Platform Thinking within the Third Generation Science Park Concept: Emerging Cases from Finland and the Netherlands

  • This paper is intended as an opening of a dialog on how to apply platform thinking in the development of innovation environments. It will briefly describe a new STP (Science and Technology Park) concept called 3GSP (Third Generation Science Park), which is gaining momentum in Finland. The paper explains the fundamental changes that are currently taking place in the global innovation environment and explains why platform thinking is becoming an essential element in ecosystem development. The theoretical background and classifications of platforms are described and the benefits to be gained from STP perspective are highlighted. The paper emphasizes especially the role of so called 'competence platforms' and explains the main characteristics of a fully working competence platform. The role of competence platforms in understanding serendipity and as a fundamental factor in building the team is also highlighted. The paper analyses from STP perspective several practical examples, where platform thinking supports the emergence of new innovation environments, including Urban Mill (Finland) and Meetberlage (Netherlands). The requirements for comprehensive competence platform services are presented and their potential to support community building and therefore ecosystem development is illustrated. This analysis will provide STP practitioners with new models for applying platform thinking and will help to establish co-creation, open innovation and serendipity management practices. The case studies presented will help STP management teams to evaluate the benefits of competence platforms in different contexts.

부산지역 도시형 어항의 정비방향 - 이해관계자의 정비수요 분석을 중심으로 - (On the Development of Urban Fishing Ports in Busan - Focusing on the Development Demands of Interested Parties -)

  • 부산 해운대구에서 사하구에 이르는 부산의 중심지역에서는 도시화의 진전 속에 어촌은 사실상 소멸하였으며, 인구밀집구역에 둘러싸인 17개 어항들이 주변지역과의 부조화 속에 방치되거나 고립되어 있는 상태이다. 그러나 이러한 도시화지역 내부의 어항은 해양도시로서의 아이덴티티를 부여하는 존재이며 그 활용여부에 따라 어항 자체 뿐 아니라 주변지역의 가치를 고양할 수 있는 잠재력을 가진 사회경제적 자원으로 삼을 수 있다는 것이 필자들의 기본적인 생각이다. 본 연구에서 우리는 중부산지역의 어항들을 대표적인 '도시형 어항'으로 정의하고, '도시'와 '어항'의 공존과 조화의 방향을 모색코자 하였으며, 이를 위해 중부산지역 17개 어항들의 어업생산기반과 주변환경 및 어항정비수요를 조사하고 어업인들과 지역주민들의 의견을 취합하여 도시와 어항의 조화로운 공존을 위한 도시형 어항정비의 중장기적 방향을 설정하는 것을 주된 목표로 하였다.

A Comparative Study on the Self-help Approach in Rural Development between Vietnam's New Rural Development and Korea's Saemaul Undong

  • Vietnam's "Doi Moi", initiated in 1986, translated to high economic growth and rapid urbanization for the country, but also widened the gap between rural and urban areas. Vietnam's National Target Program on New Rural Development for 2010-2020 was aimed at developing the rural economy and improving the living standards of rural people, but after five years the urban-rural gap remains substantial. Two of the main reasons are the lack of investment capital and lack of effective ways to mobilize community involvement. In contrast, during the 1970s, rural areas in Korea experienced huge improvements under the "Saemaul Undong" movement. The program's success at promoting sustainable development in Korea's rural areas has inspired rural programs in other developing countries. In this paper, we compare and contrast the two movements to provide explanations for the different results between the two countries. Based on this analysis, and policy implications stemming from it, we recommend resource mobilization strategies to change villagers' attitude and increase their involvement in Vietnam's rural development movement, aligning with the inclusivity principle "people know, people discuss, people do and people check".

전원마을 조성사업 평가항목 개발 연구 (The Development of Evaluation Index of Retiree Rural Village Development Project)

  • New rural village development programs have been implemented, and rural village land use is expanded to encompass green-tourism, citizen and silver domicile space because of the internal and the external changes in the agricultural environment. This study was conducted to propose the evaluation index for retiree rural village development project issued by Ministry for Food, Agriculture, Forestry and Fisheries. The evaluation index was consisted of four categories (population, economic, environment, and living), which were consisted of 35 variables. The relative weight for 35 variables was calculated based on the questionnaire survey from the experts and AHP (Analytical Hierarchy Process). Growth rate of population in population criteria, job creation by exterior inflow in economics criteria, improvement of exchange between urban and rural in life criteria, and the flood outbreak in environment criteria were the most important contents of 35 variables. These results are consistent with the objectives of retiree rural village development project, and indicate the need of prevention the negative sides by implementation of the project.

