In this paper, we propose the mobile visual inspection information system using DGPS and portable range finder for levee safety inspection. Instead of existing visual inspection management method that is stored hand-written data, this system is designed to manage directly the visual inspection information using mobile devices in the field of levee. And through extracting accurate DGPS coordinates information about damage location of levee, this system is developed to ensure efficiency for the main task arising from the levee site such as inspection, maintenance and reinforcement. Furthermore, when damage has occurred at the point that inspector is not able to approach, this system can record the damage site data correctly, by converting data such as position, orientation and height of the damage point into the World Geodetic System coordinates. The position, orientation and height data was extracted automatically through the DGPS and portable range finder. And by applying the augmented reality method, this system was implemented for inspector to revisit the point of damage easily in order to perform the management, maintenance and reinforcement of the levee later.
One of the purposes of Information Technology (IT) is to support human response to natural and social problems such as natural disasters and spread of disease, and to improve the quality of human life. Recent climate change has happened worldwide, natural disasters threaten the quality of life, and human safety is no longer guaranteed. IT must be able to support tasks related to disaster response, and more importantly, it should be used to predict and minimize future damage. In South Korea, the data related to the damage is checked out by each local government and then federal government aggregates it. This data is included in disaster reports that the federal government discloses by disaster case, but it is difficult to obtain raw data of the damage even for research purposes. In order to obtain data, information extraction may be applied to disaster reports. In the field of information extraction, most of the extraction targets are web documents, commercial reports, SNS text, and so on. There is little research on information extraction for government disaster reports. They are mostly text, but the structure of each sentence is very different from that of news articles and commercial reports. The features of the government disaster report should be carefully considered. In this paper, information extraction method for South Korea government reports in the word format is presented. This method is based on patterns and dictionaries and provides some additional ideas for tokenizing the damage representation of the text. The experiment result is F1 score of 80.2 on the test set. This is close to cutting-edge information extraction performance before applying the recent deep learning algorithms.

Remotely sensed data have been utilized efficiently for damage detection immediately after the natural disaster since they provide valuable information on land cover change due to spatial synchronization and multitemporal observation over large areas. Damage information obtained at an early stage is important for rapid emergency response and recovery works. Many useful techniques to analyze the characteristics of the pre- and post-event satellite images in large-scale damage detection have been successfully investigated for emergency management. Since high-resolution satellite images provide a wealth of information on damage occurred in urban areas, they are successfully utilized for damage detection in urban areas. In this research, a method to perform automated damage detection is proposed based on the differences of the textural characteristics in pre- and post- high resolution satellite images.
Bridge bearings are important connection elements between bridge superstructures and substructures, whose health states directly affect the performance of the bridges. This paper systematacially presents a new method to identify the bridge bearing damage based on the neural network theory. Firstly, based on the analysis of different damage types, a description of the bearing damage is introduced, and a uniform description for all the damage types is given. Then, the feasibility and sensitivity of identifying the bearing damage with bridge vibration modes are investigated. After that, a Radial Basis Function Neural Network (RBFNN) is built, whose input and output are the beam modal information and the damage information, respectively. Finally, trained by plenty of data samples formed by the numerical method, the network is employed to identify the bearing damage. Results show that the bridge bearing damage can be clearly reflected by the modal information of the bridge beam, which validates the effectiveness of the proposed method.
Ensuring the safety of a structure necessitates that repairs are carried out based on accurate inspections and records of damage information. Traditional methods of recording damage rely on individual paper-based documents, making it challenging for inspectors to accurately record damage locations and track chronological changes. Recent research has suggested the adoption of building information modeling (BIM) to record detailed damage information; however, localizing damages on a BIM model can be time-consuming. To overcome this limitation, this study proposes a method to automatically localize damages on a BIM model in real-time, utilizing consecutive images and measurements from an inertial measurement unit in close proximity to damages. The proposed method employs a visual-inertial odometry algorithm to estimate the camera pose, detect damages, and compute the damage location in the coordinate of a prebuilt BIM model. The feasibility and effectiveness of the proposed method were validated through an experiment conducted on a campus building. Results revealed that the proposed method successfully localized damages on the BIM model in real-time, with a root mean square error of 6.6 cm.
