This study explores the nexus between governance, technology, and resilience in smart tourism destinations, elucidating how smart governance can bolster destination adaptability and resilience. Through a quantitative approach and an extensive questionnaire survey, governance and resilience dynamics, along with ICT roles, are scrutinized across Spanish tourism destinations. Results highlight the pivotal role of adaptable governance structures and strategic planning in driving successful smart initiatives. Diverse adoption patterns and varying effectiveness levels underscore the necessity for tailored approaches. By providing actionable insights, this research empowers policymakers and destination managers to enhance destination resilience and competitiveness through ICT-driven governance strategies.
This study examines Natal in Brazil as a Smart Tourism Destination (STD) based on the perception of public and private managers who are members of the City Tourism Council. The research utilizes a systemic perspective of STD proposed by Ivars-Baidal et al. (2016), consisting of three interconnected levels: Strategic-Relational, Instrumental, and Applied. The findings reveal that Natal faces challenges in terms of infrastructure, accessibility, security, connectivity, and sensoring, which hinder its progress as STD. The study also identifies opportunities in the form of governance structures with smart destinations and the inclusion of smartness guidelines in the City Master Plan. The research aims to contribute to the theoretical understanding of STD and its application in destination development. It highlights the need for innovative planning and management in Natal, emphasizing that adopting the STD from a systemic perspective can enhance competitiveness and elevate the level of smartness in the destination.

This paper specifically delineated the methodological application of constructivism in smart tourism studies. It explained what constructivism is and how this methodology could be applied in the study of smart tourism. In this study, residents of Seoul participated in constructivist research using the Q method to identify their subjectivities toward Seoul based on photographs most commonly found in tourism promotional material. Residents are concerned with good governance and cultural integrity, and they are aware of their role as stakeholders in tourism in their communities. However their potential contribution to destination image formation has been usually overlooked by researchers and marketers. Three clusters of subjectivities were revealed after 42 photographs of Seoul were sorted by 37 respondents. The results show how respondents perceived Seoul's destination image. The three clusters agreed that symbolic monuments were the key representations of Seoul. The paper recommends that tourism marketers and policy makers should focus on understanding and coordinating with residents' perceived image of Seoul as a destination when planning and decision making, especially in promoting Seoul as a destination market. This study, in conjunction with other constructivist research offers insight into how destination image is, especially with the rise of smart tourism, a complex social construction.
This study is to seek alternatives for regional governance related to transnational labor migration issues in Southeast Asia. This study examined the present situation and trends of labor migration in the region, reviewed involved transnational issues, and identified the current issues of governance to seek alternatives for regional governance. The increase in cross-border labor migration is no doubt a sign of growth and dynamism of the region and greater integration of their economies. But it also poses complex policy and management issues as well as transnational issues over such as unequal economic profits, illegal migration, human rights, and social security issues. In this reality, regional governance is a very important theme and the efforts to manage their migration inherently involve fundamental conflict and tension between related countries and regions. However, politics and governance of transnational migrant workers in Southeast Asia are still pursued at the national level. To resolve these issues, it is urgently required to secure not only collaboration between the parties concerned but also governance at the regional level. Findings of this study are: First, although labor migration has been a relatively long-time transnational issue, the history of addressing the issue at the regional governance is very short and still inceptive. Second, given its size, labor migration in Southeast Asia requires effective regional governance but no breakthrough was possible due to the conflict of interests between origin and destination countries and the conflict of logic between the labor market and the state. Third, the issue of labor migration is an important element for the formation of economic and socio-cultural communities the ASEAN countries have pursued. Fourth, it is urgently needed to seek alternatives for good and effective regional governance as a key to resolving these issues over migrant workers in Southeast Asia.

