  • As one of the 31 e-Government project, BPR/ISP on e-Trade has been carried out during December 2003 and June 2004. The purpose of the project was designed to facilitate e-Trade by establishing Single Window for e-Trade. Elimination of legal obstacles is a condition precedent for activation of e-Trade. Thus this article is focused to present the way to revised the laws relating to e-Trade.

  • In order to implement e-trade infrastructure through the radical innovation of trade process, e-trade platform which is called 'uTradehub' has been developed for three years. After pilot operation of this platform in 2007, the formal service of e-trade such as logistics, customs and foreign exchanges had been provided in 2008. However, the usage of e-Trade platform is not the level of users' satisfaction because trade-related communities have not actively participated into e-trade platform and several functions with users requirements are necessary to develop additionally. In this regard, there are strong demands to suggest some strategies for application and usage proliferation of e-trade platform. Therefore, this paper would like to evaluate the current status of e-trade platform service and usage by the theoretical consideration of preceding researches and practical analysis of statistical data. Then, it will explore several service improvement ideas in terms of system supplementation and integration, electronic documents standardization, radical change of using fee, global connection, user oriented education and advertisement.

  • It is no unnecessary to tell the importance of foreign trade in Korea economics. Nevertheless, government's direct support is impossible owing to WTO's regulation. Accordingly, government have brought focus into trade facilitation as paperless trade. e-Trade document repositary building by government's budget and private sector's cooperation is a part of e-Trade platform and necessary function in connection with relay and certification of e-Trade document. This study examined the estimated operational problems of e-Trade document repositary as compared Licensed Electronic Document Repositary. Firstly, the operator of e-Trade document repositary undertake multiple role and function as Licensed Certification Authorities(e-sign Act), Licensed Electronic Document Repositary(Framework Act on Electronic Transaction) etc. Secondly, sufficient levy that meet operating cost of the e-trade document is the key point of e-Trade document repositary's success, because additional budget invest in that operation is too hard to do. Thirdly, the operator of the e-Trade document repositary have to keep fairness, objectivity and transparency because the operational right is exclusive.

  • Owing to the digital revolution, Internet Commerce and Electronic Commerce is having a profound influence on the global trade and internal commerce, revolutionizing the way of doing business. e-Trade have adopted in order to the reshape of the International Trade enterprise's competitiveness, and it is now being utilized as a major export marketing instrument to develop new customers, save export transaction costs ad facilitate new work processes. The purpose of this study is to provide a program for activation in e-Trade of the International Trade enterprise in Kangwon Do. However, at present, the environment of e-trade Infrastructure in Kangwon Do is very poor. Therefore, this study points out the problems of e-trade of the International Trade enterprise in Kangwon Do and provides many considerations for a program for activation of e-Trade.

  • In order to improve e-Trade service, this paper has deduced impeding factors after review of precedent research on e-Trade and analysis of e-Trade current status. Then an empirical analysis of whether variables deduced are detrimental factors to utilization of e-Trade service has been made on the basis of a research model and relevant hypotheses. The scope of e-Trade service indicated in this paper is limited to use of uTradeHub system. Analytical results for the improvement of e-Trade service clearly indicate that the higher the impeding factor to utilization of the system integration, logistics and customs clearance, marketing and users field, the more necessary the service improvement for invigoration of e-Trade service. However, foreign exchange field does not seem to require attention because SMEs have not active will to do electronic payment through the process of electronic documents.

  • The purpose of this research is to analyze four models of global e-trade implementation which was suggested at the advance research of implementation global e-Trade with major trading countries. The main outcomes of this empirical study are as follows. For realizing global e-trade of G-Networking model country we have to implement e-trade in the field of "import & logistics". And for realizing global e-trade of P-Networking model country, it need to try in "settlement & clearance". Furthermore, for realizing global e-Trade of G-Penetration model country, we have known that the field of "import & logistics" would be implemented. Finally for realizing global e-Trade of P-Penetration model country, "settlement & clearance" could be implemented. Also, this study suggests that we have to do negotiation with China and Japan at first, and to try the area of settlement & clearance to implement the global e-Trade with Korea's 10 major trading countries.

