This study demonstrates a basic concept and designing direction for the realisation of disaster prevention planning in u-City(u-BangjaeCity) that is from establishing a planning system in terms of the areas of professional disaster and safety management for the national disaster management. and designing disaster or safety management system via using ubiquitous technology for the scientific disaster management. In order to realise u-City it is necessary to maps out interrelation amongst various services such as traffic, environment and disaster prevention. Domestic and international case studies regarding the tendency of disaster prevention planing in u-City and its analysis could be the fundamental resource in order to develop the standard model of u-BangjaeCity.

Starting from 2005, as the new city paradigm, the term 'u-City' was created in Korea. U-City service, as defined in "u-City law", is a service that connects and intermediates among government, traffic, welfare, environment, disaster mitigation, etc., and their data based on ubiquitous city technology and infrastructure. According to the survey executed by local governments, the improvements in the standard of living of citizens have in turn increased the needs for anti-mitigation services. Such trend is bolstered with the recent disasters such as the conflagration of Korean Soong-rae Gate and the devastating earthquake of Sichuan province. This article describes a concept of the u-City disaster prevention service and looks into the activities and planning of u-City disaster prevention service of local governments. This paper also briefly looks into the law and policies to derive the needs of u-City disaster prevention service as well as the current technologies and u-City disaster prevention services of local governments. Ultimately, this paper offers the strategic direction of developing u-Disaster Prevention City.

도시계획이나 재난방재와 관련하여 지리정보시스템과 설계용 소프트웨어를 중심으로 한 다양한 소프트웨어들이 활용되고 있다. 그러나, 최근의 스마트폰 애플리케이션을 중심으로 한 모바일 환경의 변화와 3차원 지리정보시스템의 발전, 그리고 web 환경의 변화는 도시계획이나 재난방재 분야에 새로운 변화를 요구하고 있다. 특별히 Open API와 Mashup의 성장과 발전은 도시계획이나 재난방재 분야에 시민참여형 스마트폰 애플리케이션의 가능성을 넓혀주고 있다. 본 연구에서 제안하는 시민 참여형 스마트폰 애플리케이션 개발은 기술적, 경제적 및 행정적 파급효과를 가져올 뿐 아니라, 최근 활발히 건설되고 있는 U-City, U-health, 그리고 재난방재에 효과적인 역할을 할 것을 기대할 수 있다.

최근 정부는 U-City 활성화를 위한 발전전략을 통해 시민들이 체감하는 서비스를 발굴 및 제공하는 것을 목표로 하고 있다. 이에 본 연구는 신문기사 중 U-City 서비스관련 기사를 대상으로 시사분석을 통해 서비스 이슈와 동향을 분석하여 시민체감형 서비스 추진방향을 모색하는데 목적이 있다. 분석을 위해 2009년부터 2014년까지 수집된 723개 신문기사는 전처리과정을 거쳐 키워드 빈도분석을 실시했으며, 빈도분석 결과를 바탕으로 네트워크 분석과 정보계측기법을 활용했다. 네트워크 분석결과 연결 중심성, 매개 중심성, 근접 중심성이 높은 키워드는 정보, IT, 환경, 기술, 센터 순으로 나타났다. 5개의 키워드는 지난 6년 동안 U-City를 추진하는데 있어 중요한 요소였다는 것을 알 수 있다. 정보계측기법결과 기존에 추진된 U-City는 인프라 구축에 중심을 뒀으며, 공공중심의 서비스를 제공했다는 동향을 파악할 수 있었다. 2009년은 관광, 2010년은 방범 방재, 2011년은 시설물 관리, 2012년은 행정, 2013년 2014년은 시설물 관리 분야를 중심적으로 서비스를 개발했다. 이에 기존에 구축된 인프라를 기반으로 시민체감도가 높은 서비스분야의 발굴 및 제공이 필요하다는 시사점을 도출하였다. 본 연구는 추후 U-City를 추진하는 지자체의 계획수립에 참고적인 역할을 할 수 있을 것으로 기대된다.
