The purpose of this study was to draw out success factors of port operation for New International Passenger Terminal(NIPT) in Incheon Port using the fuzzy method. In this study, the success factors of port operation were firstly selected by literature review and finally adopted them by in-depth interview with experts who had working experiences over 15 years in the field of Korea-China Carferry shipping business and stevedoring business. Success factors of port operation of the NIPT have been classified into four principal factors such as 'land's use side', 'productivity side', 'cost side' and 'services side', and the comparative analysis was conducted among success factors of port operation. According to the results of analysis, in terms of "land's use side", securing CY space of full-empty containers(0.857) was the most important factor. Among detailed factors of "productivity side", building terminal automation system(0.806) was significantly needed. In the factors of "cost side" and "service side", land rental costs(0.861) and schedule management of berth operation(0.798) were selected as the most important factors. Consequently, new international passenger terminal has implications that the main port operations should focus on reasonable rents calculation, ensuring proper space of CY, and building automation system of terminal, There is a need to proceed to conduct a comparative study of the same operating mode of an international passenger terminal.

IHO S-57 is the standard intended to be used for the exchange of digital hydrographic data between hydrographic offices, and for the distribution of hydrographic data to manufacturers. mariners and other data users. But it was primarily developed to meet the ENC requirement called for in an IMG-compliant ECDIS. As presently structured, it cannot support .future requirements such as gridded bathymetry or time-varying information. To improve this limitations, IHO is developing new digital hydrographic standard, S-100. In this paper, we analyze the S-100 standards and propose the method for development of digital hydrographic data according to S-100.

Geodetic surveying using precise GPS equipment are used without analysis with a statistical verification of GPS observed value and it was preformed by necessity to integration projection of digital topographic map and nautical Chart for integration geographic information system construction. The purpose of this study proposes method that improve accuracy of GPS observed value and direction that integrally manage digital topographic map and electronic nautical chart in analyzing the boundary line error between digital topographic map and nautical Chart. For improvement of the precision of GPS observed value, the author studied precision-analysis of GPS observed value by geometric strength and variance factor in 3 control points used in GPS network adjustment. This study compare the whole boundary point error When producing EDM measurement using this GPS observation results and setting digital topographic map and nautical chart by these boundary.
A relaying board is developed for the study of digital relay, which is based on Digital Signal Processor(DSP). The present development is capable of understanding and application for digital relay hardware. To support the design of relaying hardware, first A/D convertor MMI and serial port for communication are embedded, and next a booting cables of three types are supplied. More particularly the relaying board that is convinient to test digital relaying algorithm. This paper concludes by implementing the distance relaying algorithm into a relaying board, the hardware test results show practically high performance.
A novel phased array antenna system for space-borne polarimetric SAR is proposed and completed in this paper.The antenna system assures polarimetric and multi-mode capability of SAR. It has broadband, high polarization isolation and high port to port isolation. The antenna system is composed of broadband polarimetric microstrip antenna, T/R modules and multifunction beam controller nit. The polarimetric microstrip antenna has more than 100MHz bandwidth at L-band with -30dB polarization isolation and high port to port isolation. The microstrip element and T/R module's structure and characteristics, the subarray's performances measuring results are presented in detail in this paper. A design scheme on beam controller of the phased array antenna is also proposed and completed, which is based on Digital Signal Processing (DSP) chip -TMS320F206. This beam controller unit has small size and high reliability compared with general beam controller. In addition, the multifunction beam controller unit can acquire and then send the T/R module's working states to detection system in real time.

