Information Systems in Project Management of The Public Sphere

  • Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

Verification Algorithm for the Duplicate Verification Data with Multiple Verifiers and Multiple Verification Challenges

  • The cloud storage provides flexible data storage services for data owners to remotely outsource their data, and reduces data storage operations and management costs for data owners. These outsourced data bring data security concerns to the data owner due to malicious deletion or corruption by the cloud service provider. Data integrity verification is an important way to check outsourced data integrity. However, the existing data verification schemes only consider the case that a verifier launches multiple data verification challenges, and neglect the verification overhead of multiple data verification challenges launched by multiple verifiers at a similar time. In this case, the duplicate data in multiple challenges are verified repeatedly so that verification resources are consumed in vain. We propose a duplicate data verification algorithm based on multiple verifiers and multiple challenges to reduce the verification overhead. The algorithm dynamically schedules the multiple verifiers' challenges based on verification time and the frequent itemsets of duplicate verification data in challenge sets by applying FP-Growth algorithm, and computes the batch proofs of frequent itemsets. Then the challenges are split into two parts, i.e., duplicate data and unique data according to the results of data extraction. Finally, the proofs of duplicate data and unique data are computed and combined to generate a complete proof of every original challenge. Theoretical analysis and experiment evaluation show that the algorithm reduces the verification cost and ensures the correctness of the data integrity verification by flexible batch data verification.

The Determinants of Foreign Direct Investment in the Mining Sector: A Panel Analysis (광업부문에 대한 외국인직접투자 결정요소: 패널 분석)

  • Attracting foreign direct investment in the mining sector becomes a key factor for the continuing economic growth for mining-dependent developing countries. This paper attempts to identify the determining factors that attract FDI inflows into the mining sector. Based on previous conceptual studies, the authors have attempted empirical analyses on a panel of 40 mining countries for the period 1996-2009. These empirical results are the first of their kind given the variables employed are arguably the most comprehensive and exhaustive to date. The empirical results show that market size, trade openness, quality of mined products, quality of infrastructure, regulatory quality, and perceived economic risk associated with the country are positively related to investments in mining. Whereas, tariff rate, corporate tax rate, extent of corruption, and political instability are negatively related to FDI inflows in the mining sector. The empirical results also show that developing countries tend to attract greater amounts of FDI in the mining sector compared to their developed counterparts.

  • In modern Spanish culture, there is not other cineaste who has explored the controversial topic of sexuality deeper and more reiterative ways than Pedro $Almod{\acute{o}}var$. In our opinion, $Educaci{\acute{o}}n$> fundamentally, is a metaphoric work about the corruption of the Catholicism during Francisco Franco regime in Spain. This movie is a brilliant and solid critic to the abuses suffered by a child in a religious school during the Franco regime. This movie is about the forbidden desire in Catholicism and the tragic end of a priest. Father Manolo sexually abused one of his students at the school; as a result, this student loses his sexual identity and ends up ruining his own life due to using drugs. Eventually he is revenged by his younger brother. On this movie, $Educaci{\acute{o}}n$>, Pedro $Almod{\acute{o}}var$ portrays a sentiment of anticlericalism and blasphemy against God and Jesus Christ through a story which contains homosexual scenes and direct quotations of biblical cites, such as the expulsion of the merchants and sellers out of the temple in Jerusalem in the Mathew gospel to insinuate Jesus'lack of charity and love to others. We conclude that Almodovar's description of the fallout of this priest, caused by his forbidden desire, is not only beyond anti-Catholicism but it can also be seen as an actual reflection of the cultural and sexual change in the European and, in particular, Spanish society.

Determination of tyrosinase inhibitory activity and betanin content changes in beetroot (Beta vulgaris) extracts fermented by EM

  • Beet (Beta vulgaris) is a crop similar to sugar beet, chard and leaf beets, and its origin is the Mediterranean coast of southern Europe and Central Asia. Among the components contained in beet, betalain, the main component of the root, has been reported to prevent lipid peroxidation induced by active oxygen and free radicals due to its high radical scavenging ability. Among these, the betalain, betanin (Betanidin 5-O-${\beta}$-glucoside) contains both phenolic and cyclic amine groups, all of which are highly electron-donating and act as antioxidants and has tyrosinase inhibitory activity. Betanin accounts for about 75-95% of the total pigment found in the beet. EM stands for effective microorganisms and is a collection of beneficial microorganisms. EM includes yeast, lactic acid bacteria, mycelia, photosynthetic bacteria, actinomycetes, etc. Human patch test according to CTFA guidelines was observed to be a safe source of no stimulation when 5% (v/v) of the EM fermentation liquid was applied to the human body. In addition, beneficial microorganisms are synergistic in the process of co-existence and cultivation and it has the effect of increasing antioxidant capacity and inhibiting corruption. This study confirms the difference in tyrosinase inhibitory activity and betanin content of beetroot extracts and EM fermented beetroot extracts. Hence, these results confirm that EM fermented beetroot extracts are highly beneficial for the human body.

