  • Recent heavy rains and typhoons broke down road slopes, which caused a hazard to safety. As a result, interests in the effective investment for disaster prevention is increasing. Measures of investigation method for slope have been taken, but the financial costs have never been analysed. This study applied the cost-benefit analysis theory used in public economics to the evaluation of the financial reasonability of management for slope. By applying cost-benefit analysis to road slope investigation method, the reduction of safety costs and resulting financial benefits can be seen and it also clarifies the reasonability and investment effects of slope management.

  • To account for uncertainties involved in an economic analysis of project, sensitivity analysis are usually being done in Korea. Though useful for policy analysis, but it larks explicit consideration of probability of occurring certain events considered in the sensitivity analysis. Risk analysis otherwise can explicitly account for the probability of certain event which has dire impact on project viability, such as cost, discount rate, and size of benefit. This paper reports experience of applying risk analysis method for economic evaluation of railroad investment. Probability distribution of event has paramount impact on the risk analysis results, while not many prior researches dealt with these issues. Probability distribution of rolling stock cost and operating cost, in addition to those cost variables, are developed considering railway demand in this study. Case study results are reported. Issues in applying risk analysis are reported in addition to further research direction.

  • Incentive/Disincentive (I/D) contract is designed for minimizing any disruption of traffic flow in road construction projects. I/D contracting projects have been evaluated with regard to time and cost performance in various states, more than 35 states. However, construction project managers and planners have little understanding of the project factors that affect the project time and cost performance of highway construction projects using I/D regulations. Therefore, the purpose of this research is to find factors that affect I/D project success or failure to improve the decision-making process for the implementation of I/D projects. In order to achieve the objectives of this research, the researchers collected I/D road construction project data from FDOT and performed evaluation for each collected project. Then, project data analysis to identify key factors that affect I/D project performance was performed. In conclusion, five significant factors for project time performance and six significant factors for project cost perfornace were identified and summarized.

Economic Analysis of the Livestock Manure Treatment System Using Life-Cycle Cost Technique (LCC 기법을 통한 가축분뇨처리시설의 경제성 분석)

  • To assess the total cost with all stages of facilities, the feasibility of Life Cycle Cost (LCC) analysis was examined in this study to estimate the livestock manure treatment system and optimal decision making process. For the economic evaluation, the plant/equipment investment and annual operation cost of four Public Livestock Recycling Facilities, whose treatment capacity is 100 ton piggery manure per day, was compared. The initial cost was in the range of 2,699 million won to 3,202 million won, where T and E methods were highest and lowest, respectively. The annual operation cost was in the level of 378 million to 498 million won, which decreased in the following order : T method > J method > E method > B method. For the LCC analysis, 4.7% of interest rate, 3.13% of inflation rate, and 1.52% of net discount rate was considered by the data received from Bank of Korea and Statics Korea in the period of 2000 to 2009. Also, for the calculation of present value factor, the durable years of civil engineering & construction, machinery and electric instrument was 30 years, 10 years and 15 years, respectively. Based on these consideration, operation cost was in the range of 17,570 won/ton to 20,661 won/ton, and E method (17,570 won/ton) was economical and B method (20,661 won/ton) was non-economical. Though initial cost of T method was higher than that of B method, LCC analysis of T method was lower than that of T method due to the lower operation cost. Therefore, LCC analysis, which considers both initial cost and operation cost, is more reasonable evaluation method than either initial cost or annual operation cost. For the change of LCC analysis according to the uncertainty, the sensitivity analysis was carried out using fluctuation magnitude of discount rate in the period of 2000 to 2009. As a result, LCC analysis evaluated by discount rate was stable for the uncertain factors since the cost leadership did not change even though the sensitivity analysis varied. In summary, the economic evaluation using LCC analysis could be an efficient reference to choose the suitable livestock manure treatment plants. Furthermore, standardization of statement calculation for the actual cost analysis should be conducted and more detailed study is necessary to validate this summary. Therefore, the application of comprehensive technology evaluation, which considers LCC analysis, should contribute in obtaining objectivity and enhancing reliability for the 'Evaluation of Livestock Manure Treatment System and its Technology'.

Evaluating of Risk Order for Urban Road by User Cost Analysis (사용자비용분석을 통한 간선도로 위험순위 산정에 관한 연구)

  • Level of service(LOS) is a quantify measure describing operational conditions within a traffic stream, generally, in terms of such service measures as speed, travel time, freedom to measures, traffic interruptions, comfort and convenience. The LOS is leveled by highway facilities according to measure of effectiveness(MOE) and then used to evaluate performance capacity. The current evaluation of a urban road is performed by only a aspect of traffic operation without any concepts of safety. Therefore, this paper presents a method for evaluation of risk order for urban road with new MOE, user cost analysis, considering both smooth traffic operation(congestion) and traffic safety(accident). The user coat is included traffic accident cast by traffic safety and traffic congestion cost by traffic operation. First of all, a number of traffic accident and accident rate by highway geometric is inferred from urban road traffic accident prediction model (Poul Greibe(2001)) Secondly, a user cost is inferred as traffic accident cast and traffic congestion cost is putting together. Thirdly, a method for evaluation of a urban road is inferred by user cost analysis. Fourthly a accident rate by segment predict with traffic accidents and data related to the accidents in $1996{\sim}1998$ on 11 urban road segments, Gwang-Ju, predicted accident rate. Traffic accident cost predict using predicted accident rate, and, traffic congestion cost predict using predicted average traffic speed(KHCM). Fifthly, a risk order are presented by predicted user cost at each segment in urban roads. Finally, it si compared and evaluated that LOS of 11 urban road segments, Gwang-Ju, by only a aspect of traffic operation without any concepts of safety and risk order by a method for evaluation of urban road in this paper.

