Agricultural Drought Risk Assessment using Reservoir Drought Index (저수지 가뭄지수를 활용한 농업가뭄 위험도 평가)

  • Drought risk assessment is usually performed qualitatively and quantitatively depending on the definition a drought. The meteorological drought indices have a limit of not being able to consider the hydrological components such as evapotranspiration, soil moisture and runoff, because it does not consider the water demand in paddies and water supply in reservoirs. Agricultural drought was defined as the reservoir storage shortage state that cannot satisfy water requirement from the paddy fields. The objectives of this study were to suggest improved agricultural drought risk assessment in order to evaluate of regional drought vulnerability and severity studied by using Reservoir Drought Index (RDI). The RDI is designed to simulate daily water balance between available water from agricultural reservoir and water requirement in paddies and is calculated with a frequency analysis of monthly water deficit based on water demand and water supply condition. The results indicated that RDI can be used to assess regional drought risk in agricultural perspective by comparing with the historical records of drought in 2012. It can be concluded that the RDI obtained good performance to reflect the historical drought events for both spatially and temporally. In addition, RDI is expected to contribute to determine the exact situation on the current drought condition for evaluating regional drought risk and to assist the effective drought-related decision making.

Hanseong Period of Baekje and Mahan (한성시대(漢城時代)의 백제(百濟)와 마한(馬韓))

  • The history of Baekje Kingdom, one of the Three kingdoms, is divided into three periods to the change of sociopolitical center, including its capital as follows: Hanseong Period (18 BC ~ AD 475), Ungjin Period (AD 475~538), and Sabi Period (AD 538~660). Though the Hanseong Period of Baekje Kingdom covers more than two thirds of the whole history of Baekje Kingdom (493 years), history and archaeological culture of the Hanseong Period is still unclear and even ambiguous comparing to the Ungjin and Sabi periods. Most of all, it is because of quite limited historical records and archaeological data available. In addition, negative attitude of the Korean academic circles to the early records of Samguksaki(三國史記) has been a critical obstacle to the study of early history of the Three kingdoms, including the Hanseong Period of Baekje kingdom. Author, who has attempted to combine historical records and archaeological data in order to reconstruct the history and archaeological culture of the early Baekje, specifically the Hanseong Period, has held positive attitude to the early records of the Samguksaki as far as possible. He(Author) came to realize that comprehensive understanding of Mahan (馬韓) society, one of the Three Han (三韓) Society was more than essential in the study of Baekje. According to historical records and archaeological data, Mahan Society represented by Mojiguk(目支國) ruled by King Jin(辰王) has been located in the middle and/or southwestern parts of the Korean peninsula from the 3rd~2nd century BC through the end of the 5th century or early 6th century AD. Mahan already occupied central portion of the Korean Peninsula, including the Han River Valley when King Onjo(溫祖王) first set up the capital of Baekje Kingdom at Wiryeseong (慰 禮城) considered to be modern Jungrang~Songpa-gu area of Han River Valley. From the beginning of the Baekje history, there had been quite close interrelationships between Baekje and Mahan, and the interrelationships had lasted for around 500 years. In other words, it is impossible to attempt to understand and study Hanseong period of Baekje, without considering the historical and archaeological identity of Mahan. According to the Samguksaki, Baekje moved its capital three times during the Hanseong Period (18 BC ~ AD 475) within the Han River Valley as follows: Wiryeseong at Jungrang-gu area of the Han River (河北慰禮城, 18 ~ 5 BC), Wiryeseong at Songpa-gu area of the Han River(河南慰禮城, 5 BC ~ AD 371), Hansan at Iseongsan fortress site(Historical site No. 422, 漢山, AD 371~391), and Hanseong at Chungung-dong of Hanam city(漢城, AD 391~475). Before 1990s, archaeological data of the Hanseong Period was quite limited, and archaeological culture of Mahan was not well defined. Only a few burial and fortress sites were reported to be archaeological remains of the early Baekje, and a few settlement and jar burial sites were assumed to be those of Mahan without clear definition of the Mahan Culture. Since 1990s, fortunately, a number of new archaeological sites of Hanseong Baekje and Mahan have been reported and investigated. Thanks to the new discoveries, there has been significant progress in the study of early Baekje and Mahan. In particular, a number of excavations of Pungnap-dong Fortress site(Historical site NO. 11, 1996~2003), considered to be the Wiryeseong at south of the Han River, the second capital of the Hanseong Baekje, provided critical archaeological evidence in the study of Hanseong Period of Baekje. Since the end of the 1990s, a number of sites have been reported in Gyeonggi, Chungcheong, and Jeolla provinces, as well. From these sites, archaeological features and artifacts representing distinctive cultural tradition of Mahan have been identified such as unstamped fortresses, pit houses cut into the rock, houses with lifted floor(掘立柱 건물), and potteries decorated with toothed wheel and bird's footprint designs. These cultural traditions reflected in the archaeological remains played a critical role to define and understand archaeological identity of the Mahan society. Moreover, archaeological data from these new sites reported in the middle and southwestern parts of the Korean Peninsular made it possible to postulate a hypothesis that the history of Mahan could be divided into three periods to the change of its sociopolitical center in relation with the Baekje Kingdom's political Situation as follows: Cheonan (天安) Period, Iksan(益山) Period, and Naju(羅州) Period. The change of Mahan's sociopolitical center is closely related to the sociopolitical expansion of the Hanseong Baekje.

