  • The magnitude of natural disaster is much bigger than the past. Only short time return period can be estimated due to limited number of measured data. Therefore, back-data extension studies are undergoing in various area through historical records. In this study, data gathering and analysis of historical flood records such as Joseon wangjo sillok(Annals of Joseon Dynasty) and Jeungbo munheon bigo (enlarged encyclopedic literature) was achieved for the usage of extreme flood study in various ways. Analysis of 479 flood events from Joseon wangjo sillok and 143 flood events from Jeungbo munheon bigo during Joseon Dynasty was conducted in statistical way.

A Case Study on the Risk Management for the Long-term Preservation Business Activities Related to Electronic Records (전자기록 장기보존 위험관리 사례)

  • This paper showed results of the risk management project in detail which was conducted by National Archives of Korea(NAK) in 2010. In the project NAK examined its long-term preservation business of electronic records using DRAMBORA(Digital Repository Audit Method Based on Risk Assessment). NAK has defined 44 different risk elements related to its business activities, assessed and classified them into several grades according to the severity calculated by risk probability score and risk potential impact score, and developed precise management plans for two of the most serious risks. This paper introduced the management plan for one of them. The risk was numbered with NR04 and described by 'Loss of integrity of records information'. This paper explained mitigation strategies, contingency organization, disaster control responsibilities, and personal mission cards for the NR04. This paper planned to give comprehensive understandings to Records Management Organizations about the risk management approaches as an effective way for business management through the case study.

Application of the Onsite EEW Technology Using the P-Wave of Seismic Records in Korea (국내 지진관측기록의 P파를 이용한 지진현장경보기술 적용)

  • Purpose: This study aims to derive a predictive empirical equation for PGV prediction from P-wave using earthquake records in Korea and to verify the reliability of Onsite EEW. Method: The noise of P wave is removed from the observations of 627 seismic events in Korea to derive an empirical equation with PGV on the base rock, and reliability of Onsite alarms is verified from comparing PGV's predictions and observations through simulation using the empirical equation. Result: P-waves were extracted using the Filter Picker from earthquake observation records that eliminated noises, a linear regression with PGV was used to derive a predictive empirical equation for Onsite EEW. Through the on-site warning simulation we could get a success rate of 80% within the MMI±1 error range above MMI IV or higher. Conclusion: Through this study, the design feasibility and performance of Onsite EEWS using domestic earthquake records were verified. In order to increase validity, additional medium-sized seismic observations from abroad are required, the mis-detection of P waves is controlled, and the effect of seismic amplification on the surface is required.

  • The purpose of this study is to examine the driving forces and main contents of the reform of the records and archives management system in Japan from the 2009 enactment of the Public Records and Archives Management Act. The key essentials of the reform can be explained in two ways. First is through the legal system, a multilayer structure of the law and guidelines to the institutional documents management regulations for an effective application to each administrative institution. The other is the Public Records and Archives Management Commission, a deliberative body that guarantees the rigorous application and enforcement of the rules and regulations. One of the remarkable outcomes from the reform is the compulsory creation of minutes of the countermeasure meetings in government agencies related to the Great East Japan Earthquake Disaster, as well as the various significant cabinet meetings through a revision of the Guidelines for Public Administrative Records Management. In addition, the new construction of the National Archives of Japan and its meaning have been examined. It is being pushed ahead, with the active support of the ruling party members, through activities such as research and review meetings for improving the functions and facilities of the National Archives of Japan.

A Study on the Current Status and Diagnosis of Risk Management: Focusing on University Archives (기록관의 위험관리 현황 진단 연구: 대학기록관을 중심으로)

  • The purpose of this study is to improve the level of records management by enhancing the risk management in university archives. Through surveys and post-interviews, the current status of risk management in university archives was investigated, the results of the investigation were analyzed to identify problems and limitations in risk management in university archives, and the following suggestions for improvements were made. First, the legal effects of risk management should be strengthened in the Public Records Management Act, and matters related to risk management should be stipulated. Second, the National Archives of Korea should actively intervene to identify problems in risk management in university archives and provide appropriate support for problem-solving. Third, the identity of university archives as independent organizations should be secured for the implementation of professional and active records management tasks. Fourth, standards and manuals reflecting risk management practices for university archives should be prepared. Fifth, a sufficient budget must be secured to meet all necessary requirements for risk management. Lastly, cooperation in the performance of records management and risk management tasks should be achieved by raising awareness of university archives and their records management tasks among the heads of the institutions and members of the organizations.

