Creating an e-Benchmarking Model for Authentic Learning: Reflections on the Challenges of an International Virtual Project

  • International virtual teamwork offers new opportunities for the professional development of teachers. In this paper, we examine the initial experiences in an ongoing international virtual benchmarking project coordinated by the Finnish Online University of Applied Sciences. What challenges does an international context present for project construction and collaboration? Data from five countries, in the form of participant reflections and researchers' observations, were analysed according to four types of barriers: language, time, technical and mental barriers. Initial data indicates that trust is an essential starting point, as there is neither time nor possibilities to build mutual trust by traditional means. Organisational confidentiality issues, however, can complicate the situation. The project introduces 'collision' as a method of professional development, in which physical and organisational borders are crossed and the skills and competencies needed in global learning environments are acquired.

  • The transformation of the processes of governance using the Information and Communication Technologies is aimed at bringing in faster and transparent service delivery, accountability, information sharing and people participation in the decision-making and government processes. The implementation of e-Government requires a comprehensive strategy that is not only sensitive to existing political and economic conditions and realities but is also benchmarked on global best practices. The article reviews the handbook E-Government and Governance Efficiency that provides an insight to research that is being undertaken in the e-Government area, gives an in-depth understanding of critical issues involved in e-Government, and provides expert opinion and recommendations for the Republic of Belarus to augment its potential. It studies the Korean experience on e-Government with special focus on such concepts as e-Government benchmarking, mGovernment, Smart Government and u-Government.

  • The purpose of this study is to find the diversification of the methodology of KM (knowledge management) Benchmarking which has been developed rapidly as a new managing paradigm all over the world for the 21th century. In particular, at the point of that it has been going to be inevitable for domestic companies to adopt and utilize a knowledge management system as the pending assignment for surviving in the 21th century, this study thus can enable them to support an adoption of KM and suggest directions for companies. Therefore, the successful cases of KM adoption all through the world have been analyzed by this study with the classifications of the industrial fields, work-flows from the view point of learning organizations and information technologies. As a result, the KM type bearing the specific of the respective industry has not been unrolled, and the common element in the analysis of work-flows has been found. Based on the result, it is desirable for the companies to adapt KM, extracting necessary work field for KM. Consequently speaking, they need to benchmark and adopt the KM methodology based on the extracted results.

Criticality benchmarking of ENDF/B-VIII.0 and JEFF-3.3 neutron data libraries with RMC code

  • New versions of ENDF/B and JEFF data libraries have been released during the past two years with significant updates in the neutron reaction sublibrary and the thermal neutron scattering sublibrary. In order to get a more comprehensive impression of the criticality quality of these two latest neutron data libraries, and to provide reference for the selection of the evaluated nuclear data libraries for the science and engineering applications of the Reactor Monte Carlo code RMC, the criticality benchmarking of the two latest neutron data libraries has been performed. RMC was employed as the computational tools, whose processing capability for the continuous representation ENDF/B-VIII.0 thermal neutron scattering laws was developed. The RMC criticality validation suite consisting of 116 benchmarks was established for the benchmarking work. The latest ACE format data libraries of the neutron reaction and the thermal neutron scattering laws for ENDF/B-VIII.0, ENDF/B-VII.1, and JEFF-3.3 were downloaded from the corresponding official sites. The ENDF/B-VII.0 data library was also employed to provide code-to-code validation for RMC. All the calculations for the four different data libraries were performed by using a parallel version of RMC, and all the calculated standard deviations are lower than 30pcm. Comprehensive analyses including the C/E values with uncertainties, the δk/σ values, and the metrics of χ2 and < |Δ| >, were conducted and presented. The calculated keff eigenvalues based on the four data libraries generally agree well with the benchmark evaluations for most cases. Among the 116 criticality benchmarks, the numbers of the calculated keff eigenvalues which agree with the benchmark evaluations within 3σ interval (with a confidence level of 99.6%) are 107, 109, 112, and 113 for ENDF/B-VII.0, ENDF/B-VII.1, ENDF/B-VIII.0 and JEFF-3.3, respectively. The present results indicate that the ENDF/B-VIII.0 neutron data library has a better performance on average.

