This study is aiming to compare stair ascent transportation speed and physical burden of evacuation supporters according to the types of stair ascent transportation for vulnerable people experimentally. In this study, we measured heart rate of the supporters to indicate physical burden during the transportation. The subjects of this experiment were male students, age of 20-26. Experimental conditions were the ways of stair transportation and the weight of vulnerable people. The types of stair transportation were giving a piggyback ride and carrying a wheelchair. Each experimental trial was video-recorded for measurement of ascent speed and observing supporters movement. As a result of the experiment, as for the ascent transportation speed by piggyback ride from the first floor to the fourth floor, the average speed of the light case is 31 seconds and for the heavy case is 43 seconds. When it comes to the average speed of wheelchair transportation's average speed the light case is 1 minute and 11 seconds and the heavy case is 1 minute and 49 seconds. Therefore, it was indicated that when the weight of a vulnerable people is lighter, the transportation speed is faster. The heart rates of evacuation supporters are different depending on transportation methods or individual's condition but as repetitive transportation increases, they tend to reach the maximum heart rates.

연구목적: 본 연구에서는 최근 항공산업현황과 항공안전관리시스템 운영체계 현황을 살펴보고 현재 운영중인 항공안전관리시스템의 미비점을 파악하여 항공안전관리의 선제적 예방 및 개선방안을 제시하는 것을 목적으로 한다. 연구방법: 최근 발생한 사건사고조사와 국내법 현황, 해외 운영기관 및 안전관리 체계 분석을 통해 항공안전관리의 개선방안을 제시하였다. 연구결과: 최근 발생한 항공기안전 관련 사건과 현재 운영하고 있는 항공안전관리점의 미비점과 국외 항공선진국의 대응 사례를 통하여 관리체계와 법제도 측면의 개선점 및 예방적 항공안전을 위한 관리방안을 도출하였다. 결론: 항공안전관리 개선방안을 데이터를 활용한 기법을 기반으로 제시하였으며, 추가 관련 연구를 통해 구체화해 나가야 할 것이다.

In this paper, in order to study the relationship between the safety culture of highway management agencies and disaster reduction activities (BCMS), a measurement tool was identified through previous research on safety culture, and the validity of the measurement tool was confirmed through exploratory factor analysis. I want to check. The subjects of the study were workers belonging to disaster reduction activity management system certification organizations among highway management organizations. The highway management agencies are the Korea Expressway Corporation, which manages the functional continuity of national highways nationwide, and 8 of the 21 private road agencies that manage the functional continuity of the highways. The safety culture measurement tool is an indicator that measures safety culture factors, and is reorganized by the researcher based on survey items from previous studies, with management/manager safety values and attitudes, safety communication, safety education and training, and safety regulations/management system as subfactors. A total of 24 questions were comprised of the survey tool. As a result of the study, the result of exploratory factor analysis was that the safety culture scale was extracted into four factors based on theoretical grounds, and the total cumulative variance was 80.360%. When checking the questions for each factor, it was found that all the questions loaded on the factor that was originally intended to be measured. Factor 1 is management, factor 2 is safety, and factor 3 is communication., Factor 4 was named education. Number of questions: 4 management questions, 3 safety questions, communication It consisted of 4 questions and 2 education questions.

본 연구는 환경재난의 주요 원인인 도시 폐기물을 신속하게 신재생에너지로 재활용하여 환경오염과 악취 등의 피해 규모를 최소화하면서, 도시는 환경재난 발생비용을 최소화하고, 신재생에너지를 대정전에 대비한 에너지원으로 확보하고, 지속적인 전기에너지와 열에너지 수익원을 확보하면서, 기존에 매장된 도시 폐기물을 발굴하여 재활용하여 환경오염지역을 청정지역으로 재생산하여 깨끗한 환경을 시민에게 돌려주고, 발생되는 수익원으로부터 방재안전관리형 플라즈마 가스화 발전소 건설비용을 해결할 수 있고, 지방자치단체에 새로운 일자리를 창출할 수 있고, 신재생에너지원을 확보함으로 인하여, 지역의 혁신경제성장단지를 유치할 수 있는 인프라를 구축하는데 기여하는 등의 전략적 방재안전관리 접근방법을 제시하였다. 특히, 기후변화에 의한 대규모 자연재해인 태풍과 지진 등이 발생할 경우, 도시 폐기물이 다량으로 발생하게 되므로, 이를 신재생에너지화 하여 지역경제의 예방복구에 기여할 수 있는 원동력이 될 수 있도록 기후변화에 강건한 조건을 갖춘 모델을 제시하여, 미래도시의 전략적 방재안전관리 방안을 제시하였다.