  • This paper discusses some requirement issues of future global e-trade. Korea has been making lots of efforts on e-trade promotions and many research results support that the performance of e-trade should be increased. There are still many unsolved issues as well as future demands in this area. In this paper, we propose some e-trade requirements for next generation and those are e-trade governance, collaboration enhancement among trading participants, the utilization of e-trade documents repository, the expansion of global e-trade network, and e-trade intelligence just to name a few. For each requirement, we propose some research topics as well as practical implications for improving the performance of global e-trades. One can find some useful thoughts for the future research based on the propositions made by this paper.

  • The rapid development of internet information technology has increased interest in e-Trade these days, but it is not activated greatly up to now. In order to promote e-Trade, it is essential to construct cooperative process such as connecting systems among trade related parties. Building e-Trade platform which is based on the infrastructure of the past trade automatic system is key point of promoting e-Trade. To do this, a study on the basic concept and specific components of e-Trade platform is needed absolutely. At this point of view, after this paper has examined domestic and foreign studies on the fundamental technologies about electronic commerce, it drew several key technologies that could be applied to e-Trade considering the current IT trend. Then it evaluates these technologies according to Technology Reference Model(TRM) of the National Computerization Agency. This will help us to show the operation strategy as well as the concept of future e-Trade platform and its composition. On the basis of the theoretical background, this paper classified NCA's technology model into 6 fields, which are application. data, platform, communication, security and management. Considering the key technologies, e-Trade platform has to be mutually connected and accept international standards such as XML. In the aspect of business side, trade relative agencies' business process as well as trading company's process has to be considered. Therefore, e-Trade platform can be classified into 3 parts which are service, infrastructure and connection. Infrastructure part is compared of circulating and managing system of electronic document, interface and service framework. Connecting service (application service) and additional service (application service) consist of service part. Connecting part is a linking mutual parts and can be divided into B2B service and B20 service. The organization operating this e-trade platform must have few responsibilities and requirements. It needs to positively accept existing infrastructure of trade automatic system and improving the system to complete e-trade platform. It also have to continuously develop new services and possess ability to operate the system for providing proper services to demanders. As a result, private sector that can play a role as TTP(Third Trust Party) is adequate for operating the system. In this case, revising law is necessary to support the responsibility and requirement of private sector.

  • This paper's objective is to provide insights about the problems and expansion strategies of electronic trade. Korean small and medium-sized firms have adopted the Internet since the end of 1990s in order to reshape their competitiveness, and it is now being utilized as a major export marketing instrument to develop new customers, save export transaction costs ad facilitate new work processes. However, at present, the use of the internet in the field of trading is limited to the collection of market information, owing to legal, technical and institutional restraints between countries. In addition to that, because firms have the difficulties in making the trade contract through the e-trade system, the negative recognition on its' utility has been spreaded gradually between companies. This is one of the barriers to block the expansion of e-Trade between Korean firms. Therefore, this paper points out the problems of e-trade in the environmental, institutional and strategic view and provides many considerations for establishing the expansion strategy of e-trade by the Korean government and trade supporting institutions.

Dispute Resolution by e-ADR for e- Trade in the Northeast Asia (동북아 e-Trade 활성화를 위한 e-ADR에 의한 분쟁해결에 관한 연구)

  • Korean Government is increasingly focusing on the Northeast Asia Business and Logistics Hub strategy to create a competitive advantage. A key element of this strategy is creating or leveraging distribution and logistics hubs that act as centres for distribution in Northeast Asia. A Northeast Asian e-Hub Policy is required for business hub and logistics hub in the Northeastern Asia. An e-Hub is an integrated, sophisticated set of e-Biz, information and e-trade facilities and services that provides access to a marketplace and exchangee the e-trade data. To study the e-Hub policy, Pan Asian e-Commerce Alliance, Korea-Japan e-Trade Hub project, and ASEM e-Trade project are considered. E-trade via cyberspace may need new methods of dispute resolution to reduce transaction costs for small value-related disputes and to erect structures that work well across national boundaries. Voluntary Mediation Councils and cyber tribunals should be encouraged by governmental sectors to continue developing private sector mechanisms to resolve e-trade disputes. Government-sponsored online cross-border dispute resolution systems may be also be useful to complement these private sector approaches. E-trade in Northeast Asia results in disputes owing to the incompleteness of e-trade law in the countries. These disputes contain disputes regarding e-trade model, central title registry, authentication body. To resolve these disputes in the Northeast Asia, a variety of electronic alternative dispute resolution bodies must be organized under cooperation of Korea, Japan, China. This study deals with the e-ADR construction in the Northeast Asia to resolve the disputes in the e-trade and to activate the e-trade in the Northeast Asia.
