The security providers industry, often referred to as an industry with unconfined growth ceiling, has entered a remarkable mass-growth phase since the 1980. In the modern era, private-sector security increasingly cover functions relating to general security awareness (including counter-terrorism) in partnership with State bodies, and the scale of operations continue to accelerate, relative to the expanding roles. In the era of pluralisation of policing, there has been widening efforts pursued to develop a range of regulatory strategies internationally in order to manage such growth and development. To date, in South Korea, a diverse set of industry review studies have been conducted. However, the analyses have been conventionally confined to North America, Britain, Germany and Japan, while developments in other world regions remain unassessed. This article is intended to inform the drivers and determinants of regulatory reforms in Australia, and examine the effectiveness of the main pillars of licensing innovations. Over the past decades, the Australian regime has undergone a wave of reforms in response to emerging issues, and in recognition of the industry as a 'public good' due to underpopulation density and the resulting security challenges. The focus of review in this study was on providing a detailed review of the regulatory approach taken by Australia that has expanded police-private security co-operation since the 1980s. The emphasis was on examining the core pillars of risk management strategies and oversight practices progressed to date and evaluating areas of possible improvement in regulation relative to South Korea. Overall, this study has identified three key features of Australian regime: (1) close checks on questionable close associates (including fingerprinting), (2) power of inspection and seizure without search warrant, (3) the 'three strikes' scheme. The rise of the private security presence in day-to-day policing operations means that industry warrant some intervening government-sponsored initiative. The overall lessons learnt from the Australian case was taken into account in determining the following checks and balances that would provide the ideal setting for the best-practice arrangement: (1) regulatory measure should be evaluated against a set of well-defined indicators, such as the merits of different enforcement tools for each given risk, (2) information about regulatory impacts should be analysed by a specialist research institute, (3) regulators should be innovative in applying a range of strategies available to them by employing a mixture of compliance promotional strategies, and adjust the mix as required.

Purpose: Our previous study demonstrated that persimmon (Diospyros kaki Thumb.) at different stages of ripening provided different protective effects against high-fat/cholesterol diet (HFD)-induced dyslipidemia in rats. In this study, we compared the metabolites profile and gene expressions related to triglyceride (TG)/cholesterol metabolism in vitro and in vivo after treating with persimmon water extracts (PWE) or tannin-enriched persimmon concentrate (TEP). Methods: Primary and secondary metabolites in test materials were determined by GC-TOF/MS, UHPLC-LTQ-ESI-IT-MS/MS, and UPLC-Q-TOF-MS. The expression of genes related to TG and cholesterol metabolism were determined by RT-PCR both in HepG2 cells stimulated by oleic acid/palmitic acid and in liver tissues obtained from Wistar rats fed with HFD and PWE at 0, 150, 300, and 600 mg/d (experiment I) or TEP at 0, 7, 14, and 28 mg/d (experiment II) by oral gavage for 9 weeks. Results: PLS-DA analysis and heatmap analysis demonstrated significantly differential profiling of metabolites of PWE and TEP according to processing of persimmon powder. In vitro, TEP showed similar hypolipidemic effects as PWE, but significantly enhanced hypocholesterolemic effects compared to PWE in sterol regulatory element-binding protein 2 (SREBP2), HMG-CoA reductase (HMGCR), proprotein convertase subtilisin/kexin type 9 (PCSK9), cholesterol $7{\alpha}-hydroxylase$ (CYP7A1), and low density lipoprotein receptor (LDLR) gene expression. Consistently, TEP and PWE showed similar hypolipidemic capacity in vivo, but significantly enhanced hypocholesterolemic capacity in terms of SREBP2, HMGCR, and bile salt export pump (BSEP) gene expression. Conclusion: These results suggest that column extraction after hot water extraction may be a good strategy to enhance tannins and long-chain fatty acid amides, which might cause stimulation of hypocholesterolemic actions through downregulation of cholesterol biosynthesis gene expression and upregulation of LDL receptor gene expression.