Comparative analysis of the wind characteristics of three landfall typhoons based on stationary and nonstationary wind models

  • The statistical characteristics of typhoon wind speed records tend to have a considerable time-varying trend; thus, the stationary wind model may not be appropriate to estimate the wind characteristics of typhoon events. Several nonstationary wind speed models have been proposed by pioneers to characterize wind characteristics more accurately, but comparative studies on the applicability of the different wind models are still lacking. In this study, three landfall typhoons, Ampil, Jongdari, and Rumbia, recorded by ultrasonic anemometers atop the Shanghai World Financial Center (SWFC), are used for the comparative analysis of stationary and nonstationary wind characteristics. The time-varying mean is extracted with the discrete wavelet transform (DWT) method, and the time-varying standard deviation is calculated by the autoregressive moving average generalized autoregressive conditional heteroscedasticity (ARMA-GARCH) model. After extracting the time-varying trend, the longitudinal wind characteristics, e.g., the probability distribution, power spectral density (PSD), turbulence integral scale, turbulence intensity, gust factor, and peak factor, are comparatively analyzed based on the stationary wind speed model, time-varying mean wind speed model and time-varying standard deviation wind speed model. The comparative analysis of the different wind models emphasizes the significance of the nonstationary considerations in typhoon events. The time-varying standard deviation model can better identify the similarities among the different typhoons and appropriately describe the nonstationary wind characteristics of the typhoons.

  • At a time when Korea and the rest of the world recently faced the unprecedented situation of "COVID-19," the view of actively "disclosure" of information to prevent the spread of infectious diseases is at odds with the view of "protecting" personal information as these social measures are coupled with the infringement of individuals' basic rights. In order to see the nation's response to the infectious disease crisis, we examined the current status and characteristics of public records according to crisis alert levels based on the manual for responding to infectious disease. Especially we analyzed the types and disclosure status of records containing personal information. For detecting personal information-related issues on news media, we collected online news articles and performed text anlaysis. Through this, we reviewed the problems of record management including personal information and suggested improvement points from the perspective of the life cycle of records: collect, manage, and dispose of them.

  • Security and Secretary Service is the man who maintains safe condition of boss', following him during all daily schedule and help the boss display his supreme business abilities, settling various affairs The purpose of this study is to examine the role of Security and Secretary Service. To understand the role of Security and Secretary Service, interviews with Security and Secretary Service's. synthesizing records inquire and interviews with present workers, was analyzed. As results of the study, the open coding of grounded theory was 85 categories, 22 lower categories, and 13 upper categories; 7 roles of Security and Secretary Service types out of 13 upper categories were attained. Based on this, from the axial coding a paradigm model related to categories was produced and selective coding the core category, story line development and type were analyzed. Therefore, Security and Secretary Service plays roles: Office manager, Training manager, Information manager, Customer relations manager, Facilitator, Health manager, and Safety manager. Compared with Office secretary, It is said that Health manager, and Safety manager are distinguishing roles. Through the coding process based on grounded theory. For this, based on the writer's theoretical sensitivity and constant comparative analysis, theses as well as writing in each field, data from serial publications and others, the statements of interview subjects were constantly compared and analyzed. Based on these analyses, this study suggests the following: First, the intimidate sample survey is need. Second, professional educational content during the training process of Security and Secretary Services should be strengthened. Third, to expect a more professional role of Security and Secretary Services. the systematic support will be required.

Origin of the anomalously large upward acceleration associated with the 2008 Iwate-Miyagi Nairiku earthquake

  • The 2008 Iwate-Miyagi Nairiku earthquake ($M_w$ 6.9, $M_{jma}$ 7.2) occurred on 14 June 2008 in Japan. The amplification and asymmetric waveform of the vertical acceleration at the ground surface recorded by accelerometers at station IWTH25, situated 3 km from the source, were remarkable in two ways. First, the vertical acceleration was extremely large (PGA = 38.66 $m/s^2$ for the vertical component, PGA = 42.78 $m/s^2$ for the sum of the three components). Second, an unusual asymmetric waveform, which is too far above the zero acceleration axis, as well as large upward spikes were observed. Using a multidegree-of-freedom (MDF) system consisting of a one-dimensional continuum subjected to vertical acceleration recorded at a depth of 260 m below ground level, the present paper clarifies numerically that these singular phenomena in the surface vertical acceleration records occurred as a result of the jumping and collision of a layer in vertical motion. We herein propose a new mechanism for such jumping and collision of ground layers. The unexpected extensive landslides that occurred in the area around the epicenter are believed to have been produced by such jumping under the influence of vertical acceleration.

In the archives of the local universities and institutions were created to collaborate actively and gathering oral history. Pan Am Flight 103 pieces terror has established an archive from Syracuse University. Here, neither graduates, faculty, and to the victim's family and friends gather and oral hitory. Disaster-related Sewol neither should be able to be used as in the case of foreign well, and it should continue to honor the victims of the collection. It also ought to occasion again to avoid this disaster on earth.
