도로인근 유역의 토석류 위험평가 및 등급화 방안 (Debris Flow Risk Evaluation and Ranking Method for Drainage Basin adjacent to Road)

  • Technical countermeasures against debris flow should be established upon the risk level of the target location. Risk of debris flow should consider the hazard imposed by debris flow and vulnerability of the facilities to debris flow. In this research, we have defined the target location for risk evaluation and suggested scoring method of hazard of debris flow and vulnerability of road to debris flow. By defining risk rank into 6 categories in terms of possibility of damage during rainfall and using the risk scores of 46 debris flow cases, we have suggested risk ranking matrix. The method can be used in ranking the drainage basin adjacent to road by simply determining the hazard with vulnerability score and can be used for planning the debris flow countermeasures.

  • 본 연구에서는 토석류를 비압축성의 불안정한 유체로 가정하여 토석류의 피해범위를 시뮬레이션하는 GIS 기반의 프로그램의 개발에 대해 다루고 있다. 개발된 Debris Flow Analyzer 프로그램은 입력된 DEM을 완만하게 재정리한 후, 대상지역에 대한 경사, 토석류 이동 방향, 계곡을 추출한 결과와 토석 부피, 물 부피, 속도, 유효 점도, 동적 마찰계수를 취합하여 유한차분법을 적용하여 시간에 따른 토석류 이동 형태를 시뮬레이션하게 된다. 또한 이러한 시뮬레이션 결과를 Google Earth에 표현하여 토석류 재해지도의 활용성을 개선하고자 하였다.

  • Different criteria for evaluating vulnerability of debris flow hazard proposed by various institutes such as Korea Forest Service(KFS), Korea Institute of Geoscience and Mineral Resources(KIGAM), Ministry of Public Safety and Security (MPSS) and Korea Expressway Corporation (KEC) were reviewed and discussed. Assessment of debris flow hazard for natural slopes around land for house development was carried out on the basis of the report about results of performing in-situ survey. Results of evaluating vulnerability of debris flow hazard by using these methods were compared to each other to discuss appropriateness of their evaluation and to recommend improvement.

도시지역 토사재해 위험지역의 유형화: 서울시를 사례로 (Categorize Debris Flow Hazard Zones in Urban Areas: The Case of Seoul)

  • 본 연구는 도시지역 토사재해 위험지역에 대한 특성을 살펴보고, 다변량 통계분석을 이용하여 위험지역들을 유형화하여 관리전략상의 시사점을 도출한다. 사례분석은 서울시 산재된 토사재해 위험지역 49개소 현장조사 표본자료를 대상으로 하며, 조사항목의 특성정보를 이용하여 분석을 수행하였다. 분석 결과, 도시지역 토사재해 위험지역에는 계류부 하단 주변에 공원, 택지, 도로 등이 주로 위치하고 있으며, 다수의 주택가가 위험 지역과 인접해 있음을 알 수 있었다. 또한 군집분석과 판별분석을 통해 토사재해 위험지역은 크게 2가지 유형으로 구분되며, 위험지역에 대해 중점적으로 고려해야 할 요소는 주변 토지이용과 비탈면 경사임을 확인하였다. 이들 인자를 근거로 각 유형별 특성을 고려한 도시지역 토사재해 관리전략 상의 시사점을 도출하였다. 본 연구에서 제시한 분석방법과 관리전략상의 시사점은 기존의 산지 중심의 위험지역 관리대책에 더하여 피해 영향권에 해당하는 시가지에 대한 관리대책을 고려함으로써 토사재해에 보다 효과적으로 대응할 수 있는 기초가 될 수 있을 것으로 기대된다.

A Study on the Debris Flow Hazard Mapping Method using SINMAP and FLO-2D

  • This study conducted an evaluation of the extent of debris flow damage using SINMAP, which is slope stability analysis software based on the infinite slope stability method, and FLO-2D, a hydraulic debris flow analysis program. Mt. Majeok located in Chuncheon city in the Gangwon province was selected as the study area to compare the study results with an actual 2011 case. The stability of the slope was evaluated using a DEM of $1{\times}1m$ resolution based on the LiDAR survey method, and the initiation points of the debris flow were estimated by analyzing the overlaps with the drainage network, based on watershed analysis. In addition, the study used measured data from the actual case in the simulation instead of existing empirical equations to obtain simulation results with high reliability. The simulation results for the impact of the debris flow showed a 2.2-29.6% difference from the measured data. The results suggest that the extent of damage can be effectively estimated if the parameter setting for the models and the debris flow initiation point estimation are based on measured data. It is expected that the evaluation method of this study can be used in the future as a useful hazard mapping technique among GIS-based risk mapping techniques.