The research and development of hybrid electric vehicle (HEV), plug-in hybrid electric vehicle (PHEV) and electric vehicle (EV) are intensified due to the energy crisis and environmental concerns. In order to meet the challenging requirements of powering HEV, PHEV and EV, the current lithium battery technology needs to be significantly improved in terms of the cost, safety, power and energy density, as well as the calendar and cycle life. One new technology being developed is the utilization of composite cathode by mixing two different types of insertion compounds [e.g., spinel $LiMn_2O_4$ and layered $LiMO_2$ (M=Ni, Co, and Mn)]. Recently, some studies on mixing two different types of cathode materials to make a composite cathode have been reported, which were aimed at reducing cost and improving self-discharge. Numata et al. reported that when stored in a sealed can together with electrolyte at $80^{\circ}C$ for 10 days, the concentrations of both HF and $Mn^{2+}$ were lower in the can containing $LiMn_2O_4$ blended with $LiNi_{0.8}Co_{0.2}O_2$ than that containing $LiMn_2O_4$ only. That reports clearly showed that this blending technique can prevent the decline in capacity caused by cycling or storage at elevated temperatures. However, not much work has been reported on the charge-discharge characteristics and related structural phase transitions for these composite cathodes. In this presentation, we will report our in situ x-ray diffraction studies on this mixed composite cathode material during charge-discharge cycling. The mixed cathodes were incorporated into in situ XRD cells with a Li foil anode, a Celgard separator, and a 1M $LiPF_6$ electrolyte in a 1 : 1 EC : DMC solvent (LP 30 from EM Industries, Inc.). For in situ XRD cell, Mylar windows were used as has been described in detail elsewhere. All of these in situ XRD spectra were collected on beam line X18A at National Synchrotron Light Source (NSLS) at Brookhaven National Laboratory using two different detectors. One is a conventional scintillation detector with data collection at 0.02 degree in two theta angle for each step. The other is a wide angle position sensitive detector (PSD). The wavelengths used were 1.1950 ${\AA}$ for the scintillation detector and 0.9999 A for the PSD. The newly installed PSD at beam line X18A of NSLS can collect XRD patterns as short as a few minutes covering $90^{\circ}$ of two theta angles simultaneously with good signal to noise ratio. It significantly reduced the data collection time for each scan, giving us a great advantage in studying the phase transition in real time. The two theta angles of all the XRD spectra presented in this paper have been recalculated and converted to corresponding angles for ${\lambda}=1.54\;{\AA}$, which is the wavelength of conventional x-ray tube source with Cu-$k{\alpha}$ radiation, for easy comparison with data in other literatures. The structural changes of the composite cathode made by mixing spinel $LiMn_2O_4$ and layered $Li-Ni_{1/3}Co_{1/3}Mn_{1/3}O_2$ in 1 : 1 wt% in both Li-half and Li-ion cells during charge/discharge are studied by in situ XRD. During the first charge up to ~5.2 V vs. $Li/Li^+$, the in situ XRD spectra for the composite cathode in the Li-half cell track the structural changes of each component. At the early stage of charge, the lithium extraction takes place in the $LiNi_{1/3}Co_{1/3}Mn_{1/3}O_2$ component only. When the cell voltage reaches at ~4.0 V vs. $Li/Li^+$, lithium extraction from the spinel $LiMn_2O_4$ component starts and becomes the major contributor for the cell capacity due to the higher rate capability of $LiMn_2O_4$. When the voltage passed 4.3 V, the major structural changes are from the $LiNi_{1/3}Co_{1/3}Mn_{1/3}O_2$ component, while the $LiMn_2O_4$ component is almost unchanged. In the Li-ion cell using a MCMB anode and a composite cathode cycled between 2.5 V and 4.2 V, the structural changes are dominated by the spinel $LiMn_2O_4$ component, with much less changes in the layered $LiNi_{1/3}Co_{1/3}Mn_{1/3}O_2$ component, comparing with the Li-half cell results. These results give us valuable information about the structural changes relating to the contributions of each individual component to the cell capacity at certain charge/discharge state, which are helpful in designing and optimizing the composite cathode using spinel- and layered-type materials for Li-ion battery research. More detailed discussion will be presented at the meeting.
Vertical profiles of $^{210}Po\;and\;^{210}Pb$ were measured for the upper 100 m of water column at six stations in the middle region of the Korean East Sea during March 1993. The distribution patterns of these radionuclides with the water mass and controlling factors on their distributions were also discussed. $^{210}Pb$ activities were generally high at surface water and gradually decrease with depth. Vertical profiles of $^{210}Po$ were relatively homogeneous except for at station E3, where chlorophyll-a concentration was the highest and $^{210}Po$ activity in the upper 30 m was lower than below 50 m. The $^{210}Po$ activities relative to its parent $^{210}Pb$ at all stations were deficient at the upper 30 m, but were excess or nearly equilibrated values below 50 m. The magnitude of $^{210}Po$ deficiency was relatively high at station E3 and E6, where strong thermocline occured. However, $^{210}Pb$ activities showed strong excess in the upper 100 m of all stations, compared with its parent $^{226}Ra$. The residence time of $^{210}Po$ ranged from 1.0 to 7.8 years, and was relatively short at station E3 and E6. The data obtained at the upper 50 m water column during $1992\~1994$, also showed that removal rate constant of $^{210}Po$ and inventories of chlorophyll-a was negatively related. This indicates that the primary production plays an important role in controlling the distributions of $^{210}Po$ at the upper water column of the Korean last Sea in spring. While, inventories of excess $^{210}Pb$ was generally decreasing with increasing density difference between 50 m and 100 m, suggesting that $^{210}Pb$ concentrations in the upper water column were controlled by stability of water column.
