  • Safety culture degradation signs in nuclear power plants with complex and diverse systems can lead to their equipments performance deterioration. If these signs are neglected, they become potential causes of accidents. Therefore, it is necessary to monitor safety culture in the point of view of organization and management as well as to evaluate safety performance of nuclear power plants. Therefore, This paper suggested a methodology to evaluate safety culture weakness contributing the accidents' root causes in the case accidents occur at nuclear power plants. After reviewing methodologies using at domestic and international industry, the methodology suitable for domestic nuclear power plants was determined.

A Study on a Method of Improvement from Domestic NATM Case (국내 NATM시공 사고사례에 의한 개선방안 연구)

  • NATM as method of tunneling has been applied to construction of domestic subway, roads, rail way, water way etc. Accordingly we have NATM's many drafts and constructional results, but many problems and accidents have occurred under construction of tunnel using NATM for shortage of technical data, poorness of constructional improvement, systemic inconsistency etc. Especially, everyone was shocked at Gupo's train wrecking accident lately. The purpose of this thesis is presentation of means for settling technical problems, by looking into Gupo's train wrecking accident and home records that applying NATM in tunneling failed, to minimize future safety accidents we find that the general problems of home fifteen sites haying occured accidents is badly geological survey, nonconfirmation of base rock's state, formal measuring management, shortage of specialists, systemical discrepancy and that disregarding NATM's rules makes general problems. The results of this study are summarised as follows ; 1. We advise repletion of design standards to practice crosshole test for confirming connected rock base on vertical section of tunnel. 2. We advise to practice pre-boring and pre-grouting for a weak layer difficult in applying NATM. 3. We advise systemic improvements that field servicer can construct tunnel of his own free will considering base rock's state at tunnel. 4. We advise that specialist, who can make a conduct and supervise above mentioned items as well as measuring managements, should be posted at field.

Total Safety Management System by Owner's Lending for the Effective Prevention of Construction Accidents (효과적인 안전사고 예방을 위한 발주자 선도의 총체적 안전관리제도)

  • In this paper, the systematic problems of safety management in domestic construction industry are presented by the investigation and analysis of construction fatal injuries. In particular, it is discussed that the current construction safety management system by contractors leading is ineffective to prevent the serious accidents caused by inappropriate planning and design and to circulate the safety management cycle without interruption. A couple of ways for improving domestic construction safety management system are suggested in broad perspective. This is done by the analysis of construction safety management system of four advanced industrial countries such as the United States, the United Kingdom, Germany, and Japan and the study of a best practice. Total safety management system by owners leading is recommended to prevent construction accident effectively because this system makes all the parties join to the management system and distribute the responsibilities clearly to each party. This will drop the accident occurrence rate by dragging all the parties' cooperations and activating the total safety management system in an early stage.

  • Recently, the construction industry is increasingly in need of securing safety rights due to repeated serious accident. Accordingly, the government enacted the "Serious accident Punishment Act" to strengthen punishment for serious accident and expand the scope of punishment. However, safety managers in the construction industry are still vulnerable to safety accidents due to the heavy workload. The purpose of this study is to increase the efficiency of performance tasks and reduce serious accidents in the construction industry through analysis of performance tasks by stages of construction projects. The tasks derived through domestic research and domestic and foreign system analysis were classified step by step to analyze the correlation between difficulty and preventive effect, and inefficient tasks were discovered and improved. This can be used as basic data for identifying safety management tasks and preparing effective safety prevention measures, and it is expected to be a preventive measure against industrial accidents in the construction industry by using it for efficient work reorganization by safety managers.

Analytic Hierarchy Research on Site Selection to Construct Airfield to Contribute to Improve Aviation Safety Focusing on Song-Po Airfield (항공안전 증진을 위한 경비행장 건설에 따른 입지선정 AHP(Analytic Hierarchy Process) 연구 - 송포 비행장을 중심으로 -)

