This paper uses the horizontal regulation system as the base analysis framework. The study clearly defines the regulatory goals of the followings: the horizontal cross-ownership regulations on program provider (PP) and platform provider, the vertical regulation on cross-ownership between PP and platform operator, the regulation on cross-ownership of program provider by terrestrial broadcasting company, and the regulation on cross-ownership between terrestrial broadcasting company and platform provider. Then, by analyzing the conformity between goals and criteria of regulations and the adequacy of the regulation level according to regulatory purposes, this paper examines the justifiability of each regulation and extracts improvement measures that suite regulatory purposes. This analysis finds following appropriate measures: replacing the horizontal cross-ownership regulation on PP with conduct regulations, such as designating major broadcasting programs or replacing the current criterion of cross-ownership regulation from sales to the audience market share; reshaping the horizontal cross-ownership regulation on platform provider so that system operator (SO), satellite broadcaster and Internet protocol television (IPTV) operator would be applied by the same regulation based on the number of subscribers of pay television services; and discontinuing other cross-ownership regulation. In this way, the study shows that with appropriate regulations on cross-ownership of PP, there would be no need for additional regulation on vertical integration between PP and platform operator. On the other hand, given that the regulation on terrestrial broadcasting cross-ownership of PP could be justified only by regulatory purpose of the protection of the diversity of public opinions, it would be desirable to replace the current criteria of the number of PPs with the criteria of the audience market share. Lastly, the study shows that when platform operator is targeted by the cross-ownership regulation based on the number of subscribers of pay television services, the regulation on cross-ownership between terrestrial broadcasting company and platform provider should be replaced with conduct regulations, such as designating must-offer channels and major broadcasting programs.
The purpose of this study was to evaluate the efficacy and cross-protection of serovar 12 against serovar 4 or 5 of H parasuis with M+$Parapac^{(R)}$. A total of 141 piglets from 2(A and B) farms were used and divided into experimental group and control group in each farm. Farm A has been detected H parasuis serovar 12, whereas farm B has been detected H parasuis serovar 4 or 5 from post-weaned pigs with PMWS. The piglets were vaccinated intramuscularly with 2.0ml of M+$Parapac^{(R)}$ in experimental group or normal saline in control group at 1 week of age. A same booster dose was given at 3 weeks of age. In order to value the antibody titer to H parasuis using by tube agglutination test, blood samples were collected from piglets at the aged of 1 week, 6 and 14 weeks. In experimental group and control group, the average antibody titers were $32.5{\pm}21.0,\;114.5{\pm}34.0,\;98.1{\pm}55.4$ and $32.9{\pm}18.6,\;25.8{\pm}36.9,\; 746.7{\pm}1,215.8$ at the aged of 1 week, 6 and 14 weeks, respectively. The cumulative clinical sign indexes by standard guideline of Schering-Plough Animal Health Corp were 486 and 1,069, respectively. The average daily gains and feed conversion rates were $0.553{\pm}0.016kg$ and $0.492{\pm}0.004kg$, and 1.99 and 2.24, respectively. The average gross lesion scores were $1.0{\pm}0.8$ and $1.9{\pm}0.6$, respectively. According to these results, the M+$Parapac^{(R)}$ containing H parasuis serovar 12 may be induce circulating antibodies that cross-react with serovar 4 or 5 and have a protection of PMWS with H parasuis.
The potential for enhancing myocardial protection by adding high-energy phosphate to cardioplegic solutions [St. Thomas Hospital solution] was investigated in a rat heart model of cardiopulmonary bypass and ischemic arrest. Creatine phosphate was evaluated as an additive to the St. Thomas Hospital cardioplegic solution. Creatine phosphate 10.0 mmol/L as the optimal concentration which improved recovery of aortic flow and cardiac output after a 30 minute period of normothermic [37oC] ischemic arrest. In comparing mechanical function in both groups the mean postischemic recoveries of aortic flow, cardiac output, stroke volume and stroke work [expressed as a percentage of its preischemic control] were significantly greater in STH-CP group than in CP- free control group. In addition to improving function and decreasing CK release, CP reduced reperfusion arrhythmias significantly decreasing the time between cross-clamp removal and return to regular rhythm from 81.8 * 13.9 [sec] in CP-free group to 35.9 * 6.8 [sec] in CP group [P< 0.05] so, exogenous CP exerts potent protective and antiarrhythmic effects when added to the St. Thomas Hospital cardioplegic solution. However, the mechanism of action remains to be elucidated.

