-west part of the Kanto region in Japan. The basin area, which correspoends to the catchment of the Kaname River, is about areal size of 60.7$\textrm{km}^2$ and extends about length of 8kms in E-W direction and about width of 5kms in N-S direction (Fig.1). The Hadano basin is filled with thick pile of the alluvum from deposits composed of volcanic materials, mostly came from the Hakone Volcano and overlain by Fuji Volcanic ashes. Fluvial deposits form the good aquifer, therefore water resources of Handano City has been largely depending upon the eroundwater. Urbanization and industrialization of the basin has been rapid in the last thirty years, after activation of "Factory Attraction Policy of Hadano City" in 1956. Growth in population and number of factory due to urbanization changed the land-use pattern of the basin rapidly and increased the water demands. Therefore, Hadano City exploited a new source of water supply, and have introduced the prefectureal waterworks since 1976. On the other hand, the rapid urbanization has brought about the pollution of streams in the basin by domestic sewage and industrial waste water. Diffusion rate of sewerage systems in Hadano City is 38% in 1993. In ordcr to examine the impact of anthropogenic factors on river environments, the author took up the change of land-use and diffusion area of sewerage as parameters, and performed field surveys on water discharge and quality. The survey has been made at upstream and downstream of the main stream regularly per month, to get informati ons about the variation of discharge and water quality aiong the stream and its diurnal fluctuation. Annual variation has been analyzed based the data from Hadano City Office. The results are summarized as follows. 1. Stream discharge has been increasing by urbanization (Fig.3). Water quality (C $l^{-10}$ , N $H^{+}$$_{ 4}$-N, BOD) has been improving gradually after the application of sewerage service, yet water pollution load at the lower station has increased than that at the upper one because of the larger anthropogenic discharge volumes (Fig.4). 2. Corrclation coefficient of discharges between upper and lower was 0.81-0.92. Pollutant loads of the R. Kamame after the confluence with R. Kuzuha grew up by 2.4-3.7 times as compared with its upper reaches, and it increased to 3.7-6.9 times after the confluence with the R. Muro (Fig.5). 3. The changes of water quality along the stream can be divided into two groups (Fig.6a). First: water quality of the R. Kaname and R. Shijuhachisse is becoming worse towards the lower reaches because the water from branches are polluted. Second: water quality are improved in the lower where spring and small branch streams supply clear water, for example R. Mizunashi, R. Muro and R. Kuzuha. 4. Measured discharge at the upper station in the R. Shijuhachisse is 0.153㎥/sec, and about 55% of this is recharged until it reaches to the lower point. The R. Mizunashi has a discharge of 1.155㎥/sec at the upper point, is recharged 0.24㎥/sec until the midstream and groundwater spring 0.2㎥/sec at the lower reaches. R. Kuzuha recharged all the mountain runoff (0.2㎥/sec) at the upper reaches. The R. Muro is supplied by many springs and the estimated discharge of spring was 0.47㎥/sec (Fig.6b). 5. The Legal Status of Military Aircraft in the High Seas

  • The main subject of this article focused on the legal status of the military aircraft in the high seas. For this the legal status of the military aircraft, the freedom of overflight, the right of hot pursuit, the right of visit and Air Defense Identification Zone (ADIZ) were dealt. The 1944 Chicago Convention neither explicitly nor implicitly negated the customary norms affecting the legal status of military aircraft as initially codified within the 1919 Paris Convention. So the status of military aircraft was not redefined with the Chicago Convention and remains, as stated in the 1919 Paris Convention, as a norm of customary international law. The analyses on the legal status of the military aircraft in the high seas are found as follows; According to the Article 95 of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) warships on the high seas have complete immunity from the jurisdiction of any State other than the flag State. We can suppose that the military aircraft in the high seas have also complete immunity from the jurisdiction of any State other than the flag State. According to the Article 111 (5) of the UNCLOS the right of hot pursuit may be exercised only by warships or military aircraft, or other ships or aircraft clearly marked and identifiable as being on government service and authorized to that effect. We can conclude that the right of hot pursuit may be exercised by military aircraft. According to the Article 110 of the UNCLOS a warship which encounters on the high seas a foreign ship, is not justified in boarding it unless there is reasonable ground for suspecting that: (a) the ship is engaged in piracy, (b) the ship is engaged in the slave trade, (c) the ship is engaged in an unauthorized broadcasting and the flag State of the warship has jurisdiction under article 109, (d) the ship is without nationality, or (e) though flying a foreign flag or refusing to show its flag, the ship is, in reality, of the same nationality as the warship. These provisions apply mutatis mutandis to military aircraft. As for Air Defence Identification Zone (ADIZ) it is established and declared unilaterally by the air force of a state for the national security. However, there are no articles dealing with it in the 1944 Chicago Convention and there are no international standards to recognize or prohibit the establishment of ADIZs. ADIZ is not interpreted as the expansion of territorial airspace.
