Improvement of the Risk Evaluation Methods for Small Bridges When Investigating the Small Public Facilities (소규모 공공시설 조사 시 소교량의 위험성 평가 방법 개선)

  • Under the "Act on Safety Control of Small Public Facilities (enacted in 2015)", each local government selects and conducts annual safety inspections for small public facilities. Among small public facilities, small bridges pose high risks and are heavily utilized by local residents, making them challenging to manage due to their large numbers and limited resources. Therefore, there is a need for a rational selection method that considers the management capacity of local governments, as well as the establishment of objective risk evaluation and maintenance planning for small hazardous facilities. In this study, we propose a selection method based on structural and functional classification of small bridges, considering the management capacity of local governments. Additionally, we present quantitative evaluation indicators for ten risk evaluation criteria, aiming to facilitate objective risk evaluation.

Decision Making for the Industrial Security Management Measures' Importance in Operation Level (운영 수준에서의 산업보안 관리대책 중요도 결정)

  • This study aims to support rational security investment decision making through prioritizing on operational level of management measures strategically, in carrying out industrial security activities. For this, AHP survey is conducted against industrial security professionals and analyzed. Thereafter, the importance and the priority of industrial security management measures are determined. As a result, in a comparison evaluation among the criteria, 'ICT service management' represents the highest weight (0.54). And the sub-criteria could be divided into three groups (Group I, II, III), depending on their importance. The sensitivity analysis results show that if the weight of the criterion, 'ICT systems/networks access control' is doubled, the sub-criteria, 'O/S access control', 'application access control', and 'wired/wireless network access control' are enter into top rank group. In case of the criterion, 'physical/environmental security' is doubled, the sub-criteria, 'protection zoning/access control' and 'disaster prevention on business equipment/counter-terrorism' are enter into the top rank group, 'securing utilities' is enter into the mid rank group.

Plan for the Development of a Standardized Dummy for Persons in Need of Rescue in a Confined Space (밀폐공간 구조 요구자를 위한 더미 표준화 개발 방안)

  • This study was conducted to develop a dummy in an environment similar to the human body, to prepare a standard for evaluation and to present the process of the production in order to evaluate the performance of the robot that can detect the persons needing rescue in a confined space, who are difficult for fire-fighting officials to rescue in case of fire and disaster. As a result, a standard for evaluation was developed and standardized into four parts 'Normal,' 'Risk Stage 1,' 'Risk Stage 2' and 'Risk Stage 3'based on the number of breath cycles, carbon dioxide concentration, core temperature and criteria for hearing to recognize the voice. In addition, in order to produce a dummy, fever, breathing capacity and voice output function were compared and analyzed. This study has significance that it built up basic data of the method of producing the actual dummy, by presenting characteristics and controlling methods using the waterproof insulation heating coil for the function, solenoid valve for the consecutive output of breathing capacity and USB program sound board for voice output.

Characteristics of First Flush in Highway Storm Runoff (강우시 발생하는 고속도로 유출수의 초기우수 특성 및 기준)

  • Vehicle emissions from highway landuse include different pollutants such as heavy metals, oil and grease and particulates from fuels, brake pad wear and tire wear. Since highways are impervious and have high pollutant mass emissions from vehicular activity, it is considered as stormwater intensive landuses. Therefore this research was performed to understand the magnitude of first flush and to suggest the criteria of first flush for storm runoff management in highways. The fractions of washed-off mass are very high in first 30% of runoff volume, which suggests a definition of first flush. The washed-off mass stabilizes after 30% of the runoff volume and it is apparent that treatment capacity in the early part of a storm is more valuable than treatment capacity in the later part of the storm. Using the criteria of "high" first flush and "medium" first flush, as 50% of the mass in the first 30% of the volume, and 30 to 50% in the first 30% volume, respectively, more than 30% of the storms showed high first flush. A "first flush friendly" best management practice(BMP), meaning a BMP that can treat a high percentage or all of the initial flow, would be advantageous up to 80% of the events.

