The e-Learning is one of best ways to generate the substitution effect for classroom learning, and robust and rational distribution structure for e-Learning industry is the key issue for successful educational performance of e-Learning, however the recent e-Learning market has a distribution status quite different from rational structure. This paper focuses on issues of e-Learning distribution status and alternatives for policy making. In order to make this study successful, we discuss about concepts and scopes of e-Learning distribution and various types of distribution structure by business models. We conducted an interview survey for business individual experts for distribution modelling. Based on the result of the survey, this paper describes issues of distribution structure and suggests alternatives for policy making in the Korea e-Learning market.
Purpose - Although e-learning has this advantage, currently many organizations have failed to recognize the necessity for basic e-learning educational training. It follows that practitioners working in the above organizations face the difficulty of having to find educational training processes of boosting their capabilities by themselves, rather than being able to utilize the educational training processes offered by e-learning. So of their own accord, learners have considered the necessity of information relating to being able to choose between high quality educational training processes. The purpose of this study is to propose opening e-learning content information for enabling an efficient choice of learning processes related to e-learning. Research design, data, and methodology - To pinpoint the items of e-learning content information, the study was initiated according to the following process. First, information relating to e-learning content (offered on e-learning websites) was researched. Second, based on the items of information which emerged from the research, selection and validity verification took place with 5 e-learning specialists as the subjects. Third, the opinions of adult learners at K University were collated relating to the items of information which emerged from the research. Results - The e-learning content information was comprised of 16 items in order to improve the choosing process for learner's e-learning contents. The analysis results showed that when learners were choosing e-learning processes, the most highly considered item was 'mobile support' (4.35). Following this (in order) were 'tuition fees' (4.30), 'certificate issuing' (4.23), and 'awareness of educational institution' (4.18). The least considered items were 'recruiting learners' (3.01) and 'tutor support' (3.18). Conclusions - The 16 items of e-learning content information in this study, were deemed to be helpful to learners in providing them with a choice of desirable e-learning process when this process was offered to them. Following this, there is a need for service institutions offering e-learning processes to make public the information suggested by this study. Research into educational methods additionally points to a necessity for not only e-learning forms, but also offline educational methods and a combination of blended learning to be offered and run parallel to e-learning.
Purpose - One of the biggest problems in the e-learning distribution process is the lack of quality content and learners' discredit in e-learning content. In order to respond to the various demands of the corporate education field appropriately, it is necessary to search for directions of new e-learning models that are out of traditional e-learning contents. The purpose of this study is to identify recent trend issues related to corporate e-learning and to suggest directions for development. Research design, data, and methodology - Based on the literature review, trend issues that should be considered important in corporate e-learning were derived. Online survey was conducted to evaluate the importance-feasibility of each issue to 13 experts on e-learning and corporate education. The contents of the questionnaire are as follows: 1) recognition of importance and feasibility of trend issues to be considered important in the future corporate education field; 2) factors to be considered in developing future e-learning contents. Results - Six trends derived from a comprehensive literature review. The most important e-learning trends for corporate education field were 'mobile learning', 'micro learning', 'blended learning', 'social learning', 'adaptive learning', 'engaged learning'. As a result of evaluating the importance and feasibility of each issue, experts point out that 'mobile learning' and 'micro learning' should be actively considered for introduction and utilization at present. In addition, 'social learning' and 'blended learning' need to be actively considered in the near future. On the other hand, experts recognized that 'adaptive learning' and 'engaged learning' need to be prepared from a long-term perspective. Conclusions - There are two main reasons for this result. First, in corporate e-learning, it is important to 1) be able to update on time, 2) the connection with the workplace is important. Second, it requires realistic verification of the expected performance of the learning model. To be considered part of the future are as follows: First, the value and effectiveness of the new e-learning type should be studied. Seconds, e-learning contents should be developed through adopting SAM or Agile methodology. Through this process, we would be able to enhance the quality in e-learning content.
Purpose: Artificial intelligence is widely used, particularly in the popular neural network theory called Deep learning. The improvement of computing speed and capability expedited the progress of Deep learning applications. The application of Deep learning in education has various effects and possibilities in creating and managing educational content and services that can replace human cognitive activity. Among Deep learning, Deep fake technology is used to combine and synchronize human faces with voices. This paper will show how to develop e-Learning content videos using those technologies and open-source tools. Research design, data, and methodology: This paper proposes 4 step development process, which is presented step by step on the Google Collab environment with source codes. This technology can produce various video styles. The advantage of this technology is that the characters of the video can be extended to any historical figures, celebrities, or even movie heroes producing immersive videos. Results: Prototypes for each case are also designed, developed, presented, and shared on YouTube for each specific case development. Conclusions: The method and process of creating e-learning video contents from the image, video, and audio files using Deep fake open-source technology was successfully implemented.

