It indicates an entry to the high-speed network society centering on knowledge. Specifically, Korea has invested enormously to If Industry and finally other advanced countries are eager to export technologies of our country through benchmarking. However, because of our growth-oriented policy, Korea is not very good at dealing with the dysfunctions of information-centered society, and one of the representative problems is cyber-terrorism. Cyber terrorism which anonymous actors do to the uncertain number of people is one of the new types of terrorism. • In e-terrorism, terrorists use cyber spaces including the internet in order to strike terror into the heart of a nation. It is revealed that recently happening terror cases use cyber spaces as a strategic tool. This research aims to investigate efficient countermeasures against various types of terror attacks made by terrorists and their cyber networking, in order to contribute to the prevention of terrors from a modern standpoint. Based on the results of the investigation, relevant problems are suggested such that terrors are not cases happening in a specific country only because they take place in cyber spaces, that hacking incidents frequently happen in Korea which is used as a footstool by foreign hackers, and that Korea has poor professional security manpower and foundational facilities in comparison with other advanced countries. Answers to the problems include cultivating cyber information manpower to cope with e-terrorism, making an appropriate budget, setting up networks to integrate and systematize anti-e-terrorism organizations, and intensifying the collection of information of cyber attacks and the analysis of the information.

  • We can feel the fear through the reports of outbreaking centers of terror. Also, we noticed through "the 9.11 terror" that there exists no safety zone from terrorism. However, we should question ourselves whether we are relaxing attention or ceasing anxiety too much in the perimeter, as in the peninsula of Korea. Through "the 9.11 terror", the vulnerability of the United State's homeland security has been exposed, giving a serious damage to the national pride. President Bush started the war against terror to strengthen global joints of anti-terrorism, identify terrorists and contribute to the global peace, adopting offensive realism including preemptive attack concept which means to remove the threat preemptively. In today's reality of international politics, where the inhuman, indiscriminate, and anti-civilizational international terror became greater, extending to the stage of war, the international societies' agony and focus lies on how to banish it. The 9.11 terrorism, which is a new form of terrorism, is being distinguished from conventional terrorism into new terrorism. New terrorism is a new form of terrorism meaning that you do not know the enemy, the goal does not exist and they conscientiously use the weapons of mass destruction. This paper is a work meant to help understanding new terrorism, the new form, by a comparative analysis with the conventional terrorism. Therefore the origin, concept and general characteristics new terrorism is picked out and the representative forms of it, which are suicide bombing, cyber, biochemical and nuclear terrorism, are analyzed in detail in theoretical manner.

  • Developing into information oriented society, dependency on network systems increases gradually in the area of economy, society and so on. Under that circumstance, temporary stop or damage of integrity of network system may have a strong impact on economic activities and overall society. Recently, threat of cyber terrorism, organized hostile action to government or industry through network, is increasing. Because of the features of network, it is not sufficient only a nation's countermeasure against Cyber terrorism, so international cooperation is needed. We review the status of countermeasure against cyber terrorism and examine several considerations for policy establishment.

  • While evolving information-oriented society provides a lot of benefits to the human life, new types of threats have been increasing. Particularly, cyber terrorism, happen on the network that is composed of a computer system and information communication network, and the mean and scale of damage has reached a serious level. In other words, it is hard to locate cyber terror since it occurs in the virtual space, not in the real world, so identifying "Who is attacking?" (Non-visibility, non-formulas), or "Where the attack takes place?" (trans-nation) are hard. Hackers, individuals or even a small group of people, who carried out the cyber terror are posing new threats that could intimidate national security and the pace and magnitude of threats keep evolving. Scale and capability of North Korea's cyber terrorism are assessed as world-class level. Recently, North Korea is focusing on strengthen their cyber terrorism force. So improving a response system for cyber terror is a key necessity as North Korea's has emerged as a direct threat to South Korean security. Therefore, Korea has to redeem both legal and institutional systems immediately to perform as a unified control tower for preemptive response to cyber terrors arise from North Korea and neighboring countries.

  • Recently, in South Korea, security management has been strengthened, but there have been an increasing number of cases where the main infrastructure of the country is hacked in the cyber space. South Korea is equipped with sophisticated information and communication technologies, such as Internet, but is threatened by cyber terrorism of North Korea and terrorist organizations. Nevertheless, there is a limit to how to develop a policy and strategic plan for the country, which is related to domestic terrorism and lacks legal and regulatory facilities, and therefore, in this study, proposed suggestions for building adaptive and efficient policy formulation. Based on the theoretical analysis framework of the Strategic Plan for achieving the objectives of the research, we compared the UK 's security strategy with the national security policy of the domestic government. As a result, several problems were derived: First, the domestic security strategy did not take into account the external environment. Secondly, lack of coordination with domestic cyber security goals setting and strategy is causing ambiguity and confusion. Third, the detailed plan of implementation of national security in each province is designed to ensure that there is a possibility that a mixed side effect between ministries and agencies will arise. Fourth, it was found that there was a limit to prepare the evaluation standards for the evaluation and return of domestic security policies in the country. Therefore, in order to establish a policy for the response of domestic cyber terrorism, we set up a vision from long-term perspectives and concrete targets based on the strategic approach of the security policy, It is necessary to present an assignment and formulate an efficient execution plan. It is necessary to maintain and improve the domestic safeguards in order to be able to complement the problems through evaluation and feedback.

  • The continuous evolution and proliferation of computer technology and our increasing dependence on computer technology have created a new class of threats: "cyber threats." These threats can be defined as activities that can undermine a society's ability to maintain internal or external order while using information technology. Cyber threats can be mainly divided into two categories, namely cyber-terrorism and cyber-warfare. A variety of malware programs are often used as a primary weapon in these cyber threats. A significant amount of research work has been published covering different aspects of cyber threats, their countermeasures, and the policy-making for cyber laws. This article aims to review the research conducted in various important aspects of cyber threats and provides synthesized information regarding the fundamentals of cyber threats; discusses the countermeasures for such threats; provides relevant details of high-profile cyber-attacks; discusses the developments in global policy-making for cyber laws, and lastly presents promising future directions in this area.
