Policy Factors in the Development of IT Assistive Devices: A Comparative Study between Korea and America (정보통신 보조기기 발달의 제도적 요인: 한국과 미국의 비교)

  • Korea has deeper digital divide between disabled and non-disabled people than other industrialized countries have. This study attributes the deep divide to policy factors and attempts to discern differences in policies concerning IT assistive devices between Korea and America. This study finds that major differences in policy exist between the two countries, and the differences account for Korea's unsatisfactory state of digital divide. Firstly, Korra has different 'perception' of assistive devices. While IT assistive devices are perceived as rehabilitation tools as well as bridges over digital divide in America, they are still foreign to social welfare and rehabilitation of disabled people in Korea. Secondly, the two countries differ in 'enforcement of policy.' In Korea, unlike in America, compliance with regulations on assistive devises is not compulsory. Besides, laws and regulations do not clarify possible sources of financing and legal sanctions, thus their enforcement is hardly effective. Thirdly, Korea's strategy for assistive device 'market' is very different from America's. America has long-term strategies to enliven the market for IT assistive devices. But Korea provided a lump sum of device development fund, and then gave out the assistive devices free of charge. As a result, the IT assistive device market has not been formed, and the foundation for further device development is yet to be constructed.

An analysis of consumption behavior and consumption problem according to the digital convergence (디지털 융복합에 따른 소비행동과 소비문제)

  • The purpose of this study is to estimate convergence level of digital device and service and analyze group difference of consumption behavior and problem according to digital convergence level. The research method was survey with digital business expert and 343 samples. ANOVA research method was applied. The results of research are as follows. First, the study suggests that with a self-directed consuming attitude associated with both online and offline, there are the possibility to spread social problem which has unclear boundary, the possibility of intrusion into privacy through the network flow, and the matter of the credibility of information in convergence media. Second, since digital devices are important to connect consumers to the network, consumers have anxious dependence on the devices, which causes the fatigue of information to increase rapidly.

  • With the introduction of sound source sharing over the high speed internet and portable digital audio, the digitalization of sound source has been rapidly expanded and the sales and distribution of sound sources of the former offline markets are stagnant. Also, the problem of infringement of copyright is being issued seriously through illegal reproduction and distribution of digitalized sound sources. To solve these problems, the DRM technology for protecting contents and copyrights in portable digital audio device began to be introduced. However, since the existing DRM was designed based on the fast processing CPU and network environment, there were many problems in directly applying to the devices with small screen resolution, low processing speed and network function such as digital portable audio devices which the contents are downloadable through the PC. In this study, the DRM structural model which maintains similar security level as PC environment in the limited hardware conditions such as portable digital audio devices is proposed and analyzed. The proposed model chose portable digital audio exclusive device as a target platform which showed much better result in the aspect of security and usability compared to the DRM structure of exiting portable digital audio device.

  • With the development of computing technology, the convergence of ICT with existing traditional industries is being attempted. In particular, with the recent advent of 5G, connectivity with numerous AuT (autonomous Things) in the real world as well as simple mobile terminals has increased. As more devices are deployed in the real world, the need for technology for devices to learn and act autonomously to communicate with humans has begun to emerge. This article introduces "Device to the Edge," a new computing paradigm that enables various devices in smart spaces (e.g., factories, metaverse, shipyards, and city centers) to perform ultra-reliable, low-latency and high-speed processing regardless of the limitations of capability and performance. The proposed technology, referred to as EdgeCPS, can link devices to augmented virtual resources of edge servers to support complex artificial intelligence tasks and ultra-proximity services from low-specification/low-resource devices to high-performance devices.

