  • Before blasts that can have direct impacts on human bodies or structures, it is necessary to assess impacts of ground vibration. Therefore, frequency has been recognized as an important factor in order to assess impact on ground vibration and damages. There have been many studies on impacts of frequency. But, there have been no studies on relations between vibration and frequency according to delay time difference. In this study, we examined the relations between delay time difference and frequency according to each frequency with which reinforcement and destructive intervention repeat through delay time difference obtained using superposition modeling of single hole blasting waveform based on the theory of time difference developed by Langefors.

  • In order to improve target tracking performance of the conventional electro-optical tracking system (EOTS) in the high speed and high maneuvering vehicle, an EOTS navigation algorithm is proposed, in which an inertial measurement unit(IMU) is included and navigation results of the vehicle are used. The proposed algorithm integrates vehicle's navigation results and the IMU and the time-delay and the scale factor errors are augmented into the integrated Kalman filter. In order to evaluate the proposed navigation algorithm, a land vehicle navigation experiments were performed a navigation grade navigation system, TALIN4000 and a tactical grade IMU, LN-200 and a equipment for roll motion were loaded on the land vehicle. The performance evaluation results show that the proposed algorithm effecting works in high maneuvering environment and for the time-delay.

  • Since the Global Navigation Satellite System (GNSS) signal received from the low Earth orbit (LEO) satellite is only affected by the upper ionosphere, the magnitude of the ionospheric delay of Global Positioning System (GPS) signal received from ground user is different. Therefore, the ground-based two-dimensional ionospheric model cannot be applied to LEO satellites. The NeQuick model used in Galileo provides the ionospheric delay according to the user's altitude, so it can be used in the ionospheric model of the LEO satellites. However, the NeQuick model is not suitable for space receivers because of the high computational cost. A simplified NeQuick model with reduced computing time was recently presented. In this study, the computing time of the NeQuick model and the simplified NeQuick model was analyzed based on the GPS Klobuchar model. The NeQuick and simplified NeQuick model were applied to the GNSS data from GRACE-B, Swarm-C, and GOCE satellites to analyze the performance of the ionospheric correction and positioning. The difference in computing time between the NeQuick and simplified NeQuick model was up to 90%, but the difference in ionospheric accuracy was not as large as within 4.5%.

  • The 21st century is witnessing a rapid growth of tall buildings in urban centers globally to create more urban space for an anticipated urban population. Tall buildings, however suffer from incessant delays and sometimes total abandonment. Consequently, this study investigated and ranked the causes of delay in tall building projects, while focusing on the Gulf Cooperation Council (GCC) countries. Initially, 36 common delay causes investigated globally were categorized into 9 groups, and then further ranked utilizing the Relative Importance Index (RII) through a questionnaire survey. Tall building professionals in the GCC countries (Saudi Arabia, United Arab Emirates, Bahrain, Kuwait, Oman and Qatar) were contacted. The respondents' categories include Consultants, Contractors, and Clients' Representatives/Facility Managers. The results reveal that the top three causes include "client's cash flow problems/delays in contractor's payment", "contractor's financial difficulties", and "poor site organization and coordination between various parties". The findings from this study could help construction professionals develop guidelines and controls for delay mitigation, as well as support them in risk-based decision making in the planning of tall building projects.

  • An aircraft has been one of the most important transportation means and disputes due to damage caused by delay of the aircraft happen many times out of ones related to the air transport. In 2011, the Air Transport Act in Commercial Law was established to regulate national air transport and the legislative system of air carrier's liability to handle delay of passengers or baggage was legislated here. Although there are some clauses related to the legislative system of air carrier's liability, they are very important because they deal with disputes due to damage caused by delay of the aircraft. The Air Transport Act in Commercial Law has a good point of adopting the global standard of 1999 Montreal Convention, but it has also a bad point of having the problems of 1999 Montreal Convention. There are some contents to be modified in the Air Transport Act in Commercial Law. First, the definition of 'Delay of Aircraft' needs to be enacted because it is important to materialize air carrier's liability due to damage caused by delay. Second, it is necessary to modify the clause in which air carrier's liability due to damage caused by delay of passengers is divided into two things, one is in case of national air transport and the other is in case of international air transport, and the limited amount of air carrier's liability in national air transport is eight times less than the latter because they are not so helpful to air carriers but too disadvantageous to aircraft passengers. Third, it is also necessary to amend the clause in which the limited amount of air carrier's liability due to damage caused by loss damage or delay of baggage has been legislated same without classifying the case into loss damage and delay, because they are generally different from each other in terms of extent of damage, therefore the limited amount of air carrier's liability by delay of baggage should be classified into in case of loss damage and in case of delay. It is desired that the Air Transport Act in Commercial Law including the clauses related to air carrier's liability by aircraft damage be developed continually by sufficient study and discussion about the necessity of amending it such as the one mentioned above.