Research and Development of Korea B(Benefit)-impact Model for Sustainable Development - in Case of Construction Sector -

  • The purpose of this study is to research and development of 'Korea B(Benefit)-impact Model' for Sustainable Development. A concept evaluation model is 'B(Benefit)-impact model' in U.S.A. We use the results of surveys that examined the importance of social value issues to stakeholders in Korea to implement the benefit-impact model in Korea. In particular, in this paper, we use the KSI(Korean Sustainability Index) survey data conducted by the Korea Standards Association to evaluate the social value of the construction industry for representative stakeholders in the construction industry. The social value pool and the activity indicator pool used for the survey are created based on relevant International Standards; ISO 26000, ISO 14001, ISO 37001. As a result, Korea B-impact model for construction industry included the following five core social value issues; Strengthen transparency of corporate management, Ensure fair employment and employment relations, Efforts to prevent corruption, Conduct fair competition, Efforts to prevent environmental pollution. In addition, the US B-impact model has three limitations. First, it is unclear whether the key indicators have been derived while considering all issues of social value. Second, US B-impact model indicators are developed by the social responsibility experts, so it is necessary to review by stakeholders in each industry. Finally, it would be more effective for companies to use the B-impact model index as a more detailed activity indicator. When developing a Korea B-impact model, the following methods are used to supplement it. First, we reviewed all social value issues using international standards. Secondly, we used the KSI(Korean Sustainability index) survey results to derive the importance of the social value issue of construction industry in Korea. Finally, we have clearly matched the activity indicators by social value core issues based on the GRI Standard so that companies can actually use the Korea B-impact model for the construction sector. The detailed development stages and results of this study are as follows;.

  • This study focused on violent act, such as verbal offensive and other acts of violence such as cyber bullying, personal information infringement. Online bullying is seriously taking place online, as juvenile violence is seriously debated due to recent school violence. In particular, it is necessary to seek countermeasures by considering the nature of cyber violence in cyberspace, particularly when stalking victims in cyberspace have died from stalking. The study examines the problem of defamation and defamation of character and tries to identify problems. Measures were taken to enact cyber defamation laws. To this end, the Commission analyzed cases of defamation and defamation of character and considered legal precedents. The study intends to study cyber defamation and defamation of character. First, I want to differentiate between cyber libel and defamation of character. Second, I intend to raise the need for cyber defamation of cybercrime and consider the offence of contempt for the criminal justice system. Third, seek ways to protect against cyber defamation and defamation of character.

An Analysis of the Social Phenomena and Perceptions of the Special Case of Military Service System in Korean Sports Field Using Big Data (빅데이터분석을 통한 체육계 병역특례제도의 사회적 현상 및 인식분석)

  • The purpose of this paper is to analyze social phenomena and perceptions by collecting and analyzing data on public opinion, views and trends related to special case of military service in the sports community through Big KINDS operated by the Korea Press Promotion Foundation. To this end, the related keywords were derived and visualized by implementing a LDA(latent dirichlet allocation) technique to derive problems found in social phenomena based on big data analysis. The topics derived include "re-lighting special case on military service," " military service corruption controversy," "special case of military service for athletes," "alternative military service system for artists " and "parliamentary inspection of the administration" This could be used as a basic data for identifying accurate information on social controversies related to special case of military service in the sports community and drawing up practical measures that are considered in line with the principle of just and equal burden.

AIDS Politics in American Drama (미국 극에 나타난 에이즈 정치학)

  • When AIDS evolved into a narrative, there were lots of mythologies on AIDS. Among them, the one that AIDS is a gay plague was accepted without any special rejection. Now AIDS is no longer a gay-related disease. At the beginning of the epidemic, however, AIDS was said to be a gay plague and gays were blamed for their life styles. Although AIDS was new, it had been in the mind of people. That is, the truths about AIDS were distorted and misunderstood. The social aspects of AIDS were based not on real scientific facts but on the prejudice and the practices which heterosexual society had invented for homosexuals. Here the AIDS crisis is said to be politicized. The socio-political responses to AIDS were effected by the dominance of Reaganism. So this paper investigates the effects of AIDS on the gay community and the reactions of the Reagan administration through analyzing ten American AIDS plays. Four issues are discussed to develop the paper's main idea: the meaning of AIDS, the past to be remembered, the new family system, and the indifference of President Reagan and the silence of media. AIDS means death; the relation between homosexuality and AIDS cannot be separated. Under these social circumstances AIDS becomes a symbol for moral corruption and the person with AIDS is thought to be punished. But a gay person can overcome the fear of death through regaining promiscuous sex and confirming his identity as a gay. Also to survive in the heterosexual society a gay has to make a new family system. Finally the indifference of the Reagan administration and the virtual silence of the media make the crisis more serious. In the conclusion homosexuals are compared to the Jewish people and the responsibility of gay community is also discussed. The important thing is that facing the AIDS crisis, the gay community has spiritually grown up.

Democratic Deepening and Constitutional Engineering in Thailand (태국 민주주의의 심화와 헌정공학)

  • This paper aims to study Thai democratic deepening and the constitutional engineering with the analytical concepts of 'power sharing' and 'accountability' focusing on the 1997 and 2007 Constitution. With regard to power sharing, the 1997 Constitution had the characteristics of majoritarian principle including a two-party system, strengthening of prime minister and the executive's power etc. It enhanced significantly the aspects of accountability compared with the previous constitutions. The institutions such as Constitutional Court, Commission on Election, Administration Court, Commission on Human Right, Ombudsman, Commission on Anti-corruption, and the Measure for Anti-money Laundering were established by the 1997 Constitution. However, such empowered accountability system were often abused by the political power groups in the political process. The 2007 Constitution has the characteristics of consensual principle including a multiparty system, proportional representation system, weakened prime minister's power, balancing of cabinet and parliament's power, pushing ahead with decentralization. However, the consensual principle of the 2007 Constitution came, in part, from the factional interests. It is similar to the 1997 Constitution in terms of accountability system, which enhanced in law but abused often in practice. One of the critical reasons for the failure of the 1997 and 2007 constitutions to consolidate democratic system was the political game played around the so-called network for the monarchy composed by the military, the civilian bureaucracy, Constitutional Court and the privileged classes. The future of the Thai democratic deepening depends on the constitutional engineering in which the factional interests should be excluded, and the rules of power sharing and accountability which traditionally played around the network for the monarchy should be effectively institutionalized.