  • The categories of national health problems may be mainly divided into health promotion, problems of diseases, and population-economic problems which are indirectly related to health. Of them, the problems of diseases will be exclusively dealt with this speech. Rurality and Disease Problems There are many differences between rural and urban areas. In general, indicators of rurality are small size of towns, dispersion of the population, remoteness from urban centers, inadequacy of public transportation, poor communication, inadequate sanitation, poor housing, poverty, little education lack of health personnels and facilities, and in-accessibility to health services. The influence of such conditions creates, directly or indirectly, many problems of diseases in the rural areas. Those art the occurrence of preventable diseases, deterioration and prolongation of illness due to loss of chance to get early treatment, decreased or prolonged labour force loss, unnecessary death, doubling of medical cost, and economic loss. Some Considerations of Innovative Approach The followings art some considerations of innovative approaches to the problems of diseases in the rural Korea. 1. It would be essential goal of the innovative approaches that the damage and economic loss due to diseases will be maintained to minimum level by minimizing the absolute amount of the diseases, and by moderating the fee for medical cares. The goal of the minimization of the disease amount may be achieved by preventive services and early treatment, and the goal of moderating the medical fee may be achieved by lowering the prime cost and by adjusting the medical fees to reasonable level. 2. Community health service or community medicine will be adopted as a innovative means to disease problems. In this case, a community is defined as an unit area where supply and utilization of primary service activities can be accomplished within a day. The essential nature o the community health service should be such activities as health promotion, preventive measures, medical care, and rehabilitation performing efficiently through the organized efforts of the residents in a community. Each service activity should cover all members of the residents in a community in its plan and performance. The cooperation of the community peoples in one of the essential elements for success of the service program, The motivations of their cooperative mood may be activated through several ways: when the participation of the residents in service program of especially the direct participation of organized cooperation of the area leaders art achieved through a means of health education: when the residents get actual experience of having received the benefit of good quality services; and when the health personnels being armed with an idealism that they art working in the areas to help health problems of the residents, maintain good human relationships with them. For the success of a community health service program, a personnel who is in charge of leadership and has an able, a sincere and a steady characters seems to be required in a community. The government should lead and support the community health service programs of the nation under the basis of results appeared in the demonstrative programs so as to be carried out the programs efficiently. Moss of the health problems may be treated properly in the community levels through suitable community health service programs but there might be some problems which art beyond their abilities to be dealt with. To solve such problems each community health service program should be under the referral systems which are connected with health centers, hospitals, and so forth. 3. An approach should be intensively groped to have a physician in each community. The shortage of physicians in rural areas is world-wide problem and so is the Korean situation. In the past the government has initiated a system of area-limited physician, coercion, and a small scale of scholarship program with unsatisfactory results. But there might be ways of achieving the goal by intervice, broadened, and continuous approaches. There will be several ways of approach to motivate the physicians to be settled in a rural community. They are, for examples, to expos the students to the community health service programs during training, to be run community health service programs by every health or medical schools and other main medical facilities, communication activities and advertisement, desire of community peoples to invite a physician, scholarship program, payment of satisfactory level, fulfilment of military obligation in case of a future draft, economic growth and development of rural communities, sufficiency of health and medical facilities, provision of proper medical care system, coercion, and so forth. And, hopefully, more useful reference data on the motivations may be available when a survey be conducted to the physicians who are presently engaging in the rural community levels. 4. In communities where the availability of a physician is difficult, a trial to use physician extenders, under certain conditions, may be considered. The reason is that it would be beneficial for the health of the residents to give them the remedies of primary medical care through the extenders rather than to leave their medical problems out of management. The followings are the conditions to be considered when the physician extenders are used: their positions will be prescribed as a temporary one instead of permanent one so as to allow easy replacement of the position with a physician applicant; the extender will be under periodic direction and supervision of a physician, and also referral channel will be provided: legal constraints will be placed upon the extenders primary care practice, and the physician extenders will used only under the public medical care system. 5. For the balanced health care delivery, a greater investment to the rural areas is needed to compensate weak points of a rurality. The characteristics of a rurality has been already mentioned. The objective of balanced service for rural communities to level up that of urban areas will be hard to achieve without greater efforts and supports. For example, rural communities need mobile powers more than urban areas, communication network is extremely necessary at health delivery facilities in rural areas as well as the need of urban areas, health and medical facilities in rural areas should be provided more substantially than those of urban areas to minimize, in a sense, the amount of patient consultation and request of laboratory specimens through referral system of which procedures are more troublesome in rural areas, and more intensive control measures against communicable diseases are needed in rural areas where greater numbers of cases are occurred under the poor sanitary conditions.