  • In this paper the performance of a closed-loop power control scheme using variable step size decision method for DS/CDMA based-low earth orbit(LEO) mobile satellite systems in which the long round trip delay is a dominant performance degradation factor is evaluated. Because there are fundamental differences in the characteristics between the LEO mobile satellite channel and terrestrial mobile channel, such as long round trip delay and different elevation angle, these factors are considered in channel modeling based on the European Space Agency(ESA) measurement data. Since the round trip delay (from the mobile terminal to the gateway station via satellite) is typically 10∼20ms in low altitude satellite channels, closed-loop power control is much less effective than it is on a terrestrial channel. Thus, the adaptive power control scheme using a variable step size control is essential for overcoming the long round trip delay and fading due to the elevation angle. It is shown that the standard deviation of signal to interference ratio(SIR) adopting a variable step size closed-loop power control scheme is much less than that of a fixed step size closed-loop power control. Furthermore, we have driven the conclusion that the measurement interval of power control commands is optimal choice when it is twice the round trip delay.

  • Whistler mode chorus wave is considered to play a critical role in accelerating and precipitating the electrons in the outer radiation belt. In this paper we test a conventional scenario of triggering chorus using THEMIS satellite observations of waves and particles. Specifically, we test if the chorus onset is consistent with development of anisotropy in the electron phase space density (PSD). After analyzing electron PSD for 73 chorus events, we find that, for ~80 % of them, their onsets are indeed associated with development of the positive anisotropy in PSD where the pitch angle distribution of electron velocity peaks at 90 degrees. This PSD anisotropy is prominent mainly at the electron energy range of ${\leq}$ ~20 keV. Interestingly, we further find that there is sometimes a time delay among energies in the increases of the anisotropy: A development of the positive anisotropy occurs earlier by several minutes for lower energy than for an adjacent higher energy.

  • Space development has been independently performed by space agencies in each country. This causes redundant development for individual function, resulting in waste of space resources. Accordingly, Interagency Operations Advisory Group (IOAG) was established for standardization with mutual agreement between international organizations, and space resources can be used efficiently between space agencies through cross-support. IOAG define Service Catalog#1, #2, and #3, according to the network layer. In this technical paper, the background and main contents of the IOAG Service Catalog, and the application plan for domestic space development will be discussed.

  • Understanding of propagation characteristics is very important for the wireless communication system design and wireless communication service construction. In this paper, propagation characteristics is measured and analyzed at 2.45Ghz frequency band under curved subway tunnel environment. We constituted channel measurement system with sliding correlation and five different kind of antennas. The purpose of five different type of antennas is to compare propagation characteristics according to beam shape of antennas. The path loss under tunnel environment is average $4.38^{\sim}14.41dB$ lower than free space and circular polarization antenna marked smallest path loss. Also, path loss is smallest when the receiver antenna located outside of tunnel in th curved section. 90% of delay components of all antennas measured within 20ns and directional antenna has more wide coherence bandwidth than omni-directional antenna. According to measured result, when we consider path loss and delay characteristics, circular polarization antenna is most suitable under tunnel environment.

  • This paper shows effects of tropospheric delay models and mapping functions among delay features occurred when GPS code signal is transferred for GPS Time Transfer. GPS time transfer uses CGGTTS as the international standard format. For geodetic GPS receiver, ROB has provided r2cggtts software which generates CGGTTS data from RINEX data and all laboratories participated in TAI link use this software and send the CGGTTS results periodically. Though Saastamoinen zenith path model and Niell mapping function are commonly used in space geodesy, r2cggtts software applied NATO zenith path model and CHAO mapping function to the tropospheric delay model. Hence, this paper shows effects of two tropospheric delay models by implementing Saastamoinen model and Niell mapping function for the time offset.