연구목적: 국내 다중이용업소는 업종의 특수성 등으로 인하여 화재위험성이 높은 것으로 평가되며, 이에 따라 2006년에 다중이용업소의 안전관리에 관한 특별법이 제정되어 현재까지 운용 중이나 그간 다수의 개정에도 불구하고 개선할 점이 여전히 상존한다. 본 연구는 규제체계의 구축과 운영에 있어 모범국가인 영국의 안전규제체계를 분석함으로써 국내의 다중이용업소 안전관리체계를 근본적으로 개선할 수 있는 방안을 마련하고자 하는 취지에서 수행되었다. 연구방법:본 연구는 비교연구법을 활용하여 국내 다중이용업소의 안전관리체계와 영국의 화재안전 관리체계를 분석하였다. 연구결과: 이러한 정성적 분석의 결과, "관계인", "화재위험평가", "화재안전감사" 등 국내 다중이용업소의 안전관리체계를 개선하기 위해 주목할 만한 제도들을 선정하였고, 이에 추가로 국내의 제반여건을 고려하여 "국내 다중이용업소 소방안전관리체계(안(案))"를 고안하였다. 결론: 본 연구는 다중이용업소의 안전체계를 민간 중심으로 재편하고 특히 화재예방분야에서 정부의 개입을 최소화하는 영국의 사례를 분석함으로써 앞으로 국내의 다중이용업소 안전관리체계를 보다 합리적이고 실효성있는 체계로 개선시킬 수 있는 방안을 제안한다.

연구목적: 건설공사 발주처 중 공공기관의 안전관리 현황을 파악하여 문제점을 발굴하고 개선안을 도출하고자 하였다. 연구방법:전체 건설공사 대비 공공기관의 재해 현황을 비교하여 재해 발생률이 높은 공공기관의 안전 활동 수준 평가 결과와 실제 컨설팅했던 결과를 바탕으로 분석해보았다. 연구결과: 공공기관의 안전관리 현황을 비교분석을 해본 결과 재해율이 높은 공공기관의 안전관리 현황 및 문제점은 유사하게 발굴되었다. 안전관리 조직, 안전관리 체계, 위험성평가 활동에 대해 조직의 규모 및 특성을 반영하지 않은 채 운영하고 있으므로 해당 분야에 대한 개선이 필요하다. 결론: 건설공사 발주 규모를 고려한 안전 관련 전문인력 및 조직을 구성하고 책임과 권한을 명확히 부여해야 한다. 위험성평가는 안전보건대장을 작성하기 위해 형식적으로 실시하고 있으므로 실제 해당 공사에 대한 안전사고를 예방하기 위해 실효성 있는 위험요인 도출이 필요하다.

This study carried out the investigation about the actual conditions of the management, disaster analysis and safety awareness on excavator in one of construction equipment and tried to make it's preventive measures. To achieve this, first of all, the accident of the internal Construction Industry process Investigation and Analysis, and then analyze an cause of accident based on it. Next, For the conditions of safety management conduct a survey to Investigation and Analysis and Propose preventive measures. The results of this study can be summarized as follows. 1st, Status of safety awareness and management of construction equipment tend to seek quickly and easily for the interests of sight. 2nd, Half the precincts of the equipment is causing major disaster. 3rd, The risk of excavator operation's indicators and drivers is so much potential. 4th, The preventive measures are needed for strengthening safety education, professional legal education, changes in safety awareness, the development of prevention system.

Recently, disaster that is earthquake, sever rainstorm and the tidal wave were increased by abnormal weather. These influence which is the slope stability of the completed slope as well as under construction slope is affected by disaster. But the management standard for the construction slope is incomplete. Also, the standard connected with construction slope is not integrated with the important public paper organic enemy and it is duplicated and the standards which conflict are being scattered. 재난(또는 사고)발생 시 즉각적인 대응을 위해서는 무엇보다 조직구성원들의 재난대응 역량이 중요하다. 본 연구는 조직 구성원들의 재난대응훈련에 참여가 훈련참가자의 재난대응 역량에 미치는 효과에 관하여 연구하였다. 재난대응역량을 평가하기 위하여 대비단계, 초동대처, 경고발령, 대응단계의 28문항으로 구성된 설문지를 사용하였다. 설문대상은 훈련에 참여하는 중소제조기업의 자위소방대원을 대상으로 하였다. 피험자를 대상으로 훈련실시 이전과 이후로 구분하여 훈련의 효과를 측정하였다. 훈련실시이전과 이후의 차이분석을 통하여 재난대응훈련이 재난대응역량 향상에 유의미한 결과가 있음을 확인하였다. 본 연구는 재난대응훈련이 조직구성원의 재난대응 역량에 미치는 효과와 재난대응훈련의 필요성에 대해 시사점을 주고 있다. 기업이나 조직에서 정기적으로 재난대응훈련을 실시한다면 구성원들의 재난대응역량은 향상될 것이며, 재난(또는 사고)발생시 이로 인한 인명피해는 물로 재산피해를 예방 축소할 수 있을 것으로 기대된다.
