정부 각 부처 단위의 국가연구개발보고서 정보관리 체계는 산하 전문기관으로 하여금 구체적인 정보의 수집 및 데이터베이스 구축, 정보시스템 운영 등의 업무를 수행하도록 하는 시스템으로 현행 국가 차원의 연구개발보고서 분류체계는 미흡한 상태이다. 또한 정부 부처마다 상이한 전자원문서비스 형태로 제공되므로 표준화된 서비스가 요구 된다. 따라서 본 논문의 연구 목표와 세부연구 내용은 다음과 같다. 연구 목표는 국가 연구개발보고서 양식의 표준화 방안을 수립하고, 기존 국가 연구개발보고서의 서비스 형태에 대한 문제점을 분석하여 XML 기반 국가연구개발보고서 서비스를 위한 프레임워크를 제시한다. 아울러 본 논문의 세부 연구내용은 다음과 같다. 첫째, 국가 연구개발보고서 생산 기관 현황파악 및 주요 기관별 연구개발보고서 양식조사와 서비스 현황을 분석한다. 둘째, 국가 연구개발보고서 관련 주요 해외 과학기술정보 서비스 체계 및 관련 데이터베이스 스키마 분석을 한다. 셋째, 국가연구개발보고서 서비스 체계의 문제점 분석을 통한 XML 기반 국가연구개발보고서 서비스 프레임워크 제안과 데이터베이스 스키마를 설계하고 마지막으로 보고서 포털 서비스 방안을 제시하였다. 끝으로 본 논문의 학술적 기여도는 국가차원의 연구개발보고서의 종합정보관리체계 구축을 통해 과학기술정보의 효율적인 관리 및 수요자 중심의 통합정보시스템 개발을 통해 국가 연구개발 관련 정보와 자원을 공동 활용함으로써 연구개발의 투자 효율성을 높일 수 있다.
현재 정부는 다양한 행정서비스를 온라인화하여 언제 어디서나 고객의 접근과 이용이 가능한 전자정부의 구현을 위해 여러 분야에서 관련 사업들을 진행 중에 있다. 수자원 분야에서는 하천관련 업무의 전산화사업의 일환으로 하천지도전산화 사업을 진행 중에 있으며, 그 일부 결과로 1999년도부터 시작된 하천정보관리지리정보시스템(RIMGIS)의 구축사업이 완료되었고 각종 DB를 종합적으로 활용하기 위한 다양한 분야의 하천주제도 구축이 요구되는 실정이다. 이러한 주제도의 구축을 위해서는 체계적인 구축방법론을 제시할 수 있는 데이터 모델이 필수적이지만 이러한 모델의 부재로 인하여 지금까지 구축된 하천관련 데이터 모델은 DB를 종합적으로 활용하는데 한계가 있는 실정이다. 본 연구에서는 이러한 문제점을 극복하고 기 구축된 DB를 효율적으로 활용하여 보다 생산성 있는 하천주제도를 구축하기위한 효율적인 방안을 제시하기 위해 하천공간정보 데이터 모델을 설계하였다. 설계된 하천공간정보 데이터 모델은 실세계 하천의 명확한 표현을 위해 하천과 관련된 Core Feature Data와 Framework Data, 그리고 각 데이터들의 관계를 정의하였다. Core Feature Data와 Framework Data는 하천 관련 국내외 연구 및 구축사례를 조사 분석하고, 물관련 분야의 종사자를 상대로 다양한 요구분석을 통하여 제시하였다. 제시된 Core Feature Data는 데이터 모델의 최소 단위인 클래스로 정의하고, 각 클래스간의 관계는 하천정보의 통합처리를 위해서 ArcGIS Hydro Data Model을 기반으로 하였다. 이렇게 설계된 하천공간정보 데이터 모델은 다양한 하천주제도의 효율적인 구축 방안을 제공할 수 있을 것으로 사료된다.
