CIPP모형을 활용한 항공서비스교육 평가 -만족도 및 재추천에 미치는 요인을 중심으로- (Evaluation of Airline Service Education Using the CIPP Model -focus on factors which influenced satisfaction and recommendation of the training program-)

  • 본 연구는 CIPP모형을 활용하여 항공서비스교육의 성과를 평가하고자 한다. CIPP모형의 상황평가(Context), 투입평가(Input), 과정평가(Process), 산출평가(Product)를 중심으로 요인을 도출하고 항공서비스교육의 만족도와 재추천에 영향을 미치는 요인을 분석하였다. 그 결과 만족도에는 상황평가(C)의 교육목표, 과정평가(P)의 상호작용, 프로그램관리, 산출평가(P)의 직무성과 요인이 긍정적인 영향을 미쳤으며, 투입평가(I)의 인적자원은 부정적인 영향을 주었다. 또한 서비스교육의 재추천에는 상황평가(C)의 교육목표, 과정평가(P)의 상호작용, 교육지원, 산출평가(P)의 직무성과 요인이 긍정적인 요인으로 작용하였으며, 상황평가(C)의 요구진단은 부정적인 요인으로 영향을 미쳤다. 따라서 항공서비스교육의 만족도를 높이기 위해서는 인적자원이 아니라 교육의 목표, 상호작용, 프로그램관리, 성과를 높여야 하며, 서비스교육의 재추천을 위해서는 항공사의 요구진단보다는 교육목표, 상호작용, 교육지원, 직무성과를 높일 필요가 있음을 시사한다.

CIPP모형을 활용한 학습공동체 평가: 대학 튜터링 프로그램 사례를 중심으로 (An Evaluation of Learning Community by using CIPP model: Focused on the case of a tutoring program in the university)

  • 본 연구는 대학생들이 주도적으로 학습역량을 강화하기 위해 참여하는 튜터링 프로그램 사례를 CIPP(Context-Input-Process-Product)모형을 통해 평가하고 분석함으로써 대학 튜터링 프로그램의 질적 개선을 목적으로 한다. 이를 위해 B대학교에서 2016년 2학기에 실시한 튜터링 프로그램에 참여한 학생 중 최종보고회에 참석한 학생 90명을 대상으로 튜터링 설문조사 및 만족도 조사를 실시하였다. 또한 튜터 49명을 대상으로 튜터중간간담회를 실시하였고 튜터링에 참여한 234명이 제출한 성찰일지를 분석하였다. 상황평가의 경우, 튜터링 프로그램의 필요성 측면에서, 투입평가의 경우, 인적·물적 자원의 적절성과 프로그램 기획의 적절성 측면에서, 과정평가의 경우, 교수학습활동 과정 측면에서, 산출평가의 경우, 영향력, 효과성, 지속가능성, 전이성의 측면에서 튜터링 프로그램을 평가하였다. 설문조사 평가결과, 상황평가 평균 4.05점, 투입평가 평균 3.88점, 과정평가 평균 4.08점, 산출평가 평균 3.92점으로 나타났다. 튜터 간담회 분석결과와 성찰일지 분석결과에서도 유사한 분석결과가 도출되었다. 학습자가 모든 평가항목에서 보통 이상의 수준으로 만족하고 있는 것으로 나타났으나 평가내용 중 상대적으로 낮은 평가점수 영역에 대해서는 구체적인 개선방안을 통한 프로그램의 개선이 필요하다.

Development of Evaluation Criteria for Forest Education Using the CIPP Model

  • The objective of this study was to develop evaluation criteria for forest education using the Context, Input, Process, and Product (CIPP) model. To this end, we designed a survey based on expert advice and content analysis of previous studies on the CIPP model and forest education. The survey was conducted on 393 forest education specialists, and Cronbach's α coefficient was set as 0.6 or higher to verify reliability and validity, and to determine reliability by factor. Eventually, 52 out of 57 evaluation items were extracted, and the evaluation indexes were selected through factor analysis as follows: four evaluation indexes for the context dimension, namely "Clarity of goal setting," "Developing conditions for education," "Meeting of requirements," and "Institutional drive"; three evaluation indexes for the input dimension, namely "Acquisition of education infrastructure," "Establishment of operational support," and "Adequacy of assigned manpower"; four evaluation indexes for the process dimension, which were "Adequacy of budget allocation," "Expertise of forest education instructors," "Diversity of programs," and "Public-private academic partnership"; and five evaluation indexes for the product dimension, namely "Effectiveness of perception change," "Influence over the society," "Continuity of improvement in evaluation," "Continuity of education," and "Verification of the effects of education."

