A Case Study: Design and Develop e-Learning Content for Korean Local Government Officials in the Pandemic

  • e-Learning content can be defined as digital content to achieve educational goals. Since it is an educational material that can be distributed in offline, online, and mobile environments, it is important to create content that meets the learner's education environment and educational goals. In particular, if the learner is a public official, the vision, philosophy, and characteristics of each local government must reflect. As non-face-to-face online education expands further due to the COVID-19 pandemic, local governments that have relied on onsite education in the past urgently require developing strong basic competency education and special task competency content that reflect regional characteristics. Such e-learning content, however, hardly exists and the ability to independently develop them is also insufficient. In this circumstance, this case study describes the process of self-production of e-learning content suitable for Busan's characteristics by the Human Resource Development (HRD) Institute of Busan City, a local government. The field of instructional design and instructional technology is always evolving and growing by blending technological innovation into instructional platform design and adapting to the changes in society. Busan HRD Institute (BHI), therefore, tried to implement blended learning by developing content that reflected the recent trend of micro-learning in e-learning through a detailed analysis. For this, an e-learning content developer with certain requirements was selected and contracted, and the process of developing content through a collaboration between the client and developer was described in this study according to the ADDIE model of Instructional Systems Development (ISD).

  • 호텔과 같은 서비스 산업은 생산과 소비가 동시에 이루어지는 특성으로 인해 서비스를 전달하는 과정에서 소비자는 종업원과의 접촉이 발생하며 종업원의 행동은 소비자의 구매 선택에 영향을 주므로 인적관리 차원에 있어서 교육훈련은 매우 중요한 관건이라고 할 수 있다. 본 연구는 호텔업의 종사원을 대상으로 e-Learning의 효과성을 검증하고자 하여 e-Learning의 시스템 품질, 콘텐츠 품질, 서비스 품질을 포함하는 e-Learning의 품질요인과 사용자의 자기효능감, 학습동기, 학습 플로우를 포함하는 학습특성요인을 독립변수로 구성하였다. 그리고 e-Learning의 효용성이라 할 수 있는 지각된 유용성 및 사용자 만족요인과, 효과성 측면에서의 지속적 사용의도와 교육훈련 전이를 매개변수로 구성하였고, 기업 e-Learning의 효과성이라 할 수 있는 고객지향성을 종속변수로 설정하여 실증분석을 실시하였다.

The Effect of Mobile e-Learning Contents Platform Characteristics on Reuse Intention

  • IT 발달과 함께 스마트기기로 많은 학습자가 이러닝 콘텐츠를 접하고 있으며, 콘텐츠 제공자들은 학습자의 재이용 의도와 행동을 주의 깊게 관찰하고 있다. 따라서 본 연구에서는 스마트폰에 기반한 이러닝 학습을 접해본 200명의 사용자를 대상으로 이러닝 콘텐츠 플랫폼 특성이 재이용 의도에 미치는 영향을 연구하였다. 그 결과, 사용자의 재이용 의도에 영향을 미치는 특성은 콘텐츠 품질, 상호작용성, 편재성으로 나타났다. 또한, 남성일 경우 재이용 의도에 영향을 미치는 가장 큰 특성은 상호작용성이며, 여성일 경우 콘텐츠 품질과 편재성이었다. 스마트폰을 이용해 하루 평균 한 시간 미만 이러닝을 학습할 경우 콘텐츠 품질이 재이용 의도에 가장 큰 영향을 주었으며, 반대로 한 시간 이상 학습할 경우 편재성, 편리성, 상호작용성이 재이용 의도에 영향을 주었다. 아직도 많은 이러닝 기업들이 PC 기반의 기술이나 단기적 홍보 중심의 사업 전략을 유지해오고 있는데, 본 연구의 결과는 앞으로 해당 기업들이 장기적 사업 전략의 관점에서 스마트폰 기반의 플랫폼 변화와 그 핵심 요인들에 대한 방향을 제시했다는 데 의의를 둘 수 있다.