An Approach to Control of Dispersed or Centralized Digital Contents (분산 또는 집중화된 디지털콘텐츠의 효과적인 통제방안: 구현사례를 중심으로)

  • It is not easy to control the unstructured digital contents efficiently which are usually created while carrying out the wide scope of managerial activities. Moreover, besides the existing EDMS method, new methodologies including new-type servers and clients like SBC, VDI, thin client, zero client, etc are said to be more efficient for managing digital contents. Usually, digital contents has been created and stored in the dispersed individual computers like laptop or desktop. Today, due to the advent of new technologies and devices for computer systems and network capacity, it's possible to store whole digital contents within centralized storage like EDMS. In this paper, it is shown how digital contents can be controled through selection of which approaches are used for individual users and storage servers. For alternatives, we explained implementation, merits and demerits, selection criteria, etc. And a case of the implementation of digital contents control is shown for the reference of related systems.

  • Digital transformation is accelerating in all industries due to COVID-19 and rapidly developing ICT technology. In the field of education, teaching methods that combine various IT devices and software technologies are being applied. The education requires a future learning environment using EduTech such as digital learning tools. We perform a case study on the use of digital learning tools for effective class. In this study, digital learning tools were applied to an university class. The class was held in the second semester of 2022 at A university, with 67 students participating. In our case, QuizN, Mentimeter, and Google Forms were applied as digital learning tools. In order to evaluate our case, a survey was conducted using the Google Questionnaire. From the results of the survey evaluation, more than 85% of all survey questions answered that they were satisfied. From it, digital learning tools were shown to be effective in class operation.

  • The purpose of this study is to develope a design prototype of 'Smart Battle Jacket' for the future soldier system. Future battle field is supposed to be the place where the information is the most important. Future soldiers are also supposed to get digital devices to have more possibility of survival in the battle field. To design the smart battle jacket that has digital devices inside, it's needed to forecast the body sizes and shape of the future soldiers, to research the human bodies and movements, and to study the functions of the digital devices and the relationship between the bodies and the devices. The usability of the 1st model for the Smart battle jacket had been tested, and the model had been corrected by the results from the test. After all, a smart battle jacket design prototype for the future soldier system has been developed.

Hand-held Multimedia Device Identification Based on Audio Source (음원을 이용한 멀티미디어 휴대용 단말장치 판별)

  • Thanks to the development of diverse audio editing Technology, audio file can be easily revised. As a result, diverse social problems like forgery may be caused. Digital forensic technology is actively studied to solve these problems. In this paper, a hand-held device identification method, an area of digital forensic technology is proposed. It uses the noise features of devices caused by the design and the integrated circuit of each device but cannot be identified by the audience. Wiener filter is used to get the noise sounds of devices and their acoustic features are extracted via MIRtoolbox and then they are trained by multi-layer neural network. To evaluate the proposed method, we use 5-fold cross-validation for the recorded data collected from 6 mobile devices. The experiments show the performance 99.9%. We also perform some experiments to observe the noise features of mobile devices are still useful after the data are uploaded to UCC. The experiments show the performance of 99.8% for UCC data.

  • Recently leakages of confidential information and internal date have been steadily increasing by using booting technique on portable OS such as Windows PE stored in portable storage devices (USB or CD/DVD etc). This method allows to bypass security software such as USB security or media control solution installed in the target PC, to extract data or insert malicious code by mounting the PC's storage devices after booting up the portable OS. Also this booting method doesn't record a log file such as traces of removable storage devices. Thus it is difficult to identify whether the data are leaked and use trace-back technique. In this paper is to propose method to help facilitate the process of digital forensic investigation or audit of a company by collecting and analyzing BIOS firmware images that record data relating to BIOS settings in flash memory and finding traces of portable storage devices that can be regarded as abnormal events.

  • Domestic digital signage industry has been growing in line with the Internet and intelligent devices like smart phones. However, policies for digital signage need to be supplemented because existing policies are only focused on regulations for outdoor advertisements. Moreover, while digital technologies have been developed, there are few contents technologies to support the digital technologies. In this context, this research aims to identify the problems in relation to the domestic digital signage industry and seek for measures to solve the problems. Various case studies and literature review were conducted to identify problems in terms of policy, technology and service, and measures for revitalizing the digital signage industry were suggested. The research is expected to help digital signage to serve as new convergence media available for customization targeting and user participation.