국방Bt&D사업 자체평가시스템 메타평가 (A Study on the Meta Evaluation for Defense R&D Programs)

  • This study is the result of meta evaluation for the self evaluation of defense R&D programs in Korea by using meta evaluating indicators. The overall meta evaluation result of defense R&D programs gained 74.3 points out of 100, so it was evaluated as 'Good'. But it demonstrated that further improvement for overall system of defense R&D programs evaluation is required. And especially, it demonstrated that more alternatives are necessary in order to improve the utilizations and the feedbacks of evaluation results. The evaluation context component gained 80.2 points out of 100, so it was evaluated as 'Very Good'. The evaluation input component gained 73.1 points out of 100, so it was evaluated as 'Good'. The evaluation process component gained 74.8 points out of 100, so it was evaluated as 'Good'. And the evaluation outcome component gained 69.0 points out of 100, so it was evaluated as 'Good'. Basic model of meta evaluation was derived from the literature review and brain storming. And this meta evaluation model was determined by adopting the result of experts who performed evaluations for defense R&D programs in recent years. The reliability of components and items was verified by Cronbach's a coefficient. It was over 0.6 in evaluation components and items. And the reliability of evaluation context was 0.877, that of evaluation input was 0.755, that of evaluation process was 0.755, that of evaluation output was 0.755 respectively. From the analysis, it is attempted to identify possible problems and to find out the ways of improvements related to the self evaluation system of defense R&D programs. The ultimate objective of this study is to manage the programs effectively and improve the reliability and the objectiveness of the defense R&D programs.

인재개발 교육프로그램의 평가준거 개발을 위한 기초연구 (Research of Evaluation Criteria for Educational Program of Human Resources Development)

  • 조직구성원의 인재개발을 위한 교육훈련의 관심이 증대되면서 다양한 교육프로그램이 제공 및 보편화되고 있으며, 교육의 정당성 확보와 프로그램에 대한 지속적인 질 관리 차원에서 평가의 중요성이 부각되고 있다. 따라서 이 연구의 목적은 지식정보화 사회에서 요구되고 있는 인재개발 교육프로그램 평가준거 개발의 기초자료를 제공하는데 있으며, 국내 외 문헌고찰과 사례조사를 통하여 과정중심 평가모형인 Stufflebeam의 CIPP(Context, Input, Process, Product)모형에 기반한 인재개발 교육프로그램의 평가준거 대영역을 도출하였으며, 이에 따른 연구의 결과는 다음과 같다. 첫째, 인재개발 교육프로그램의 상황평가 대영역으로 도출한 평가영역은 요구분석, 목표설정, 조직환경이다. 둘째, 인재개발 교육프로그램의 투입평가 대영역으로 도출한 평가영역은 교육프로그램 전략, 인적자원, 물적자원이다. 셋째, 인재개발 교육프로그램의 과정평가 대영역으로 도출한 평가영역은 교육프로그램 관리, 교수 학습 전략, 교육지원환경이다. 넷째, 인재개발 교육프로그램의 산출평가 대영역으로 도출한 평가영역은 영향력, 효과성, 지속가능성, 전이력이다. 이러한 인재개발 교육프로그램의 평가준거 분석과 대영역 도출에 관한 연구결과는 교육프로그램 평가의 체제적 접근에 기초자료가 될 것으로 판단된다.

FA/AHP 기법을 활용한 국방연구개발사업 메타평가 지표 개발에 관한 연구 (A Study on the Development of Meta-Evaluation Indicators for Defense R&D Programs by Using FA/AHP Methods)

  • 국가 연구개발사업의 효율성과 생산성을 제고하기 위하여, 정부에서는 '국가연구개발사업 등의 성과 평가 및 성과관리에 관한 법률'을 제정하여 정부 각 부처의 연구개발 사업 성과의 효율성을 증대시키고 있다. 본 논문은 국방연구개발사업 자체평가시스템 측면에서 메타평가를 실시하기 위하여 요인분석(Factor Analysis)을 통한 계층분석적 의사결정기법(AHP, Analytic Hierarchy Process)을 사용한 평가지표를 개발한 결과이다. 국방연구개발사업의 메타평가를 위한 평가요소로서 평가상황, 평가투입, 평가수행, 평가결과 등 4요소로 구분하여 평가지표를 개발하였다. 평가항목 선정을 위하여 평가요소 및 평가지표간 요인분석을 실시하여 Cronbach's ${\alpha}$ 값을 측정한 결과, 평가상황요소는 0.877, 평가투입요소는 0.755, 평가결과요소는 0.792, 평가결과요소는 0.906으로 내적일관성을 고려한 신뢰성은 있는 것으로 나타났다. 그리고 평가요소 및 평가항목별 가중치 산정은 AHP기법을 사용하여 분석하였다. 분석결과 조사자의 전체 일관성 지수는 0.09로 조사자의 일관성은 있는 것으로 분석되었다.