The aim of this study was to identify an effective control method of metabolic syndrome (MS) and oral diseases by investigating relationship between of MS and periodontal disease, tooth loss of the adult men and woman. We analyzed and concluded as follows, using a nationwide representative sample, in 8,225 middle senior citizens based on raw data of the 5th National Nutrition Survey in 2010, 2012. The data were analyzed by descriptive statistics, chi-squared test, and logistic regression using SAS ver. 9.2 program. The results are as follows, for correlation of metabolic component to periodontal disease, it was found that in men, the periodontal disease odds ratio of the group with abnormal fasting blood glucose increased 1.27 fold (95% confidence interval [CI], 1.04~1.54), and in woman, the odds ratios of the group with abnormal high density lipoprotein cholesterol increased 1.45 fold (95% CI, 1.22~1.72) and the odds ratio of the group with abnormal obesity increased 1.44 fold (95% CI, 1.17~1.77). For correlation of MS to periodontal disease, it was found that the odds ratio of periodontal disease in the woman at-risk group increased 1.55 fold (95% CI, 1.19~2.01) and that of the group with MS increased 2.25 fold (95% CI, 1.68~3.02). For correlation of woman's metabolic component to missing teeth, it was found that the odds ratio of group with abnormal blood pressure increased 1.41 fold (95% CI, 1.10~1.82). For correlation of woman's MS to missing teeth, it was found that the odds ratio of missing teeth in the group with MS increased 1.48 fold (95% CI, 1.07~2.04). It is considered that a public health project comprising preventive and systematic disease management is necessary for controlling MS and oral disease. The findings of the study are expected to lay the foundation for the development of oral health promotion programs.
In order to preserve the soundness of agro-ecosystem and products safety in agriculture, this study was evaluated environmental impact in relation to the INM (Integrated Nutrient Management) and IPM (Integrated Pest Management) at paddy fields at Ok-Chun and Yang-Pyung region. By introduction of INM with the application of BB(bulk-blanded) fertilizer based on soil analysis and IPM, the application rate of fertilizer was reduced to about $28.6{\sim}39.4%$ and the yield of brown rice was increased to about $3{\sim}10%$ compared to conventional practices. The concentrations of COD, $NH_4-N$, and $NO_3-N$ in irrigation water flowed to the environmental-friendly agriculture practices were 15.0, 0.67, and 1.39 mg/L, respectively. The concentrations of COD, $NH_4-N$, and $NO_3-N$ from paddy fields in drainage water were 12.4, 0.29, and 2.42 mg/L, respectively. The total number of the freshwater invertebrates was higher in field treated with fertilization by prescription with soil testing. Also, the population density of aquatic insects was higher than the other fields at both demonstration villages. In conclusion, it was possible to reduce the amount of fertilizer and agricultural chemicals application, and increase the yield of rice by application of the environmental-friendly agriculture practices.

The purpose of this study was to develop functional lotus root bugak with plasma lipid reduction capacity by controlling the color of batter used for bugak preparation. Lotus root, nearly colorless, was selected to observe color effects. Gardeniae fructus (GF), Opuntia ficus-indica var. saboten (OF), and green tea (GT), which are colored yellow, red, and green, respectively, were used as coloring agents. Fermented glutinous rice was prepared naturally during winter season by placing glutinous rice and water (1:2, w/w) together in a crock pot for 7 days. Coloring materials (10%, w/w) were blended with glue made from fermented glutinous rice flour to prepare the batter. Cooked lotus root was then mixed with a 1.1-fold amount of batter (w/w) and dried at room temperature. Lotus root bugak (LRB) is pan-fried with un-roasted sesame oil, which is traditionally used as frying oil in Korea. Low-density lipoprotein receptor knockout ($LDLr^{-/-}$) mice (n=36) were fed an atherogenic diet (AD) containing various types of LRB (10 g%) for 10 weeks. Plasma triglyceride, total cholesterol, and LDL-C concentrations decreased significantly in mice fed LRB prepared with OF batter (OFB) and GT batter (GTB) (P<0.05). Protein expression levels of fatty acid synthase (FAS) and 3-hydroxyl-3-methylglutaryl coenzyme A reductase (HMGCR) in the OFB and GTB groups were suppressed compared with the LRB group (P<0.05). In accordance with the results on FAS and HMGCR expression, sterol regulatory element binding protein-I and II (SREBP-I and II), which are responsible for the regulation of FAS and HMGCR gene expression, respectively, were down-regulated compared to the LRB group (P<0.05). In conclusion, the plasma lipid reduction activities of OFB and GTB could be mediated through down-regulation of FAS and HMGCR mRNA expression via suppression of regulatory molecules, SREBP-I and II, in $LDLr^{-/-}$ mice.