An Economic Evaluation of Thread Embedding Acupuncture for the Treatment of Lumbar Herniated Intervertebral Disc in a Randomized Controlled Clinical Trial

  • Background: Lumbar herniated intervertebral disc (LHIVD) is a frequently presented condition/disease in Korean medical institutions. In this study, the economics of thread embedding acupuncture (TEA) was evaluated in a randomized controlled trial comparing TEA with sham TEA (STEA). Methods: This economic evaluation was analyzed from a limited social perspective, and the per-protocol set was from a basic analysis perspective. The cost-effectiveness analysis was based on the change in visual analog scale score, and the cost-utility analysis was based on the quality-adjusted life years. The final results were expressed as the average cost-effectiveness ratio and incremental cost-effectiveness ratio, and furthermore sensitivity analysis was performed to confirm the robustness of the results observed. Results: The cost-effectiveness analysis showed that TEA was 9,908 won lower than STEA, while the decrease in 100 mm visual analog scale score was 8.5 mm greater in the TEA group compared with the STEA group (p > 0.05). The cost-utility analysis showed that TEA was 9,908 won lower than STEA, while the quality-adjusted life years of TEA was 0.0026 years higher than STEA (p > 0.05). These results were robust in the sensitivity analysis, but were not statistically significant. Conclusion: In treating LHIVD, TEA appeared to have cost-effectiveness and cost-utility compared with STEA. However, there were no significant differences between the groups in terms of cost, effectiveness, and utility indicators. Therefore, results must be interpreted prudently; this study was the 1st to conduct an economic evaluation of TEA for LHIVD.

  • This study tries to apply standard cost accounting model to evaluate the cost of workflow instances. Previous studies mainly focus on matching workflow activities into the elements of Activity based costing in order to assign cost drivers, but rarely examine how to evaluate their instance cost. In this study, we estimate unrealized standard cost from workflow model, and realized cost from accomplished instances. On running, workflow engine cumulates cost of finished activities and it enables to monitor the difference between the target cost and the actual cost dynamically at each step of workflow processes. We implemented a prototype which shows that the proposed work can evaluate effectively the cost of various workflow patterns.

A Study on Use Evaluation of Electronic Journals (전자저널의 이용평가에 관한 연구: Y대 도서관의 IDEAL을 중심으로)

  • This study is to analyze a cost-benefit and a cost-effectiveness on the basis of number full-text downloaded from IDEAL in the electronic journals consortium of Y University Library during 2000. The result of this study shows that Y University Library used more the combined print and electronic journals than only electronic journals, and in the case of the analysis on the cost-benefit, there was no benefit, but the cost-effectiveness was very high. Based upon the result of this study, it suggests that academic libraries request a trial from the information agency and carry out user instruction analysis of varied use statistics, user satisfaction survey so as to promote use of electronic journals.

A Gompertz Model for Software Cost Estimation (Gompertz 소프트웨어 비용 추정 모델)

  • This paper evaluates software cost estimation models, and presents the most suitable model. First, we transformed a relevant model into variables to make in linear. Second, we evaluated model's performance considering how much suitable the cost data of the actual development software was. In the stage of model performance evaluation criteria, we used MMRE which is the relative error concept rather than the absolute error. Existing software cost estimation model follows Weibull, Gamma, and Rayleigh function. In this paper, Gompertz function model is suggested which is a kind of growth curve. Additionally, we verify the compatability of other different growth curves. As a result of evaluation of model's performance, Gompertz function was considered to be the most suitable for the cost estimation model.

  • Many telecommunication operators around the world have multiple networks. The networks run by each operator are always of different generations, such as 2G and 3G or even 4G systems. Each system has unique characters and specified requirements for optimal operation. It brings about resource allocation problem among these networks for the operator, because the budget of each operator is limited. However, the evaluation of resource allocation among various networks under each operator is missing for long, not to mention resource allocation optimization. The operators are dying for an algorithm to end their blind resource allocation, and the Resource Allocation Optimization Algorithm for Multi-network Operator (RAOAMO) proposed in this paper is what the operators want. RAOAMO evaluates and optimizes resource allocation in the view of overall cost for each operator. It outputs a resource distribution target and corresponding optimization suggestion. Evaluation results show that RAOAMO helps operator save overall cost in various cases.
