A traditional village is cultural property where old buildings and traditions are concentrated and also where indigenous traditional cultures can be recognized and experienced directly or indirectly. In addition, traditional villages have been recognized as precious resources to revitalize regional economies through tourism. Currently, signage systems have been developed as for ordinary tourist sites or cities, and concepts or methods for sign system for traditional villages have not yet been established. Therefore, it is necessary to develop disaster prevention-based signage to prevent large-scale disasters, to guarantee the safety of residents, and to increase the satisfaction of visitors in traditional villages as precious resources. A case study is conducted to apply the proposed sign system for traditional villages in Korea and Japan as a tourist-oriented sign system that has been accomplished in Korea and a large disaster-oriented sign system developed with residents as a priority in Japan. The disaster prevention sign system considers the residents since residents are victims when a disaster happens, and guideline to increase the efficacy and satisfaction are suggested. However, this study has definite limits in sucring objectivity because the objects of study are insufficient, and the development of the sign system based on effective disaster prevention considering the features of traditional villages will continue in the future.

Recently the increase of natural disaster and man-made disaster, newly emerging infectious diseases and bioterrorism attack changed the world in many aspects. So the Ministry of Health and Welfare and other related agencies are trying to solve the problems with disasters. We discussed these problems in the following eleven categories. (1) emergency medicine (2) communicable disease control, (3) food safety control, (4) public facilities safety, (5) social welfare facilities safety, (6) bioterrorism control, (7) geriatric health care, (8) insurance support, (9) overseas disaster victim support, (10) national organization protection, (11) fire fighter safety in forest fire. Through the reviews on the various kinds of disaster, we proposed the disaster control measure for the near future.

최근 국내외에서 연속적으로 발생하는 화재, 지진, 침수 등의 다양한 재난으로 인하여, 기존의 법제도 하에 최소한으로 도입되었던 단순 재난 대비 설비에서 벗어나 주기적이고 체계적인 시설물의 재난 관리의 중요성이 높아지고 있다. 효과적 재난 대비를 위해서는 정기점검/상시점검을 통해 일상에서도 관리되어야 하며 비상 발생 시에도 상황과 목적에 맞는 직관적이고 정확한 정보전달이 필수이다. 효과적 3차원 시각화 모델을 활용하여 객체(부재)에서 건물 전체 속성정보까지 관리할 수 있는 BIM 기술은 설계-준공에서 시설물 유지관리까지 관리 목적에 따라 다양한 활용이 가능하다. 본 연구는 BIM 기반 재난통합정보 시스템 내 시설물 관리 서비스 도출 프로세스 및 전문가 설문조사를 통해, 다양한 관련 서비스 가운데 BIM 데이터의 활용 가능한 분야를 시설물 정보관리/3차원 시각화/재난재해 관제 관점으로 정리하였다. 이후 BIM 기반 재난 통합정보시스템 내 활용 서비스 및 DB 정의를 통해, BIM 기반 주요 설비 모니터링 및 대응 서비스와 BIM 기반 공간관리 서비스 방안을 제시하였다. 본 연구를 바탕으로 재난 통합정보 시스템 내 BIM 기반 활용 서비스 기능을 구축함으로써, 기존 사람 중심의 정보 제공에서 BIM을 활용한 효과적인 시스템적 대응이 가능할 것으로 기대한다.

공공경보시스템은 재난, 경고 상황을 감지하여 사업자에게 경고를 제공하는 경고 정보 제공자 및 경고 정보를 단말에게 직접 전달하는 이동통신 사업자에 의해 제공되는 일반적 경고 메시지 통지(Warning Notification) 시스템이다. 본 논문에서는 주민의 생명과 재산을 보호하기 위한 재난경보시스템을 ISO TC223의 WG3의 공공경보(Public Warning) 모델, 우리나라의 재난 예 경보 시스템, 재난 예 경보 시스템의 역할, 컬러코드 경보(Colour-coded Alert) 등에 대하여 검토하도록 한다.

본 연구는 국내 재난 안전 유관기관들이 사용하고 있는 재난안전정보 관련 분류체계의 현황 및 문제점을 파악하여 일원화된 재난안전정보 분류체계의 구축을 위한 기본 요구사항을 도출하는 것을 목적으로 한다. 이를 위하여 먼저 국내외 재난유형 분류체계를 살펴보았으며, 현재 국내 재난 유관기관에서 사용하고 있는 분류체계를 수집하여 분석하고, 실무자와의 면담을 진행하였다. 분석 결과, 향후 재난유형 분류체계 개발을 위하여 일관성, 망라성, 체계성, 및 한국형 재난에 대한 고려가 필요하다. 또한 재난안전정보 분류체계 개발을 위해서는 재난 및 안전관리 업무의 복잡성, 복합재난의 출현 등을 고려하여 패싯 분류체계의 적용을 제안하였다.