전자정부 대국민 정보서비스 효율성 분석을 통한 벤치마킹 설계 (Design of the Benchmark through the Efficiency Analysis of Public Information Services of E-government)

  • The purpose of this paper is to develop an evaluation model for e-government system in Korea which is one of world best practices of e-government systems. We have presented a method to perform an efficiency analysis of each e-government service which in a component of e-government system in Korea and to establish a benchmark target for each e-government service. To do this, the output-oriented DEA(Data Envelopment Analysis) CCR model was performed for the selected 12 e-government public services of Korean e-government system in this paper. As a result of DEA analysis, first the internet civil appeal support service, the employment comprehensive information service, and the company support information service were evaluated as the efficient solutions among the 12 e-government public services. Second the remaining 9 e-government public services were evaluated as the inefficient information services which should be improved in terms of their service levels. Finally the benchmark targets for the inefficient e-government services were suggested to improve those inefficient systems through DEA analysis.

자료포락분석방법을 이용한 내원환자의 지역별 벤치마킹분석 : 일개 한방병원을 중심으로 (Benchmarking the Regional Patients Using DEA : Focused on A Oriental Medicine Hospital)

  • 본 논문의 목적은 지역을 대상으로 자료포락분석방법을 적용하여 한방병원에 내원한 환자의 지역적 특성 분석 및 성과개선규모를 파악하는 데 있다. 본 논문에서 사용된 자료는 대전광역시에서 운영 중인 일개 한방병원을 대상으로 수집되었다. 환자의 위치 정보는 행정구역의 가장 작은 단위인 '동'을 사용하였으며, 연구대상 병원의 의무기록 자료에서 환자 주소를 기준으로 수집하였다. 각 행정동의 인구사회학적 변수들은 통계청 자료를 사용하였다. 자료포락분석을 이용하여 행정동에서 내원한 환자의 규모를 비교 평가하였고, 그리고 Tobit 회귀분석을 이용하여 효율성 점수와 지역 특성 변수들 간의 관계를 분석하였다. DEA 분석결과 효율적인 동은 6개였으며, Tobit 회귀분석에서는 각 동별 기초생활수급자수와 총인구수 변수에서 통계적으로 유의하였다. 본 논문에서는 분석단위를 행정구역의 최소단위인 행정동 별로 세분화하여 자료포락분석방법이 가지는 벤치마킹의 개념을 이용하여 분석하였다는 점에서 의의가 있다. 그리고, 병원의 성과 개선을 위해 필요로 하는 각 지역별 환자수를 구체적으로 파악하여다는 점에서 의의가 있다.

경영정보 관련 학과의 교육과정 설계와 운영 방안: K대학 e-비즈니스학과 사례를 중심으로 (A Study on Design and Operation of MIS Oriented Curriculum)

  • Purpose To meet changing social demands and fulfill the needs of the information and communications technology industry, the curriculum of MIS related department should develop and implement new conceptual frameworks. In response, the purpose of this study was to develop curriculum for students in the Department of e-Business at Kyungnam University. Design/methodology/approach We conducted a demands analysis of educational demanders, NCS(National Competency Standards) based curricular analysis, and benchmarking from other management information systems related departments. The expert panel committee consisting of e-Business department faculty members was held to examine and discuss the student-oriented curriculum developed during this study. Findings Results show that the contents and types of curriculum should be organized so that students can maximize their professional job competency to apply to their core professional tasks. Given these findings, we reconstructed the curriculum with both basic and advanced courses, all systematically organized according to the job requirements they offer toward meeting the industry's needs. We also implemented the web-based JSSS(Job Searching Support System) with which educational demanders can search among 13 job types, estimate their performances, and obtain the information about course registration. In all this study presents specific, practical evidence of the job-related curriculum for students in the Department of e-Business at Kyungnam University.