Correlation Analysis among Milk Yield, Milk Composition, and Somatic Cell Scores by Definition of Contemporary Group (동기우군의 정의에 따른 유량, 유성분, 체세포 점수간 상관분석)

  • A total of 150,624 records of Holstein milk production collected from 2005 to 2009 were analyzed to investigate the effects of two different contemporary group definitions, parity and somatic cell score (SCS). The first definition (H BY S) of contemporary group was milking cows and heifers born in the same year and season. And the second thing (H CY S) was milking cow and heifers that delivered calves in the same year and season. Effects of contemporary group, parity and regression effect on SCS from two models were highly significant sources of variation. Coverage of variation ($R^2$) was somewhat higher in models with H BY S as contemporary group. From multivariate models with H BY S, phenotypic correlation coefficients of milk components were estimated high and positive. However, the phenotypic correlation coefficient between milk yield and SCS was -0.09, which was low enough to evidence no correlation between them. Phenotypic correlation between SCS and butter fat or between SCS and protein were also negligible but negative. From multivariate models with H CY S as contemporary group, phenotypic correlation among milk traits and SCS were similar to the estimates from models with H BY S. However, SCS in these models were lowly but negatively correlated with milk yield, milk protein, butter fat or SNF, and the phenotypic correlation coefficients of which were -0.10, -0.08, -0.08, -0.11, respectively.

The Accuracy of ICD codes for Cerebrovascular Diseases in Medical Insurance Claims (의료보험청구자료중 뇌혈관질환 상병기호의 정확도에 관한 연구)

  • Objectives : We attempted to assess He accuracy of ICD codes for cerebrovascular diseases in medical insurance claims (ICMIC) and to investigate the reasons for error. This study was designed as a preliminary study to establish a nationwide surveillance system. Methods : A total of 626 patients with medical insurance claims who indicated a diagnosis of cerebrovascular diseases during the period from 1993 to 1997 was selected from the Korea Medical Insurance Corporation cohort (KMIC cohort: 115,600 persons). The KMIC cohort was 10% of those insured who had taken health examinations in 1990 and 1992 consecutively. The registered medical record administrators were trained in the survey technique and gathered data from March to May 1999. The definition of cerebrovascular diseases in this study included cases which met ore of two criteria (Minnesota, WHO) or 'definite stroke' in CT/MRI finding. We questioned the medical record administrators to explain the error if the final diagnoses were not coded as stroke. Results : The accuracy rate of the ICMIC was 83.0% (425 cases) Medical records were not available for 8.2% (51 cases) due to the closing of hospitals, the absence of a computer system or omission of medical record, etc. Sixty-three cases (10.0%) were classified as impossible to interpret due to insufficient records in 'major clinical symptoms' or 'neurological deficits'. The most common reason was 'to meet review criteria of medical insurance benefits (52.9%)'. The department where errors in the ICMIC occurred most frequently was the department for medical insurance claims in the hospital. Conclusion : The accuracy rate of the ICMIC was 83.0%.

  • The history of modernization of Korea is divided into two folds of the colonial era in the 20's and the economic development era in the 60's. Most of the spaces built in the process of modernization were public spaces developed by the drive of the government. These spaces of modernization are functionality-oriented public places of production and at the same time, and they are the spaces of national power to symbolize the identity of national authorities. Along with changes in the society, modern spaces were reduced down to monument buildings without functionality and this requires new definition to renew the identity of modern spaces. Small stations, power plants, mines, warehouses, abandoned factories, and etc... the study has paid attention to the process of changing thought, one of the main characteristics of modernization, the relations of modern concepts projected in the spaces, framework of modern society, and placeness in the process of framework building and relations of people in the spaces with video records on the process of rebuilding new identity of modern spaces and memories of the spaces. The relations of modern spaces and memory were explored in < Seoul Station > while the relations between modern spaces and records and place identity were explored in < Onyang Folk Museum > and < Okpo Shipyard > respectively. In the relations between space identity and memory in each space, the ironic relations of power in modern spaces (placeness) and personal narrative (memories) were explored with oral narrative and video footage.

