온라인 ADR을 통한 전자상거래 분쟁해결제도에 관한 연구 (A Study on Electronic Commercial Disputes settlement system through on-line ADR)

  • On-line ADR is to use means of settling disputes online to settle disputes happened on-line or off-line. It gave important opportunity for engaging in a commercial transaction to small group or individual. If it uses judiciary proceeding, it will cost too much, complicate and take considerable time. So, because of these reasons, OECD even encourage on-line ADR as a mean for relieving consumer's damage actively on e-commerce. Korea is also trying to introduce on-line ADR partially or completely in Korea Consumer Agency, The National IT Industry Promotion Agency, The Korean Commercial Arbitration Board. However, Korea's on-line ADR is more insufficient than advanced country's. Nevertheless, because on-line needs to introduce, this study suggests the problem and plan centering the type and the present condition of on-line ADR.

식생활 라이프스타일 유형에 따른 다이어트 관련 태도와 인구 통계학적 특성의 차이분석: 20, 30대 성인을 중심으로 (Differences in Diet-Related Attitudes and Demographics by Type of Food-Lifestyle: Focused on Adults in Their 20s and 30s)

  • This study classified respondents by food-lifestyle and investigated differences in diet-related attitudes and demographic variables among food-lifestyle groups. Diet-related attitudes consisted of variables such as interest in diet, trial number of diet, diet period, weight loss, diet motivation, verification of products approved by the Ministry of Food and Drug Safety, verification of manufacturer's reliability, examination of damage cases and side effects, and awareness of consumer protection law. This study administered a questionnaire survey to adults between the ages of 20 and 39 who lived in Daegu and Uijeongbu from November 17th to December 14th 2014. Data collected from 293 respondents were analyzed using descriptive statistics, factor analyses, cluster analysis, analysis of variance (ANOVA) and chi-square tests. Four clusters (passive eating habit group, active eating habit group, convenience oriented group, and taste and health oriented group) were developed according to four factors of food-lifestyle (health-conscious, popularity-seeking, taste-seeking, convenience-seeking). The results of the ANOVA and chi-square tests indicated significant differences in interest in diet, awareness of consumer protection law, verification of products approved by the Ministry of Food and Drug Safety, verification of manufacturer's reliability, examination of damage cases and side effects, gender, education levels and household monthly income levels among food-lifestyle groups.

  • Because consumer mostly utilizes company test standard, supplier spends burden of expenses on building test equipments and managing expert manpower to fulfill consumer's various tests. Therefore, it is urgent to standardize test assessment which has a bond of sympathy between consumer and supplier and evaluates reliability of their products. This study develops reliability assessment standard which is composed of 12 test items considering international and domestic test standards, company internal test standards of consumer companies and field conditions. Also this study introduces overall technical procedure on accelerated test with no failure which is used for the main technology of reliability assessment. To verify effectiveness of reliability assessment, the test results are herein analyzed through building the test equipments and performing the test items.

Post-earthquake building safety evaluation using consumer-grade surveillance cameras

  • This paper demonstrates the possibility of evaluating the safety of a building right after an earthquake using consumer-grade surveillance cameras installed in the building. Two cameras are used in each story to extract the time history of interstory drift during the earthquake based on camera calibration, stereo triangulation, and image template matching techniques. The interstory drift of several markers on the rigid floor are used to estimate the motion of the geometric center using the least square approach, then the horizontal interstory drift of any location on the floor can be estimated. A shaking table collapse test of a steel building was conducted to verify the proposed approach. The results indicate that the accuracy of the interstory drift measured by the cameras is high enough to estimate the damage state of the building based on the fragility curve of the interstory drift ratio. On the other hand, the interstory drift measured by an accelerometer tends to underestimate the damage state when residual interstory drift occurs because the low frequency content of the displacement signal is eliminated when high-pass filtering is employed for baseline correction.

  • The purpose of this study is to investigate bathing habits and behaviors, and to find out consumers' needs for washcloth, which in this case refers to Korean exfoliating cloth for bathing purpose. Subjects of this study were females of 20s to 50s living in urban area. Four hundred and twenty-six (426) women were interviewed with a structured questionnaire. Data were analyzed by ANOVA, factor analysis, correlation analysis, MDS. The results of this study are briefly summarized as follows: The most popular bathing type was shower (84.9%). Personal hygiene was one of the commonest purpose of bathing, and other purposes included health maintenance, stress alleviation, and beauty in order. Dimensions of consumer needs for washcloth were extracted from factor analysis as following properties: tactile, tough, aesthetic, constructive, and hygienic. The preference for washcloth type was related to skin type. "Non-skin damage property" was the most important parameter to choose washcloth and the other parameters included massage effect, tactile property, foaming property, and easy-to-use property.

