Through this study on utilization of de facto standards for national standards, it is researched that major de facto standards bodies status and domestic industrial fields which need utilization of de facto standards for national standards. Through overseas Case, effective usage of de facto standards will be obtained.

최근 벌어지는 기술 및 제품 경쟁은 기술수준 격차의 감소, 보급기간의 단축, 글로벌화의 확대 등으로 말미암아 표준획득경쟁의 성격을 많이 띠고 있다. 디지털화 및 네트워크화로 인해 기술 및 제품간의 호환성이 더욱 중시되는 정보통신산업의 경우 시장에서 결정되는, 비공식적 표준인 사실상의 표준(de facto standard)을 획득하기 위한 경쟁이 치열하게 전개되고 있다. 사실상의 표준 획득에 성공한 기업은 압도적인 시장점유율을 확보하는 한편 향후에도 계속 기술발전의 주도권을 장악할 수 있으며 자사의 표준을 지적자산으로 활용할 수 있는 혜택도 누리게 된다. 표준경쟁에서 우위를 점하기 위해 선진국들은 국가 내 표준화 담당 주체를 조직화하고 정부와 민간이 긴밀하게 협력하고 있으며, 선진기업들은 연구개발투자를 확대하거나 전략적 제휴를 추진하는 경우가 잦아지고 있다. 이에 대응하여 우리나라 정부 및 기업들도 표준 주도를 위한 추진체계 정비, 전략분야 집중지원, 글로벌 활동 강화, 정보축적 및 공유, 전문가 양성 등에 힘을 기울여야 할 것이다.

본 연구는 시장구조에 초점을 맞추어 산업의 표준화 활동 결정요인을 우리나라 제조업에 대해서 계량적으로 검증한다. 단체표준 제정 및 개정 여부를 산업 차원에서 표준화 활동의 대리변수로 삼았고, 그 결정요인으로 시장구조 이외에도 기술적 기회, 자본집약도, 수출비율, 산업특성(조립산업 여부) 등을 고려하였다. 분석대상은 식료, 섬유, 화학, 비금속광물, 금속, 전기전자, 기계, 자동차, 조선 등 9개 업종이며, 2006-2009년 기간 동안 혼용자료(pooling data)를 사용하였다. 추정방법으로는 로지스틱 회귀분석(logistic regression analysis)을 활용하였다. 연구결과, 시장집중도는 산업의 단체표준화 활동에 아무런 영향을 미치지 않는 것으로 분석되었다. 이는 독점적 시장일수록 소수의 대기업들이 공적 표준(de jure standards)인 단체표준보다는 '사실상의 표준(de facto standards)'에 더 관심을 가지고 있을 가능성을 보여준다. 시장구조 이외의 변수의 경우에는 기술적 기회와 조립산업 여부는 단체표준화 활동에 대해서 정(+)의 유의한 효과를 보인 반면, 자본집약도와 수출비율은 단체표준화와는 연관이 없는 것으로 분석되었다.

컴퓨터 그래픽의 사용이 보편화 되어감에 따라 컴퓨터 그래픽에 대한 표준화가 필요하게 되었다. 국가적인 차원의 공용(共用) 시스템을 개발하려는 CSDP 사업을 위해서도 공통적으로 쓰일 그래픽 라이브러리의 선정이 필요하다. 이 글에서는 여러가지 그래픽 표준들에 대해 조사 및 정리하고, 전체적인 관점에서 그들의 상관관계를 살펴보았으며, 우리가 추진해 나가야할 방향에 대하여 검토해 보았다. 따라서 ISO 같은 국제적인 공공기관에서 채택된 표준들도 중요하지만, 산업계에서 널리 사용되므로서 표준이나 마찬가지인 그래픽 라이브러리들도 중요하다. De facto standard라고 부르는 이러한 그래픽 라이브러리들을 함께 다루어 보았다.

