Evolutionary acquisition is an alternative to the grand design acquisition approaches. It has activities to make it possible to develop quickly and respond flexibly to changing customer needs and technological opportunities. The Ministry of Defense adopted an evolutionary strategy to acquire defense information systems. but it does not work well always. We look at problems from aspects of acquisition system and project management. We benchmark successful cases for evolutionary acquisition strategy in the DoD, the pubic and the private sector. We suggest an evolutionary strategy for defense information systems. The evolutionary strategy in this study includes an evolutionary acquisition framework, an evolutionary acquisition process, and an evolutionary acquisition guideline for defense information systems. The evolutionary strategy can help to implement evolutionary acquisition process for defense information system, and the process can increase the success rate of projects.

설계단계에서 VE를 적용하면 커다란 효과를 볼 수 있음에도 불구하고 국내에서는 설계단계의 VE가 활성화되지 못하고 있다. 특히 적절한 VB수행에 대한 적절한 용역대가 산정 기준의 부재는 설계VE의 적극적 활용을 가로막는 주요원인이 되고 있다. 본 논문에서는 설계YE와 유사한 용역업무의 대가산정 현황과 국내외 설계YE 용역대가 산정현황을 분석하여 현재 YE 용역대가 산정의 주요한 문제점을 도출하고 개선방향을 제시하였다. 다음으로 VE 용역대가 산정방안과 수행결과에 따른 인센티브 지급 방안을 제시하였다 마지막으로 면담을 통해 제안된 방안의 유효성을 검증하였다.

There are generally three folds when developing neural network classifiers. They are as follows: 1) discriminant function; 2) lots of parameters in the design of classifier; and 3) high dimensional training data. Along with this viewpoint, we propose space search optimized polynomial neural network classifier (PNNC) with the aid of data preprocessing technique and simultaneous tuning strategy, which is a balance optimization strategy used in the design of PNNC when running space search optimization. Unlike the conventional probabilistic neural network classifier, the proposed neural network classifier adopts two type of polynomials for developing discriminant functions. The overall optimization of PNNC is realized with the aid of so-called structure optimization and parameter optimization with the use of simultaneous tuning strategy. Space search optimization algorithm is considered as a optimize vehicle to help the implement both structure and parameter optimization in the construction of PNNC. Furthermore, principal component analysis and linear discriminate analysis are selected as the data preprocessing techniques for PNNC. Experimental results show that the proposed neural network classifier obtains better performance in comparison with some other well-known classifiers in terms of accuracy classification rate.

The characteristic of Web 2.0 is openness, participation, share, cooperation and creation. The purpose of this article was to identify learner based knowledge creation strategy through UCC in Web 2.0, to develop UCC by university students and to make systematic UCC process. This article suggested knowledge creation strategy with UCC learning Community of Practice(CoP). UCC was developed by 25 students who registered e-learning in "P" university and conducted interview with students and experts to analyze the contents which related with research questions. Systematic process for developing educational UCC was consisted of sectors such as idea creation, design, development, implementation and evaluation. Main developing process steps were as follows: making subject$\rightarrow$seeking information$\rightarrow$selecting data$\rightarrow$designing contents$\rightarrow$making story board$\rightarrow$planning of filming$\rightarrow$filming$\rightarrow$digitalizing$\rightarrow$editing$\rightarrow$reviewing final product$\rightarrow$implementing$\rightarrow$evaluating. For learner based knowledge creation through UCC, educational institutions have to provide platform for learners' need, and learners create diverse ideas with UCC CoP. This article suggested knowledge creation strategy with sharing collective intelligence through process of UCC design, development, implement and evaluation.

The objective of this study is to explore basic type of character of humans and to suggest a design method of establishing a spatial construction environment for developing effective learning ability based on such type of character. As a range of research, spatial formative language was deduced and space design strategy for the children was suggested through an analysis of spatial requirements by exploring connectivity depending on features of 9 types of character through Enneagram. As a method of research, a process of suggesting a concrete method after defining an element of spatial construction and deducing a formative language for developing and strengthening effective learning ability for each type of character. As a result of research, the methods of children space design strategy for enhancing learning ability for leadership in a future specific fields were suggested through 9 different type of character with image of case study.

A systematic investigation for the process design in deep drawing is necessary to improve the quality of drawn cups. This study concentrates mainly on the influence of process design strategy on the product quality. Several types of process design were chosen from initial blank of 100mm in diameter to make final cup of 50mm in diameter. Forming analysis are carried out to find out optimal design in terms of drawing force. We assume that the case which shows minimum drawing force in the subsequent operations is the best case. Through experiments it is found that the case which shows minimum drawing force also results in minimum drawing force and better product quality than other case. Thus, it is shown that this design strategy is very effective in the improvement of quality in drawn cups.

In contemporary architecture, "Function" should be required reconsideration and overall observation in architectural design. Especially, the architecture of the enterprise purely based on the increment of productivity and profits need to concern new implication of function in contemporary architectural design. The architectural strategy of three major European enterprise SNCF present its crucial role of architecture concernmg the presentation and enhancement of the company images. In the process of the numerous construction of the super fast train (T.G.Y) station, SNCF emphasis the technology of the company through the expression of High Tech in the building design. This study clearly explains new implication of function required in relations between the contemporary architecture and the enterprise. the enterprise.

Conversion of the building can be a core strategy to activate the urban regeneration. Especially in the decayed district, the conversion or retrofit of old building can be a core catalyst to stimulate the urban regeneration. Throughout the case study, a conversion from office to dwelling, there were figured out the design strategies to respond to spatial, functional requirements. The results are as follows ; 1) The main design strategy is to articulate the space by embedding the wall, mass in the rectangular space. 2) to respond to the small size of space, the flexible, movable wall system Is adopted. This gives the selectiveness to the use of space. 3) to secure the livability of interior space, the buffer zone, a terrace space, is fully utilized. This space acts as thermal buffer zone as well as a semi-interior space.