A Cause Analysis of Missed Fractures in an Emergency Medical Center (응급센터에 내원한 외상환자에서 간과된 골절의 요인 분석)

  • Purpose: A missed fracture is a very common occurrence in the Emergency Department (ED) and can have serious results because of delays in treatment, resulting in long-term disability. It is also one of the most common causes leading to medical legal issues. We analyzed the causes of missed fractures by using a bone scan which is known to be an effective tool for diagnosing bony lesions. Methods: We reviewed the medical records of trauma patients who underwent a bone scan after being discharged the ED from September 2006 to March 2008. Cases of missed fractures were identified by using electronic medical records to review each diagnosis. Definition of missed fracture was read after bone scan by radiologist. We decided that there was no fracture if we read 'trauma-related lesion' or 'cannot rule out fracture' on a bone scan read by a radiologist. Enrolled patients were analyzed by age, sex, time until bone scan and Injury Severity Score (ISS). Patients were divided into two groups, alert mentality and not-alert mentality, so there were split between a diagnosis group and a missed fracture group. ISS was also used in determining the severity of the patient's injury upon discharge from the ED. Results: A total of 532 patients were enrolled in this study. Of those, 487 patients were in the diagnosis group, and 45 patients (8.4%) were discovered to have had a fracture. Of the 45 missed fracture patients, 34 patients (6.4%) had one-site fractures, 8 patients (1.5%) had two-site fractures, and 3 patients (0.6%) had three-site fractures. The most commonly missed fracture was multiple rib fractures (18 patients, 30.5%), followed by lumbosacral (LS) spine fractures (10 patients, 16.9%), thoracic spine fractures (8 patients, 13.6%), and clavicle fractures (6 patients, 10.2%). Mean age was $50.12{\pm}18.54$ years in the diagnosis group and $57.38{\pm}16.88$ years in the missed fracture group. For the diagnosis group, the mean ISS was $9.03{\pm}8.26$, but in the missed fracture group it was $17.53{\pm}9.69$. Missed fractures were much more frequent in the not-alert mentality (p<0.01) and in the high (ISS$ ISS{\geq}16$) group (p<0.01). Conclusion: Missed fractures occur most frequent in patients of old age, not-alert mentality, and high ISS. Multiple rib and spine fractures were found to be the most frequent missed fractures, regardless of trauma severity. This study also shows a high possibility of clavicle and scapula fractures in patients with severe trauma.

DECIPHERING THE DOUBLE MEANINGS OF THE COWHERD STAR (견우성의 이중적 의미에 대한 해석)

  • The Cowherd Star and the Weaving Maid Star have been famous stars in East Asian countries. Nowadays Altair is defined to be the Cowherd Star in public materials including science books, mass media, public outreach programs, and movies played in public planetariums and science museums. However, in astronomical books and star-charts in history, the Cowherd Big Star (牽牛大星) has been known to be Dabih or $\beta$ Cap in the constellation Capricorn, and the asterism Cowherd consists of six stars including Dabih. Since the same title is given to the different objects simultaneously, considerable misunderstanding and confusion among the public have occurred. In this paper we consider this problem in two aspects. One aspect is which star has been defined to be the Cowherd Star in ancient literatures; the other is which stars were regarded as the Cowherd or the Cowherd Star in the historical records of occultation or conjunction in History of Koryo, Annals of the Choson Dynasty, and Daily Records of Royal Secretariat of the Choson Dynasty. As a result, we see that Altair has been regarded as the Cowherd Star in folklore and literature, but Dabih has been defined to be the Cowherd Big Star in astronomical works. An explanation proposed by previous researchers on the reason why such double meanings have been appeared is introduced. In the explanation, the fact that the Altair was defined as the Cowherd Star in ancient times had not been handed over properly, and the name of Cowherd was later put to the Dabih and its surrounding five stars to form one of 28 lunar lodges. Based upon these facts, we suggest the following ideas: (1) Altair should be introduced to be the Cowherd Star in public-friendly programs, and Dabih should be noticed to be the Cowherd Big Star in the field of history of astronomy. Dabih should be added as the astronomical Cowherd Big Star in academic books such as a dictionary of astronomical terminology. (2) The Korean pronunciation for Altair should be al-tear instead of al-tairu in accordance with the definition in the astronomical terminology dictionary compiled by the Korean Astronomical Society.

