The Study of Danger Rate for Improvement of Traffic Facilities (교통시설개선을 위한 위험도 도출에 관한 연구)

  • A traffic accident is occurred by unbalance of reciprocal action of driver, vehicle and road conditions. To prevent the traffic accident, rapid and perfect road improvement is needed. But most of road improvement plans have insufficient budget. So decision maker has to determine the priority to invest. A model in this study, analyzing the effect of road conditions to the traffic accident, helps to decide the priority in road improvement. This study considered five danger indices ; 1) traffic volume, 2) speed variance, 3) vehicle mixing rate, 4) curved line radius, and 5) difference between design speed and running speed. Danger rate composed by five indices can be a scale of priority of improvement. The model in this study didn't consider all of factors about traffic accident. But this study can propose the methodology for traffic safety policy. For deriving the model, this study used data from highways in Korea and United States. Therefore the model has to apply the highways only.

Danger detection technology based on multimodal and multilog data for public safety services

  • Recently, public safety services have attracted significant attention for their ability to protect people from crimes. Rapid detection of dangerous situations (that is, abnormal situations where someone may be harmed or killed) is required in public safety services to reduce the time required to respond to such situations. This study proposes a novel danger detection technology based on multimodal data, which includes data from multiple sensors (for example, accelerometer, gyroscope, heart rate, air pressure, and global positioning system sensors), and multilog data, which includes contextual logs of humans and places (for example, contextual logs of human activities and crime-ridden districts) over time. To recognize human activity (for example, walk, sit, and punch), the proposed technology uses multimodal data analysis with an attitude heading reference system and long short-term memory. The proposed technology also includes multilog data analysis for detecting whether recognized activities of humans are dangerous. The proposed danger detection technology will benefit public safety services by improving danger detection capabilities.

Effectiveness of Direct Safety Regulations on Manufacturers and Users of Industrial Machines: Its Implications on Industrial Safety Policies in Republic of Korea

  • Background: Despite considerable efforts made in recent years, the industrial accident rate and the fatality rate in the Republic of Korea are much higher than those in most developed countries in Europe and North America. Industrial safety policies and safety regulations are also known to be ineffective and inefficient in some cases. Methods: This study focuses on the quantitative evaluation of the effectiveness of direct safety regulations such as safety certification, self-declaration of conformity, and safety inspection of industrial machines in the Republic of Korea. Implications on safety policies to restructure the industrial safety system associated with industrial machines are also explored. Results: Analysis of causes in industrial accidents associated with industrial machines confirms that technical causes need to be resolved to reduce both the frequency and the severity of such industrial accidents. Statistical analysis also confirms that the indirect effects of safety device regulation on users are limited for a variety of reasons. Safety device regulation needs to be shifted to complement safety certification and self-declaration of conformity for more balanced direct regulations on manufacturers and users. An example of cost-benefit analysis on conveyor justifies such a transition. Conclusion: Industrial safety policies and regulations associated with industrial machines must be directed towards eliminating the sources of danger at the stage of danger creation, thereby securing the safe industrial machines. Safety inspection further secures the safety of workers at the stage of danger use. The overall balance between such safety regulations is achieved by proper distribution of industrial machines subject to such regulations and the intensity of each regulation. Rearrangement of industrial machines subject to safety certification and self-declaration of conformity to include more movable industrial machines and other industrial machines with a high level of danger is also suggested.

The Human Performance Degradation in Vigilance due to Prolonged and Monotonous Tasks (경계(警戒) 임무(任務) 담당자(擔當者)의 시간지연(時間遲延)에 따르는 인간(人間) 성능(性能)의 변화(變化)에 대(對)한 연구(硏究) 및 개선방안(改善方案))

  • This study is aimed at a validation of the vigilance simulation model which was proposed earlier (2). The model estimates a perceived danger value, an alertness level and the probability of detection at a given elapsed time of vigilance. Twenty-nine male and seven female subjects were given a simple task. They were asked to detect a number(four numbers out of six digits in the telephone directory which have the probability of occurrence in the range of 0.0010-0.0018) in six different experimental conditions, for periods of two to three hours. Analysis of the experiments showed that although the mean detection rate varied slightly in two hours, the within-subject variance and the number of cyclic performance fluctuations increased significantly. A primal factor that affects the performance seems to be the frequency of target occurrence. By curve fitting, the relation between the probability of detection and the percentages of danger event occurrence was derived; $y=0.50(1-{\varepsilon}^{-50x^2})+0.39$. Assuming the equation represents the normal detection rate(100% performance), the Relative Vigilance Performance Rating was calculated. This rating method could be a useful criterion in selecting and training of the vigilance personnel. The results show that the simulation model is a good estimator of human a performance when the probability of danger occurrence is greater than 0.0015; it gives a good reference for improving the vigilance system. Suggestions are made that (1) the validity of proposed functional equations over the extended range of danger probability be studied, (2) an analysis of the cyclic fluctuations of the alertness level be accomplished, and (3) the cost functions of detection reliability be included in any future model.

