The substation is a critical node in the power network where power is transformed in the power generation, transmission and distribution system. The IEC 61850 is a global standard which proposes efficient substation automation by defining interoperable communication and data modelling techniques. In order to achieve this level of interoperability and automation, the IEC 61850 (Part 6) defines System Configuration description Language (SCL). The SCL is an XML based file format for defining the abstract model of primary and secondary substation equipment, communications systems and also the relationship between them. It enables the interoperable exchange of data during substation engineering by standardizing the description of applications at different stages of the engineering process. To achieve the seamless interoperability, multi-vendor devices are required to adhere completely to the IEC 61850. This paper proposes an efficient algorithm required for verifying the interoperability of multi-vendor devices by checking the adherence of the SCL file to specifications of the standard. Our proposed SCL validation algorithm consists of schema validation and other functionalities including information model validation using UML data model, the Vendor Defined Extension model validation, the User Defined Rule validation and the IED Engineering Table (IET) consistency validation. It also integrates the standard UCAIUG (Utility Communication Architecture International Users Group) Procedure validation for quality assurance testing. Our proposed algorithm is not only flexible and efficient in terms of ensuring interoperable functionality of tested devices, it is also convenient for use by system integrators and test engineers.

3D buildings are the most prominent feature comprising urban scene. A few of mega-cities in the globe are virtually reconstructed in photo-realistic 3D models, which becomes accessible by the public through the state-of-the-art online mapping services. A lot of research efforts have been made to develop automatic reconstruction technique of large-scale 3D building models from remotely sensed data. However, existing methods still produce irregular building polygons due to errors induced partly by uncalibrated sensor system, scene complexity and partly inappropriate sensor resolution to observed object scales. Thus, a geometric regularization technique is urgently required to rectify such irregular building polygons that are quickly captured from low sensory data. This paper aims to develop a new method for regularizing noise building outlines extracted from airborne LiDAR data, and to evaluate its performance in comparison with existing methods. These include Douglas-Peucker's polyline simplication, total least-squared adjustment, model hypothesis-verification, and rule-based rectification. Based on Minimum Description Length (MDL) principal, a new objective function, Geometric Minimum Description Length (GMDL), to regularize geometric noises is introduced to enhance the repetition of identical line directionality, regular angle transition and to minimize the number of vertices used. After generating hypothetical regularized models, a global optimum of the geometric regularity is achieved by verifying the entire solution space. A comparative evaluation of the proposed geometric regulator is conducted using both simulated and real building vectors with various levels of noise. The results show that the GMDL outperforms the selected existing algorithms at the most of noise levels.
Special nutritional foods are one category of processed foods. In this category, 5 different food standards are defined in the current rule of the Korean Food Code ; that is, infant formulae, complementary foods for infants and young children, foods nutrient supplementation, processed dietary fiber-based foods, and foods for special dietary uses. The major differences between the special dietary uses. The major difference between the special nutritional foods and the other processed foods is that the special nutritional foods are characterized by their dietary uses for specific population groups rather than food ingredients or manufacturing and processing techniques which characterize and distinguish most of other processed foods. Although several countries establish similar standards for this type of foods, they use different legal names such as foods for special dietary uses(U.S.A., CODEX, Japan), foodstuffs intended for particular nutritional uses(EC), or special purpose foods(Australia). In addition, there are some other differences in the definitions for these food types and categorization of food types among countries. The major difference in the definitions is the description of 'special dietary uses' by specifying certain population groups whose nutrient requirements are different from those of ordinary men due to physiological or physical conditions and therefore may not be sufficiently met by consuming ordinary foods. The categorization of this type of foods is based on the type of dietary uses in the other countries, whereas we include foods simply supplemented with nutrients or foods having certain components such as dietary fibers even if these foods types do not have special dietary sues. Recently, a revision of standards for special nutritional food has been proposed. However, the description of 'special dietary uses' is not clearly indicated in the definition, and some food types which should not be categorized into the special nutritional foods still remain in this category. In order to correct these problems, the standard of food labeling in the Food Safety Law needs to be revised along with revision of food standards in the Food Code.
This paper deals with disputes incurred from the CISG provisions in relation with the conformity of goods with a view to finding the general way of approach made by the court and arbitration tribunal in the case laws for the interpretation of CISG based on 6(six) cases thereon. Throughout this study, it has been noted that the German Supreme Court devoted most in creating the general principle of CISG interpretation in relation with national compulsory law of regulation applicable on the conformity of goods. It was New Zealand mussels case in which the German supreme court decided that the exporting country's compulsory law of regulation would be applied in determining the conformity of goods. Furthermore, German supreme court added that CISG does not place an obligation on the exporter to supply goods, which conform to all statutory or other public provisions in force in the import state unless the same provisions exist in the export State as well, or the importer informed the exporter about such provisions existing in the import state, or the exporter had knowledge of the provisions due to special circumstances. It is stipulated in CISG that the goods conform with contract if they are fit for the purpose for which goods of the same description would ordinarily be used. When questions arise concerning matters governed by the CISG that are not expressly defined in the CISG, the question is to be settled in conformity with general principles on which the convention is based. Only when such a general principle cannot be found may the tribunal turn to other sources such as UNIDROIT Principles, Principles of European Contract Law and Lex Mercatoria, etc. Interpretation of CISG should be autonomous, in the sense that it should not depend on principles and concepts derived from any national legal system. Even where a CISG rule is directly inspired by domestic law, the court should not fall back on its domestic law, but interpret the rule by reference to the CISG with a view to its international character and to the need to promote uniformity in its application and the observance of good faith in international trade.
EXPRESS is product information description language. It is interpretable by human and software. Product data written in EXPRESS make it possible to exchange between heterogeneous systems. However, the number of software that can use EXPRESS is limited and it is expensive to use the software. XML makes it possible to update and manage data on the Web. Because the Web is easier to use and access than other tools comparatively, data represented by XML need not depend on specific applications or systems and it can be used for exchange of data. Therefore, if we represent EXPRESS-driven data in XML, there will be more active data exchange widely and easily In this work, a method of translation EXPRESS document to XML DTD and XML Schema is proposed. By classification all of EXPRESS syntax element and consideration complex cases caused by this syntax element, a translation rule that represent XML DTD and XML Schema is suggested. Also, a translator which is corresponding to this rule is implemented.