정부에서 추진한 1 2차 국가지리정보체계(NGIS)사업 중 1차 NGIS사업(1995~2000)은 지리정보의 구축에 편중되었고, 2차 NGIS사업(2001~2005)은 1차 사업의 결과물로 얻어진 지리정보의 유통 활용 방안에 초점이 맞추어져 있다고 할 수 있다. 현재 2차 NGIS사업의 후반기에서 1 2차 NGIS사업을 뒤돌아보면 지리정보의 갱신이라는 문제를 간과할 수 없다. 정확한 지리정보의 구축 유통 활용은 국가지리정보를 대표하는 핵심적 요소라 할 수 있듯이 지리정보의 신속한 갱신 또한 LBS(Location Based Services), Ubiquitous, Telematics와 같은 차세대 산업에 지리정보의 변경 사항을 신속 정확히 제공함으로서 2차적인 산업을 진행하도록 하는 중요한 사항이라 할 수 있다. 국토지리정보원은 1차 NGIS사업 결과 구축된 수치지도를 개선하기 위해 많은 연구를 진행하였으며, 무결점 수치지도 제작을 거쳐, NGI, NDA, NRL 3가지 파일형식으로 제공되는 기본지리정보(Framework Data)를 구축하게 되었다. 기본지리정보는 다른 지리정보에 공통적으로 포함되어 있거나, 여러 지리정보를 통합하기 위해 위치적 혹은 내용적 참조체계를 제공하는 지리정보이다. 기본지리정보는 데이터 셋, 유일식별자, 데이터 모델을 구성요소로 하고 국가적 기반자료로서의 역할을 수행하게 된다. 본 논문은 기본지리정보의 핵심 구성요소인 지형지물 유일식별자(UFID, Unique Feature Identifier)의 업무를 이용하여, 지형지물 관리기관의 현업에서 관리되는 지형지물의 생성 변경 소멸에 관한 정보를 지리정보에 실시간으로 반영하여 실용적인 기본지리정보로 갱신하는 방안에 대하여 제안하였고, 추가적으로 지형변화율을 산출하여 기본지리정보의 갱신 계획 수립에 중요한 자료를 제공하는 방안도 제안하였다.
전자정부 사업에서 개발프레임워크가 활발하게 도입되어 활용되어 왔으나 서로 다른 개발프레임워크 도입으로 인하여 전자정부 시스템간에 상호운용성이 보장 되지 못하고, 특정 개발프레임워크에 의한 사업자 종속성이 발생하게 되었다. 이러한 문제를 해결하기 위하여 전자정부 프로젝트에서는 표준화된 형태의 오픈 소스 기반 개발프레임워크를 구축하게 되었다. 본 논문에서는 표준 개발 프레임워크가 등장한 배경과 표준화 원칙들을 제시하고, 이러한 원칙들을 만족 시키기 위한 개발프레임워크의 실행환경과 개발환경에 대한 아키텍처 특성 및 기반기술을 제시하고자 한다.

Building Information Modeling (BIM) is a nascent technology in Korea, and currently lacks formal guidelines to assist Architectural and Engineering (AE) firms in estimating BIM service fees, while also allowing government agencies to allocate budgets for the rendered BIM services. This research provides a method to estimate costs for BIM services based on the cost-plus pricing framework. The approach requires a generalized estimate of the man hour per floor area data to calculate the direct labor costs. Man-hour data were collected from forty five projects that have implemented BIM. Interpolation of the man-hours was performed to develop a general reference table for 'Type 2' (i.e., public schools and office buildings, etc.) projects. By providing an objective approach for estimating the costs of BIM services, it allows clients and AE firms to agree upon a fair cost for BIM related services, and thus expedite its adoption in Korea.
본 논문은 2008년에 발생했던, 금융기관과 정부기관에 대한 DoS 공격에 대한 연구이다. 실험실 환경에서 실제 DoS 공격 툴을 이용하여 공격을 실시한다. DoS 공격을 탐지하기 위하여 네트워크에서 Snort를 이용한 N-IDS를 설치한다. 패킷을 탐지하기 위한 WinPcap과 패킷의 저장 및 분석하기 위한 MySQL, HSC, .NET Framework 등을 설치한다. e-Watch 등의 패킷 분석 도구를 통해 해커의 DoS 공격에 대한 패킷량과 TCP, UDP 등의 정보, Port, MAC과 IP 정보 등을 분석한다. 본 논문 연구를 통하여 유비쿼터스 정보화 사회의 역기능인 사이버 DoS, DDoS 공격에 대한 자료를 분석하여, 공격자에 대한 포렌식자료 및 역추적 분석 자료를 생성하여, 안전한 인터넷 정보 시스템을 확보하는데 의의가 있다.