A Study on Policy-making, Leadership and Improvement of Professionalism for Audiovisual Archives Management in Korea (국내 시청각 기록관리 정책 리더십 및 전문성 제고 방안 연구)

  • The focus of this paper lies on the fact that the 'management' and 'utilization' of audiovisual archives are still not specialized in both the public and the private sectors. The use of online video platforms including 'YouTube' has became common. Accordingly the production and collection of high-definition and high-capacity audiovisual archives has been rapidly increasing. However, it also emphasizes that there are no references or principles in the current Public Records Act and its enforcement rules, public standards, and guidelines. This paper ultimately examines the provisions that are related to audiovisual archives of the current Public Records Act, which needed to be revised and enacted due to the lack of an audiovisual archives management manual of national institutions, public broadcasters, and organizations can refer to. In addition, this study tries to find out what kind of systems and guidelines are used in audiovisual archives management. This paper examines the current state of standardization of audiovisual records of the National Archives. It also analyses the systems and the guidelines methodically for efficient audiovisual record management in the public records management sector. It suggests the new direction of relevant public standards and guidelines through this research. Futhermore, it measures to activate the audiovisual management policy-making functions of the National Archives. The necessity of establishing a Public Audiovisual Archives as an organization was also reviewed in this paper. The Public Audiovisual Archives will collect Public Audio and Videos systematically and comprehensively through the legal deposit system. And it will be operated by the management and the utilization system so that it can be used for public as a collective memory. Finally, it will takes a charge of a professional role in audiovisual record management field, such as technology standardization to safeguard and protect the copyrights through this process.

Study on Traditional Korean Intertwinement of Textile (한국의 전통 엮음직물에 관한 고찰)

  • Different method of textile fabrication had existed since the ancient times, but the most dominant form was the 'weaving' method which embodies the cross fabrication of vertical and horizontal threads using special weaving machines (looms). In addition, fabrication methods like knitting, felt, and lace were commonly practiced while intertwinement methods like twisting, braiding, and knotting techniques were frequently used for weaving strings and braid type textiles. In the past, people did not pay attention to strings and braids because they were classified as non-textiles, but, in this paper, we have expanded the scope of definition of textile to include strings and braids, and seek to conduct in-depth research on various different intertwinement of textiles. The adaptation of intertwinement method in arts and crafts enables limitless creative works reflecting the ever-changing taste and style of the creator. This creativity is further broadened by the fact that intertwinement methods encompass no set patterns and the subject and shape of its creation is as broad as its artistic pursuits. We can infer the knowledge of our ancestors, their aesthetic taste, and the pattern of life from these creations. In addition, these creations can provide comfort and improve the quality of life of modem people who are deeply deprived of sentimental and emotional solitude in the technological civilization of the 21stcentury. The main purpose of this paper is to examine traditional Korean arts and crafts made using the intertwinement methodology through the context of strings, braids, straw crafts and knotting method. Then it will conduct through research on the different materials, forms, characteristics, usage and other key notions based on the currently preserved records and relics to contribute to the research on traditional textiles and provide the foundations to the development of the Korean culture and cultural products, reflecting the true sole and aesthetics of traditional Korean textile crafts.

Personal technique for definite repair of complete unilateral cleft lip: modified Millard technique

  • Background: Millard's rotation-advancement repair, which is used by many surgeons, can make a natural philtral column, but most surgeons use a modification of the rotation-advancement flap. The purpose of this article is to introduce a modification utilized by the authors and to provide detailed surgical procedure. Methods: We retrospectively reviewed 82 patients' medical records and presented surgical technique and outcomes. The main features of the authors' strategy are emphasizing horizontal length of the lip, orbicularis oris muscle duplication for improving the definition of the philtral column, overcorrection of domal portion than the non-cleft side in order to compensate for the recurrence during growth. Two judges rated two times the appearance of the patients' nose and lip using Asher-McDade aesthetic index. Intra- and interobserver reliabilities were determined using Cohen's kappa statistics. Results: All patients recovered eventually after surgery; however, two patients have a minor complications (wound infection in one patient, wound disruption due to trauma in the other patient). The improvement of the aesthetic results can be achieved with this modified Millard technique. Total mean scores of the Asher-McDade index was 2.08, fair to good appearance. The intraobserver reliabilities were substantial to almost perfect agreement and the interobserver reliabilities were moderate to almost perfect agreement. Conclusion: We modified Millard method for repair of complete unilateral cleft lip. The surgical outcomes were favorable in long-term follow-up. We hope our technique will serve as a guide for those new to the procedure.