기업의 e-Learning에 대한 학습효과 및 전이에 영향을 미치는 요인 (Factors Influencing the Learning Effectiveness and Transfer of e-Learning in Business Organlizations)

  • The recent development of IT, consolidation of communication and multimedia technology have brought enormous changes in many organizations. Theses changes are enabling the new educational opportunities such as distance teaming and virtual class room. Recently, e-Learning has grown rapidly in business training field, In the context of companies, e-Learning has merits in terms of access convenience, costs reduction self-directed learning, reciprocity, and flexibility. In this regard, the primary purpose of this study is to investigate which factors of e-Learning influence the effectiveness of education and transfer of loaming in business organizations. Based on the prior studies of the education and business training field, research model and research hypotheses were developed. Factors studied in this paper were as follows: 1) learners' characteristics, 2) organizational support and 3) system environments. The results of our study are as follows. (1) Motivation perceived usefulness in Learner factors had an significant influence on both learning effectiveness and transfer of teaming, whereas Ability, expectation had an influence on transfer of teaming. (2) Support from peer, support from supervisor in Organization factors had an significant influence on both Loaming effectiveness and transfer of teaming, whereas support from organization had influence on learning effectiveness. (3) Appropriate contents in system circumstance had an significant influence on both teaming effectiveness and transfer of teaming, whereas interface design had an influence on learning effectiveness.

Factors Affecting Student Performance in E-Learning: A Case Study of Higher Educational Institutions in Indonesia

  • This study aims to determine the factors influencing student performance using the teaching and learning process through e-learning based on the unified theory of acceptance and use technology (UTAUT). This study also sets out to propose additional variables to expand the UTAUT model to be more suitable to use in higher education. This research conducted a literature review, expert interviews, and a self-administered survey involving 200 students at tertiary institutions in Riau province, Indonesia. The questionnaire data were analyzed using SmartPLS 2. This study shows that UTAUT constructs, namely, social influence, facility conditions, and effort expectancy have a significant influence on student behavior and performance, while the performance expectancy variable shows no significant effect. The additional variables, including lecturer characteristics, external motivation, and organizational structure, directly affect student performance. However, concerning student behavior, motivation and environment are the only variables with a significant effect. The results of this study suggest the behavior deteminant such as lecturer characteristics, motivation and environment, and organizational structure improve student performance. This study investigates factors affecting the performance of university students through the learning employing e-learning by developing the UTAUT constructs to include the lecturer characteristics, motivation and environment, and organizational structure in improving student performance.

지역 대학 e-Learning 센터의 전략적 역할분석에 관한 연구 (An Empirical Assessment of the Strategic Roles of e-Learning Center in the Community of Local Universities)

  • Today, many universities are confronted with the changing education paradigm such as e-learning, Distance Education, Virtual University, This IT-based teaming paradigm shift is certainly a new opportunity or a threat to our universities. To overcome this problem the universities should think e-Learning as strategic weapon, such as many firms created competitive weapons from the information systems at the 1980s. So, e-Learning system can be a SIS(Strategic Information System) which supports university's future education strategies. To build a e-Learning system, not only many H/W and S/W resources but also expert personnels are required. An organization such as local university who is week at financial status can't himself plan the system. The Local University Community e-Learning Centers that support the demand of e-learning for their community are recommended. In order to operate these centers efficiently, the strategic roles of the e-Learning center should first be defined. To define the strategic roles, We classified the strategic roles of the e-Learning center into four dimensions, (1) to improve management efficiency, (2) to enhance educational service, (3) to acquire competitive advantages, (4) to build new education infrastructure, and each dimension has 5 or 6 measurement items. As result, to enhance the educational service was considered as the most significant factor among the four dimensions of strategic roles, and the infrastructure building was the next. We also tried to find the difference for each factor by the characteristics of responsor. The data showed that there was litter difference between the groups in evaluating the significance of strategic roles of e-learning centers. Through the strategic roles definition and analysis of expected role ratings, we could have recommended the direction and operation policies of the e-Loaming centers.