산림보호지역의 관리효과성 평가지표 개발 연구 (Management Effectiveness Evaluation (MEE) Indicators Development in Protected Forest Areas)

  • In order to develop the indicators which evaluate the management effectiveness for the protected forest areas in Korea, candidate indicators were listed based on literature and experts interviews, then questionnaire survey on the experts were conducted. 5 elements of context, planning, input, process, output and outcome and 32 indicators were selected. Context element includes 6 indicators of 1) documentation and assessment of values; 2) documentation and assessment of threats, 3) influence of government policy, 4) related regulations, 5) community cooperation and 6) the structure of management organization. 6 indicators of Planning element were 1) the management objective, 2) protected area design, 3) protected area size and number, 4) representation, 5) standards and categories and 6) management planning. Input element of 3 indicators were 1) management staff, 2) funding, 3) establishment and application of information. Process element were consisted of 1) governance, 2) management guidelines, 3) human resource management, 4) law enforcement, 5) eco-management, 6) disaster management, 7) education program and 8) research and monitoring. The element of outputs and outcomes were 1) accomplishment of plan, 2) accomplishment of program, 3) private land management, 4) threats change, 5) biodiversity change, 6) ecosystem health and vitality, 7) impact on community, 8) international management level and 9) visitors' satisfaction and variation in civil compliant. It is recommended to have further research on evaluation methods development by applying those above developed indicators for the protected forest areas to ensure the practicality of the indicators.

AHP를 이용한 국방연구개발사업 메타평가 지표개발 (A Study on the Development of Meta Evaluation Indicators based on AHP Technique for Defense R&D Programs)

  • The purpose of this study is to develop Meta Evaluation Indicators for Defense R&D Programs in Korea. At first, the four components of this meta evaluation model were designed, which are evaluation context, evaluation input, evaluation process and evaluation outcome. And fifty two indicators for this meta evaluation were developed by experts who performed evaluations for Defense R&D Programs. The reliability of components and items was verified by Cronbach's ${\alpha}$ coefficient. It was over 0.6 in all areas. The validity of components and items was verified by Factor Analysis. Analytic Hierarchy Process method was used in assigning the evaluation weight. The survey of twenty two evaluators participated in Defense R&D Programs showed that the Consistency Ratio was under 0.1 in evaluation components and items. In this study, an objective and reasonable set of Defense R&D Meta Evaluation Indicators was developed to increase the responsibility of Defense R&D Programs and improve the quality of evaluation results.

입자화 중심 자기구성 다항식 신경 회로망의 새로운 설계 (A new Design of Granular-oriented Self-organizing Polynomial Neural Networks)

  • In this study, we introduce a new design methodology of a granular-oriented self-organizing polynomial neural networks (GoSOPNNs) that is based on multi-layer perceptron with Context-based Polynomial Neurons (CPNs) or Polynomial Neurons (PNs). In contrast to the typical architectures encountered in polynomial neural networks (PNN), our main objective is to develop a methodological design strategy of GoSOPNNs as follows : (a) The 1st layer of the proposed network consists of Context-based Polynomial Neuron (CPN). In here, CPN is fully reflective of the structure encountered in numeric data which are granulated with the aid of Context-based Fuzzy C-Means (C-FCM) clustering method. The context-based clustering supporting the design of information granules is completed in the space of the input data while the build of the clusters is guided by a collection of some predefined fuzzy sets (so-called contexts) defined in the output space. (b) The proposed design procedure being applied at each layer of GoSOPNN leads to the selection of preferred nodes of the network (CPNs or PNs) whose local characteristics (such as the number of contexts, the number of clusters, a collection of the specific subset of input variables, and the order of the polynomial) can be easily adjusted. These options contribute to the flexibility as well as simplicity and compactness of the resulting architecture of the network. For the evaluation of performance of the proposed GoSOPNN network, we describe a detailed characteristic of the proposed model using a well-known learning machine data(Automobile Miles Per Gallon Data, Boston Housing Data, Medical Image System Data).
