  • Ministry of National Defense plans to harness AI as a key technology to bolster overall defense capability for cultivation of an advanced strong military based on science and technology based on Defense Innovation 4.0 Plan. However, security threats due to the characteristics of AI can be a real threat to AI-based defense information system. In order to solve them, systematic security activities must be carried out from the development stage. This paper proposes security activities and considerations that must be carried out at each stage of AI-based defense information system. Through this, It is expected to contribute to preventing security threats caused by the application of AI technology to the defense field and securing the safety and reliability of defense information system.

  • As Cyber threats are rising, the scope of information Security (IS) is extending from technical protection of a single information system to organizational comprehensive IS capability. The ministry of National Defense (MND) has established the IS evaluation for defense organization in 'the Directive for Defense Informatization Affairs.' However, no information about an evaluation method, process and organization is provided. We surveyed information security management system (ISMS) and related best practices in public sector and other countries, and analysed the military information security affairs. Thus, this paper recommends the IS evaluation method and process. The trial IS evaluation is in progress this year and the MND will expand this IS evaluation to the entire organization.

  • This study is aimed to investigate the application of DITA(Defense Information Technical stAndard) on the weapon information systems and defense management information systems in order not only to update the current DITA version 4.0, but also to develop SoS(System of systems) interoperability policy in the armed forces of Korea. For this study, 18 information systems were considered, their development products(System/Sub-system Specification, Technical architecture View, System Interoperability Test and Evaluation products) were reviewed and analysed. As a result of the investigation and analysis, it was found that the 44% of the DITA standard profiles were used for the development of the defense information systems. We conclude that DITA should be updated to be a minimal set so that all the defense information systems should be DITA-compliant. And it should be reviewed periodically to reflect the new information technology.

  • There is a description that you cannot manage what you do not measure. The Korea Ministry of National Defense (MND) is conducting evaluations in various fields to obtain meaningful effects from IT investments, and views that the evaluation of the defense informatization sector is divided into defense informatization policy evaluation and defense informatization project evaluation. The defense informatization level evaluation can measure the informatization level of MND and the armed forces or organizations. Since the evaluation system being studied to measure the level of defense informatization is composed mainly of qualitative metrics, it is necessary to reconstruct it based on quantitative metrics that can guarantee objectivity. In addition, for managing the level of change by evaluation objects, the evaluation system should be designed with a focus on homeostasis of metrics so that it can be measured periodically. Moreover, metrics need to be promoted in terms of performance against targets. To this end, this study proposes to measure the level of defense informatization by dividing it into defense information network, computer systems, interoperability and standardization, information security, information environment, and information system use, and suggests their metrics.

  • There are many evaluation models to measure the informatization level of an organization and information system project in the ministry of National Defense of Korea. A information system has to keep up with the environment change as well as the advanced recent information technology (IT). Therefore, the evaluation of an information system project to enhance the performance of the information system should be different from the existing evaluation methods. This study suggests an evaluation case of information system projects to enhance the performance of an information system. In order to achieve the objective of this study, the following steps are taken. First, it reviews the background and the scope of the project to enhance the performance of the Defense Material Information System (DMIS). And it sets up the evaluation logic and develops performance indexes. Then it applies these newly developed performance indexes to the information system project and measures the performance. From this study, we found that both the diffusion and the experience accumulation by its continuous use are significant factors in such evaluations.

  • Evolutionary acquisition is an alternative to the grand design acquisition approaches. It has activities to make it possible to develop quickly and respond flexibly to changing customer needs and technological opportunities. The Ministry of Defense adopted an evolutionary strategy to acquire defense information systems. but it does not work well always. We look at problems from aspects of acquisition system and project management. We benchmark successful cases for evolutionary acquisition strategy in the DoD, the pubic and the private sector. We suggest an evolutionary strategy for defense information systems. The evolutionary strategy in this study includes an evolutionary acquisition framework, an evolutionary acquisition process, and an evolutionary acquisition guideline for defense information systems. The evolutionary strategy can help to implement evolutionary acquisition process for defense information system, and the process can increase the success rate of projects.

  • The SBA Integrated Information system is constructed and operated for scientific and systematic management of Defense information utilizing whole process of weapon system acquisition from requirement institution to operation maintenance. In order to utilize m&s resources actively and effectively in the life cycle of weapon system acquisition, efficient management plans of the SBA integrated Information system is required. As a result of identifying usage on SBA Information system and performance of operation performance measurement, it was defined that establishment of the SBA Integrated Information system process and provision of detailed system are mandatory for activating m&s resource and supporting process of acquisitions. In this study, Defense m&s information system is analyzed and improvement plans of SBA Integrated Information system is provided for efficient operation of SBA integrated Information system.

  • Agency for Defense Development (ADD) developed the Submarine Acoustic Information Management System (SAIMS Version 1.0) capable of interfacing some submarine sensors in operation and predicting detection environments for sonars. The major design concepts are as follows: 1) A proper acoustic model is examined and optimized to cover wide spectra of frequency ranges for both active and passive sonars. 2) Interfacing the submarine sensors to an electric navigation chart, the system attempts to maximize the applicability of the information produced. 3) The state-of-the-art database in large area is built and managed on the system. 4) An algorithm, which is able to estimate a full sound speed profile from the limited oceanographic data, is developed and employed on the system. This paper briefly describes design concepts and algorithms embedded in the SAIMS. The applicability of the SAIMS was verified through three sea experiments in October 2003-February 2004.

  • This study shows the scientific and systematic Evaluation Model using factor analysis and AHP methods for the success of defense Information System R&D projects. The evaluation model was divided into 7 evaluation factors such as Developing support, Developing infrastructure, Developing management and test & evaluation, Support factors for strength, Understanding & developing strategy, Developing technology & organization, and Developing performance. And those were composed of totally 24 low level Evaluation index. The Developed Evaluation Model in the paper could be contributed more to objectively and transparently company selection of defense Information System R&D and other defense R&D Projects in the future.

  • 최근 들어 네트워크1로 연결된 체계들을 효율적으로 운영하여 최대의 효과를 달성하기 많은 연구들이 수행되고 있다. 하지만 지휘통제체계 네트워크 구조 분석에 관한 연구는 상대적으로 미흡한 실정이다. 따라서 본 연구에서는 지휘통제체계 중 육군의 SPIDER체계를 대상으로 소설 네트워크 분석 (Social Network analysis)기법을 이용하여 중앙성분석과 시각화(Visualization)를 통해 핵심노드를 식별하는 arms value 알고리즘을 제안하고 분석 결과를 기반으로 TICN체계 전력화시 기초 연구자료로 활용하고자 한다.
