Efficiency Analysis of the Defense Research Center and Improvement of Performance (국방특화연구센터의 효율성 분석 및 연구 성과 향상방안 연구)

  • Recently, the investment and importance have been increasing concerning the researches which are based on fundamental studies. In defense science and technology development, the defense research centers are involved in a large portion of developing the potential capability such as defense applied technology, enhanced human resource, etc. In this paper, we analyzed the relative efficiency of 9 research centers(9 DMU : Decision Making Unit) supported by the defense budget, using DEA(Date Envelopment Analysis) method especially with the CCR-I(Charnes, Cooper, Rhodes-Input) model. Some variables are selected such as budget(input data), patent, article and human resource(output data) to be analyzed. Conclusively, the needs to identify performance-indicators, increase incentives to promote the performance and induce enthusiastic participation in defense science and development projects, are suggested via a relative efficiency analysis.

  • In this paper we develop a model for the performance evaluation of defense R&D test development projects based on analytic hierarchy process. First, evaluation indicators are collected through the related literature survey and a delphi inquiry method. Second, stepwise multiple linear regression is used for developing a hierarchical structure for analytic hierarchy process in the evaluation model, which can make the selected evaluation indicators of the hierarchical structure independent. Also we verify the effectiveness of proposed indicators of the performance evaluation by comparing with the existing evaluation indicators. The developed indicators for the performance evaluation is more reasonable and practical than the previous indicators on defense R&D test development projects.

  • There are many evaluation models to measure the informatization level of an organization and information system project in the ministry of National Defense of Korea. A information system has to keep up with the environment change as well as the advanced recent information technology (IT). Therefore, the evaluation of an information system project to enhance the performance of the information system should be different from the existing evaluation methods. This study suggests an evaluation case of information system projects to enhance the performance of an information system. In order to achieve the objective of this study, the following steps are taken. First, it reviews the background and the scope of the project to enhance the performance of the Defense Material Information System (DMIS). And it sets up the evaluation logic and develops performance indexes. Then it applies these newly developed performance indexes to the information system project and measures the performance. From this study, we found that both the diffusion and the experience accumulation by its continuous use are significant factors in such evaluations.

  • MRDS is a short range missile/rocket defense system which protects a main battle tank(MBT) from threats at a short range. It is composed of 2 radars, 2 infrared trackers(IRT)s, 1 fire control computer(FCC), 2 launchers and countermeasures. In this paper, the radar and the IRT models based on sensing errors, the FCC model based on filtering errors, the launcher model based on driving errors and the countermeasure model based on flying errors are proposed to analyze the defense performance with the approaching RPG-7 and the moving MBT. The simulation results are presented to evaluate and verify the effectiveness of the proposed method.

  • Since 2012, the Navy has been conducting a defense experiment project to evaluate the possibility of military application by introducing new technologies related to excellent private informatization in the defense field. There are many projects that have spread because they are suitable for military use, but some have ended as experimental projects themselves because they do not meet the military's required performance. Continuous development is required as increasing the spread rate by successfully carrying out defense experiment projects is the basis for defense reform. This study analyzed the performance of major projects carried out by the Navy and presented considerations for the development of defense experiment projects to be carried out by the Navy in the future. The main achievements were derived in various ways in terms of project performance and system operation, and the considerations can be summarized in the field of raising business requirements, securing resources for system operation, determining the size of companies for project execution, and security measures. The research results can be used as data to determine the required defense experiment project and efficiently carry out the project.

  • Today, the importance of test and evaluation of defense systems is increasing day by day. In performing efficient defense systems test works, process improvement based on quantitative management is essential. The purpose of this paper is to present the results of process improvement for the defense systems test works of the test organization based on quantitative management activities. As a methodology to confirm process improvement performance, the 'MPM(Managing Performance and Measurement)' practice area of the CMMI model was applied. The quantitative management model for defense systems test works was developed so that it could be practically applied not only to the entire test organization but also to the organization at the department level that actually performs the test work. Finally, the application cases of the quantitative management model for defense system test works and the results of process improvement were described.

  • Exploiting models and simulations are encouraged among the defense acquisition society, as now enforced by the Defense Aquisition Program Administration's regulations. They are useful and, sometimes, inevitable especially in an earlier phase of system development. Computer-simulation-based experimentation technique for the system operational performance analysis for a torpedo defense system is introduced in this paper. Problem definition for the torpedo defense system analysis and engineering efforts for models and simulations development are presented here, including defining measures of performance and effectiveness for the torpedo defense system, conceptual modeling for torpedo engagement and defense simulation, design of experimentation, design of simulator and experimentor, and hardware and software implementation of an analysis support tool - a system operations demonstration and experimentation simulator.

  • University Research Centers specialized in defense technology(DURCs) were designed to develop fundamental knowledge and to acquire core technologies related to defense development by conducting creative and interdisciplinary research. The centers also have a function of fostering scientists and practitioners possessing defense-oriented cross-disciplinary knowledges. Since the outset of the DURC in 1994, Sixteen DURCs have been funded and eleven DURCs are now in operation. The purpose of this paper is to analyse the operational status and the performance of DURCs and to suggest ideas on improving the effectiveness of the DURC program by comparing with the Korea Excellent Research Center program and the U.S. National Science Foundation(NSF) Engineering Research Center(ERC) program.

Robustness of RED in Mitigating LDoS Attack

  • The Random Early Detection algorithm is widely used in the queue management mechanism of the router. We find that the parameters of the RED algorithm have a significant influence on the defense performance of the random early detection algorithm and discuss the robust of the algorithm in mitigating Low-rate Denial-of-Service attack in details. Simulation results show that the defense performance can be effectively improved by adjusting the parameters of $Q_{min}$ and $Q_{max}$. Some suggestions are given for mitigating the LDoS attack at the end of this paper.

  • The satellite-based ionospheric model consists of local first-order plane function parameters for individual satellites and provides excellent accuracy in the flat ionospheric environment of the Korean Peninsula. This paper analyzes the performance of such model under the rapid changes in the ionosphere. Rapid changes in the ionosphere were observed in Korea from September to October 2014, and a satellite-based ionosphere model was applied to Wide Area Differential GPS (WADGPS) to analyze the navigation performance and the performance of estimating ionospheric delay errors. After processing the test data, it was confirmed that there was a deterioration in navigation performance and extrapolation performance in low-latitude areas and analyzed the cause.