인텔 MKL 라이브러리를 이용한 Xeon Phi Coprocessor 벤치마크 (Benchmarking the Intel Xeon Phi Coprocessor with Intel MKL library)

  • 인텔 Many Integrated Core (MIC) 아키텍쳐는 61개의 코어가 하나의 칩에 결합되어 있다. Xeon Phi 로 명명된 인텔 MIC는 인텔 E5 Xeon CPU 보다 2배의 single precision GFLOPs 성능을 제공한다. 인텔 MIC 는 수치연산에 최적화 되어 있는 아키텍쳐이다. 우리는 Xeon Phi 7120P를 가지고 벤치마킹을 하였고 클락스피드 1.238GHz, 61Core 이고 한 개의 코어당 4쓰레드를 사용하며 이론상 최고 성능은 Peak Double Precision(GFLOP)는 약 2-TFlops 이다. 이에 우리는 인텔 X86 아키텍쳐에서 openMP 와 인텔 MKL(Math kernel library) 라이브러리를 이용한 병렬프로그램을 작성하여 쓰레드 수를 증가 시키면서 인텔 Xeon Phi 와 E5 Xeon CPU에서 single precision 성능을 벤치마킹 하여, Xeon Phi 와 Xeon E5 의 이론적인 성능을 비교해 보고자 한다. 또한 openMP와 인텔 MKL라이브러리를 사용한 병렬환경에서 CPU의 성능 지표인 클락스피드와 코어수 외에 Vector unit size 의 크기가 성능에 어떤 영향을 미치는지 살펴보았다.

자료포락분석 기반의 고령자를 위한 지하철 역사 수직이동시설의 개선방안 분석 (Analysis of Improvement Measures of Vertical Moving Facilities at Subway Stations for Elderly Users based on a Data Envelopment Analysis)

  • 본 연구는 고령자를 위한 지하철 역사의 수직이동시설을 평가하고 개선방안을 분석하는 것을 목적으로 한다. 서울시의 통행량이 많은 31개의 지하철 역사를 평가하기 위해 자료포락분석(DEA)을 이용한다. DEA의 투입변수는 스마트카드 자료를 이용하여 수집한 고령자 통행수 및 통행비율을 포함하며, 산출변수는 엘리베이터 설치 대수와 100계단 당 에스컬레이터 설치 대수로 구성된다. 분석 결과, 31개 지하철 역사의 평균 지수는 0.62로 산출되었으며, 잠실역, 가산디지털단지역, 건대입구역, 동묘역이 가장 우수한 것으로 나타났다. 이 4개의 역사는 지수가 낮은 다른 역사들을 위한 참조 그룹으로 설정된다. 참조그룹과의 비교를 통해 각 역사의 수직이동시설을 제고하기 위한 방안들이 제안된다.

New Distribution Strategies of Korean SMEs in Post COVID-19 Pandemic Era: Focusing on the Innovation of Official Distribution Channels

  • Purpose - In this study, we aim to explore new distribution strategies for sustainable growth in the era of the 4th industrial revolution, focusing on SMEs (small and medium-sized enterprises) in Korea, and suggest ways to upgrade the government's official distribution channel to the next level. Design/methodology - First of all, this paper explored the prior research, the current status of sales support for SMEs, and the changes in the distribution industry due to COVID-19 pandemic. Based on Moon (2016)'s ABCD strategic model - Agility, Benchmarking, Convergence, and Dedication, the study then derived directions in which official distribution channels should move and the new distribution strategy for Korean SMEs to secure competitive advantage. Findings - First, in terms of 'Agility', in order to upgrade official distribution channels, which are currently at some competitive disadvantages compared to private distribution companies, we must quickly introduce technologies for the 4th industrial revolution, such as AI, Big Data, etc., and establish precise strategies to strengthen the capabilities of SMEs. Second, in terms of 'Benchmarking', the use of "Chamelezones" has been increasing to enhance the competitiveness of offline stores in line with recent ontact trends. Therefore, official distribution channels should also benchmark such cases, strengthening their competitiveness by utilizing offline spaces more efficiently and effectively. Third, in terms of 'Convergence', in line with the rapidly changing trend of the times, official distribution channels should also promote active partnerships with media commerce, e-commerce and ICT platforms, as well as cooperation with private retailers, and focus on creating synergy effects through them. Finally, from the perspective of 'Dedication', digitalization should be promoted step by step, finding the sector that can accelerate digital among the value chains of official distribution channels, and continuing to discuss how to digitize it realistically. Originality/value - Based on this analysis, we have presented strategies and implications for innovating official distribution channels for SMEs, which will contribute to enhancing the competitive advantage of official distribution channels in the post COVID-19 pandemic era.