e-Learning에서 정보시스템 특성과 사용자의 자기조절특성이 학습 성과에 미치는 영향 (The Influence of Learning Performance on the Characteristics of Information System and User's Self-Regulated Characteristics in the e-Learning)

  • The purpose of this study is to identify which factors are important for learning performance and the moderating effects of self-regulated factors such as elaboration and organization between users characteristic(perceived usefulness, preparatory education, internet experience) and learning performance. To Accomplish these research purpose, this study performed a survey and 173 response were used for statistical analysis. The results of this study are as follows: First, 7 factors(ease of use, interactivity, accuracy, media richness, perceived usefulness, preparatory education, internet experience) had significant impacts on learning performance whereas reliability did not. Second, the moderating effects of self-regulated factors showed that Elaboration of self-regulated factors can be considered as a significant moderating variable between 2 factors(perceived usefulness, internet experience) and teaming performance.

  • e-Learning으로 대변되는 교육의 변화는 교육환경의 기술적인 측면뿐만 아니라 패러다임 자체를 바꾸어 놓고 있다. e-Learning 환경에서의 사용자는 시스템 사용자뿐만 아니라 학습자의 역할을 동시에 가지고 있기 때문에 이런 복잡한 현상을 설명하기 위해서는 보다 포괄적인 시각이 필요하다고 판단된다. 본 연구에서는 포괄적인 시각을 연구하기에 앞서 학습자의 동기 유발에 초점을 두고 학습 성과를 향상시킬 수 있는 방안을 플로우 이론을 이용하여 제시하고자 한다. 연구 결과 첫째, 플로우의 구성 요소인 내재된 흥미와 주의집중은 종속 변수인 학습 성과에 유의적인 영향을 미치고 있으며, 특히 내재된 흥미가 주의집중보다 더 중요한 요인으로 밝혀졌다. 둘째, 내재된 흥미에 영향을 미치는 요인은 정보 품질과 숙련도로 나타났으며, 셋째, 주의집중에 영향을 미치는 요인은 인지된 사용용이성, 숙련도, 컴퓨터 자기효능감으로 나타났다.

A Conceptual Framework for Determination of Appropriate Business Model in e-Learning Industry in Iran

  • Purpose - The purpose of this study is to present a framework for determining the most appropriate business model for e-learning. Research design, data, and methodology - The Electronics Branch of Azad University has been elected as a case study in this research. This study conducted using a descriptive method. The information was obtained using interviews with experts including managers, faculty and students at the Electronics Branch of Azad University. Results - Three service-product system (product oriented system, use an oriented and result oriented system) approaches determined a framework for the formation of a portfolio. This portfolio is including three types of e-learning business models. Examining the relevant characteristics, correspondence of behaviorism learning theory with a product-oriented approach, correspondence of cognitivism theory with a user-oriented approach and in finally match correspondence of constructivist learning theory with a results-oriented approach which is evident. Conclusions - After reviewing the literature on the fields of e-learning, business model and product - service systems, we have achieved three types of e-learning business models. Then the variables in any of the business models were defined by using business model canvas tool and thus a portfolio consisting of three types of e-learning business model canvas was obtained.

e-Learning 서버 작업부하 분석 (Analysis of e-Learning Server Workload)

  • 본 논문은 단국대학교의 e-learning 서버의 부하 분석을 통해 교육용 서버의 통계적 부하 모델 작성을 위한 기초 자료 제공을 목적으로 한다. 분석 결과로 파일의 크기 분포, 파일 유형별 접속 빈도와 전송량, 접근 간격, 선호도 변화, 네트워크별 접근 비율 등을 제시하였다. 특히, 동영상 파일의 크기 분포와 접근 빈도별 파일 분포는 이전의 연구들과는 다른 결과가 나타났다. 이것은 동영상 강의를 제작하기 위해 저작 도구를 사용하고 수강생 수의 제약이 없는 온라인 교육의 특성이 반영되었기 때문이다. 본 논문에서 제시된 분석 결과는 e-learning 시스템 구조와 서버 성능 향상을 위한 연구에 기초 자료로 이용될 수 있다.