In the case of using the soil materials created by cutting in-situ ground directly without adjusting particle size, it is recommendable to seek the compaction property or material constant required for filling design or density control through indoor test, and many studies on this subject have been carried out during that time. The researches conducted during that time, however, were focused on the mixed materials with different diameters that exist in a natural condition. There has been no study conducted using coal fly ash that is by-product of the thermal power plant that is actively considered as the building materials. Therefore, this study was aimed at implementing compaction test and examining the basic engineering property in order to explore the influence of crushing the particles through compacting the admixture of crushed stone and coal fly ash produced from thermal power plant on its engineering property, and then the impact of the admixture volume of each material on compaction property and material property by conducting the One-Dimensional Compression Test. As result of compaction test, the optimum moisture ratio of coal fly ash was shown to be approx. 23%. As result of compaction test in accordance with the mixed ratio of coal fly ash and crushed stone under the same compaction energy and moisture ratio, dry unit weight tended to drop when the mixed ratio of coal fly ash exceeded 30%, while it reached approx. $1.81gf/cm^3$ when the mixed ratio was 30%. As result of One-Dimensional Compression Test in accordance with the mixed ratio of crushed stone and coal fly ash, the change in void ratio by particle crushing was at the highest level in the case of coal fly ash 100%, while the lowest level in the case of crushed stone 100%. In the case of mixed materials of crushed stone and coal fly ash, compression index was at the lowest level in case of coal fly ash 30%, and therefore this ratio of mixed material was judged to be the most stable from an engineering aspect.
In order to improve the present running seawater system for seedling production of marine fishes, rearing experiments with the juveniles of black seabream (Acanthopagrus schlegeli) and oblong rockfish (Sebastes oblongus) were conducted. The recirculating seawater system (F) equipped with the rotating biological contactors and the running seawater system (R) were used. Environmental factors, growth, survival rate and rearing density of the fish were compared between two systems during the experimental period. In the rearing experiment of black seabream, water temperature in F was fluctuated with surrounding air temperature and was higher than that in R. Specific gravity of the rearing seawater in F was relatively stable in the range of 1.0252 to 1.0266, while that in R was greatly fluctuated. pH in F turned out to be 7.51, but pH in R was similar to that in the natural seawater. Dissolved nitrite and nitrate in F were higher than those in R. While no significant differences in the growth of black seabream juveniles were recognized between two systems, survival rates of fishes in F were higher than those of fishes in R. In the rearing experiment of oblong rockfish, water temperature in F was higher than that in R. Specific gravity in F was slightly higher than that in R which showed relatively less fluctuation in the range of 1.0253 to 1.0270. pH in F turned out to be 7.96, but pH in R was similar to that in the natural seawater. Dissolved nitrite and nitrate in F were higher than those in R, but ammonia was lower in F. The juveniles of oblong rockfish reared in F grew significantly faster in their total length and body weight than those in R (P<0.05). However, survival rates of fishes between two systems showed no significant differences.
For improvement germination rate of Cirsium setidens, wet seeds were storaged for 20 to 80 days at $4^{\circ}C$ and germinated at $18^{\circ}C$ in the dark or light condition. To assess the effects of shading and plant age on the growth, fresh yield and seed yield under rain shelter in highland at altitude of 800m above sea level, seeds were sown in an open field in late september,1990. In early May the next the seedlings were transplanted for vegetatable and seed production in the plastic houses for rain shelter. They were grown from 1991 to 1993 in the houses covered with the shading nets ranging from 0 to 70% for vegetable production and 0 to 50% for seed production. Germination rate inceased as the storage period lengthened, and the rate came to $60\sim80%$ at 60days after germination. It was more effective in lighting than in darkness. For vegetable production, the shading net treatments showed more values in almost the characters checked at the third year than the non-shading treatment. No. of stem, no, of leaves, stem length and degree of softening were no different between shading net treatments, but the other characters were significantly different. Ratio of survival, density of chlorophyll and ratio of dry matter of plants were highest in the plots of 50%, 70%, and 30% of shading, respectively. The highest fresh yield was recorded from 2-year plants, 70% of shading from them showed the greatest yield. The highest seed yields were produced 2-year-old plants of non-shading plot. For seed production, the non-shading treatment is best, and the highest seed yields were obtained in both the second and third years.