The purpose of this study is to identify in two aspects the relationship between standardization activities and technological development at the firm level. The first aspect is to analyze the relationship between the current Korean industrial standards system and the firm's technological development vis-a-vis quality standards. The analysis reveals that even if Korean firms recognize the importance of standards, the level of product quality of the KS mark is still lower compared to the average world level. The survey also reveals that the reasons for acquiring ISO and KS marks are mainly aimed at enforcing company image and increasing quality management mind, rather than to foster technological innovation. The second aspect explores how much Korean industrial standards (KS marks) affect the firm's technological development in the Process of standards acquisition activities. The survey results show that standardization activities have a less positive impact on technological innovation than on the maintenance of consistent production works.

이더리움 토큰 스마트 계약의 표준 API인 ERC-20은 지갑이나 분산 거래소같은 응용 프로그램들에서 호환성을 보장하기 위해 도입되었다. 그러나 API의 동작에 대한 엄밀한 기능 명세와 표준 적합성 리뷰 도구는 지원되고 있지 않아 호환성 취약점 문제가 발생할 수 있다. 본 논문에서는 이더리움 블록체인의 ERC-20 토큰 스마트 계약 프로그램들의 관례상 표준에 부합하는지 검사하는 새로운 리뷰 절차와 이를 지원하는 도구를 제안하였다. 기존 이더리움 블록체인 시장 상위 100개의 토큰 스마트 계약 프로그램들을 ERC-20 API 기능 동작면에서 분석한 지식을 바탕으로 관례상 표준을 명시적으로 정의하였고, 이렇게 정의된 관례상 표준으로 새로운 ERC-20 스마트 계약 프로그램을 체계적으로 리뷰할 수 있는 방법을 설계할 수 있었다. 이 리뷰 방법을 지원하는 도구를 개발하고 벤치마크 프로그램에 대해 실험 평가하였다.

This paper proposes various measures of reliability, maintainability and availability in information technology service management(ISTM). Global ITSM standards such as ITIL(IT Infrastructure Library) and ISO/IEC 20000 are introduced. Especially availability management of De-facto and De-juire standards is concerned with users and customers of IT service. The study presents seven reliability measures, six maintainability measures and two availability measures. These results can be effectively used with a appropriate IT availability management tools such as CFIA(Component Failure Impact Analysis) and SOA(Service Outage Analysis), etc.

According to public and industrial interests on mobile graphics, a preliminary implementation regarding 3D feature visualization system on cell phone was performed using M3G API, one of the de-facto standards for mobile 3D graphic API. Through this experiment, it is revealed that scene graph structure and 3D mobile file format supported from this API is useful one for 3D geo-modeling and rendering in mobile environment. It is necessary that 3D mobile graphic standards can be considered as one component of current mobile GIS services standards to provide value-added 3D GIS contents.

현대의 의료용 방사선 발생장치는 영상을 저장하고 전송하기 위해 의료영상 표준규격으로 Digital image communications in medicine(DICOM)을 채택하고 있다. DICOM 규격에서는 피폭선량 정보 표시를 위해 DICOM dose Structured Report(DICOM dose SR)를 표준으로 제정하여 사용하고 있다. 이와 더불어 DICOM Modality Performed Procedure Step(DIOCM MPPS) 정보와 DICOM tag 정보에서도 부분적인 피폭선량 정보를 표시하고 있다. 본 연구에서는 DICOM과 관련된 피폭선량정보 표시방법에 대해 고찰하고 의료정보 시스템간의 상호연동 테스트를 위한 Integrating the Healthcare Enterprise(IHE)의 Radiation Exposure Monitoring(REM) 프로파일에 대해 살펴보았다. 의료기관에서 의료방사선피폭선량정보에 대한 품질관리를 위해서는 DICOM 정보에서 표시되는 피폭선량 정보형식에 대한 이해가 반드시 수반되어야 하고 장비도입 단계에서 관련 규격에 대한 검토가 이루어져야 한다.