  • The purpose of the establishment of corporation's Business Continuity Plan(BCP) is to maintain corporations' own business and establish the response plan in order to resume operation in a short time period when crisis situations occur due to natural disaster and human error. This study has presented all types of procedures and criteria which are needed to establish the airport crisis response system in order to maintain the business continuity by utilizing BCP technique. Basically the risk response procedures must be established in the process of (1) preparation stage, (2) plan development stage, (3) documentation stage, (4) test & maintenance stage.   • This study presents the development of predictive models for uplift capacity of suction caisson in clay using an artificial intelligence technique, extreme learning machine (ELM). Other artificial intelligence models like artificial neural network (ANN), support vector machine (SVM), relevance vector machine (RVM) models are also developed to compare the ELM model with above models and available numerical models in terms of different statistical criteria. A ranking system is presented to evaluate present models in identifying the 'best' model. Sensitivity analyses are made to identify important inputs contributing to the developed models.

  • This research aims to formulate a mathematical model and develop an algorithm for solving a location problem in emergency medical service vehicle parking. To find an optimal parking location which has the least risk score or risk priority number calculated from severity, occurrence, detection, and distance from parking location for emergency patients, data were collected from Pratoom sub-district Disaster Prevention and Mitigation Center from October 2010 to April 2011. The criteria of risk evaluation were modified from Automotive Industry Action Group's criteria. An adaptive simulated annealing algorithm with multiple cooling schedules called multi-agent simulated quenching (MASQ) is proposed for solving the problem in two schemes of algorithms including dual agent and triple agent quenching. The result showed that the solution obtained from both scheme of MASQ was better than the traditional solution. The best locations obtained from MASQ-dual agent quenching scheme was nodes #5 and #133. The risk score was reduced 61% from 6,022 to 2,371 points.

  • Purpose: The purpose of this study is to present the commodity classification method of domestic rack-type warehouse for sprinkler system design. Method: On-site surveys and classification criteria of the NFPA, FMDS, EN and Japan were analysed and ISO 12949 test were carried out with proposed each classification commodity. Result: Based on a heat of combustion, a classification method for extra high, high, medium and low are proposed. Conclusion: Sprinkler design criteria to secure the maximum extinguishing strength for each class of commodity need to be applied.

  • Purpose: This study analyzes advanced cases of overseas smart cities and examines policy implications related to the creation of smart cities in Korea. Research design, data, and methodology: Analysis standards were established through the analysis of best practices. Analysis criteria include Technology, Privacy, Security, and Governance. Results: In terms of technology, U-City construction experience and communication infrastructure are strengths. Korea's ICT technology is inferior to major countries. On the other hand, mobile communication, IoT, Internet, and public data are at the highest level. The privacy section created six principles: legality, purpose limitation, transparency, safety, control, and accountability. Security issues enable urban crime, disaster and catastrophe prediction and security through the establishment of an integrated platform. Governance issues are handled by the Smart Special Committee, which serves as policy advisory to the central government for legal system, standardization, and external cooperation in the district. Conclusions: Private technology improvement and participation are necessary for privacy and urban security. Citizens should participate in smart city governance.

A Study on Classification of Disaster Risk Rating for Forest Road Using AHP Methodology (AHP기법을 활용한 임도의 재해위험 등급 구분에 관한 연구)

  • The purpose of this study is to provide basic data for forest roads management by using AHP methodology to group the grade of disaster risk. In addition to this, a field study was performed at 114 targeted points on forest roads where there are high risks of disaster occurrence. The results of the field survey and the analysis of AHP were compared to provide the degree of disaster risks. It shows that the drainage facilities occupied the highest weighted value. Meanwhile, based on AHP analysis data, evaluation chart was created by providing evaluation criteria and evaluation score to each evaluation items. As a result of applying the evaluation chart to the field survey data, the highest score was 78.8 and the lowest score was 42.7 with the mean score of 61.8. Finally, through the experts' consultation based on calculated scores, this study proposed four different groups of disaster risk on forest roads.