본 연구에서는 최근 활발하게 보급되고 있는 고해상도 영상과 GIS 기술을 활용하여 광역적 자연재해 피해 조사를 위한 피해조사시스템을 개발하였다. 연구 대상지역은 2008년 7월 집중호우로 인해 큰 피해가 발생한 경상북도 봉화군으로 선정하였으며, 시스템 시범적용을 위해 대상지역 중 가장 피해가 큰 춘양면 약 $60km^2$을 중심으로 GIS DB를 구축하였다. GIS DB는 춘양면 일대의 피해 전, 후 항공사진 및 위성 영상과 1:5,000 수치지형도, 1:1,300 연속지적도를 편집 가공하였다. 피해조사시스템은 VB.NET 2005와 공간 연산을 위해 ArcObject 컴포넌트를 이용하여 개발하였으며, MS-SQL을 사용하여 정보전송 및 동기화를 위한 방안을 마련하였다. 세부 프로세스는 피해 전, 후 항공 위성영상을 비교하여 피해지역을 파악하고, 제반 DB와 중첩분석을 통해 해당 피해항목의 피해규모와 피해추정액을 자동으로 산출되도록 하였다. 고해상도 영상기반의 자연재해 피해조사시스템은 광역적 피해지역에 대하여 객관적이고 정확한 피해정보를 소수의 전문 인력을 통해 신속하게 산출할 수 있으며, 이에 따른 복구예산의 조기편성 및 응급대응책 마련에 효율적이다. 또한 피해정보의 손쉬운 관리와 전산화된 데이터를 통해 피해예방계획 수립에 있어서도 활용 가능 할 것이라 생각되며, 궁극적으로 IT 기반의 유비쿼터스 방재시스템 개발에 효율적으로 활용 가능할 것이라 사료된다. 추후 더욱 효율적인 시스템 운영을 위해서 산출된 피해정보의 전자재해대장 연계를 통한 지속적인 방재 DB 구축 방안 마련이 필요하다.
전쟁수행 간 선정된 표적에 대한 공격 실행 후 전투피해를 평가하는 것은 현대전에서는 필수적인 요소이다. 하지만 아직까지 사이버공격에 따른 전투피해평가 방안은 제한적인 상황 하에서 가능한 방법들만이 제안되었다. 이에 본 논문에서는 사이버공간에 대한 이해를 바탕으로 전투평가 이론상의 전투피해평가 방법에 근거하여 군사적으로 적용 가능한 포괄적이고 구체적인 전투피해평가 방안을 제시하였다. 사이버공간 구성 요소를 이용하여 사이버 표적을 분류하고 이를 대상으로 기존의 전투피해평가 방법인 물리적 피해평가, 기능적 피해평가, 표적체계 평가 외 데이터 피해 평가, 사회인식적 피해 평가, 파생적 피해평가 방안을 제시하였으며 과거의 실제 사이버 공격 사례에 적용이 가능함을 예시하였다.
원유정제 플랜트 주요 요소는 운전조건, 사용재료, 내부유체 등에 따라 다양한 열화 손상기구에 노출되므로, 그에 따른 적절한 검사기법 및 진단 방법을 적용하여야 한다. 따라서 원유정제 플랜트 요소에 발생하는 다양한 손상기구에 대한 대처 방안을 제시할 수 있는 정보를 제공할 수 있는 표준화된 데이터베이스를 확보하는 것이 필요하다. 이에 본 연구에서는 API기준에서 제시하는 손상 기구를 모두 포함하는 손상정보 시스템을 개발하였으며, 이를 기본으로 하여 향후 정보시스템을 확장할 수 있도록 시스템을 구성하였다. 시스템 내의 손상 정보 범위는 API기준 내의 컨텐츠를 반영할 수 있도록 하였으며, 미국 및 일본에서 사용하는 손상기구 검색표 방식을 도입하여 요소의 가동온도, 내부유체, 응력상태 등의 운전조건과 재질에 따른 손상기구를 파악할 수 있도록 하였다. 이 시스템은 기존의 RBI프로그램과 연동하여 사용할 수 있다.
This paper presents the disaster control due to flooding through the case study of Samwhadong, Donghae city, Kangwondo, broken out at 31, August 2002. In order to assess the characteristics of flood damage one must consider social and geological conditions, the factors of flood risk were derived based on GIS. For reduction of flood damage, flood hazard map was prepared for local residents. These information will support refuge activities, it would aid the reduction of flood damage.

In conclusion, to reduce and prevent from damage which caused by leakage personal information, it is important that users and application developers to realize danger of private and personal information leakage. Also, user's personal information must deal with cautiously and application developers have to research and develop the application with powerful security.