농촌마을 활성화를 위한 도농교류센터 건축계획에 관한 연구 (A Study on the Architectural Planning of Urban-Rural Exchange Center for the Activation of Rural Village)

  • The domestic rural villages have faced on the many problems in future society. The major purposes of this paper are to clarify in space program for the Rural Activating through the Urban-Rural Exchange. Firstly, it has examined the rural amenities of rural resources, such as natural surroundings, culture, history, landscape, economy, community power etc. Secondary, it was checked about analysis of operation programs corresponding to the rural resources. Thirdly, These space program of Urban-Rural Exchange, which has been archived process of spacial planning, was investigated the spacial conditions corresponding to the operation programs. To make Urban-Rural Exchange Center, it was necessary to analyze physical spacial size of building gross area, by data of cross checking with the area per capita and area per household in the rural village. According to the research, Urban-Rural Exchange Center was to be included visiting center, multipurpose room and dining room, exhibiting space, conference room, experience room, welfare space and specialized room with activation of rural village. However additional conditions are required that it is based on the sustainable development, environmentally friendly architecture both operation program and space program for the value of common society, citizen and villagers.

도시농업공원 조성을 위한 전략 및 기본계획 연구 - 대구광역시 고산골마을을 대상으로 - (Strategy and Basic Planning for Creating an Urban Agricultural Park -Focusing on Gosangol Village in Daegu City-)

  • 본 연구는 도시농업의 지속가능한 실현과 도시농업과 도시공원이 융합된 도시농업공원 조성을 목적으로 대구광역시 고산골 마을을 대상으로 계획을 적용하였다. 연구의 내용은 두 가지 관점에서 의미를 가지는데, 주제공원으로서 도시농업 공원 조성 시 고려하여야 할 개발전략을 제안하는 것과 실제 적용을 위한 공간프로그램 및 도입시설에 대한 가이드라인의 제시가 이에 해당하며, 그 결과는 다음과 같다. 첫째, 도시농업공원의 조성은 도시공원의 수요적 진화로부터 유도된 지역 커뮤니티 공간으로서 역할을 담당하며, 이의 실현을 위한 농업 행위가 주제로 결합하여야 한다. 따라서 조성전략으로 '지속가능성에 중점을 둔 도시농업의 장마련', '농업 경관 중심의 녹지체계 구축', 그리고 '지역소통을 위한 여가 공간 조성' 등을 제시하였다. 둘째, 도시농업공원이 갖추어야 할 주요 기능은 '생산적 측면'의 농산물 생산과 거래, 농지임대, '환경적 측면'의 토양보존, 자원순환, 녹지제공 등, '사회문화적 측면'의 여가 및 체험, 공동체 활성화, 교육, 사회복지 등이 해당되며, 아울러 도시공원이 요구하는 위락적 기능, 생태적 기능, 보호적 기능 등이 병행되어야 한다. 셋째, 도시농업공원 조성 시 요구되는 주요 시설로는 공원관리시설을 제외한 도시농업시설, 조경시설, 휴양시설, 운동시설, 교양시설, 편익시설 등을 포함하여야 하며, 도시농업시설의 중심시설인 텃밭의 경우, 다양한 이용목적과 행태를 고려한 다양한 유형과 규모의 도입이 요구되므로, 본 계획에 반영하였다. 본 연구는 계획대상지가 특정 지역에 국한된 한계를 지니나, 공원형 도시농업 공간 조성을 위한 계획모형을 제시하였다는 데 그 의의를 가진다.