국가의 신성장 동력으로써 유비쿼터스 도시(U-City) 개발이 추진되고 있다. U-City는 국가 차원에서 수행되는 미래전략 프로젝트이며, 도시의 다양한 문제점들을 해결하여 지속가능한 도시 조성에 그 목적이 있다. 또한, 전 세계적으로도 미래도시 연구의 선도적인 역할을 하고 있으며, 정부, 산업계를 비롯하여 학계에서도 U-City 개발과 관련한 다양한 연구가 진행되고 있다. 하지만, 무분별한 사업 추진과 장기적인 효과에 대한 가시적인 평가가 이루어지고 있지 않기 때문에 자칫 하면 난개발이 될 수 있다는 우려가 발생하고 있다. 따라서, 이러한 문제점들을 극복하고 보다 안정적인 개발이 이루어지기 위해서는 U-City 사업평가에 대한 근본적인 고찰이 필요할 것으로 보인다. 본 연구에서는 U-City 사업을 점검하기 위한 평가체계를 제시하고, U-City에 적용하여 평가체계의 활용방안을 논하고자 한다.
Nanotechnology is a leading branch of technology and is expected to improve national industrial competitiveness. For maintaining a sustainable growth in nanotechnology, Korean government has set up specific plans from a long-term perspective. One of these plans is tracking and promoting certain potential technologies called Future 30 Nanotechnologies. This study aims to develop an analysis framework for comprehending the Future 30 Nanotechnologies. We applied this framework to the carbon nanomaterials field. Through co-authorship and keyword network analysis, we identified the research trends of three countries (i.e., Korea, US, and China.). This research framework could be utilized in the development of a nanotechnology policy.
This article proposes a framework to elucidate the structural dynamics of the generative AI ecosystem. It also outlines the practical application of this proposed framework through illustrative policies, with a specific emphasis on the development of the Korean generative AI ecosystem and its implications of platform strategies at AI platform-squared. We propose a comprehensive classification scheme within generative AI ecosystems, including app builders, technology partners, app stores, foundational AI models operating as operating systems, cloud services, and chip manufacturers. The market competitiveness for both app builders and technology partners will be highly contingent on their ability to effectively navigate the customer decision journey (CDJ) while offering localized services that fill the gaps left by foundational models. The strategically important platform of platforms in the generative AI ecosystem (i.e., AI platform-squared) is constituted by app stores, foundational AIs as operating systems, and cloud services. A few companies, primarily in the U.S. and China, are projected to dominate this AI platform squared, and consequently, they are likely to become the primary targets of non-market strategies by diverse governments and communities. Korea still has chances in AI platform-squared, but the window of opportunities is narrowing. A cautious approach is necessary when considering potential regulations for domestic large AI models and platforms. Hastily importing foreign regulatory frameworks and non-market strategies, such as those from Europe, could overlook the essential hierarchical structure that our framework underscores. Our study suggests a clear strategic pathway for Korea to emerge as a generative AI powerhouse. As one of the few countries boasting significant companies within the foundational AI models (which need to collaborate with each other) and chip manufacturing sectors, it is vital for Korea to leverage its unique position and strategically penetrate the platform-squared segment-app stores, operating systems, and cloud services. Given the potential network effects and winner-takes-all dynamics in AI platform-squared, this endeavor is of immediate urgency. To facilitate this transition, it is recommended that the government implement promotional policies that strategically nurture these AI platform-squared, rather than restrict them through regulations and stakeholder pressures.

The European Union recently established the General Data Protection Regulation (GDPR) for secure data use and personal information protection. Inspired by this, South Korea revised their Personal Information Protection Act, the Act on Promotion of Information and Communications Network Utilization and Information Protection, and the Credit Information Use and Protection Act, collectively known as the "Three Data Bills," which prescribe safe personal information use based on pseudonymous data processing. Based on these bills, the personal data store (PDS) has received attention because it utilizes the MyData service, which actively manages and controls personal information based on the approval of individuals, and it practically ensures their rights to informational self-determination. Various types of PDS models have been developed by several countries (e.g., the US, Europe, and Japan) and global platform firms. The South Korean government has now initiated MyData service projects for personal information use in the financial field, focusing on personal credit information management. There is also a need to verify the efficacy of this service in diverse fields (e.g., medical). However, despite the increased attention, existing MyData models and frameworks do not satisfy security requirements of ensured traceability, transparency, and distributed authentication for personal information use. This study analyzes primary PDS models and compares them to an internationally standardized framework for personal information security with guidelines on MyData so that a proper PDS model can be proposed for South Korea.