In this paper, an image-based visual servo control strategy for tracking a target object is applied to a camera-mounted omni-directional mobile robot. In order to get target angular velocity of each wheel from image coordinates of the target object, in general, a mathematical image Jacobian matrix is built using a camera model and a mobile robot kinematics. Unlike to the well-known mathematical image Jacobian, a simple rule-based control strategy is proposed to generate target angular velocities of the wheels in conjunction with size of the target object captured in a camera image. A camera image is divided into several regions, and a pre-defined rule corresponding to the target-located image region is applied to generate target angular velocities of wheels. The proposed algorithm is easily implementable in that no mathematical description for image Jacobian is required and a small number of rules are sufficient for target tracking. Experimental results are presented with descriptions about the overall experimental system.

In this paper, we propose a smoker recognition algorithm, detecting smokers in a video sequence in order to prevent fire accidents. We use description-based method in hierarchical approaches to recognize smoker's activity, the algorithm consists of background subtraction, object detection, event search, event judgement. Background subtraction generates slow-motion and fast-motion foreground image from input image using Gaussian mixture model with two different learning-rate. Then, it extracts object locations in the slow-motion image using chain-rule based contour detection. For each object, face is detected by using Haar-like feature and smoke is detected by reflecting frequency and direction of smoke in fast-motion foreground. Hand movements are detected by motion estimation. The algorithm examines the features in a certain interval and infers that whether the object is a smoker. It robustly can detect a smoker among different objects while achieving real-time performance.

This study explores the basis for determining priority among the four arithmetical operations in order to provide useful pedagogical content knowledge for teaching the order of operations. The study also discusses the perspective for viewing the order of operations. It presents the following five suggestions based on the results of the discussion. First, teachers should be made to realize that the same result can be obtained on calculation even when subtraction and division are performed first in mixed operations of addition and subtraction and mixed operations of multiplication and division. Second, teachers should understand why the rule of calculating sequentially from the left side of an equation has become customary. Third, teachers should be offered an explanation for the driver of the rule setting that multiplication takes precedence over addition in mixed operations of multiplication and addition. Fourth, the significance of the quantity within parenthesis must be emphasized to teachers. Fifth, teachers must gain an in-depth understanding about the order of operations by getting a description of all the customary and conceptual perspectives on the order of operations when describing the same in the teacher's guide.

This study was to suggest the new rules for revision of KCR4 by comparing between ISBD consolidated edition and KCR4. The study methods was to compare the rules in each element after mapping the description elements in each area of ISBD and KCR4. Resultingly, first, content forms and media types must be included for describing resource types. Second, it is needed for rules about the common title and the dependent title. Third, it is needed for rules about "parallel" such as parallel title, parallel other title information, parallel statement of responsibility relating to title, parallel edition statement, parallel statement of responsibility relating to edition, parallel numbering system, parallel place of publication, production and distribution, et. al. Fourth, the rules about material or type of resource specific area must be regulated in terms of the contents of the resource. Fifth, the home country principle must be not applied in describing the place of publication, production and distribution for the consistency. Sixth, it is needed to regulate the extent, other physical details, dimensions, and accompanying material statement for all materials instead of the material description according to material types. Seventh, rule number of notes must be agreed to number of main rules. Eighth, it is needed for detailed rules about resource identifier. This study might be contributed to revise the KCR4.
불완전한 계획 영역 이론은 오류 영역(noisy domain)에서 하나의 상태에 상반된 연산자들이 적용되는 불일치성 문제를 야기할 수 있다. 이 문제를 해결하기 위해서 본 논문은 상태를 기술하기 위해 다치 논리를 도입하여 제어지식으로서의 부정적 선행조건을 학습하는 새로운 방법을 제안한다. 기계에는 알려지지 않은 이러한 제어지식이 인간에게는 반대개념으로 잠재적으로 사용되고 있다. 이러한 잠재된 개념을 학습하기 위해 본 논문은 반대 연산자들로 구성된 사이클을 영역이론으로부터 기계적으로 생성하고, 이 연산자들에 대한 실험을 통해 반대 리터럴(literal)들을 추출한다. 학습된 규칙은 불일치성을 방지하면서 동시에 중복된 선행조건을 제거하여 연산자를 단순화시킬 수 있다.Abstract An incomplete planning domain theory can cause an inconsistency problem in a noisy domain, allowing two opposite operators to be applied to a state. To solve the problem, we present a novel method to learn a negative precondition as control knowledge by introducing a three-valued logic for state description. However, even though the control knowledge is unknown to a machine, it is implicitly known as opposite concept to a human. To learn the implicit concept, we mechanically generate a cycle composed of opposite operators from a domain theory and extract opposite literals through experimenting the operators. A learned rule can simplify the operator by removing a redundant precondition while preventing inconsistency.
