A Study on the Quantitative Management Scheme of Weapon Systems T&E (무기체계 시험평가업무 정량적 관리방안 연구)

  • In this paper, we suggest a quantitative management scheme to accomplish effective weapon systems test and evaluation service(T&E). The Capability Maturity Model Integration(CMMI) process model has been introduced and applied for that purpose by the 8th directorate, Agency for Defense Development(ADD). Although a CMMI process model was developed focusing on the software development, systematic approaching scheme in the CMMI process model can be utilized for the quantitative management implementation of a weapon systems T&E service. To manage a T&E service quantitatively, at first, organizational performance objectives and sub processes are established, and then each performance indicators and performance base lines are followed.

  • Recently many studies of Radar systems mounted on ground vehicles for autonomous driving, SLAM (Simultaneous localization and mapping) and collision avoidance are reported. In near field, several hits per an object are generated after signal processing of Radar data. Hence, clustering is an essential technique to estimate their shapes and positions precisely. This paper proposes a method of grouping hits in range-doppler domains into clusters which represent each object, according to the pre-defined rules. The rules are based on the perceptual cues to separate hits by object. The morphological connectedness between hits and the characteristics of SNR distribution of hits are adopted as the perceptual cues for clustering. In various simulations for the performance assessment, the proposed method yielded more effective performance than other techniques.

  • The aim of this study is to analyze how both the quality of KMS (Knowledge Management System) and its organizational factors have effect on the utilization and user satisfaction in the defense sector. This study has verified the effects and identified the main factors affecting KMS performance measures. The nature of KMS quality and its organizational characteristics were deduced from previous research results, and a questionnaire survey was conducted on 250 KMS users in the defense sector on the performance of KMS based on the time spent on KMS and the overall satisfaction through which the hypothesis was verified. This study has made several contributions in the fact that it had provided the opportunity to analyze which factors have impact on knowledge management performance in the defense sector and the utilization and users' satisfaction of KMS reflecting the viewpoint of the organizational characteristics of the military, while studying the factors which can affect the performance for knowledge management.

Submarine Free Running Model Development and Basic Performance Analysis (수중함 자유항주모형 개발 및 기본 성능 분석)

  • This paper describes the results of the development of the submarine Free Running Model (FRM). First, the goal of development was set based on the test conditions and the test environment, and the system was obtained accordingly. The target submarine, Joubert BB2 submarine, was selected with a scale of 18.35 in accordance with the development goal. In order to conduct a submarine FRM test underwater, where communication is impossible, the FRM must operate at least semi-autonomously. For this purpose, an Extended Kalman Filter (EKF) based underwater integrated navigation system and control system using a sailplane and an X-shaped sternplane were designed respectively. In addition, a ballast system was designed to enable the model to float to the water surface in case of an emergency. To verify its propulsion, navigation, and control performance, the FRM tests were conducted in both indoor and outdoor basins. As a result, the relationship between propeller RPM and vehicle speed was derived, and it was confirmed that the navigation and control performance met the target value.

Further Analyzing the Sybil Attack in Mitigating Peer-to-Peer Botnets

  • Sybil attack has been proved effective in mitigating the P2P botnet, but the impacts of some important parameters were not studied, and no model to estimate the effectiveness was proposed. In this paper, taking Kademlia-based botnets as the example, the model which has the upper and lower bound to estimate the mitigating performance of the Sybil attack is proposed. Through simulation, how three important factors affect the performance of the Sybil attack is analyzed, which is proved consistent with the model. The simulation results not only confirm that for P2P botnets in large scale, the Sybil attack is an effective countermeasure, but also imply that the model can give suggestions for the deployment of Sybil nodes to get the ideal performance in mitigating the P2P botnet.

  • The on-board processor of satellite synthetic aperture radar(SAR) generates transmission signal by digital signal processing, converts it into an analog signal. At this time, the transmission signal generated from the baseband requires the frequency modulation to convert it to the high-frequency band in order to improve the stability. General frequency modulation method using local oscillator(LO) causes IQ imbalance due to phase error/magnitude error and these error reduce performance of SAR. To generate transmission signal without phase/magnitude error, this paper suggests design method of the frequency modulation method using digital to analog converter(DAC) at on-board SAR. For design, this paper analyzes the characteristic of DAC mode and uses pre-compensation filter. To analyze the proposed method performance, performance index are compared with IQ imbalance signals. This method is suitable for on-board SAR using fast sampling DAC and has the advantage of being able to solve IQ imbalances.

  • Offset is a peculiar trade form, the compensation of importing the weapon system, accompanied by the international weapon system contract. Korea has been applying offset to defense acquisition program for fostering the domestic defense industry and improving defense R&D ability since Korean offset policy was built up in 1983. However, there are not enough evidences for benefits of offset and it is rather believed that the performance management system of offset is not thoroughgoing enough because of lack of the systematic policy. It is essential to develop the well-organized performance management system in order to maximize outcomes from application of technology obtained by offset. The main objective of this paper is to propose key performance index that is practically useful to manage offset performance systematically and maximize outcomes of offset.

Performance Test of Vitiated Air Heater with High Temperature and High Pressure (고온 고압 공기가열기 성능시험)

  • This study presents the performance test results and the analyses of the vitiated air heater with high temperature and high pressure. In the performance test, four test conditions and three rake measurement conditions were implemented. In the results of the performance test, the vitiated air heater met targets of temperature and flow rate, and the performance with maximum temperature of 2000 K and maximum combustion pressure of 40 bar was confirmed. Flow rate of provided methane increased 36% more than what was calculated, and 19.6% difference was displayed between measured temperature and theoretically calculated temperature.

  • In order to establish an effective engagement plan of the missile defense system, both spatial and temporal performance analysis of the intercept system should be performed. However, research on existing missile defense systems has been mainly focused on spatial performance. In this study, time performance factors are defined through the composition and operational concept of missile defense system, and the target ballistic missile interception process is presented as integrated timeline through ballistic missile model and radar model. We also proposed an algorithm for deriving time performance. Simulation results confirm that the time performance factors can be used in the engagement planning for multi-engagement through the example of engagement planning.

An Empirical Study on the Financial Performance of Ammunition Stockpile Reliability Program upon the Defense Management (저장탄약신뢰성평가가 국방경영에 미치는재무성과에 대한 실증연구)

  • We studied the financial performance of ammunition stockpile reliability program on the Defense Management. We proposed the direct effect analysis, the indirect effect analysis and the combat power reinforcement effect as the financial performance analysis methodology. And, we estimated the financial performance using the proposed methods and the data of 2013 ASRP's data The financial performance by direct effect and indirect effect analysis was 99.96billion won and 303.7billion won. Also, The financial performance by reinforced Combat power reinforcement was 12.06 billion won. Therefore, the total financial performance of Ammunition Stockpile Reliability Program was 52.43 billion won.
