A study on the Strategy of e-L/C of Credit Utilization by Transaction Cost (거래비용측면에서 전자신용장 활용전략에 대한 연구)

  • This study is to present alternatives of strategical utilization of e-L/C in respective of transaction cost. Documentary credit is most used for trade importers' credit quality and the guarantee of the purchase price as the form of payment in export and import business dealings. The beneficiary must provide the documents required in a letter of credit in order to claim payment documents from the issuing bank, this leads to certain complexity during the procedure in practice, the preparation and the expenses of significant requirements and additional documents as well as in completing demands from the credit. In a result, there has been issues raised about the aspects of time and cost during the payment process. The outcome of such problems caused by delays in the existing trade procedure is the public to require the use of e-L/C in order to improve problems from the 'Transaction Cost' side. This study provides e-L/C's use to overcome the problems that are appearing from 'Transaction Cost' side as the aspect of time and the cost. In order to do so, we have to identify the problems in the original credit and e-L/C. Thus, provide the propose strategy of e-L/C from the Transaction Cost aspect.

  • Recently, the domestic e-commerce market has achieved remarkable growth through the spread of e-commerce throughout the industry. Nevertheless, the ratio of e-commerce use by our small and medium-sized enterprises has turned out to be very low. The reason for this low participation rate of SMEs in B2B e-commerce market is due to various reasons, but also the lack of empirical performance measurement and evaluation considering the characteristics of B2B e-commerce market in which SMEs participate. Therefore, this study was intended to analyze the effectiveness of B2B e-commerce use of B2B e-commerce to companies that are provided in conjunction with e-Marketplace by public credit guarantee agencies with experience in use. To this end, 14 items related to finance derived through prior research were used to conduct management performance analysis and hypothesis verification from a financial perspective. The implications of this study are expected to be that an empirical performance analysis from the financial perspective of a B2B e-commerce guarantee Utilized company can be used as a basis for policymaking for the activation of the B2B e-commerce guarantee in the future, thus contributing to the establishment of a stable business environment by supporting the expansion of e-commerce by small and medium-sized businesses.

  • On the Pre-Housing-Sale Systems there are many risks that developers might not fulfill the pre-sale obligations. In korea, in order to protect the people who bought houses from these risk, the Housing Sold Guarantee System was introduced and has been operated. Even though this system if there is accident in the pre-sale warranty business, several problems, such as damages caused to the people who bought the houses, occurs. Therefore, research is needed to Housing Sold Guarantee accident factor. But there are few study about it. This study attempted to analyze influencers on the possibility of the accident. We employ 3,026 data which Korea Housing Guarantee Co., Ltd manages and analyze them empirically, using business characteristics, housing market characteristics, and regional characteristics. Especially this study used to the binary logistic regression model. The results of analysis showed that the accident rate of Housing Sold Guarantee had been effected on the business type, house type, project financing guarantee, operator credit rating, housing market, and regional characteristics.

An Empirical Study on Factors Affecting the Survival of Social Enterprises Using Non-Financial Information (비재무정보를 이용한 사회적기업의 생존에 영향을 미치는 요인에 관한 실증연구)

  • The purpose of this study is to verify the factors affecting survival time by estimating survival rate and survival time using non-financial information of social enterprises using credit guarantee in credit guarantee institutions, and provide information to stakeholders to improve survival rate and employ to contribute to maintaining and expanding the As a research method, survival analysis was performed using a non-parametric analysis method, Kaplan-Meier Analysis. As a sample, 621 companies (577 normal companies, 44 insolvent companies) established between 2009 and 2018 were selected as the target companies. As a result of examining the factors affecting survival time by classifying social enterprise representative information and corporate information, representative credit rating, representative home ownership, credit transaction period, and corporate credit rating were derived as significant variables affecting survival time. In the future, financial institutions will be able to induce corporate soundness by reflecting factors that affect survival when examining loans for social enterprises, contributing to job retention and reduction of social costs. Supporting organizations such as the government and private organizations will be able to use it in various ways, such as policy establishment and education and training for the growth and sustainability of social enterprises. With this study as an opportunity, I hope that research will continue with more interest in the factors influencing social enterprise performance as well as corporate insolvency.

