Gansu, located in the northwestern region, is a typical agricultural province of arid, semiarid in China. The shortage of water resources is the biggest obstacle of Gansu Province's development, and the dry farming water-saving is the eternal theme of Gansu agricultural sustainable development. In recent years, intensify reform in Gansu, has walked out a successful way in the agricultural water-saving. Using the integrated river basin governance as opportunity, the total water-using quantity was regarded as rigidity to retrain, distributed to counties (districts), irrigated areas, towns, associations, groups step by step. Agricultural water price was substantially increased, with the surface water price from about $0.1RMB/m^3$ to more than $0.2 RMB/m^3$, and the ground water from zero to more than $0.1RMB/m^3$. Simultaneously, the difference water prices and over-quota water progression price markup were carried out. The transaction of water rights was encouraged to impel the peasant to establish the consciousness of saving-water. The regulatory documents were formulated to standardize the scope, condition, mode, program etc. of agriculture water-rights transaction, to guarantees the transaction of water rights is carries out in order. The pattern of farming was optimized and adjusted, reducing the high water-consumption crop, increasing economic crops with high benefit and low water-consumption, developing industrialized agricultures such as green house. The relative engineering and measuring facility were comprehensively improved, with the anti-seepage of canal system and the enforcement of dynamo-electric well, developing high-efficient water-saving irrigation and overall metering facilities. The water fine-grained management has realized, and obvious water-saving effect has obtained: water-using rate in the irrigation area by river water has brought up to 0.57 from 0.52, and by well water up to 0.84 from 0.76. Although the water price has increased, the proportion that the water rate expenditure accounted for the cost lasts decline, and the farmers' income has gone up. The peasants express, the used water is few, and it is few to till land, but the income is many, and life is better.

서울, 경기 지역의 중소 병 의원 회원들의 근무환경 실태를 파악하여, 국민보건증진과 무면허자의 방사선 검사업무 금지, 사기진작과 불만족해소, 직무만족도를 높여 복지와 권익을 향상, 정책 참여를 유도, 근무환경 개선에 목적이 있다. 2003년 7월부터 8월까지 271명을 대상으로 일반적 기본사항, 병실 수, 고용실태, 고용 및 업무범위, 이직빈도, 고용계약서 작성여부, 임금실태, 근무환경, 방사선사 호칭, 방사선안전관리, 품질관리, 방사선 차폐시설, 영상획득시스템, 필름시스템 종류, 장비보유현황, 방사선 피폭 방어기구, 협회와 관련된 항목을 설문 조사하였다. 근무환경, 불만족 문제점을 파악하여, 합리적이고 나은 근무환경을 제공하는 기초 자료로 활용하는데 이용하고, 근무환경 및 근무제도, 직제의 개선을 가져올 수 있도록 협회와 회원은 노력하여야한다. 주기적으로 설문조사를 실시하고 불만족을 해소하는 정책을 추진하도록 한다.

The main purpose of the study is to identify the key aspects of modern innovative research in the field of education. In the modern informatized world, education is becoming a decisive factor in social development and an important component in the development of the human personality, increasing respect for human rights and freedoms. Today it is quite obvious that without the necessary education a person will not be able to provide himself with proper living conditions and realize himself as a person. The high level of education of the population is an important factor that positively influences the creation of favorable conditions for the full realization of the rights and freedoms of man and citizen. Today, active and interactive teaching methods are widely used. The use of interactive teaching methods ensures complete immersion of students in the learning process and is the main source of learning. The radical difference between traditional and interactive learning is that the student not only replenishes and strengthens his knowledge, but also complements and constructs new ones. The methodology includes a number of theoretical methods. As a result of the study, current trends and prerequisites of modern innovative research in the field of education were investigated.

Numerous regulations have been introduced and a various kinds of institutional intervention have been made by government against the occupational safety and health problems. However, it was serious issue to the workers that what can be claimed by those who meet with apparently harmful and risky working conditions in their social systems. In the view point of employees, their right to be free from unacceptable risk and hazards has not been clearly defined. Therefore, workers have very limited rights to take any actions unless employer or government do their actions. It is believed that this undesirable conditions resulted from Jack of legal definition of workers' right to work in the safe and healthy environment. It has been found increased social pressure to make intervention to the industry to protect workers' health. Also, increased pressure has been kept for deregulation. This conflict lay the current situation in dilemma. The concept of the working environmental right has been developed and discussed in this study to overcome this trade-off confliction. It should be clearly separated between legal aspects and administrative and Policy area to make the regulations effective. Strong enforcement to the industry based on the law should be minimum, however, it should be practically effective in the aspect of workers' right. Administration and policy should be focused on supportive and leading activities to achieve the ultimate goal, safe and healthy working environment. It is concluded that establishment of working environmental right would satisfy workers and industry and it would result in improvement workers' environment and conditions.