The demand of the power and gas energy have been rapidly increasing with the industralization, therefore, the area where buried pipelines run parallel with the adjacent power lines and cross them increases in Seoul as well as other cities. These situation cause AC interference from the power lines. However, there aren't any standards to preserve the pipelines from AC interference in Korea. This study introduces the separation distance to protection of buried pipeline from arc strikes caused by power line ground fault current. And this study examines and compares the arc distance through case study.

A brief introduction is presented on the radiation safety studies at Tohoku University Cyclotron & Radioisotope Center. Studies on two subject are described; (1) measurement of the thick target neutron yield and radioisotope production / activation cross section for ten's of MeV neutrons and ions using K=110 Tohoku University cyclotron to provide basicdata for accelerator shielding, and (2) development of techniques for high sensitive radiation detection and profile measurement using an Imaging Plate which is a high sensitive two-dimensional radiation sensor. Application of the Imaging Plate techniques to localization of very weak radioactivity and to neutron profile measurement is described.

The Pohang Neutron Facility based on an electron linac was constructed in order to construct the infrastructure for nuclear data production in Korea. It consists of a 100-MeV electron linac, a water-cooled Ta target, and an 11-m time-of-flight path. We measured the time-of-flight path length, the neutron energy spectra for different water levels inside the moderator, and the neutron total cross sections of polyethylene and copper by the transmission method.
In the system of underground transmission line, the rate of electrical failure is very low, but, if once occuring, the failure evolves into a paralysis of the system, the time of restoration is very long, the damage from stopping of power supply is very serious, and the cost of restoration is very great. Because of these problems, you must try to protect the system and equipment from every electrical failure by contributing much carefulness to the design and operation of the underground system. This study summerizes the results of simmulation tests about the effect of installing this protection device on the insulated joint box and the terminal end box.
Digital watermarking is the technique which embeds the invisible signal into multimedia data such as audio, video, images, for copyright protection, including owner identification and copy control information. In this paper, a new watermark detection algorithm by local masking cross covariance between watermarked signal and pseudo noise signal is proposed. The proposed algorithm enhances the detection probability for embedding information. Since reducing detection errors for the weak embedding signals, the algorithm improves the image quality and robusts against illegal attack to delete the embedding information and data compression applications such as JPEG and MPEGs.
Invasion mechanisms of pathogens and counteracting defense mechanisms of plants are highly diverse and perpetually evolving. While most classical studies of plant defense have focused only on defense-specific factor-mediated responses, recent work is beginning to shed light on the involvement of non-stress signal components, especially growth and developmental processes. This shift in focus links plant resistance more closely with growth and development. In this review, we summarize our current understanding of how pathogens manipulate host developmental processes and, conversely, of how plants deploy their developmental processes for self-protection. We conclude by introducing our recent work on UNI, a novel R protein in Arabidopsis which mediates cross-talk between developmental processes and defense responses.
A microprocessor-based multi-function switchgear for the protection, measurement and control of the power system is presented. For the extraction of the RMS values of the fundamental components of current and voltage signals, a simple digital filter based on cross-correlation of the distorted signal with even and odd heptagonal waves is used. The frequency response of this filter is almost identical to that of the filter based on the discrete fourier transform, while its computational requirement is far less. For the time delay element relaying, a new log-table based relaying algorithm is suggested. The suggested use of the heptagonal wave cross-correlation digital filter algorithm and a new relaying algorithm reduce the computational needs so drastically that all functions of the switchgear can be implemented on the microprocessor system. Real time testing of the implemented daboratory prototype show good practical response under different operating conditions.