This paper aims to provide information to generate a statistical load model of an educational server by analyzing workload of an e-Learning sewer at Dankook University. The result of the analysis shows file size distribution, access frequency and transmission volume for each file type, access interval, changes in preference and clients access rate by networks. In particular, it had different results from previous studies about video file's size distribution and file distribution based on access frequency. This is because the characteristics of e-learning are influenced by using authoring tools for making into video file and by freeing the number of students who register for a course. The result in this paper can be used as a basic data for studies designed to improve e-learning system architecture and server performance.
Purpose - In the 21st century, as information technology advances alongside the emergence of the 4th generation, industrial age, industrial environment has become individualized and customized. It is important to hire good quality employees for good service in the industry. The e-learning market is growing every year. Although e-learning companies are finding better quality employees in e-learning, it is not easy to find it. Companies also spend a lot of time and cost to find employee. On the employees side, they want to get a job freely when they want, but they cannot find their job easily. Furthermore, the labor market environment is changing fast. In the 4th generation, industrial age, employers require to find manpower whenever they need and want at little cost. So of their own accord, we have considered the necessity of management of human resources for employees and employers in e-learning. The purpose of this study is to propose a human cloud platform framework for enabling an efficient management of human resources in e-learning industry. Research design, data, and methodology - To pinpoint the items of a human cloud platform framework, the study was initiated according to the following process. First, items of competency relating to e-learning instructional designer was analyzed. Second, based on the items of information from this analysis, selection and validity verification took place with 5 e-learning specialists group. Third, the opinion of experts who were in charge of hiring in e-learning companies were collated with the questionnaire. Lastly, the human cloud platform framework was proposed based on opinion results. Results - The framework was comprised of 7 domains and 27 items in order to develop the human cloud platform for e-learning instructional designer. The analysis results showed that the most highly considered item were 'skill (4.60)' that employee already have the capability. Following this (in order) were 'project type (4.56)', 'work competency (4.56)', and 'strength area of instructional design (4.52)'. Conclusions - The 27 items in the human cloud platform framework were suggested in this study. Following this, we can consider to develop the human cloud platform for finding a job and hiring e-learning instructional designer easily. For successful platform operation, we need to consider reliability between employer and employee. In addition, we need quality assurance system based on operation has public confidence.
Korea has introduced the levy-grand system in the vocational learning finance. The standard unit price system of training cost was utilized in the distribution of training budget and the reimbursement system including total or partial training cost return has been operated in the corporate training after completing the learning course particularly. The standard unit price was calculated in the base of analyzing on supporting budget by the government per training institutions and corporate payment decision to learning institutions. The proposing standard unit price system of training cost was analyzed in the current standard price unit of training cost and then an improvement policy and the implication are derived from it. At the result of this study, the current government supporting level to e-learning and postal distance learning indicates good status.

The current article examines the interactions among students' attitudes to e-learning, their implementation of e-learning in their studies, and learning effectiveness. Significantly, it emphasizes the mediating role of accepting e-learning in training. It applied reliability analyses to test the measurement of items and construct validity, using the research data collected from students at Vietnam National University of Ho Chi Minh. Then, the current article used multiple regressions to inspect the causal relations; and applied procedures to investigate the mediating influence. The empirical results indicate students' attitude to e-learning positively influences their implementation of e-learning in their studies. When students apply e-learning in their studies, they likely achieve the best possible training effectiveness. Statistical evidence on the mediating role of accepting e-learning in training by students on the linkage between their attitude to e-learning and training effectiveness is revealed in this article. The findings of this article make some contributions. For educational administrators, it offers insight into the links among students' attitudes to e-learning, their implementation of e-learning in their studies, and training effectiveness, which likely allows them to establish suitable online training programs. This will be beneficial to both learners and educational institutes.

The current study adds to the body of knowledge about the mediation in the causal link between students' perceptions of the utility of eLearning and their learning performance. The data was collected from 500 questionnaires that were delivered to the students at the Vietnam National University of Ho Chi Minh City. Only 422 finished questionnaires were usable for analyses, indicating a responding rate of 84.4%. Multiple regressions were used to investigate causal correlations, whereas Goodman's (1960) techniques were used to investigate mediating relationships. The major findings reveal that both the utility and adoption of eLearning have an impact on students' learning performance, with usefulness being a crucial determinant of eLearning adoption for study. More meaningfully, statistical evidence on the mediation of adopting eLearning for study in the causal linkage from the usefulness of eLearning perceived by students to their learning performance was provided. The relevance of using eLearning for study is stressed in this study, where it is not only one of the key antecedents of their learning performance, but also acts as a mediator between the usefulness of eLearning and learning performance in the research model.
Purpose - The purpose of this study is to conduct a monitoring study on the learning process of e-learning contents. This study has two research objectives. First, by conducting monitoring research on the learning process, we aim to explore the implications for content development that reflects future student needs. Second, we want to collect empirical basic data on the estimation of appropriate amount of learning. Research design, data, and methodology - This study is a case study of learner's learning process in e-learning. After completion of the study, an in-depth interview was made after conducting a test to measure the total amount of cognitive load and the level of engagement that occurred during the learning process. The tool used to measure cognitive load is NASA-TLX, a subjective cognitive load measurement method. In the monitoring process, we observe external phenomena such as page movement and mouse movement path, and identify cognitive activities such as Think-Aloud technique. Results - In the total of three research subjects, the two courses showed excess learning time compared to the learning time, and one course showed less learning time than the learning time. This gives the following implications for content development. First, it is necessary to consider the importance of selecting the target and contents level according to the level of the subject. Second, it is necessary to design the learner participation activity that meets the learning goal level and to calculate the appropriate time accordingly. Third, it is necessary to design appropriate learning support strategy according to the learning task. This should be considered in designing lessons. Fourth, it is necessary to revitalize contents design centered on learning activities such as simulation. Conclusions - The implications of the examination system are as follows. First, it can be confirmed that there is difficulty in calculating the amount of learning centered on learning time and securing objective objectivity. Second, it can be seen that there are various variables affecting the actual learning time in addition to the content amount. Third, there is a need for reviewing the system of examination of learning amount centered on 'learning time'.