  • Foam concentrate is used for fire-extinguishing purposes, occurring foam, mixed with air. In huge oil-fire or the efficiency of fire-extinguishing with small quantity of water, Foam concentrate is used widely. However, perfluorooc tanoicsulfonate and nonylpenol that are included in Foam concentrate could be exposure in danger while they were discharged. The purpose of the research is the development of environment-friendly high expansion foam that exclude the dangerous substances and improvement of danger of the existing foam concentrate. The developed foam is analyzed as the environment-friendly foam in indexes of the environment-toxicity, the biodegradation appraisal, and the dangerous substances-detecting. In addition, the performances of expansion rate, discharge rate, and fire-extinguishing are suitable in the domestic regulation, so it is useful for fire-extinguishing in real fire situation.

  • This study investigates the standard, duration period and excess mortality of extreme heat using the standardized daily mortality data from 1991 to 2004, establishing a standard threshold Criteria for Heat Health Watch Warning System in Korea. It ultimately aims to provide the guidance in building up Heat Health Watch Warning System for Korea by suggesting the standard to quantify thermal stress from heat. The standard threshold Criteria for Heat Health Watch Warning System for Seoul metropolitan city takes into account both daily maximum temperature and daily maximum heat index(HI) and consists of four phases; caution, extreme caution, danger, and extreme danger. Extreme caution phase and danger phase are used as the advisory and warning of extreme heat, respectively. Since the nationwide distribution of the frequency of extreme heat day and the excess mortality rate shows little difference across regions, the standard threshold Criteria for Heat Health Watch Warning System for Seoul metropolitan city can be used for other regions.

GIS Based Sinkhole Susceptibility Analysisin Karst Terrain: A Case Study of Samcheok-si (GIS를 활용한 카르스트 지역의 싱크홀 민감성 분석: 삼척시를 중심으로)

  • Sinkholes are key karst landforms that primarily evolve through the dissolution of limestone, and it posing a significant threat to roads, buildings, and other man-made structures. This study aims to analyze the area susceptible to sinkhole development using GIS and to identify potential danger area from sinkholes. Eight sinkhole related factors (slope angle, distance to caves, distance to faults, bedrock lithology, soil depth, drainage class, distance to mines, and distance to traffic routes) were constructed as spatial databases with sinkhole inventory. Based on the spatial database, sinkhole susceptibility maps were produced using nearest neighbor distance and frequency ratio models. The maps were verified with prediction rate curve and area under curve. The result indicates that the nearest neighbor distance and frequency ratio models predicted 95.3% and 94.4% of possible sinkhole locations respectively. Furthermore, to identify potential sinkhole danger area, the susceptibility map was compared with population distribution and land use map. It has been found that very highly susceptible areas are along Osipcheon and southeast southwest part of Hajang-myeon and south part of Gagok-myeon of Samcheok-si. Among those areas, it has been identified that potential sinkhole danger areas are Gyo-dong, Seongnae-dong, Jeongna-dong, Namyang-dong and Dogye-eup. These results can be useful in the aspects of land use planning and hazard prevention and management.

Information Transfer Method of Dangerous Road Condition (도로 위험 상황의 전송 방법)

  • Developed safety system which transfers danger information to rear cars for accident prevention when drivers detect a accident, a dropping or a freezing during driving on the high way. To prevent an accident, each vehicles mount OBU which is made up of a GPS unit and a transmitter-receiver and the trace of road is always renewed and saved in OBU per a regular past distance. When the driver see dangerous situation, transfer a danger pattern and a trace information by pressing button. All cars which receive information compare the received data with the original data. And then, only cars which are located at the rear in a regular distance respond and occur a warning. Performed a road test at the rate of $30{\sim}50$ kilometer a hour using two test cars which saved about 120meter's space between them were mounted OBU which had 447Mhz transceiver. As a result of the experiment, communication between test cars had no problem. Accordingly, it can use a safety driving device because driver can notice a danger situation and set themselves ready for it using this system in advance.

Detection of Dangerous Situations using Deep Learning Model with Relational Inference

  • Crime has become one of the major problems in modern society. Even though visual surveillances through closed-circuit television (CCTV) is extensively used for solving crime, the number of crimes has not decreased. This is because there is insufficient workforce for performing 24-hour surveillance. In addition, CCTV surveillance by humans is not efficient for detecting dangerous situations owing to accuracy issues. In this paper, we propose the autonomous detection of dangerous situations in CCTV scenes using a deep learning model with relational inference. The main feature of the proposed method is that it can simultaneously perform object detection and relational inference to determine the danger of the situations captured by CCTV. This enables us to efficiently classify dangerous situations by inferring the relationship between detected objects (i.e., distance and position). Experimental results demonstrate that the proposed method outperforms existing methods in terms of the accuracy of image classification and the false alarm rate even when object detection accuracy is low.

  • This paper describes the system for detecting the tank crew's(loader's) hand, arm, head and the upper half of the body in a danger area between the turret ceiling and the upper breech mechanism by computer vision-based method. This system informs danger of pressed to death to gunner and commander for the safety of operating mission. The camera mounted ort the top portion of the turret ceiling. The system sets search moving object from this image and detects by using change of image, laplacian operator and clustering algorithm in this area. It alarms the tank crews when it's judged that dangerous situation for operating mission. The result In this experiment shows that the detection rate maintains in $81{\sim}98$ percents.