A Comparative Analysis regarding Difference of ISP98 and URDG758 (보증신용장통일규칙과 청구보증통일규칙 비교분석)

  • There are two typical international rules in issuing guarantee for obligations of party which is responsible to provide some duties such as services, construction, plants, loan repayment, etc. The two internationally recognized rules are currently ISP98 and URDG758. ISP98 was firstly introduced in 1998 for American banks to issue standby letter of credit domestic and overseas for the area where UCP does not cover. URDG was introduced first in 1991 in the name of URDG458 but it has not been widely used and therefore new URDG named URDG758 came out in 2010 to accommodate more standard guarantee practice. At the face of these two prevailing international rules, the users are sometimes confused which rule would be more suitable for their individual transaction. This led us to conduct a comparative analysis on these two rules. Our study suggests that URDG758 is more adequate for construction, ship-building and plants-supply obligations whilst ISP98 is for financial obligations. Also attentions are required when issues such as counter guarantee, governing rule, presentation period, document examination period and default statement exist. This is because ISP98 and URDG758 have different view points.

  • This study presents the credit evaluation model for medical venture business which has been growing within the recent decade. We develop the model with two steps. At the first step, the evaluation indexes for each of the financial and non-financial factors of a firm are listed. At the second step, the weight for each index is measured by using the Analytic Hierarchy Process of Saaty(1980). The financial factors consists of 5 upper level indexes and 10 lower level indexes. The upper level indexes of the financial sector are profitability, safety, utilization, growth, and productivity. And the non-financial factors consists of 5 upper level indexes and 17 lower lever indexes. The upper level indexes in this sector are manager's competence, technical capability, marketability, business validity, and reliability. In order to get the empirical results for our model, we conduct the questionnaire survey targeting the credit assessment officers, who are practicing at the financial institutions or the credit guarantee company located within the Wonju Medical Devices Cluster.

  • In this paper, we use case studies to analyze the supporting programs of policy funds for Korean and Japanese small and medium-sized enterprises(SMEs). It is found that supporting firms are suitable to the excluded companies from financial institutions and excellent corporate credit rating. It is also shown that subordinated loan program as well as loan limit can be enlarged policy funds with priming water of private funds. Moreover, it shows that credit guarantee funding has a positively significant influence on long-term funding facility. Therefore, this findings can improve the complementary relationship between policy funds and financial institutions.

Hierarchical Fair Queueing: A Credit-based Approach for Hierarchical Link Sharing

  • In this paper, we propose a hierarchical packet scheduling technique to closely approximate a hierarchical extension of the generalized processor sharing model, Hierarchical Generalized Processor Sharing (H-GPS). Our approach is to undertake the tasks of service guarantee and hierarchical link sharing in an independent manner so that each task best serves its own objective. The H-GPS model is decomposed into two separate service components: the guaranteed service component to consistently provide performance guarantees over the entire system, and the excess service component to fairly distribute spare bandwidth according to the hierarchical scheduling rule. For tight and harmonized integration of the two service components into a single packet scheduling algorithm, we introduce two novel concepts of distributed virtual time and service credit, and develop a packet version of H-GPS called Hierarchical Fair Queueing (HFQ). We demonstrate the layerindependent performance of the HFQ algorithm through simulation results.

The Effect of Non-documentary Condition for Letter of Credit and Demand Guarantee (신용장과 청구보증서의 비서류적 조건의 유효성에 관한 연구)

  • Any attempt which requires banks to consider non-documentary conditions would destroy autonomy principle and increase the risks of the bank in L/C transactions. Therefore, non-documentary conditions are disregarded in the letter of credit. This provision was first introduced in UCP500, but later, ICC Position Paper No.3 added that if L/C requires documents related to non-documentary conditions, it cannot be disregarded. While the language in UCP600 is basically the same as that in UCP500, there is a difference between the two in that the former disregards the documents related to non-documentary conditions even if they are required by L/C. However, it should be remembered that international standard banking practice does not disregard all of non-documentary conditions. It recognizes the validity of some non-documentary conditions which it is not feasible to change into documentary conditions. That is, such non-documentary conditions as can be determined from an index specified in the guarantee or identified from the issuing bank's own records or their normal operations are recognized as valid in legal cases. ISP98 and UR00758 do not consider these as non-documentary conditions. The applicant should be cautious not to include non-documentary conditions in their applications.

  • We first introduce the quasi-score estimating function and applied the quasi-score estimating function to nonlinear time series models. We proposed the M quasi-score estimating functions bounded functions for the quasi-score estimating functions. Also, we investigated the asymptotic properties of quasi-likelihood estimators and M quasi-likelihood estimators. Simulation results show that the M quasi-likelihood estimators work better than the least squares estimators under the heavy-tailed distributions
