Cost Evaluation for the Decision of Advanced Treatment Processes (최적 고도정수처리공정 선정을 위한 경제성 평가)

  • Since 1989, Advanced drinking water treatment processes began to build in Korea, especially the water treatment plants around the Nak-dong river stream due to sequential pollutant accidents. Moreover, Advanced drinking water treatment processes, ozone and GAC, are again to be built in water treatment plants around Han-river stream to control taste and odor, micro pollutants. However, there are still a lot of discussion to decide the processes to apply for advanced treatment. Thus there are still need to understand clearly on the cost evaluation of each advanced treatment processes. The cost evaluation was accomplished based on the data of six water treatment plants which are currently being either operating or constructing. Exceptionally, PAC(Powdered Activated Carbon) process was evaluated with cost estimation from construction company. The capital cost per unit volume of ozone process was significantly decreased as the treatment capacity increased. The capital cost was in the order of GAC, ozone and GAC. The operation cost decreased in the order of PAC, GAC and ozone. The total cost considering present value shows that ozone process covers 84% of ozone and GAC process for $30,000m^3/d$ capacity while it covers less than 35% for over 140 thousands $m^3/d$ capacity. Comparing GAC only, and ozone/GAC process, ozone/GAC process is more cost effective for high capacity water treatment plant.

  • A method is presented for evaluating the economic efficiency of a semi-active magneto-rheological (MR) damper system for cable-stayed bridges under earthquake loadings. An optimal MR damper capacity maximizing the cost-effectiveness is estimated for various seismic characteristics of ground motion. The economic efficiency of MR damper system is addressed by introducing the life-cycle cost concept. To evaluate the expected damage cost, the probability of failure is estimated. The cost-effectiveness index is defined as the ratio of the sums of the expected damage costs and each device cost between a bridge structure with the MR damper system and a bridge structure with elastic bearings. In the evaluation of cost-effectiveness, the scale of damage cost is adopted as parametric variables. The results of the evaluation show that the MR damper system can be a cost-effective design alternative. The optical capacity of MR damper is increased as the seismic hazard becomes severe.

  • This paper Introduces the concept of the generation cost of generating utilities and its calculation methods. Also, the economic evaluation method using generation cost which is called as a screening curve method will be presented along with the benefits and disadvantages of this concept. Next, the least-cost electric utility planning techniques which is used very widely in many countries will be Introduced In comparison with screening curve method. In this aspects, the optimal dynamic mix can be determined as a result. By comparing these two concepts, we will get the concrete concept why the economic evaluation method using generation cost can not be used for the future generation expansion planning.

Life-Cost-Cycle Evaluation Analysis of the Shunting Locomotive (입환기관차의 LCC 평가분석)

  • The deterioration of a shunting locomotive was characterized for the lifetime assessment. The locomotive has been used for shunting works in steel making processes, and in this investigation, various types of technical evaluation methods for the locomotive parts were employed to assess the current deterioration status and to provide important clue for lifetime prediction. Unlike other rolling stocks in railway applications, the diesel shunting locomotive is composed of major components such as diesel engine, transmission, gear box, brake system, electronic devices, etc., which cover more than 70 percent of the total price of the locomotive. Therefore, in this paper, each part of major components in the diesel locomotive was analyzed in terms of the degree of deterioration. The lift-cycle-cost (LCC) analysis was performed based on the maintenance and repair history as compared with economical cost to provide the cost-effective prediction, i.e., to assess either repair for reuse or putting the locomotive out of service based on cost-effective calculation.

  • With an increase in the penetration of offshore wind farm, the need of an accurate economic evaluation of offshore wind farm has become crucial. This paper presents an economic evaluation method of offshore wind farm in Korea reflecting the cost of offshore wind farm infrastructure (offshore substation, submarine cable and foundation) in its cost model. Each cost of offshore substation, submarine cable, and foundation is represented as a function of installed capacity, distance to shore, and water level, respectively. We have applied the method to the case study of offshore in Jeju Island and analyzed the economics under various conditions. The results show that the distance to shore is of importance in economics of offshore wind farm.

  • This paper presents a method of an automatic work time evaluation based on the verification of a disassemblability and assembly configuration. Even though a work time evaluation is an important field of concern for planning assembly lay-out, there are some limitations using cumbersome user query or approximated work time data without considering assembly condition. To overcome such restriction, this paper presents a method to mathematically verify assembly conditions based on the disassemblability, which is defined by the separability and stability cost. The separability cost represents a facility of the part disassembly operation, and the stability cost which represents a degree of the stability for the base assembly motion. Based upon the results, we propose a new approach of evaluating work time using neural networks. The proposed method provides an effective means of solving the work time evaluation problem and gives a design guidance of planning assembly lay-out in flexible manufacturing application. Example study is given to illustrate the concepts and procedure of the proposed schemes.

Rigidity Evaluation under Uncertainties for Multiple Investment Alternatives over Multiple Periods

  • In today's uncertain economic environment, the evaluation of safety for investment alternatives is of practical importance in manufacturing companies. This paper examines a method of quantitatively evaluating profitability and risk for multiple alternatives using the total-cost unit-cost domain. The paper assumes such factors as unit sales price, sales and production volume, unit variable cost, fixed cost, and yield for each alternative. The paper incorporates the relationship between production capacity and demand, distinguishing between cases of production capacity surplus and shortage for each year over the entire planning horizon. The paper investigates the case in which the values of each factor independently move in the direction of decreasing profit each year, and clarifies the procedure of comparing safety among multiple investment alternatives on a single consolidated total-cost unit-cost domain. The difficulty of the problem lies in the method of consolidating multiple total-cost unit-cost domains into a single domain since the combination of years of capacity surplus and shortage depends upon the change values in each factor under consideration. A systematic method of evaluating profitability as well as risk is presented, and the validity of the proposed method is verified using a numerical example.

  • This paper presents a software for cost-effectiveness evaluation of DSM programs (Dsm-Lite). The presented software can help the users to analyze the energy consumptions and peak reductions of DSM programs, evaluate the cost effectiveness for TRC and RIM, and identify the benefits and the costs for each Test. The Dsm-Lite software can also provide the effective information on avoided costs, electric rates, and rebates by year etc.

  • A construction project with a total construction cost of over 10 billion KRW should be evaluated whether construction works are appropriately executed. The evaluation is carried out on quality management, process management, construction management, safety management, environmental management. The implementation period is within 60 days after completion of construction of the construction, from the time when the construction rate of the construction work has progressed by more than 90% to the construction cost. However, the participating construction engineers should prepare the evaluation within the period according to the evaluation criteria, but there are difficulties in preparation for the evaluation due to the reasons such as the change of engineers in charge and loss of data. Therefore, this study proposes the procedure of construction evaluation and adjusts timing of construction evaluation.
