  • In order to improve the accuracy of cell selection in heterogeneous cellular systems, this paper proposes a fuzzy multiple-objective decision-based cell selection (FMDCS) strategy. Since heterogeneous cellular systems have different access technologies and multiple traffic classes, the strategy adopts cell type, data rate, coverage, transmission delay, and call arrival rate as evaluation indices, and uses different weight vectors according to the traffic classes of the mobile host. Then, a fuzzy multiple-objective decision algorithm is applied to select the optimal cell from all candidates. This paper also gives an instance analysis and simulation. The instance analysis shows FMDCS makes different selections for different traffic classes. Simulation results of the after-handoff quality-of-service (QoS) show the selected cell can provide MH optimal service.

  • The traditional methods of evaluating the performance of a network by enumerating all possible states may quickly become computationally prohibitive, since the number of states grows exponentially as the number of components increases. In such cases, enumerating only the most probable states would provide a good approximation. In this paper, we propose a method which efficiently generates upper and lower bounds for coherent performance measures utilizing the most probable states. Compared with Yang and Kubat's method, our procedure significantly reduces the complexity and memory requirement per iteration for computing the bounds and thereby, achieves the given degree of accuracy or the coverage within a shorter time.

  • The infrared astronomy satellite AKARI/FIS (Far-Infrared Surveyor) performed all-sky survey in 4 Far-IR bands (50 - 200${\mu}m$ range). It observed around 94% of the whole sky twice or more with a higher spatial resolution and a wider wavelength coverage than that of previous all-sky mission, IRAS. The AKARI/FIS bright source catalogue ${\beta}-2$ is the second released version which included around 290,000 point sources. It provides us with more reliable position and flux information, and around 4 times larger number of sources compared with the first version of catalogue. The sensitivity limit at $90{\mu}m$ band is 0.6 Jy and the estimated flux uncertainty is 20-35% for bright sources. The catalogue will be open to public in this year after the improvement of accuracy, reliability and completeness.

  • Cancer registration provides a firm basis for cancer control efforts and research into changing patterns of incidence, mortality, survival and prevalence is of obvious importance. Most of the countries of Asia have already published relevant data although the level of coverage and accuracy do vary a great deal both between and within countries. The present review concerns the relevant literature for the period 2008-2013, focusing on the types of research conducted and the conclusions that can be drawn with regard to what should be done in the future to translate the information available into effective intervention efforts to reduce the burden of disease. A major emphasis has been on determining variation in incidence and mortality/survival on the basis of ethnicity and socioeconomic as well as geographical background, as well as trends over time, either for cancer in general or specific organ sites. In addition a small number of papers focused on methodological, quality and cancer control issues, very pertinent to the future development of cancer registry based research.

  • In quantitative contexts, data mining is widely applied to the prediction of stock prices from financial time-series. However, few studies have examined the potential of data mining for shedding light on the qualitative problem-solving knowledge of experts who make stock price predictions. This paper presents a GA-based data mining approach to characterizing the qualitative knowledge of such experts, based on their observed predictions. This study is the first of its kind in the GA literature. The results indicate that this approach generates rules with higher accuracy and greater coverage than inductive learning methods or neural networks. They also indicate considerable agreement between the GA method and expert problem-solving approaches. Therefore, the proposed method offers a suitable tool for eliciting and representing expert decision rules, and thus constitutes an effective means of predicting the stock price index.

  • The increasing need and use of 3D GIS particularly in urban areas has produced growing attention on building reconstruction. Nowadays, the use of close-range data for building reconstruction has been intensively emphasized since they can provide higher resolution and more complete coverage than airborne sensory data. We developed a fusion approach for building reconstruction from both points and images. The proposed approach was then applied to reconstructing a building model from real data sets acquired from a large existing building. Based on the experimental results, we assured that the proposed approach cam achieve high resolution and accuracy in building reconstruction. The proposed approach can effectively contribute in developing an operational system producing large urban models for 3D GIS.

  • Japanese MSAS (Multi-functional Satellite Augmentation System) satellites have been transmitting GPS satellite orbit and ionosphere correction information since 2005. MSAS coverage includes Far East Asia, and it can improve the accuracy and integrity of GPS position solutions in Korea. This research analyzed the ionosphere correction information from the MSAS ionosphere correction data. The ionosphere delay data observed by a dual frequency receiver is compared with the MSAS ionosphere correction data. The variation of MSAS GIVE values are analyzed in connection with the equatorial anomaly and ionosphere scintillation.

  • This paper presents the implementation of an efficient car tracking system based on Inverted DGPS (IDGPS) using mobile phone and internet for data communication link. The IDGPS technique, which may provide the same level of accuracy as DGPS, is subject to degradation in real time applications when transmission time delays occur in the communication links. Therefore, an effective communication system is the key element for successful application of the IDGPS. The combination of internet and mobile phones provides a high data rate, unlimited communication packet size, flexible data structure, and wide coverage without additional communication devices. An implementation of such a data link system is described. Field test results are included to evaluate the performance of the proposed system.

  • A Satellite -aided search and rescue system is expected for its many advantage of global coverage, instantaneousness and low cost. In this paper, a calculation method is proposed , by which a position of distress can be determined with doppler frequency received through an orbital satellite. First, an algorithm and program is developed for calculating the position of distress with the received doppler frequency of EPIRB(Emergency Position Indicating Radio Beacon) with the least square method. Then, position error caused by the drift of the transmitting frequency is evaluated. The evaluation is made by the simulation using NNSS satellite orbital elements and varying position of EPIRB, numbers of Doppler data and magnitudes of various errors. As the result, the availability of this program for a satellite-aided search and rescue system is confirmed and the bounds of expected positioning accuracy is clarified.