Purpose - Recent empirical studies have shown that FDI is expected to be strongly associated with democratic governance, political stability, and sound macroeconomic conditions of the host country. We attempt to take it a step further to see if governments implement a major change in institutional characteristics, will the institutional reform toward better governance have a substantive effect in enhancing FDI inflows. This paper thus aims to analyze the importance of good governance as an important factor in the attractiveness of FDI inflows in ASEAN+3 (Korea, China, Japan) countries. Design/methodology - To determine the effects of good governance on FDI inflows across ASEAN+3 countries recorded between 1996-2018, the Worldwide Governance Indicators (WGI) are used to investigate the impact of good governance on FDI inflows. The model has been estimated by using fixed effects to show the robustness of the results. Findings - Our main findings can be summarized as follows: Political Stability, Rule of Law, and Voice and Accountability have a statistically significant impact on the inflow of FDI in the ASEAN+3 Countries, especially for Korean economy. Moreover, GDP growth continue to exert their positive influence. However, Regulatory Quality, Government Effectiveness and Control of Corruption, though equally important, are insignificant to attract FDI inflows. The key finding is that good governance has a significant impact on inward FDI in the ASEAN+3 countries. Originality/value - Existing studies focus on the impact of political factors on FDI across countries. This paper instead attempts to investigate which type of good governance is the most important in promoting FDI inflows across ASEAN+3 countries, which is essential for multinationals to consider when choosing a foreign site as a possible FDI destination.

A tourist destination ranking system was designed that employs a semantic search to extract information with reasonable accuracy. To this end the process involves collecting data, preprocessing text reviews of tourist spots, and embedding the corpus and queries with SBERT. We calculate the similarity between data points, filter out those below a specified threshold, and then rank the remaining tourist destinations using a count-based algorithm to align them semantically with the query. To assess the efficacy of the ranking algorithm experiments were conducted with four queries. Furthermore, 58,175 sentences were directly labeled to ascertain their semantic relevance to the third query, 'crowdedness'. Notably, human-labeled data for crowdedness showed similar results. Despite challenges including optimizing thresholds and imbalanced data, this study shows that a semantic search is a powerful method for understanding user intent and recommending tourist destinations with less time and costs.

Smart tourism is seen as a revolution in the tourism industry, involving innovative and transformative theoretical-practical approaches for the sector. As a result of its application in the tourist context, benefits can be seen such as more sustainable practices, greater mobility and better accessibility in destinations, evolution of processes and experiences of tourists. Much of this is achieved through the support of technological solutions. However, despite the immense expectations, and the many researches carried out on it, a literature summary regarding the dimensions that can be observed in each application of this smart tourism has not yet been proposed. Therefore, supported by the PRISMA recommendation, this research proposed to carry out an integrative review of the literature on smart tourism (in its different levels of application, such as the city, the destination and the smart tourism region), with the objective of mapping the dimensions that underlie it. Thus, from an initial scope of 833 intellectual productions obtained, inputs were found for the dimensions in 363 of them after a thorough analysis. The compilation of data obtained from these productions supported the proposition of 14 operational dimensions of smart tourism, namely: collaboration, technology, sustainability, experience, accessibility, knowledge management, innovation management, human capital, marketing, customized services, transparency, safety, governance and mobility. With this set of dimensions, it is envisaged that the implementation of smart tourism projects can present more comprehensive and assertive results. In addition, shortcomings and opportunities for new research that support the evolution of the theory and practice of smart tourism are highlighted.
It is desirable to invest in wine that increases its value, but wine investment itself is unfamiliar in Korea. Also, the process itself is unreasonable, and information is often forged, because pricing in the wine market is done by a small number of people. With the right solution, however, the wine market can be a desirable investment destination in that the longer one invests, the higher one can expect. Also, it is expected that the domestic wine consumption market will expand through the steady increase in domestic wine imports. This study presents the consortium block chain framework for revitalizing the wine market and enhancing transparency as the "right solution" of the nation's wine investment market. Blockchain governance can compensate for the shortcomings of the wine market because it guarantees desirable decision-making rights and accountability. Because the data stored in the block chain can be checked by consumers, it reduces the likelihood of counterfeit wine appearing and complements the process of unreasonably priced. In addition, digitization of assets resolves low cash liquidity and saves money and time throughout the supply chain through smart contracts, lowering entry barriers to wine investment. In particular, if the governance of the block chain is composed of 'chateau-distributor-investor' through consortium blockchains, it can create a desirable wine market. The production process is stored in the block chain to secure production costs, set a reasonable launch price, and efficiently operate the distribution system by storing the distribution process in the block chain, and forecast the amount of orders for futures trading. Finally, investors make rational decisions by viewing all of these data. The study presented a new perspective on alternative investment in that ownership can be treated like a share. We also look forward to the simplification of food import procedures and the formation of trust within the wine industry by presenting a framework for wine-owned sales. In future studies, we would like to expand the framework to study the areas to be applied.