선진국 도시재생 사례비교를 통한 말레이시아 주거재생 전략의 모색 (How can the development of neighbourhood renewal strategies in Malaysia be informed by best practice and transferable lessons from developed countries)

  • 말레이시아에서는 전면개발방식의 도시 재개발이 주로 이루어지고 있다. 그 결과 젠트리피케이션, 역사성과 정체성의 상실, 불평등 등과 같은 사회적 문제를 야기했다. 따라서 앞으로의 말레이시아 정부는 도시 재개발에만 의존하는 것 에서 벗어나 또 다른 대안을 모색하는 것이 매우 중요하다. 지역 기반 주거재생은 낙후 지역을 총체적인 방법으로 개선하기 위하여 재개발, 회복, 재활성화 및 보전 등을 통합하는 전력이다. 본 연구 목적은 선진국 주거재생 사례를 비교 검토 하고 말레이시아에 적용 가능한 요소들을 도출하는 것이다. 이를 위해 본 연구는 문헌 검토를 통한 비교 분석을 수행하였다. 그 결과 사람중심 장소중심 체계중심의 정책을 통합하는 주거지 재생을 통해, 적절한 자원활용을 목적으로 하는 다양성의 중요성, 주민참여, 그리고 공평하고 공정하며 체계적으로 자원을 제공할 수 있도록 하는 도시 협치 등이 가능하다는 것을 발견했다. 결론적으로 말레이시아의 주거지재생은 진정한 지역 주민의 참여와 지속 가능한 재원조달 시스템을 기반으로 지역주민으로부터 시작되어야 할 것이다. 정부와 지자체는 실행자 역할을 하기 보다는 지원자 역할을 하여야 할 것이다.

스마트시티 거버넌스의 조직체계와 역할 (The Organizational Structure and Role of Smart City Governance)

  • 스마트시티가 제공하는 도시서비스에 의해 발생하는 도시공간과 도시활동의 긍정적 변화는 단순히 정보통신기술로 인한 물리적 환경의 조성 때문에 이루어지는 것이 아니라 시민들과 민간영역의 협력과 참여체계가 핵심사항이라 할 수 있다. 이에 본 연구는 공공분야와 민간분야의 수평적 협력체계인 스마트 거버넌스의 구조와 역할에 대한 사례분석 및 문헌연구를 통해 스마트시티가 지향하는 '보다 스마트한 도시'로의 발전을 위한 거버넌스 역할에 대한 평가요인을 도출하고 요인별 활성화 방안을 제시하고자 한다. 이를 위해 우리나라 국토교통부에 등록된 11개 분야 228개 스마트서비스를 대상으로 공간위계별 스마트서비스의 공간적 서비스분포와 서비스의 내용적 특성을 분석하였다. 더불어 미국 미네소타주 두 도시인 Minneapolis-St. Paul권의 광역권에 형성된 공간정보협력체 형식의 거버넌스인 MetroGIS에 대한 사례분석을 통해 거버넌스의 생성과정과 조직구조, 하위 조직의 역할과 상호관계 등을 살펴보았다. 분석결과 스마트 커뮤니티의 활성화를 위해서는 우선적으로 공공분야의 지원 체계 구축이 요구되며 커뮤니티 내부 및 외부와의 소통체계나 협력체계의 고도화, 그리고 커뮤니티가 거버넌스 형태로 진화하기 위한 재정적 안정성 확보를 통해 지속가능한 모델을 정립하는 것이 필요한 것으로 나타났다.

아파트 사이버공동체의 가능성과 한계 -아파트 홈페이지의 운영 실태를 중심으로- (An Analysis of Cyber Communities based on Apartment Residential Space: The Realities of Internet Home Pages of Apartment Complexes)

  • 인터넷과 같은 정보기술의 비약적 발전은 아파트 거주공간에도 홈페이지를 통한 사이버공동체의 형성이라고 하는 새로운 변화를 가져오고 있다. 이 연구는 이러한 아파트 거주공간에서의 사이버공동체의 가능성과 한계를 홈페이지의 운영 실태에 대한 광범위한 조사 분석을 통하여 고찰하였다. 조사결과는 아직까지 아파트 사이버공동체의 실제 모습은 이론적으로 기대하는 것에 비하여 상당히 미흡하다는 것이다. 사이버공동체의 이상과 상당한 격차를 가져오는 현실적으로 많은 한계들이 존재하는 것을 확인할 수 있다. 그러나 거주공간에 기초한 온라인 공동체로서 전혀 가능성을 없는 것은 아니다. 무엇보다 중요한 것은 사이버공간의 가상성을 극복하는 오프라인 공동체 활동이라고 할 수 있다.