These days Women have repented their past when they were inactive in attaining their own rights and they've payed attentions in gaining their fundamental rights, especially health rights. The spread of contraception use is important to fulfill women's health right. There are a lot of meanings in the contraception use. It makes women can control their reproductive activities such as pregnancy, delivery, and raising children etc. It gives each woman has autonomy of her life. The review reveals high contraceptive rate and high experienced artificial abortion rate in Korea. It means Korean married couples use contraception inefficiently. From 1970's to 1980's, most of the researches in contraceptions were descriptive and survey studies. Since 1990's, the studies have researched in the feministic perspectives. In order to understand experiences of contraceptive behaviors, qualitative researches through indepth interview did. But the number of researches were limited. The relating factors to contraceptive behavior are knowledge, communication between couples, efficiency of contraceptives, self efficacy, attitudes toward contraception, national policy, mass media, public opinion, age, parity, abortion history, ever-used contraceptive method and educational level. Theses factors affect contraception directly and indirectly. Therefore. researches about contraceptives in the future must focus on development of contraceptive behavior assessment tools and further study should be comprehensive and multidementional.

저작권법은 저작자의 권리와 그 권리에 대한 제한을 통하여 문화의 향상발전에 이바지하는 것을 목적으로 한다. 학교교육 목적을 위한 경우와 도서관에서의 이용에 대하여 저작권자의 일부 권리를 제한시키는 규정은 저작재산권 제한의 대표적인 예이다. 본 논문은 원격교육을 지원하는 도서관정보 서비스 과정에서 발생하는 저작권 문제를 고찰하고 문제점과 해결방안을 제시하고자 하였다. 이를 위하여 먼저, 원격교육과정에 참여하는 교육자와 피교육자에 의한 저작물 사용시 저작권 문제가 기존의 면대면 교육상황과 어떻게 다른지 고찰하였다. 또한 원격교육을 지원하는 도서관서비스 중 전자지정도서제 운영, 전자적 도서관상호대차 및 전자적 문헌전달서비스 과정에 있어서 저작권 문제를 고찰하고, 현행 저작권법에서 해당 법조항의 문제점과 개정방안을 제시하였다.

디지털 콘텐츠의 저작권 보호를 위해 다양한 종류의 콘텐츠 보호기술들이 개발되어 사용되고 있으며, 방송 산업계에서도 CAS, DRM 등 다양한 콘텐츠 보호기술들의 도입이 이루어지고 있다. 그러나 최근 강력한 멀티미디어 기능을 내장한 다양한 가전기기들이 디지털 홈 네트워크 기술의 발전으로 상호간 콘텐츠의 공유가 가능해짐에 따라 콘텐츠 보호기술간 상호호환성 요구도 크게 증가되고 있다. 본 논문은 MPEG-21 REL을 이용하여 방송콘텐츠의 다양한 저작권 보호기술간 권리제어정보의 매핑 관계를 살펴봄으로써 권리제어정보의 호환성을 보장하기 위한 새로운 접근방식을 소개하였다.

Purpose: This study was done to develop a web-based diagnostic evaluation program for nurses to prevent malpractice liability. Methods: A comprehensive review of the literature and 9 specialist interviews were used to search for learning goals and content for protection for nurses from malpractice. Data on needs for learning goals were collected from 56 hospital nurses who agreed to complete a self-report questionnaire. The diagnostic program was evaluated between September 2008 and August 2009 by 35 new hospital nurses using an application of the web-based program evaluation tools by Chung (2000). Results: A comprehensive review of the literature and interviews were used to search for learning goals and content. The evaluation program was composed of the 73 questions for diagnostic evaluation under 23 learning goals and 6 grand learning goals which included the principles of law, patient's rights, legal responsibility, patient's safety, regulation on nursing practice and patient's rights protection. Evaluation of the program showed that the mean for program evaluation was 3.43 (SD=.37). Conclusion: This diagnostic evaluation program could be an efficient method for teachers and learners to improve nurses' behavior in protecting the patient's rights and preventing malpractice claims.

With the development of the 4th industry, big data using AI is being used in many areas of our lives, and the importance of data is increasing accordingly. In particular, as various services using personal information appear and hacking attacks that exploit them appear in various ways, the importance of personal information management is increasing. Personal information must be managed safely even when collecting, retaining, using, providing, and destroying personal information, and the rights of information subjects must be protected. In this paper, an analysis was performed on the notification of usage history during the protection of the rights of information subjects using the MyData model. According to the Personal Information Protection Act, users must be periodically notified of the use of personal information, so we notify each individual of the use of personal information through e-mail or SNS once a year. It is difficult to understand and manage which company use my personal information. Therefore, in this paper, a personal information usage history notification system model was proposed, and as a result of performance analysis, it is possible to provide the controllability, availability, integrity, source authentication, and personal information self-determination rights.

The effects of the betterment of enforced intellectual property rights (IPRs) provisions on services export diversification are investigated. The analysis used an unbalanced panel dataset of 76 developing countries over the period of 1970-2014. The empirical analysis is based on the feasible generalized least squares estimator. It suggests that the implementation of weaker IPR protection fosters services export diversification in less developed countries (i.e., those whose real per capita incomes are less than US$US$ 1458.60), including those with a low level of export product upgrading. Conversely, in relatively advanced developing countries (countries whose real per capita income exceeds US$ 3356.80), including those with high levels of export product upgrading, the implementation of stronger IPR laws induces greater services export diversification. Finally, the analysis revealed the existence of a non-linear relationship between IPR protection and services export diversification. The implementation of stronger intellectual property laws spurs services export diversification in countries with high degree of IPR protection, especially when IPR protection exceeds a certain level, recorded here as having a score of 1.197. In contrast, in countries with weaker IPR protection, in particular those with IPR protection levels that score less than 0.915, it is rather the implementation of weaker intellectual property laws that promotes services export diversification.