리콜제도와 제조물책임법에 관한 고찰 (The Review of Legal Regulations on Recall Service and Product Liability Law)

  • This study examined two laws protecting consumer's safety, the 'Product Liability Law' and 'Legal Regulations on Recall Service.' and investigated the need for and importance of the laws. Second, the requirements regarding the procedures for implementing these laws were reviewed. Regarding the 'Product Liability Law', the study considered how the damage and injury of consumers caused by defects in production would be compensated and under what conditions. Regarding the law to regulate Recall service, this study reviewed when and how producers must recall their products because of their defects. Finally, the directions for enacting these laws were suggested, and several difficulties arising from their enactment were considered. Several suggestions were made to enact these two raws in order to enhance comsumer safety, consumer sovereignty, and consumer well-being.

  • Human, physical damage is happened frequently to consumer's safety accident by product defect on modern industrial society. Accordingly, advanced nation including the United States of America enforce product liability law and is protecting consumer more actively from danger of product defect. Our country(Korea) may enforce product liability law since July, 2002, and if business does not grope effective confrontation way about PL, capital strength weak smaller enterprise and venture business corporation's competitive power may affect much corporation's competitive power enfeeblement and survival. This research supplement based on induction and operating QMS in smaller enterprise essential factor that corporations must equip according to product liability law enforcement. And we present integration quality management system model of Product liability to do so that smaller enterprises may can cope effectively at force of Product liability law.

윤리적 소비의 개념 및 실태에 대한 고찰 (Study on the Concept and Practice of Ethical Consumption)

  • Nowadays, ethical consumers are increasing and they consider social values such as worker's human rights, environment and animal's welfare as key criteria in purchasing products. This study focused on the academic and practical research of ethical consumption, in which the needs and interests are now growing globally. This study addressed the concept, trend and practices of ethical consumption as well as seeking methods to support and promote ethical consumption. It examined the concept and types of ethical consumption from the perspective of the philosophy on ethical consumption. Ethical consumption was defined as a behavior that intended to improve the environment and the welfare of people and animals by purchasing products produced according to sound ethical principles and avoiding products that are made through the exploitation or the damage of people, animals and the environment. It also dealt with the practices of ethical consumption such as the fair trade movement, Clean Clothes Campaign, boycott, local food movement, animal's welfare movement. In conclusion, I suggested that consumers, companies, governments, and NGOs should make an effort to promote ethical consumption.

노인들의 건강식품 피해예방을 위한 사용실태 조사 (Investigation for health food intake to prevent damage of the elderly)

  • This research aimed to survey problems related to the elderly's purchasing trends and habitual use of health food; it was in order to effectively prevent the monetary and health damage to the elderly of health foods. In February 2006, the data were collected from 271 of the elderly people living in Goyang-si, Kyunggi-Do. The results of the study indicated: first, more than 50% of the respondents had much interest in health foods, and 42.8% of them answered they were taking health foods. Second, about 62% of 116 respondents who were taking health foods were taking one kind of them, for the purpose of maintaining and improving their health condition. Third, the major information regarding health foods was acquired from their family members, relatives and friends, or TV, radio and journals. Lastly, 75% of respondents even did not know whether there was a relief system for damage related to health foods.

제소 전 의료분쟁 해결에 관한 연구 -한국소비자원 의료분쟁 조정을 중심으로- (A Study on Alternative Medical Disput Resolution -With a Focus on Medical Dispute Mediation of Kca-)

  • Just in case a patient's state couldn't get better or get even worse after medical practices, it is difficult for the patient's side to accept the result and it tends to think that its damage is caused by his doctor's malpractice. Medical practices of a doctor require highly advanced attention duty as a medical expert, because they are targeted at a human body of the best benefit and protection of the law. However, it is hard to prove the malpractice on the patient's side in medical dispute. Therefore, to solve a medical dispute quickly and fairly before the medical suit Korea Consumer Agency (KCA) has done a medical dispute adjustment business since 1999. For the past 5 years (2006~2010), the medical team of KCA had managed 4,171 cases as an injury relief, but it had dealt with them focusing on an injury relief business only after the occurrence of a medical accident. Afterwards, it is necessary to expand the range of its services in purpose of preventing the injury of consumers. If we can solve the problems -the clear statements about the cease of extinctive prescription in the fundamentals of comsumer act, the presence of parties directly concerned at comsumer dispute adjustment committee, and the effect of an agreement, etc. -, which have been founded in medical injury relief service of KCA and the management and procedures of the comsumer dispute adjustment committee of KCA and if we can also give KCA more workers and the proper budget of the government, we can expect KCA to become a more useful agency.