This paper discussed the factors that necessitated information networking, types of networks, benefits of information networking, library information networking and the University of Port 0Harcourt library network initiatives. Information networking is a process of communication, exchange of ideas, resource sharing and collaboration between individuals, organizations, institutions and libraries and it is facilitated by ICTs and the internet for improved accessibility. It has been brought about by information explosion, rapid advancement in information communication technologies, inadequate funding and increased demand for quality information. Networks can be classified into local, national, regional, and international networks and are formed to serve different categories of user communities. Benefits of information networking include resource sharing, on-line conferences and participation in programmes at distant centers, collaboration among scholars in different countries. Communication flow through the internet, social media, and electronic mail. Library information networking started with the interlibrary loan which has metamorphosed into library consortia in which groups of libraries partner to coordinate activities, share resources and combine expertise. The University of Port Harcourt Library network initiatives started with an e-granary (a CD ROM) and the establishment of a local area network. The library subscribes to more than 10 electronic databases. Information networking has greatly improved the sharing of resources in acquisition and dissemination of information resources since no single institution can acquire the overwhelming number of information resources in their various formats.
The purpose of this study is described in detail as follows. First, I would like to define what digital transformation is in the maritime transport sector. Second, it is intended to derive success factors for digital transformation in the maritime transportation field by examining various preceding studies related to digital transformation. Finally, in order to derive priorities for the derived success factors, an AHP analysis model is built and an expert survey is conducted for practical experts in the maritime transportation field. Based on the survey results, we would like to provide guidelines on what factors should be considered first among the success factors of digital transformation in the maritime transportation sector. In this study, in order to derive the priority of success factors for digital transformation in the maritime transportation field, the hierarchical structure was divided into four high-level evaluation items(strategic factors, organizational culture and human factors, technology factors, and environmental factors) and 21 sub-evaluation items. A relative evaluation method of weighting items among AHP(Analytic Hierarchy Process) was applied. AHP analysis of 24 questionnaires with a consistency ratio of 0.1 or less in order to increase the accuracy of information among questionnaires collected through maritime transportation related university professors, research groups, shipping companies, container terminals, and experts engaged in shipping related IT companies was carried out. As a result of the analysis, the priority of the first-tier factors for the success factors of digital transformation in the maritime transport sector was shown in the order of strategic factors, organizational culture and human factors, technology factors, and environmental factors. In addition, when looking at the priorities of 21 detailed items, it was found that the development of new business models, the creation of an active future digital strategy, and the leadership of the chief digital officer were high.

This study analyzes the effects of freight transportation income, capital, asset, non-operating expenses, and debt ratio on the debts of inner port freight transportation businesses through the GLS of panel regression analysis and the estimation of fixed effects model. The factors and hypotheses were established through a theoretical background review, and the financial statement and profit and loss data of inner port freight transportation businesses for 10 years from 2006 to 2015 were analyzed. The results showed that assets had positive effects on debts, and negative effects on capital, non-operating expenses, and debt ratio, but no effect on freight transportation income. This result empirically demonstrates the tendency of inner port freight transportation businesses to secure assets by increasing debts, creation of debt reduction leverage effect using non-operating expenses such as interest expenses through bank borrowing, and the adoption of management characteristics and financial operation method to lower the debt ratio by reducing capital more than debts. In future studies, it is necessary to analyze coastal port freight transportation business by industry (oil tankers, cargo ships, and barge ships), and regions such as East, West and South sea.

There have been many streaming servers that provide a large number of contents for a user's preference. General purpose streaming sewer makes use of a RTSP protocol for streaming controls such as message passing with client players. To date, there has been minimal research regarding streaming server's performance test tools. For measuring streaming server's performance, performance evaluation technique is needed and also achieved by RTSP based controls, a server's performance result and its miscellaneous test tools such the PseudoPlayer for pumping data to a specified port and the PseudoMonitor for gathering information. We have developed Logic Design Training Kit for studying, actual training, designing of FPGA(Xillinx) or CPLD(ALTERA CPLD), the Digital Logic Device. This training kit has 12 matrix keys, RS232 port for serial communication and uses LED array. six FND(Dynamic), LCD as display part. That is standard specification for digital logic training kit. Special point of this kit is that we make two logic device trainig kit. This two logic device kit have more smaller and simple architecture because only uses one chip. That chip already includes a lot of functions that need for training kit, such as : complex logic circuit needed the two kind of logic devices, 16 way of system clock deviding function, serial communication interrupt....etc. We called that one chip is Center Bridge Chipset ; Xillinx FPGA Spartan2. User can select between using one device of FPGA or CPLD, or uses both them. Because of, Center Bridge Chipset has profitable architecture. it can work as Logic Device's networking with Master-Slave connection When using both logic devices.