  • Debris flow has been considered as one of the major natural hazards and possesses tens to hundreds times higher destructive potential than that of slope failure. In the past 5 years, its occurrence frequency was and is likely to increasing due to the global warming. Although various methods such as basin vegetation or structural dams can be implemented to counter measure the debris flow, these methods are not always the right answer to the problem when magnitude of debris flow is far bigger than could be defended. Land use regulations to avoid the hazard or early debris flow warning system to evacuate the expected inundated area can be more economical and practical actions for those cases. In this study, an early debris flow warning system composed of rainfall measuring device, debris flow sensing device and video camera is introduced. The system is designed to issue the warning when rainfall threshold is exceeded or debris flow is sensed by sensing device. Developed monitoring system can be used to cope promptly with the debris flow risk.

  • Debris flows are a natural hazard which looks like a combination of flood, land and rock slide. Large rainfall in July 2006 produced several large scale debris flows and many small debris flows that resulted in loss of life and considerable property and railway damage, as was widely reported in the national media. The hazard "debris flow" is still insufficiently researched. Furthermore debris flows are very hard to predict. Flexible Ring net barriers are multi-functional mitigation devices commonly applied to rock fall or floating wood protection in floods, snow avalanches and also mud flows or granular debris flows, if properly dimensioned for the process or processes for which they are intended. Overtopping of the barriers by debris flows and sediment transport is possible, supporting the design concept that a series of barriers may be used to stop volumes of debris larger than are possible using only one barrier. The future for these barrier concepts looks promising because these barriers represent the state of art for such applications and are superior to many other available options.

전파면의 경사에 따른 토석류 흐름양상에 대한 연구 (Effect of Land Slope on Propagation due to Debris Flow Behavior)

  • As sudden rainfall has happened, the debris flow has occurred in the mountain area. Recently sudden rainfall occurred so frequently caused by abnormal climate. Thus debris flow hazard had consecutively increased damage because of debris flow. Recently, Enormous damage due to debris flow have occurred in Korea. Various studies have been conducted to prevent search debris flow hazard. This study was carried out for debris flow behavior according to the land slope on propagation. It is the important one among factors that are related to the propagation over the city with respect to debris flow discharge and depth. For the numerical simulations in this study, the land slope was varied of 5, 0, $-5^{\circ}$ to investigate the debris flow behavior with the FLO-2D, often recommended by FEMA to simulate debris flow. To verify the performance of FLO-2D, comparison with the USGS experiments (Iverson et al, 2010) was conducted. From numerical results the propagation length of the debris flow was found the most sensitive one. Maximum of debris flow thickness and velocity and structural vulnerabilities were investigated to the effect of land slope. They was became smaller according to land slope of 5, -5, $0^{\circ}$ in the order. As a result, debris flow behavior analysis about the effect of the land slope could contribute to understand the vulnerability of city for debris flow hazards.

  • 토석류는 사면 붕괴, 산사태, 홍수 등과 같은 인명 및 재산피해를 수반하는 자연재해의 일종이다. 2006년 7월 집중호우로 인하여 대규모 토석류가 발생하였으며, 이에 따라 고속국도, 일반국도, 철도 등의 국가 기간망이 통제되어 언론에 보도되는 사태가 발생하곤 하였다. 토석류에 대한 연구는 지금까지 충실히 수행되지 않은 것이 사실이다. 원인으로는 예측이 매우 어려웠을 뿐 아니라, 발생위치가 산지에서 주로 발생하였으며 도심지 및 주택가에서 발생하지 않아 국민들에게 부각되지 않았던 이유도 있다. 본 연구에서는 토석류를 방지하기 위하여 사방댐 등의 대책방안이 수립되어 적용되어 오고 있으나, 단점 및 보완점을 개발하여 새로운 기법을 적용하였다. 또한, 계곡부의 특성 및 형상에 따라 다단계의 유연성 시설물을 설치함하여 인명 및 재산피해를 최소화 할 수 있도록 고안하였다. 대상지역을 2개소 선정하여 적용성에 대한 평가를 실시하고 결과를 제시하였다. 연구결과, Site A, B 지역에 토석류 방지시설이 각각 17개와 13개가 설치요구되었다. 향후 토석류에 대한 체계적인 지침 및 방안에 대하여 정립해 나갈 필요가 있을 것으로 생각된다.

The hazard "debris flow" is still insufficiently researched Furthermore debris flows are very hard to predict. In this paper, a general over view of the debris flow problems along the highway, a generic way for the design and dimensioning of flexible barrier systems will be presented. A brief description of the various unique barrier types will be provided, too. The future for these barrier concepts looks promising because these barriers represent the state of art for such applications and are superior to many other available options.
