  • This study suggests the applicability of an AHP(Analytic Hierarchy Process) to improve the validity and fairness of evaluation index to assess the defense core-technology R&D projects. This study focused on the design of the proposal and performance evaluation index to structure them into a hierarchy using AHP which can be applicable to take the opinion of the defense R&D experts. Using the refined evaluation index, we propose a technique to enhance the reliability of the defense R&D projects evaluation system.

  • This paper decribed the development of Thermal Imaging Oservation System(TIOS) using the serial-parallel scan method. The detectors scan five lines at a tine. These are put into serial order by electronic scan converter. Digital memory and high speed multiplexer are used for the serial conversion instead of charge coupled devices. As a result, thermal imaging system be presented with exellent performance which MRTD value is less than $0.5^{\circ}K$ at 7.5 cycles/mm.

  • 최근의 전장 환경은 전투 공간에서 파악 가능한 모든 요소를 효과적으로 연계하여 정보의 우월성을 기반으로 전투력을 향상시키는 네트워크 중심전 체제로 진화하고 있다. 이에 우리 군은 네트워크 중심 전장 환경의 핵심 요소로서 전술다대역다기능무전기를 개발해왔으며, 기존 아날로그 방식 무전기를 기반으로 네트워크를 구성하여 운용하는 체계에 순차적으로 적용될 예정이다. 이는 지상 무기체계도 예외는 아니다. 이러한 상황에 따라, 본 논문에서는 지상 무기체계 환경에서 전술다대역다기능무전기의 성능 평가 및 분석을 수행한다. 성능 평가에서는 실제 전술다대역다기능무전기를 기반으로 지휘통제체계와 무장통제장치 간의 무선 통신환경을 모의 구성하여 성능 시험을 수행하였으며, 결과 분석을 통해 전술다대역다기능무전기의 지상 무기체계 적용 가능성을 확인한다.

  • A general purpose aircraft mission performance analysis program has been developed. The program can be used in design mode or in analysis mode. Fuel weight for a given mission profile can be estimated when the design mode is chosen, while mission time or mission range for a given fuel can be estimated when the analysis mode is chosen. The mission analysis program is written with JAVA and includes GUI(Graphic User Interface) for users' conveniences. With a proper combination of databases for propulsion, aerodynamics and weight, the program can be configured to compute the performance of any type of aircraft. The program is validated by comparing its results with the results of a well known performance analysis program by ADD(Agency for Defense Development).

  • In this paper, I introduce Phase-Change Cooling for thermal management of high power devices that can be applied to High Power Laser and Electric Propulsion Systems which are composed of multiple distributed superheat sources. Phase-Change Cooling can be good used to efficient cooling of their heat sources. Phase-Change Cooling has extremely high efficiency of two-phase heat transport by utilizing heat of vaporization, relatively low flow rates and reduced pumps power. And I suggest TPI(Thermal Performance Index) which is a quantitative performance index of Phase-Change Cooling for thermal management. I quantify the performance of Phase-Change Cooling by introducing TPI. I present the test results of TPI's changing refrigerant, heat sink and flow rate of the Phase-Change Cooling system through the experiments and analyze these results.

  • In order to successfully manage of the state-of-the-art weapon system R&D program which are under the limited budget and schedule but also has a high level of technical risks, it is gaining weights to use such a scientific program management tool as TPM. Therefore, the purpose of this research is to review the concept of the TPM and its relation among MOE, MOP and TPM, and introduce an application method of TPM mainly focusing on helicopter development program. It has the organized structure, detailed procedure and 282 parameters for performance management through the TPM.

  • This paper presents the quantitative evaluation method for technologies acquired from the defense offset program. We firstly deduced the consideration in development by gathering the opinions of 128 experts by conducting a survey. Next, we made up an additional 49 experts for developing a performance management system of the offset program. The management system covered 4 technology fields which are defense R&D, depot maintenance, performance improvement, and manufacturing. The development procedure was composed of 4 parts: setting-up of work process, defining performance indicators, calculating weighted values of each indicator, and devising quantitative method. The results of this research could be used for enhancing the effectiveness of the offset program in 3 ways: establishing a systematic work process after acquisition of technology in offset program, establishing the positive feedback architecture by providing incentives to superior institute or company which is appointed through quantitative performance evaluating, and publicizing and promoting quantified outstanding performances for contributing to advance the offset program.

  • This research attempts to acquire technical performance measure information based on identifying the Critical To Quality(CTQ) parameters of user requirement by using Quality Function Deployment(QFD) methodology in the initial phase of a defense R&D project. This results will contribute to the integration of technical progress to the Work Breakdown Structure(WBS) based project performance tracking. It also improve the bridging of systems engineering activities to the project management and the project decision making process.

  • In this paper, the TTSE (Target size and Triangulation-based target Size Estimator) algorithm is proposed to estimate static target size in an imaging environment. The target size information is an important factor for accurate imaging target tracking. However, the imaging sensor cannot generate distance between the missile and target to calculate the target size. To overcome the problem, we propose the TTSE algorithm, which is based on target size and triangulation. The proposed method performance is tested in a target intercept scenario. The experiment results show that the proposed algorithm has better performance than the conventional algorithm (ET-TSE) for accurate CCD target size estimation.

  • In this paper, a novel MBE (Model Based target size Estimator) is presented for SDIIR (Strap Down Imaging Infrared) seekers. The target tracking requires the target size information for which residual range between target and missile should be provided. Unfortunately, in general, the missile with passive sensor such as IIR (Imaging Infrared), CCD (Coupled Charging Device) cannot obtain range information. To overcome the problem, the proposed method enables the SDIIR seeker to estimates target size by using target size model and track the target. The performance of proposed method is tested at IIR target tracking of target intercept scenario. The experiment results show that the proposed algorithm has the relatively good performance.
