  • In this paper, the state-of-the-art IVEF Service based on e-Navigation System was represented. The unification of the data exchange format among maritime-related systems is one of vital user-needs of e-Navigation, advantageous in bringing maritime safety and security. This paper propose the method to exchange marine information in IVEF, as recommended by the IALA, between VTS centers and Korea's GICOMS as well as the government-related agencies. To achieve this, a system data flow was designed which it acts as client and server. It enables the sending and receiving of Radar and CCTV images in accordance with the IVEF recommendation document of IALA.

  • This paper focuses on development status of eLoran system which is an representative backup PNT system in order to overcome the vulnerability of GNSS signals by radio frequency interference such as jamming. eLoran testbed system consists of new transmitting system for amplifying the signal through signal generation and modulation, differential Loran (dLoran) reference stations for calculating the signal errors received from transmitters, an integrated operation and control system (IOCS) for eLoran service. Therefore we present the configuration of testbed architecture for trial operation of eLoran service and the development status, and discuss about the next step toward backup PNT service using eLoran system.

  • Navigation satellite systems (GPS, GLONASS etc.) provide three main services, i.e., positioning for location based services, navigation for multi-modal transportation services, and timing for communication and critical infrastructure services. They were started as military systems but were extended to civil service. Navigation satellite navigation system began with GPS in the USA and GLONASS in Russia at nearly the same time. Indian NavIC and Chines BDS announced their FOCs in 2016 and 2020, respectively and European Galileo and Japanese QZSS are catching up others. In these days, Navigation Satellite System, Positioning, Navigation, and Timing services are part of our daily life very closely. They are required for autonomous driving car, Unmanned vehicles like UAV, UGV, and UMV, 5G/6G telecommunications, world financial system, power system, survey, agriculture, and so on. The services among navigation satellite systems are very competitive and also cooperative one another. This article describes the status of these systems and evolution in the technical and service senses, which may be helpful for planning korea positioning system(KPS).

  • During the past several decades, the development of the maritime policy have been focused on the level of regulation based on the lessons from the individual accidents. Recently, the development of IMO e-navigation strategy has been discussed actively and has been focusing on the new frame and architecture based on the user requirements and definition of function and services for user requirements, which might produce the user-friendly policy, infrastructure and user service. For the new maritime ICT policy getting fusion of ICT and innovation of ship/ocean industry, the overarching methodology, as IMO e-navigation strategy, should be applied to primarily setup the architecture from the user requirements to technology. In this paper, we analyze the IMO e-navigation strategy procedure and provide the consideration and lessons for the strategic methodology to develop a new maritime ICT policy.

  • As the GPS(Global Positioning System) vulnerabilities were introduced, alternative systems to GPS backup have been studied for several years. Enhanced Loran(eLoran) as the worldwide ground-based supplementary radio navigation system was recommended as the cost effective alternative to GPS backup. Many efforts on adoption of eLoran as GPS backup have been presented. The US has been the leading role and announced that 70% enhancement for eLoran was established last year. However, the Obama administration cut off the eLoran budget on the fiscal year 2010 budget proposal while GAO's reports submitted that GPS service gap would be possible just some years later. Besides the US's condition, there are still many positive opinions on eLoran to GPS backup. This paper introduces the historical and technical aspects of eLoran and Korea's research topics.