  • To minimize the occurrence of aviation accidents in the post-COVID, continuous flight training is crucial. However, the current infrastructure of domestic airports and airfields is insufficient to prepare for and respond to accidents, and there is a need for sufficient facility capacity. Therefore, this study examines the construction of a regional airport to minimize aviation accidents and selects factors necessary for determining the site location. Among the 11 selected factors, six were considered the most important site selection factors, including noise issues, weather conditions, obstacle limitations, environmental issues, airspace conditions, and facility usability. Applying these factors, an analysis was conducted on the Songpo area of Sacheon City, Gyeongsangnam-do. Based on a comprehensive review, it can be concluded that the Songpo area is a suitable choice for a regional airport due to its excellent transportation environment, consideration of noise and environmental issues with the residential population, and other factors. Furthermore, the development of the aviation industry is expected to bring about an increase in tourism and economic benefits, and it is anticipated to make a significant contribution to the domestic aviation industry along with the construction of the currently under-construction Ulleung Airport.

A Study on Asphyxiation Accidents occurred in the confined space, and their Prevention (밀폐공간 질식재해 발생현황 고찰 및 예방에 관한 연구)

  • A confined space means places where the risk of damage to health caused by lack of oxygen or hazardous gases in inadequate ventilation conditions and the risk of fire and explosion caused by flammable substances. Asphyxiation accidents in a confined space occured every year and also occurred more than two people at the same time. In this study, we surveyed the domestic statistical data occurred the lack of oxygen in confined space for the last 10 years(2006-2015) and, analyzed the accident by industries sector, workplace size etc. 17 fatal work accidents that occurred in confined spaces in Korea between 2013 and 2015 were investigated and analyzed using the database of the KOSHA and suggested interventions to minimize asphyxiation accidents in confined spaces. This paper is expected to be used to establish interventions planning and training as a preventive measures in workplace having confined spaces.

Evaluation of Human Factors in Ship Accidents in the Domestic Sea (국내 해양선박사고의 인적 오류의 요인 평가)

  • In this study, we investigated and identified criterial human factors(errors), most of which lead to terrible ship accidents such as collisions, sinking, fire and explosions resulting both in human lives and physical damages to ships as well as surrounding environments. To this end, we went through the accident reports of 413 cases over 2005~2009 period and classified the human factors into 6 major factors with 19 sub ones which were constructed in hierarchical order. The relative importance of major factors was calculated and among others the lack of awareness turned out to be the most important factor with the weight of 0.391. The contributions of the results in the research are two fold: it will help (i) identify the root causes of ship accidents and prevent further potential ship related incidents, (ii) analyze the degree of the risk associated with the ship accidents, when risk analysis is performed.

  • The domestic construction industry is becoming larger, high-rise and specialized. However, safety consciousness is still staying in low levels and falling accidents are apt to rise compared to other industries. So, the new way of safety management is required for reducing of the construction falling accidents. In this paper, we evaluate appropriateness of safety management on construction sites utilizing USN using smart safery equipment. Thus, we calculate loss costs of falling accidents considering accident rates and costs of the USN using smart safery equipment installation then compare both calculated costs. This research aims to propose the method for reduction of construction accidents in addition to conventional safety control methods by analyzing the propriety of applying USN using smart safery equipment on construction sites.

  • The importance of railway safety has become increasingly significant domestically as well as internationally, as a series of high speed railway accidents and other major accidents have occurred recently. Especially for the domestic railway, the Korean Railway Safety Law has been revised recently, mandates all the domestic railway operation authorities to render the performance of RAMS and RCM. This study inspects and analyzes the current status of the sensing technology of the electric detection system to tell the status of railway facilities in the highway railway in a real time through a sensor. It also performs the reliability analysis of the electric detection system that is being progressed as a study assignment and suggests the system construction for the higher reliability.

A Comparative Study on Domestic and Foreign Physical Examination Systems for Railroad Workers (철도 안전업무종사자에 대한 국내외 신체검사 제도의 비교 연구)

  • Since the railroad accidents due to the human error occupy considerable proportion among the railroad accidents, it is necessary to study the propriety of the physical examination system for the railroad workers. Our government is promoting some systematic supplementation for railroad safety on the basis of the Railroad Safety Act. In this paper, we perform a comparative analysis of domestic and foreign physical examination systems for railroad workers. We also compare the physical examination system for public officials with that for railroad workers. Then we consult expert opinions of the Korean Society of Occupational and Environmental Medicine. Through the comparative analysis, we provide useful information that is needed to amend the physical examination system.
